Description
  1. Planning, supply and construction of current World Health Organization's (WHO) Good Manufacturing Practice (GMP) compliant pharmaceutical production rooms for solid dosage forms with prefabricated sandwich panels, suspended ceiling, electrification, in-house water supply (tap water and purified water), utilities (compressed air, local dust extraction), ventilation system, warehouse and laboratory according to pharmaceutical requirements within a building and site provided.
  2. Identification and installation of production equipment and machinery in the production rooms and the related GMP qualification.
  3. Training of local personnel on production equipment and facility management.
Eligibility and Rules of Origin
Participation is open on equal terms to all legal persons participating either individually or in a grouping (consortium) of tenderers which are established in a Member State of the European Union, Member State of the European Economic Area, an official candidate country/a country that is a beneficiary of the Instrument for Pre-Accession Assistance, a developing country as specified by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD), OECD/DAC Member countries, international organisation and those countries that are beneficiaries of a decision establishing reciprocal access to external aid. Tenderers must state, in the tender, the country of which they are nationals by presenting the usual proof of nationality under their national legislation.

All goods supplied under the contract must originate in one or more of these countries. The tenderer has therefore to indicate the country of origin for all goods.

Reasons for Exclusion
  1. Candidates or tenderers will be excluded from participation in procurement procedures if:
  2. they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
  3. they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;
  4. they have been guilty of grave professional misconduct proven by any means which the Contracting Body can justify;
  5. they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the Contracting Body or those of the country where the contract is to be performed;
  6. they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the European Union's financial interests;
  7. following another procurement procedure or grant award procedure financed by the European Union's  budget, they have been declared to bi in serious breach of contract for failure to comply with their contractual obligations
Tenderers must certify that they are not in one of the situation listed above.

Contracts may not be awarded to tenderers which, during the procurement procedure.
(a) are subject to a conflict of interests;
(b) are guilty of misrepresentation in supplying the information required by the Contracting Body as a condition of participation in the contract procedure

Number of Tenders
Tenderers may submit one tender for a variant solution in addition to their tender for the supplies required in the tender dossier. Tenders for parts of the contract will not be considered.

Expenditures for Tendering

Expenditures for tendering will not be reimbursed by the Contracting Body.

Performance Guarantee
The successful tenderer will be asked to provide a performance guarantee of 10% of the amount of the contract. This guarantee must be provided together with the return of the countersigned contract no later than10 days after the tenderer receives the contract signed by the Contracting Body. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender according to the award criteria laid down below.

A site visit and an information meeting on one exclusive date are specified in the tender dossier.

Selection Criteria
Following selection criteria will be applied to tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole:

1) Economic and financial capacity of tenderer:
- Earnings report and financial statement for the years 2007 until 2009 (minimum turnover per year of 50% of the budget (1,35 Million Euro))
- Company certificate and company profile

2) Professional capacity of tenderer
- Reference projects for the years 2004 until 2009 (minimum of 3 adequate projects in pharmaceutical production)
- Technical Staff (minimum of 3 English speaking and writing staff members with University Diploma)

Award Criteria
Best value for money which is a combination of quality/price under consideration of the available budget (2,7 million EUR)

Overall Job Function:
The International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University Mailman School of Public Health is seeking an experienced international public health professional who will guide program administration, technical implementation and fiscal management. The Country Director will supervise a team of individuals providing technical assistance in the implementation and evaluation of the programs; oversee program operations and reporting, including compliance with donor regulations/procedures, local policies and laws; ensure monitoring, evaluation and regular reports on program activities to donors and the central office. Duties and Responsibilities:

• Travel to field sites is required.

Preferred Qualifications:
• Experience working with U.S. Government or other bi-lateral donors
• Significant experience in health programs management in Sub-Saharan Africa strongly preferred.

2010 Request for Proposals
The Fund seeks grant proposals from organizations working to address the needs of young people most-affected by HIV in their communities, including young people living with HIV.

