JOB TITLE: ART Logistics Pharmacist

BACKGROUND
With financial and technical support from development partners, the Ministry of Health and Social Services (MOHSS) has implemented a system to routinely collect data from government clinics and hospitals providing antiretroviral therapy (ART) to people living with AIDS (PLWA). Data from this system is used by program managers for decision-making and program monitoring. Notably, the data is used to forecast annual drug needs for antiretroviral drugs (ARVs). The data is also used In conjunction with data from the Central Medical Stores and the two Regional Medical Stores to monitor use of ARVs. medicines for treaflng opportunistic infections', rapid HIV test kits, and related medicines and medical supplies.

OVERALL RESPONSIBILITIES
The ART Logistics Pharmacist (ALP) is responsible for the management JEST'S1 Dm9 DfeP8n«'ng Tool (EDT) database, which collects data about ARVs for MoHSS sites providing ART. The ALP is responsible for forecasting national ARV needs using the data from EDT andfor sharing date fromthe database routinely with program managers. S/he develops and maintains pharmaceutical and commodity management system for the MoHSS. The ALP collaborates with the Central and Regional Medical Stores (CMS and RMSs). ART treatment facilfHes. the MOHSS Health Management Information System (HMIS) of MoHSS and other partners in the performance of his or her duties.

SPECIFIC RESPONSIBILITIES
1.  Serve as the lead MOHSS staff for quantification of national HIV/ Al DS-re lated commodities: ARVs, medicines for treating opportunistic infection, rapid HIV test kits and related pharmaceutical commodities for government facilities.
2.   Use the Essential Drug Dispensing Tool (EDT), Quantimed software for forecasting. Pipeline software for monitoring, and other tools for monitoring and forecasting and serve as a super-user who can train others in the use of these tools.
3.   Collaborate with the CMS and the two RMSs, and MOHSS sites to monitor the distribution of HIV/AIDS-related pharmaceuticals and commodities delivered from the central level to sites. The incumbent with work with managers from the Directorate of Special Programs. CMS, the 2 RMSs, and Pharmaceutical Services to ensure that adequate levels of all required commodities are maintained at ail levels of the system at all times.
4.   Provide routine reports on the status and functioning of the HIV/AIDS-related supply chain to DSP, CMS, RMS, PSSD, HMIS. and others as requested. In particular, the ALP will provide reports on ARV dispensing to the Strengthening Pharmaceutical Services (SPS) for onward reporting to the USG's PEFPAR program.
5.   Work daily as an advisor within the Pharmaceutical Services Sud-Dlvlslon (PSSD) of the Directorate of Tertiary Care & Clinical Support
6. Work in collaboration with MOHSS' development partners, including especially the SCMS and SPS projects, to strengthen commodities management.
7. As appropriate, develop and implement additional data-collection tools, training others in their use, and development and dissemination of additional routine report formats.

QUALIFICATIONS
1.   Professional degree in pharmacy with at least 5 years post qualification experience.
2.   Knowledge and/or experience In HIV/AIDS Interventions and public health management Issues In Namibia or in a developing country context preferred.
3.   Familiarity and experience with management information systems including national HMIS preferred.
4.   Demonstrated ability to collaborate with others in developing creative and strategic solutions to achieve common goals.
5.   Strong organizational, communication and advocacy skills.
6.   Demonstrated advanced computer skills In Microsoft Office Suite applications required, including Word and Excel. Experience with Access, Outlook and PowerPoint preferred.
7.   Proficiency in English including the ability to conduct business in English.
8.   Ability and willingness to travel regularly within Namibia with possible international travel.
9.   Long term working resident experience in Namibia preferred.

This is a full-time position based in Windhoek, Namibia, with domestic and international travel to provide field monitoring and technical assistance.

Background to Twaweza
Twaweza ("we can make it happen" in Swahili) is a ten year initiative of Dutch development organisations Hivos and SNV and other donors to empower East African citizens to monitor the delivery of basic services. Formally launched in November 2008, Twaweza East Africa seeks to enable people in Kenya, Tanzania, and Uganda to improve their quality of life through a bold, citizen-centered approach to development and public accountability. The partnership aims to increase access to information to enable citizens to openly express to government institutions their views on basic services and to monitor the quality of such services.

