CAREER OPPORTUNITY MONITORING AND EVALUATION CONSULTANT-ENGENDERHEALTH / CHAMPION PROJECT, TANZANIA.

EngenderHealth works to improve the health and well-being of people in the poorest communities of the world. For 65 years, EngenderHealth has been improving the lives of men, women, and families through its dedication and work in family planning, maternal health, and HIV and AIDS

The EngenderHealth/CHAMPION (Channeling Men’s Positive Involvement in a National HIV/AIDS Response) Project, which seeks to increase positive male involvement in HIV and reproductive health, is funded for five years. The project works in ten regions throughout Tanzania, with the main office located in Dar es Salaam. 

The program seeks an M&E specialist to assist in overseeing and managing project’s related M&E functions for a period of at least three months, from January to March 2010.   

Terms of Reference:
The consultant shall work together with the in-country technical team, as well as the New York-based Monitoring, Evaluation and Research [MER] unit, to provide technical leadership for M&E related functions of the CHAMPION project. 

Duties and Responsibilities

• Revise the Performance Monitoring Plan (PMP) to reflect new developments in donor’s indicator definitions.
• Refine the project’s M&E System in line with the PMP, including the set of data collection tools.
• Coordinate development/finalization of conceptual frameworks for various components of the project including; curriculum based interpersonal education, community engagement and mass media, health services, workplace interventions and policy and advocacy.
• Coordinate routine data collection and processing for project activities.
• Develop a Data Quality Assessment (DQA) plan for CHAMPION and its partners
• Work with the Technical Director to ensure USAID quarterly reports, Semi-Annual Progress Report (SAPR) and Annual Progress Report (APR) are prepared on time.
• Develop technical assessment tools for sub grantees based on project’s standards of performance.
• Develop M&E capacity building plan to sub-grantees, including identifying the needs of different partners, establishing the training and quality assurance plan to partners.
• Coordinate Baseline report writing by research consultants.

Qualifications and Skills
The ideal candidate must have the following qualifications and experiences:-

• Advanced degree in epidemiology, demography or a related discipline, or an MD or MPH with significant analytic training.
• Good knowledge and experience in the field of Gender and/or HIV/AIDS epidemiology.
• Excellent oral/written communication, interpersonal, and organizational skills required
• Knowledge of relevant national and international indicators related to Gender, RH and HIV/AIDS.
• Sound knowledge and experience of monitoring and evaluation methodologies to plan and manage project -specific activities.
• Trained in quantitative and qualitative data analysis programs; SPSS, Epi Info, and ATLAS desirable.
• Experience in data collection, management and analysis.
• Excellent interpersonal, teamwork, and supervisory skills
• Experience in planning and facilitating trainings.
• Fluent in English and Kiswahili.
• At least 3 years working experience in the field of monitoring, evaluation and research.