Eligibility
Only youth-led organizations or youth-led projects are eligible for funding. Youth-led is defined as the project or organization leader being 30 years of age or younger. Key activities supported by the Fund are: Local, national, regional or international HIV advocacy; local peer-based HIV services; and community mobilization. There are two application tracts – one for Core Funding and one for Project Funding. Applying organizations and projects must serve young people most-at-risk of HIV in their community and/or young people living with HIV.

Deadline
The deadline for all applications is May 1, 2010. Grantees will be notified in July 2010.

Grantmaking Process
Nine regional Community Review Panels (CRPs) composed of young leaders with experience in youth HIV and AIDS issues will review grant applications from their region and make grant recommendations. One global Community Review Panel, composed of one representative from each regional CRP, will make the final grant decisions.

Young leaders and youth networks drive the funding priorities and governance of the HIV Young Leaders Fund. An Interim Steering Committee serves as the governing body for the HIV Young Leaders Fund in 2010. Congress Stipend

Goal
The stipend is to support pharmacists or pharmacy students from developing countries to attend one FIP Congress. Preference will be given to first-time attendees.

Conditions
• The application should be submitted by a pharmacist working in drug or healthcare information, or by a student involved in research in drug or healthcare information.
• Recipients will attend the Section business meeting and other relevant sessions as arranged by the Secretary prior to the Congress.
• Recipients will present a report on their participation in the Congress for publication in the Section's newsletter Info-Link.

Application
Applications must include:
• curriculum vitae
• description of current employment and/or research project (not longer than one page A4) and how attendance at the Congress will benefit the applicant
• estimate of the total cost of attending the Congress
• declaration by the applicant's supervisor that the applicant's circumstances comply with the stipend's conditions
• declaration that the applicant will accept the stipend conditions and will agree that the decision by the Executive Committee is not subject to appeal.

Level of support
The maximum support for one recipient is 1000 euro. Two stipends may be offered each year to cover registration (maximum 500 euro).

Eligibility:
Selected students, researchers, and faculty with a wide range of backgrounds are eligible to participate in the Fogarty International Center Clinical Research Scholars Program. Interested candidates should have healthcare experience with a medical, dental, or nursing background OR an interest in quantitative methods including statistics and epidemiology. Preference will be given to candidates from Muhimbili University of Health and Allied Sciences, however all interested applicants are encouraged to apply to be supported on the basis of need.

What:
This program offers one year of mentored clinical research training in Tanzania. It expands upon international opportunities for new investigators seeking hands-on experience working in resource-limited and transitional countries. Such experiences during a formative period will hopefully encourage these researchers to pursue careers in global health-related clinical research. The program also provides support for graduate-level clinical research activities as well as a stipend for a Tanzanian scholar to work alongside a U.S. scholar during the clinical research year.

Two Tanzanian scholars will be selected to participate in this program beginning in August 2010, with a brief training event in Washington, DC in July 2010.

Where:
Admitted scholars will participate in research activities both independently and in collaboration with academic and research staff members at the Muhimbili University of Health and Allied Sciences.

When:
The application process begins IMMEDIATELY and selected students will begin their program in August 2010 through May 2011. Project/Proposal Summary:
Over the course of the contract, MSI intends to assess the organizational capacity of large and small Tanzanian Civil Society Organizations (CSOs). MSIs activities will include strengthening CSOs through technical assistance to improve their operational capacity through management and financial systems to manage operational changes.

Position Summary:
The Deputy Chief of Party/Capacity Building Specialist will be responsible for carrying out tasks and deliverables associated with the program, as defined through the approved project work plans, and as required by the Chief of Party and MSI Technical Director. IUCN NL administrates the Small Grants for the Purchase of Nature (SPN) programme since 2001 with support of the National Postal Code Lottery.

How to apply:
Local NGOs from tropical countries can present proposals to the SPN Secretariat. Project proposals should meet the criteria and formats. An advisory board evaluates the proposals on a regular basis.
