Job Description

PATH is seeking to recruit a Kenyan National to fill the position of Deputy Country Leader to support program quality assurance and effectiveness. The Deputy Country Leader will work in a complementary fashion with the Country Leader to effectively lead and manage the Kenya Country Program. The Deputy Country Leader will provide regular technical support to project teams as well as to partner organizations to help them establish quality, sound, reliable, effective, and efficient project management systems. S/he will work with the project team to develop all projects work plans, budgets and work procedures. S/he will also work closely with and support the finance function in monitoring the grant funds and developing the project’s financial reports to donors.

Specific duties:
  • Work with project teams to ensure project quality and effectiveness including development and application of quality assurance tools and job aids.
  • Supervise selected project directors and serve as Responsible Program Manager for new and small projects.
  • Work closely with project directors to inspire effective teamwork, high performance and quality standards and high results.
  • Support the PATH project directors to develop and coordinate the annual budgeting process for the different projects.
  • Support project teams to design project objectives, key interventions and evaluation strategies.
  • Ensure that project teams achieve project goals and objectives according to donor expectations and within approved project budgets.
  • Participate actively in new business development activities for PATH including proposal writing. Assist with final editing of project proposals, reports and official letters for consistency, accuracy, completeness and compliance with project requirements and PATH policies.
  • Work with AFH to ensure AFH is aligned with program strategy and integrated appropriately and consistently.
  • Work with the finance team to ensure prudent management of funds provided to PATH projects and partner organizations and to coordinate each project’s accounting, monitoring, and reporting systems, including establishing internal control systems in accordance with PATH standard operating procedures.
  • Provide technical support and training to the partner organizations to strengthen their capacities.
  • On delegation, serve as the PATH representative to donors, collaborating institutions, other potential clients and the press.
  • Support the Country Leader in managing all donor compliance related matters.
  • Assist in the preparation of quarterly, bi-annual and annual reports to HQ and donors as well as interim status reports.
  • Support the Country Leader and the human resource function in manpower planning for the projects.
  • Serve as a member of the senior management team.
  • Serve as alternate bank signatory.
  • Travel at least 25% annually to oversee and provide support to project activities.
  • Act on behalf of the Country Leader in her absence.
  • Carry out other duties as assigned by the Country Leader.

The Regional Human Resources Manager will oversee the implementation of HR programs and processes to ensure effective utilization of human capital to maximize business performance in the designated region.  She/he will influence the alignment of HR and Corporate Services by engaging country and field operations to gain acceptance for strategic HR decisions.  Specifically, the Regional Human Resources Manager will ensure the successful execution of HR policies and processes and compliance in the following areas: Total Rewards, Staffing, Learning, Performance Management, Employment Practices, and HR communications and organizational effectiveness for their region.  The Regional Human Resources Manager will model and promote organizational values and behaviors.

The Regional HR Manager will report to the Division Director of Human Resources and partner with the Country Program Leaders, Project Directors and country program representatives. As this position serves as HR manager and liaison between HQ (Headquarters) and field offices located in Tanzania, Ethiopia, Uganda and  Democratic Republic of Congo (countries may vary), on key human resources functions, frequent travel between the field offices is expected.  Specific responsibilities include:
  • Collaborate with program leaders and designated in-country representatives to ensure that HR systems, including policies and procedures are developed, continuously monitored and updated, and compliant with local laws and PATH standards.
  • Support regional programs and projects by providing strategic HR guidance and driving HR practices (e.g., HR review process, coaching/development, 360 reviews, etc.)
  • Develop, implement and monitor all HR field office support systems including recruiting, performance management, benefits and compliance ensuring smooth functioning, communication and coordination with headquarters.
  • Ensure that contractual, compensation, financial, legal issues, and hiring and employment practices are in compliance with organization and local standards.
  • Provide recruitment support including selection training to Country Program Leaders and ensure that on-boarding systems and processes are in place.
  • Collaborate with divisional and HR partners (Staffing, Talent Management, Compensation and Benefits, Employment Relations, Training) to identify strategies to meet short and long-term HR needs in the region and provide ongoing feedback regarding HR processes.
  • Collaborate with headquarters on the development and compliance of security standards and procedures.
  • Recommend, manage and conduct training on topics ranging from HR policies and procedures to professional and leadership skill development.
  • Identify staff development opportunities and help leaders create development opportunities for their staff. 
  • Ensure that personnel files are maintained and copied to headquarters including contracts, job descriptions,  performance evaluations and exit interviews.
  • Recommend best practices to create opportunities for information flow between headquarters and field offices and inter-country information sharing.