Twaweza has two interlinked goals: to enable substantial numbers of citizens in East Africa to exercise greater agency or, in other words, to be able to take initiative to improve their situation and hold government to account; and to access improved basic services (particularly basic education, primary health and clean water) and improve resource management to serve local interests. The Center for International Education (CIE) at the University of Massachusetts, USA, has been tasked with the responsibility of monitoring and evaluating this initiative.

Purpose
The Monitoring & Evaluation Manager, a UMASS hire, will provide leadership in the conceptualization, development, and implementation of all evaluation activities. The Manager will collaborate with the Learning & Communications Team at Twaweza while maintaining the independence of the evaluation effort. The Manager will report to and work closely with the Center for International Education, ensuring smooth and regular communications. The Manager will oversee and facilitate the work of the Cooperating Partners, ensuring timely implementation of all activities. In addition, the Manager will work closely with the Partnership Coordinator and supervise a part-time administrative assistant.

We seek an intellectually curious evaluation expert with commitments to alternative models of development and social change and creative yet robust evaluation strategies and methods. This person must have excellent conceptual, analytic, and writing skills; a proven track record of insightful evaluation work; be eager to produce written documents on the evaluation effort; and committed to working collaboratively with members of the CIE team based in Amherst, Massachusetts and with key stakeholder groups, including Twaweza.

Scope of Work
- Manage and oversee the design, implementation, and reporting of all evaluation activities; specifically,
  • Manage the implementation of Participatory Impact Assessments annually in Kenya, Tanzania, and Uganda;
  • Collaborate with a research organization in the development of the baseline household surveys in the three countries;
  • Collaborate with other organizations contracted independently to conduct targeted studies;
- Supervise the quality of the development and implementation of transparent processes to identify, screen, and select international and regional graduate students as Interns;
- Maintain open and regular communication with Twaweza management;
- Oversee workplans and performance of Cooperating Partners;
- Prepare periodic written reports;
- Maintain home office, Cooperating Partners, and consultant relations on a regular basis;
- Monitor monthly expenditures of Cooperating Partners and ensure timely submission of reports and financial documentation.

Expected Term of Service: On/about December 15, 2009 for one year with possible annual renewal to June 2014.

Qualifications
- 10 years experience in monitoring and evaluation in international contexts, especially developing countries (East African experience preferred).
- Publications is desired.
- Strong knowledge of evaluation methodologies including the design, implementation, and interpretation of large-scale household surveys.
- Strong knowledge of and experience implementing participatory impact methodologies including the Most Significant Change methodology and other qualitative and quantitative participatory tools.
- At least a Master’s degree in relevant field.
- Knowledge of and demonstrated experience with citizen advocacy, basic services, and media.
- Strong written and verbal communication skills in English.
- Excellent intercultural communication skills.
- Willingness to live full-time in Tanzania with regular trips to Kenya and Uganda.

The 7th International Conference on Media, Religion and Culture will be held in Toronto from August 9 – 13, 2010, hosted by Joyce Smith of the School of Journalism at Ryerson University.

The conference follows successful and stimulating meetings in Brazil, Sweden, the United States and Scotland. Our 2010 meeting will be as open to scholars as Toronto is to the world: a diversity of scholarly approaches to the study of a variety of media, of cultures and of religions.

Call for papers:
Hosted in one of the world's most diverse cities, the 7th International Conference on Media, Religion and Culture invites papers and panels addressing a wide range of content and methodological approaches. Past meetings have brought to the fore research into both very old and very new mediums of communication, with traditions ranging from ancient indigenous practice to the most recent cyber-ritual, from settings in the global north and south. Scholars as well as practitioners and professionals in the fields of media, religion and culture may submit abstracts for consideration. Graduate students are always very welcome.

Topics may include (but are not limited to):
* Issues specific to Canadian media, religions and cultures
* The place of journalism at the nexus of media, religion and culture
* Investigations of media and culture associated with non-Christian traditions
* Studies involving hyperlocal examples of media/religion and culture
