The Norwegian government provides students from developing countries in the South and countries in the Western Balkans, Eastern Europe and in Central Asia with financial support to study for a degree in Norway under the Quota Scheme. About the programme The Quota Scheme currently provides funding for a total of 1,100 students, 800 of them from developing countries in the South and 300 from countries in the Western Balkans, Eastern Europe and in Central Asia. The Scheme is quite popular both with the Norwegian institutions involved and among eligible students, most of whom are highly qualified in their field of study. Every year the number of applicants far exceeds the number of students admitted under the scheme. Scholarships for students The Norwegian State Educational Loan Fund is responsible for managing the financial support provided for the Quota students. Each student receives the same amount of money as a Norwegian student would do in an equivalent educational programme. 40 per cent of the amount is given as a grant and 60 per cent as a loan. However, the loan portion may be waived when the student returns to his/her home country after completing the course of study. Students who stay in Norway after finishing their studies or take up residence in another country than their home country must repay the loan. Normally, the financial support given will not exceed a time span of four years for one definite study plan or a combination of two programmes. Part-time studies are not supported. Additional financing Travelling expenses for entry into Norway may be reimbursed (fixed price). Students can apply for one annual home visit if the educational programme lasts longer than one year and for financial support for travelling expenses for field work during the course of study. When the student returns home within 3 months after finishing his/her studies, the cost of travelling home is covered by the Norwegian State Educational Loan Fund. Administration SIU has managed the Quota Scheme since 1 January 2005 on behalf of the Norwegian Ministry of Education and Research. The guidelines (Rundskriv F- 10-07- only in Norwegian) for the administration and implementation of the Quota Scheme for the academic years 2008–2009, 2009–2010, 2010–2011 were developed in 2007 by the Norwegian Ministry of Education and Research in cooperation with SIU. The Norwegian State Educational Loan Fund is responsible for the financial support provided to students through the Quota Scheme. Please note that the Ministry of Education and Research launched new guidelines for the Quota Scheme for the academic years 2011–2012, 2012–2013 and 2013–2014 in June 2010. Compared to the guidelines for 2008–2011 only a few adjustments have been made. You should be aware that the list of countries included in the Quota Scheme has been updated. Students from Jamaica, Surinam, Fiji, Belarus, Kazakhstan, Croatia, Montenegro and Serbia will not be eligible for admission to the Quota Scheme from the academic year 2011–2012. Kosovo is the only new country added to the list. See the complete list of countries included in the Quota Scheme here. source: http://siu.no/eng/Front-Page/Programme-information/Development-cooperation/Quota-Scheme This PhD scholarship was donated by South-Trøndelag County related to the 100th anniversary of the Norwegian University of Science and Technology. The Norwegian School of Economics and Business Administration (NHH) is pleased to announce the availability of a PhD Research Scholarship in experimental economics at the Department of Economics. The scholarship is for a period of four years and combines taking a PhD programme at NHH with working as a research scholar. Research scholars are required to work as a teaching and/or research assistant for the department they are admitted to on enrolling in the PhD programme. The work requirement corresponds to 25% of a full position a year, with the remaining 75% being dedicated to the successful completion of a PhD. The candidate will be a part of the research group on experiments and social choice at NHH. This research group, which includes assistant professor Ingvild Almås, professor Alexander W. Cappelen, associate professor Erik Ø. Sørensen and professor Bertil Tungodden, has pursued three distinct avenues of research. First, using economic experiments, it studies how individual choices are affected by normative considerations. In particular, the research group has looked at issues of fairness and responsibility, conducting experiments with various subject groups and international experiments where the subjects interact via the internet. An important part of this research program has been to structurally estimate random utility models that can explain the observed behaviour. Second, the research group also considers how different theories of justice can be justified through axiomatic analysis, and how these theories relate to inequality and poverty measurement. Third, the research group studies important policy issues related to distributive justice, including global income inequality, redistributive tax policies and health care. The group collaborates with many international researchers, including researchers at the World Bank, Harvard University, Yale University, University of Berkeley, Loyola Marymount University, University of Copenhagen, University of Gent, University of Oslo, and Statistics Norway. The research output of the group is very good and the members of this group have published in top economic journals, including American Economic Review, Science, Journal of Political Economy, Economic Journal, and Economic Theory; in top philosophy journals, including Journal of Philosophy and Economics and Philosophy; and in many excellent field journals. The annual salary for the PhD Research Scholarships is set according to the Norwegian State Salary Scale for PhD research scholars: State salary scale 48, which is currently 383,700 NOK gross (approximately 47,000 euro or about 67,000 US dollars). An important aspect of sustainability is safe working conditions for the fishers. Even though the safety level in the fishing fleet has improved the last decades, there are still too many accidents, and fishing remains one of the most dangerous working places. Important influencing factors on the safety problems are the working environment, technology development, procedures, training, regulations, and external conditions. The objective of the PhD position is to develop new methodologies and adapt existing risk