The Borlaug Global Rust Initiative (BGRI) is pleased to announce the call for applications for the first annual Jeanie Borlaug Laube Women in Triticum (WIT) Award for early-career women wheat researchers.

This award, established in 2010, provides professional development opportunities for women working in wheat during the early stages of their career. The award is named after Jeanie Borlaug Laube, mentor to many, and daughter of Nobel Laureate Dr. Norman E. Borlaug. Jeanie Borlaug Laube has served as Chair of the Borlaug Global Rust Initiative since October 2009.

Selection criteria:
  • The award is made only to women
  • There is no age limit, but the award is intended for early career scientists ranging from advanced undergraduates to recent PhD graduates and post-doctoral fellows. Priority is given to women at the pre-professoriate level.
  • Strength of scientific abstract submitted to the BGRI annual technical workshop

Recipients of the Jeanie Borlaug Laube WIT award are invited to the annual BGRI technical workshop, to be held in St. Petersburg in 2010. The exact amount of the award will vary with demonstrated need, but is intended to help cover costs associated with attending the BGRI workshop, including economy airfare, hotel, registration fees, and a standard per diem for meals and other incidentals. Award recipients are also eligible to attend a training program at CIMMYT in Obregon, Mexico in 2011, along with the 2011 Jeanie Borlaug WIT Award recipients. Awardees will be publicly honored in St. Petersburg at a lunch seminar talk on gender equity in Agriculture and will also be honored at an invitation-only dinner hosted by the Bill & Melinda Gates Foundation on the evening of May 31st.

The Kilimanjaro Christian Medical Centre (KCMC) and Duke University AIDS International Training and Research Program (AITRP) grant is offering two additional one-month hands-on training opportunities for promising personnel working in the clinical laboratories of hospitals in the KCMC catchment area during 2010. We would request that you invite staff of your clinical laboratory to apply for this opportunity which is designed to strengthen clinical laboratory human capacity in northern Tanzania. The training will take place at the Kilimanjaro Christian Medical Centre Biotechnology Laboratory and will include a curriculum focused on laboratory support for HIV treatment and care programs with an emphasis on the microbiology of HIV co-infections. It will also provide bench-based training and experience with clinical samples and isolates. The training is suited to laboratory scientists, laboratory technicians, or laboratory assistants involved in the day-to-day operations of hospital clinical laboratories wishing to refresh or update their skills.

The KCMC Biotechnology Laboratory supports Microbiology, Molecular Microbiology, Hematology/Chemistry, and Immunology Sections that operate to Good Clinical Laboratory Standards and that participate successfully in External Quality Assurance programs of the College of American Pathologists, the United Kingdom National External Quality Assessment Scheme, and the AIDS Clinical Trials Group Viral Quality Assurance Program. Transport costs to and from Moshi will be covered by the training program and lodging in Moshi will also be provided for the duration of the training.

We have already run two highly successful courses in March and September 2009 and we plan two additional courses in 2010(one in February & other in june). Our forthcoming and final AITRP Microbiology Course has been proposed to start on Monday 28 June 2010 and finish on Friday 23 July 2010.Four trainees will be selected for each training session. The Senior Technical Adviser for Civil Society Development (CSD) and Community Driven Reconstruction (CDR) is responsible for providing vision and leadership on IRC's CSD/CDR work, including providing direct technical assistance to IRC field programs, providing guidance in the development of policies, strategies, and tools, contributing to research, evaluation and learning, and expanding the funding base for governance programs.
 
The post holder will be based in Nairobi or New York, and expected to travel 30% - 40% during the year.

