Description  
MSH is recruiting for a Technical Advisor, M&E and HMIS for a potential projectin Kenya.

Background information: The Leadership, Management and Sustainability (LMS) Program in Kenya will support public sector units of the health system, non-governmental organizations (NGO), faith based organizations (FBO) and other USAID partners by strengthening the leadership and management capabilities at the provincial, district and community level facilities.  The program will improve the health of Kenyan population by positively impacting the quality and access to health services.  Subject to award by USAID, this project will be carried out over a five-year period beginning o/a March 15, 2010.

Overall Responsibilities: The Technical Advisor will be responsible for providing technical assistance in monitoring and evaluation and HMIS to public sector units, NGOs, FBOs, USAID partners, Leadership Development Program (LDP) participants and hospital reform teams. The Technical Advisor will lead and oversee the training, support and systems development required to improve the use of health data generated by the current Information Systems. She/he will work closely with the government, partners and clients to expand the use of Health Information Systems, with a focus on using the information to improve the performance of health services, decision making process to the management of health resources and monitor the work of provincial, district and community level health facilities.

  1. Masters degree in health care administration and management, health systems research, or the equivalent.
  2. Experience in monitoring and evaluation and health management information systems required. Knowledge of USAID data collection and reporting requirements highly desirable
  3. Strong experience providing training; experience setting up training programs and workshops
  4. Demonstrated project management skills and experience in working within complex monitoring and evaluation efforts
  5. Experience in health care quality improvement and strategic planning.
  6. Good working knowledge of descriptive, inferential, and advanced statistics.
  7. Facility in MS Excel and Access.
  8. Ability to work independently, take initiative and use good judgment
  9. Ability to work collaboratively and as part of a team. Strong interpersonal skills critical
  10. Willingness and ability to be flexible and to shift gears depending on changing priorities and deadlines.

Summary
The Chief of Party is responsible for the overall coordination and management of a large USAID/PEPFAR program serving orphans and vulnerable children (OVC). The COP will work with Pact’s existing country office in Tanzania, but will be solely responsible for: meeting the project’s objectives; managing program staff; maintaining good working relationships with host government officials and local partners; donor reporting and management of funds to ensure high-quality delivery of services to OVCs and their caretakers. Specific Duties and Responsibilities

  • Prior knowledge of and experience with USAID-funded health programs; PEPFAR and Global Fund experience preferred
  • Demonstrated experience with large grant-making programs and working with local partner organizations
  • Extensive knowledge of OVC, HIV and Health issues in Africa; Tanzania-specific knowledge preferred
  • Fluency in English required; knowledge of Kiswahili preferred.

Summary
The Finance Director will oversee the financial, grants, contracts and administrative management of programs. Specific Duties and Responsibilities

General Financial Management
  • Design and implement systems and procedures following Pact standards adapted to handle specific country constraints and conditions, yet ensuring effective internal controls and minimizing risks for Pact.
  • Provide oversight to the finance team in reviewing cash receipts and disbursement transactions such as but not limited to advances, procurement, travel, grants, subcontract transactions – ensuring adequacy of supporting document and appropriate cost accounting allocations.
  • Work with the Chief of Party on integrated management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance of all donor requirements.
  • Contribute to budget preparation, processes and management in conjunction with the relevant program managers, including the development and review of relevant standard costs and scales for the programs.
  • Prepare monthly cash requirement requests for running Pact programs in the country ensuring that cash balance maintained is not excessive.
  • Provide training and/or guidance to field staff on Pact policies, procedures and requirements; donor guidelines, procedures and requirements; rules and regulations.
  • Review the work of local finance staff and ensures that monthly reports are sent to Pact headquarters on time with appropriate cover information.
  • Review monthly Financial Reports from field programs for completeness and accuracy; obtain Field management approvals, and submit to HQ Finance department.
  • Ensure that country monthly field financial reports are submitted to HQ on schedule.
  • Review Life of Project Reports from Pact Headquarter and provide feedback where necessary.
  • Review the FSR reports received from headquarters and provide regional representative and the director of programs with up-to-date information and pipeline projections that may be needed by donor CTOs.
  • Monitor inventory records that document and track nonexpendable property in accordance with USAID regulations and Pact policies and procedures.
  • In conjunction with the director of program, grants manager and other members of Pact team, prepare budgets for cost extensions, new proposals and program revisions with the objective of full cost recovery and realistic cost projections.
Grants and Subcontract Management
  • In collaboration with the regional representative and relevant donor representative, design, develop and adapt policies, guidelines and criteria for the management of the grant portfolio using the Pact worldwide standards for the conditions and constraints of the specific country.
  • Oversight of and coordination with the grants unit as well as training/mentoring of staff where necessary in the administration of the programs’ grant agreements with local and international NGO's.
  • Provide training in the administration of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.
  • Maintain centralize subcontract files.
  • Support the full cycle of subcontracts management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.
  • Ensure financial monitoring systems are in place and generate timely and relevant reports, including analysis and tracking of sub contracts commitments, obligations, awards and liquidations.
  • Equip staff to provide technical assistance to local NGO's in the area of financial management and sub contract compliance.
  • Work with the Grants Manager to ensure timely grant implementation in compliance.
  • Ensure that all financial progress and final reports on programs and projects are submitted in accordance with USAID and other donor reporting requirements in a timely fashion, in conjunction with the relevant senior program managers.
  • Review all formal financial reports before they are sent by Pact to the relevant donor.
  • Liaison with Headquarters Grants and contracts office where necessary for advice.
Supervisory Responsibilities
  • Supervise staff in reviewing cash receipts and disbursement transactions such as—but not limited to—advances, procurement, travel, grants, subcontract transactions and ensuring adequacy of supporting documentation and appropriate cost accounting allocations.
  • Assist and train field staff in properly using financial programs and tools.
  • Oversight of and coordination with other finance staff as well as training/mentoring of sub contractors staff where necessary in the administration of the program’s sub contracts agreements with partners.
  • Mentoring and training of staff in field office and other field site offices to ensure they have the appropriate skill levels for their positions and are developing their full potential.
Budgeting and Travel
  • Track expenditures and reclassify when required.
  • Monitor expenditures against budgets.
  • Prepare budgets and revenue plans based on information from the project senior management.
  • Assist in development and tracking of budgets for field programs.
  • Draft budgets for contract modifications.
  • Coordinate travel arrangements for project staff and consultants.
  • Process and archive donor approvals for travel, waivers, etc. as required.
Qualifications
  • Practical knowledge of USAID rules and regulations, familiarity with other donors a plus
  • Experience as Director of Finance with knowledge of contracts and grants.
  • Demonstrated capacity to create and/or maintain systems and procedures for managing complex programs with many implementation sites, partners and beneficiaries
  • Skilled in accounting and financial management software
  • Good analytical skills
  • Ability and willingness to work in a challenging and dynamic environment
  • Ability and willingness to travel within the country on short notice
  • Strong communication skills and cultural sensitivity
  • Written and spoken English fluency

