Beginning with the academic year 2005 the Ministry of Education of the Republic of Hungary established a “scholarship pool” so as to encourage mobility in higher education and to provide opportunities for foreign citizens to widen their professional experience in Hungarian institutions of higher education. In the framework of the pool-system, the Hungarian Scholarship Board (hereinafter HSB) announces university and research scholarships for the academic year 2010/2011 and summer school scholarships for the summer 2010 respectively. The scholarship programme is open for citizens of those countries with the Hungarian Ministry of Education has agreed to a co-operation programme. In cases where the number of foreign scholarship holders is fixed, due to previously agreed upon programmes still in force in 2010, this will be taken into consideration by the HSB during the validity period of the co-operation programme when awarding future scholarships. These scholarships allow for study or research in any field of arts and sciences during the granted period at an accredited Hungarian higher education or research institution to be determined in advance. Semester, partial, postgraduate studies and doctoral programmes must be carried out in state-financed institutions where no tuition fee is required. For Type A scholarship, an applicant may submit an application only on one occasion during his/her BA studies, and on another occasion during his/her MA studies. Type A (semester/partial studies) and type C1/C2 (full PhD and partial PhD studies) scholarships may not be extended. Type B (postgraduate studies), D (postdoctoral studies, research), and E (research stay) scholarships may be extended exceptionally, only under special circumstances, on one occasion. The scholarships are valid only for studies and research purposes in Hungary. HSB scholarships can only be used for conducting studies or research in Hungary, which means that scholarship-holders must stay in Hungary during the whole period of their studies or research. Please note that for scholarships for semester/partial studies priority will be given to students of Hungarian language and literature. The scholarships are awarded for the summer of 2010, or the academic year of 2010-2011, and these latter ones must be finished by June 2011 at the latest. Cases of Non-Eligibility 1. Foreign citizens with a residence permit or in the course of applying for a residence permit in Hungary cannot apply. 2. All workers, men and women, who have an employment contract or employment relationship as defined by the law in Hungary cannot apply. 3. Students applying for part-time or correspondence study programmes cannot apply. 4. Students applying for non state-financed universities cannot apply. 5. Students admitted to tuition fee-paying institutions of higher education cannot apply. These amounts are paid by the HSB Office. C/1. full PhD programme (36 months) HUF 93 000 per month, paid by the host institution, and student hostel accommodation in a university residence hall paid by the scholarship-holder C/2. partial PhD studies (12 months) HUF 93 000 per month, paid by the host institution, and student hostel accommodation in a university residence hall paid by the scholarship-holder. D. postdoctoral studies, research (1-10 months) HUF 118 000 per month and HUF 80 000 accommodation allowance per month,paid by the HSB Office. E. research stay (3-21 days or 1-10 months) HUF 118 000 per month, and HUF80 000 accommodation allowance per month, for scholarships lasting 21 days or shorter, accommodation allowance and a stipend of HUF 3000/day. These amounts are paid by the HSB Office. F. summer courses in2010 Tuition-free courses, free accommodation and meals. According to the present legislation the Hungarian Scholarship Board can not grant a scholarship for courses, where tuition fee is required. Scholarships of the HSB cannot be awarded concurrently with other scholarships. If a scholarship-holder has another scholarship or other financial support (salary) he has to turn down the HSB scholarship. The scholarship is meant to cover the living expenses of one person only, so there is no available financing or visa exemption for accompanying members of the family or any other persons. Neither visa related fees nor any other costs related to the grantee’s stay in Hungary shall be compensated for. Travel expenses Travel expenses to Hungary and back to the country of origin are not covered by the Hungarian Scholarship Board. Health insuranceCitizens of Japan staying in Hungary for more than 1 month are covered for medical treatment in case of sudden illness. Except emergency cases none of the costs of dental care are covered. Scholarship-holders staying in Hungary for less than 1 month are required to make their own arrangements for insurance coverage. The aim of the program is to support and further develop a network of lawyers and activists working on human rights-related issues internationally. More than 150 fellows have graduated from Justice Initiative Fellows Program, established in 1996. Up to ten applicants will be selected in 2010 to participate in this two-year program of study and practical work experience. Applicants from the following regions and countries are eligible: Central and Eastern Europe, the former Soviet Union, Africa, Asia, the Middle East, and Central/South America. Applicants must be nominated by a national nongovernmental organization concerned with human rights. The applicant must demonstrate a strong commitment to human rights, and have a university degree and a high degree of proficiency in English. Criteria for selection will include the applicant's experience, his/her potential to contribute to the protection and promotion of human rights, and the suitability of the applicant's proposed role in the nominating NGO. Upon selection, fellows will be required to sign an agreement with the Justice Initiative committing themselves to the program for two years. The first year is spent at Central European University, the second in the applicant's home country, working with the nominating NGO. Fellows will reside a total of one year in Hungary, at the Central European University's Legal Studies Department. They will undertake a degree program (MA or LLM in Human Rights, dependent on their undergraduate degree), in which they will be required to fulfill the requirements of the Human Rights Program at the Central European University. During their stay at the Central European University the Fellows will also participate in a three-month internship placement with leading NGOs in Europe from January until March. During the first year of the program, the fellowship will be administered by the Central European University's Legal Studies Department in partnership with the Justice Initiative. Financial conditions will be identical to Central European University policies for full scholarship students. Fellows will return to their local nominating NGOs after the first year, where they will spend at least one year working in human rights advocacy on a nonprofit basis: providing legal services, undertaking human rights litigation, providing training and education, etc. The Justice Initiative will pay a local salary during this second year equal to an amount determined to be similar to equivalent work by the nominating NGO.