analyses methods to the challenges of the fishing fleet, including procedures for data collection and interpretation. Analysis of causes to the safety problems is an essential part, along with evaluation of risk reducing measures. Applicants must hold a Masters degree in marine technology or a related field. Candidates with other relevant background may be required to take some extra courses. Specific knowledge within fishing technology is not essential. The employment period is 4 years with 25 % duties. For more information, contact Professor Ingrid Bouwer Utne, e-mail: ingrid.b.utne@ntnu.no, tel: (+47) 73 59 55 56 PhD #2: PhD research fellowship in sustainability and energy use within the fishing fleet Fisheries management aims at achieving sustainability in the Norwegian fisheries. An important aspect of sustainability is energy consumption on board the fishing vessels. Despite the fact that a considerably amount of new technology is and has been introduced into the fishing industry, analyses performed in Norway and internationally show that the specific energy consumption, in terms of energy input pr. unit catch brought to land, is not decreasing. Several studies show a rather opposite trend with increased specific energy use today compared to, for instance, the situation 30 years ago. This is contrary to the trend in most other industrial production processes where technological improvements have resulted in improved energy efficiency. The objective of this PhD position is to analyze the situation in the fisheries with respect to energy consumption, compare to other industries, and find out what can be done to improve the energy efficiency. Applicants must hold a Masters degree in marine technology or a related field. Candidates with other relevant background may be required to take some extra courses. Specific knowledge within fishing technology is not essential. The employment period is 4 years with 25 % duties. A PhD position related to the development of new rational fishing strategies and overall fishing vessel operation is announced. The position is linked to a research program at SINTEF Fisheries and Aquaculture aiming at reducing NOx- and other environmental emissions and impacts from demersal fisheries, by proposing new fuel- and catch efficient active fishing gear concepts based on trawl- and seine technology. The main goal of the PhD thesis is to propose rational fishing strategies for important North East Atlantic demersal (bottom) species, such as cod, haddock, saithe and shrimp. By fishing strategy is here basically meant how a vessel or fishing vessel company can optimize its operation during a year regarding fishing grounds, quouta, fisheries regulations, allowable fishing gear and fishing methods. The starting point will be two basic active fishing methods 1) target (point) fishing and 2) continuous (trajectory) fishing, or more specifically to combine and improve the best features of Danish- and Scottish seining, bottom trawling and pelagic trawling. Applicants must hold a Masters degree in marine technology or a related field. Candidates with other relevant background may be required to take some extra courses. Specific knowledge within fishing technology is not essential. The employment period is 3 years. The Department of Informatics (IFI) is one of nine departments belonging to the Faculty of Mathematics and Natural Sciences at the University of Oslo. IFI is Norway’s largest university department for general education and research in Computer Science and related topics. You can read more about the Department here: www.ifi.uio.no. The Department has near 800 students on bachelor level, near 300 master students, and over 200 PhD students. The totall staff of the Department is close to 250 employees, about 150 of these are full time scientific positions: about 60 Professors and Associate Professors. The fellowship is for a period of up to 3 years. Job Description: The scholarship is in the framework of the Tidal News (Middleware Platform for Adaptive and Dependable Data Dissemination) project. We are witnessing a dramatic increase in the use of data-centric distributed systems such as the dynamic Web, sensor networks, network-monitoring systems, and various publish-subscribe systems. The ubiquitous presence of such systems creates very large application networks that spread over large geographical areas and diverse intra- and inter-organizational domains. The visions of massive demand-driven data dissemination, intensive processing, and intelligent fusion in order to build dynamic knowledge bases that seemed infeasible just a few years ago are about to come true. However, the realization of this potential demands adequate support from middleware that could be used to deploy and support such systems. At this time, both COTS middleware software and even state-of-art research middleware lack the technological foundations to cope with the enormous volume of data, constantly changing underlying network connectivity, and dynamic system organization. Typically, numerous information transmitters produce continuous data flows as well as massive unpredictable bursts of data at geographically dispersed locations. This data needs to be rapidly processed, routed, and classified by the degree of criticality, and intelligently fused. A large number of potentially mobile clients can issue multiple concurrent queries of varying urgency, priority, and precision requirements. In order to build a system that is capable of handling such a demanding situation, there is a clear need to develop new middleware technologies for scalable, mobility, adaptive, and reliable handling of these high-volume dynamic information flows. We are seeking a student who is interested in designing, developing, and evaluating techniques that address these issues. Requirements: Applicants must have a degree in Computer Science, or in a related study, with excellent results. They must also be able to demonstrate interest in scientific research. The ideal candidate for the position will have strong background in distributed computing. The purpose of the fellowship is research training leading to the successful completion of a PhD degree. The fellowship requires admission to the research training programme at the Faculty of Mathematics and Natural Sciences. An approved plan for the research training, including a project outline, must be submitted no later than two months after taking up the position, and the admission must be approved within three months.