Education and Experience Requirements:
  • BA/BS (or equivalent) in Finance, Accounting, or related field required, Higher Degree or Certification preferable.
  • Minimum of 5 years of Financial Management experience required; 10 years of directly relevant financial experience in conjunction with management experience may substitute.
  • Experience in financial management of US Government contracts and/or sub contracts a must, preferably USAID.
  • Audit experience a must.
  • Professional experience in the region or knowledge/experience of similar setting is highly desirable.

Description
The United States Government, through the U.S. Agency for International Development’s Office of Development Partners (ODP), Division of Private and Voluntary Cooperation (PVC), is seeking applications from prospective partners that are either Private and Voluntary Organizations based in the United States (U.S. PVOs) or indigenous, local NGOs (LNGOs) for the Development Grant Program (DGP). Section 674 of the Consolidated Appropriations Act (CAA) of 2008 authorizes the DGP. The Development Grants Program (DGP) will support successful applications for development activities in the following four sectors for FY 2009 funding: climate change adaptation, microenterprise, water and sanitation, and dairy. The recipient of a DGP grant will be responsible for ensuring achievement of the program objectives contributing to USAID’s development efforts in specified countries. Applications should consider Agency priorities in Food Security, Global Climate Change, and Global Engagement with new partners, including Muslim majority countries and Muslim communities. Improvements in population health and health equity in low- and middle-income countries require the evaluation of interventions and policies and an evidence based design of reforms.

At the start of the 21st century profound health inequities persist globally between countries and between social groups within countries. While many countries witnessed substantial improvements in life expectancy during the last decades, others experienced reversals, particularly in Africa. Infectious diseases including HIV/AIDS remain of substantial importance in many low- and middle-income countries, while non-communicable diseases are on the increase.

Improving population health and health equity in low- and middle-income countries is not just a moral imperative. It also contributes to economic development and poverty reduction. It is a shared, international responsibility. Many stakeholders are involved: from national ministries of health, through international governmental organizations (e.g. WHO) and donor organization, to civil society groups and communities themselves.

Policy makers and health providers face the challenge of addressing major public health problems in the context of large financial and human resource constraints. Improvements in population health depend on the development of effective interventions and policies, which are contingent on reliable information and a good understanding of population health needs. Effective interventions entail mobilizing cost-effective approaches, but also methods to ensure the distributional effectiveness, with the view to ensuring health services to all those in need. These challenges cannot be met in the abstract: research on health financing and health services is crucial to achieve improvements in health.

This Diploma Course provides the essential training in health and health services research, to support rational decision-making and sustainable improvements in health.

Stellenbosch University (South Africa) in conjunction with the University of Toronto (Canada) is hosting an International Interprofessional Wound Care Course (IIWCC) in South Africa.

The goal of the course is: To train persons from any professional discipline who are delivering wound care in practice, to provide scientific grounding in the elements of wound healing science, establish interdisciplinary wound healing provision as a field of speciality and to translate new knowledge into practice.

The 12 month course combines 2 residential weekends with online self-study modules and a course selective.

The first residential weekend is February 4-7, 2010 at the Stellenbosch University/Tygerberg Campus near Cape Town, South Africa

There will be a limited number of bursaries supporting course fees and travel for African students. This course is an important step towards development of continent-wide evidence-informed interprofessional wound care.