ESSENTIAL JOB FUNCTIONS:
I. POLICY, TOOLS AND TECHNICAL SUPPORT
§ Lead on the development of the IRC strategy, policies and technical guidelines in CSD and CDR.
§ Provide technical assistance to IRC's Country Programs which manage civil society development and community driven reconstruction programs in the field. Technical assistance includes country level strategic support with program design, new business development, advocacy policies, monitoring and evaluation, and field staff recruitment and development.
§ Effectively represent IRC both externally and internally on CSD and CDR
§ Lead technical staff on the improvement of the monitoring and evaluation of IRC CSD/CDR programs, including the documentation of program effectiveness and impact.
§ Lead on the development and delivery of appropriate training packages and methodologies for field and, where appropriate, office based staff. 
§ Lead on the analysis and documentation of lessons learned for CSD and CDR.
§ Contribute to the body of global knowledge and promote evidence-based programming through initiating and supporting rigorous field research, partnering with academic researchers when required, and disseminating findings. This will be conducted in collaboration with IRC's Research, Evaluation and Learning unit.  
§   Cultivate and maintain partnerships for joint programming, research, tool development and funding purposes. This includes developing partnerships with, and building capacity of, local community based groups, civil society organizations, government bodies, as well as working with donors, UN agencies, INGOs and academics to develop innovative programming responses in the field and to support collaborative and joint efforts.
 
II. COORDINATION
§ Contribute to the coordination of CSD/CDR activities with other IRC sectoral teams (including education, youth and livelihoods, protection, gender based violence, emergency response, health, and economic recovery) and promote cross-sectoral collaboration and integrated programming.
§ Participate in relevant inter-agency networks and working and advocacy groups, and collaborate with UN, academic institutions and others in elaborating policies on CSD and CDR programs.
§ Liaise extensively with donors in the field and at HQ, to further IRC's fundraising and advocacy efforts on areas of mutual concern and interest.
§ Work with the Director of the G&R unit and the Development Department to secure funding from private donors and foundations.
 
REQUIREMENTS:
§ Proven experience working on civil society development and community driven reconstruction/development program;
§ CSD/CDR program management experience (field level)
§ Experience building linkages between civil society organizations and local government institutions;
§ Proven leadership, strategic thinking and supervisory skills;
§ Demonstrated experience in design, management and evaluation of programs, policy development, analysis of data, proposal and report writing;
§ Experience of working with INGOs, UN, other International Development Organizations with relevant work experience in conflict and/or post conflict countries;
§ Successful experience in advocating and negotiating with donors, including UN, governments, foundations and private donors;
§ Prior work experience with coordinating and undertaking independent field travel to conduct assessments, provide technical advisory support and review programs;
§ Excellent writing and editing skills, successful experience in proposal development and drafting;
§ Strong organizational skills: Ability to coordinate and manage a diverse array of responsibilities;
§ Demonstrated ability to handle sensitive situations diplomatically and possess strong communication skills;
§ Flexible work attitude: the ability to travel for extended periods in challenging environments and work under difficult circumstances;
§ Post-graduate degree in international development, political science or governance studies, human rights, law or other relevant subject;
§ Experience in Asia and Middle East a plus

Description 
CARE is seeking experienced Chief of Party candidates to lead an upcoming project in Uganda. This project will focus directly on the implementation of a program supporting Orphans and Vulnerable Children (OVC) in selected regions of the country. The Chief of Party provides overall leadership and direction of the project. This includes personnel and financial management, administrative oversight and program quality assurance. The COP also ensures that close coordination with USAID and other stakeholders involved in community development activities, contribute to dissemination of results and project achievements within the country and in the region.

RESPONSIBILITIES AND TASKS:
  • Provide ongoing supervision, leadership, support and guidance to direct reports.
  • Provide strategic, operational and management oversight and leadership to develop and implement all strategies for the program.
  • Coordination, Reporting, Information Dissemination and Representation
  • The ideal candidate will be familiar with USG regulations related to contracts and grants, and have a thorough understanding of USAID requirements for grant management, performance monitoring, technical presentation, and accountability
  • Responsible for work with government services and community based and private sector to increase access to services and quality of services provided to OVC; ensure gender focused interventions enhancing OVC service provision
QUALIFICATIONS:
  • A Masters degree in public health, or similar background, ore equivalent experience  
  • Previous COP experience for a USAID/USG funded project
  • Work experience in Uganda or sub-region
  • A minimum of 12 years of experience managing and leading technical and administrative teams for USAID-funded governance and decentralization projects

  • Strong organizational and interpersonal skills and ability to manage a large team
  • Solid monitoring and evaluation knowledge and skills, preferably in HIV&AIDS program area
  • Strong oral and written communication skills in English required
  • Knowledge and experience in governance and development in Uganda strongly desired
