The power of sport to fight HIV/AIDS in Africa

ContentNike Inc. and (RED) are working together to leverage the power of sport to fight HIV/AIDS. This is a unique partnership where (RED) and Nike have created a dual approach focusing on two initiatives : education and medication.

Nike has a proven history of elevating global causes to create consumer awareness and participation. The Nike and (RED) concept is a simple one that invites people to “Lace Up. Save Lives” by purchasing a pair of Nike (RED) laces.

Profits from the sale of the (RED) products will be split equally between the King Baudouin Foundation and the Global Fund. The King Baudouin Foundation will identify and support community based programmes in Africa that are using football to promote awareness around HIV/AIDS prevention. The Global Fund will provide medicine for those affected by HIV/AIDS.

KBF was Nike's grant-giving partner for Nike's successful Stand Up Speak Up anti-racism campaign between 2005-2009.

The goal of this call for proposals is to support football-based programs that deliver education on HIV/AIDS with the aim of preventing more young people from contracting the disease and reducing the stigma which surrounds it. Grants will be open to all African based initiatives.

Special attention will be paid to applications that, either directly or indirectly, address girls as the most vulnerable segment of the population. We also value projects that are innovative, collaborative and focused.

Support is intended for the following types of organizations :
- Africa based
- Nationally registered non-governmental organization, association, or club
- Football program
- HIV/AIDS program experience (education, prevention, stigma reduction)
- Youth serving
- Gender program experience

Selection criteria
The following application criteria must be met to be considered for funding:
• Application must be completed in English or French.
• Application must be completed and submitted online. Emailed applications will be accepted at gmt@kbs-frb.be. Handwritten applications will not be accepted.
• Applications must be received before 1st February 2010.
• The person responsible for the project must be a minimum of 18 years old.
• Applicant organization must be a registered organization in the African country of operations; the project must be implemented in the African country where registered.
• The applicant organization and the project can have no commercial aim.
• The applicant organization and the project must be non-governmental. Partnerships with governmental institutions are welcome (e.g. schools, health centers).

Minimum project criteria required for funding consideration:
• Football program.
• Youth targeted.
• Clear and sharply focused set of goals and objectives.
• Clear program plan that includes addressing girls’ vulnerability, either directly or indirectly.

Clear program plan that includes addressing HIV prevention and/or stigma reduction.

• Program plan that includes education and skill building (e.g. life skills, leadership skills, negotiation skills, financial literacy, livelihood training, gender training).

Additional project criteria indicating effective practice:
• Address social and gender norms;
• Partnership or collaboration with other programs or organizations;
• Mentors, role models, and/or other youth-adult partnerships;
• Community involvement;
• Linkages to HIV/AIDS services;
• Offers multiple approaches to education and skill building;
• Prepares youth for income generation.

We will not support organizations that discriminate against a person or group on the basis of age, political affiliation, race, national origin, ethnicity, gender, disability, sexual orientation or religious belief.

We will not provide support for:
- Individuals (scholarships, stipends, fellowships, personal assistance);
- Individual sports teams sponsorships;
- For-profit ventures;
- Religious groups for religious purposes;
- Capital campaigns, endowment funds or memorials;
- Lobbying, political or fraternal activities;
- Individual study, research or travel grants;
- Unsolicited auction product or table sponsorships.

Support
Grant amounts will range between €3,500 and €17,000 and cannot represent more than 40% of an organization’s annual budget. In exceptional circumstances the jury can decide to increase the size of the grants. Grant monies cannot be allocated for major capital expenditure.
An independent jury composed of experts will select the projects which will receive financial support. The selection procedure takes place in two stages:
o pre-selection procedure effected by two juries: one for the English applications and one for the French applications;
o final selection carried out by an international jury.

Objectives of the study
The objective of the final evaluation is to provide the European Union and Government of Uganda with an assessment of the achievements of the TA programme and to make recommendations for further follow up to ensure that on-going and future TA projects achieve the desired results.

Location of assignment
The assignment will be carried in Kampala, Uganda and the project sites are mainly in the Kampala region.

Starting and finishing date of assignment
The assignment is expected to commence on 8 February 2010 for duration of 7 weeks. It is therefore expected to be completed at the end of March 2010.
Please note that the 7 weeks correspond to the total duration of the assignment, which includes a 2 week period for the stakeholders to comment upon the draft report. The effective period of performance is outlined in Chapter 4.2 below.

Schedule and number of days for the assignment per expert
A briefing in Brussels is not foreseen. The total number of days for the assignment is 38 working days (20 working days for the Senior Expert/ Team Leader including 2 days of travel. The expert(s) will each be present in Uganda for a period of 15 working days. Four working days are foreseen for report writing at home base (3 days for Senior Expert/Team Leader and 1 day forthe second Senior Expert).

Diploma Course International Health and Policy Evaluation, March 15 - May 28, 2010

The International Institute of Social Studies (ISS), the institute of Health Policy & Management (iBMG) and the Department of Public Health (MGZ) announce the first annual Diploma Course programme on "International Health and Policy Evaluation", providing professionals and researchers with an interdisciplinary perspective on population health and health services in low- and middle-income countries. The Diploma Course consists of 10 one-week modules.

The courses are designed to provide professionals, who are involved in translating research findings into policies or the implementation of interventions, as well as (future) researchers, with essential training in health and health services research to support rational decision-making and sustainable improvements in health.

Participants" knowledge and understanding of the subject matter is tested per block, via a formal examination and/or (individual or group) assignments. Participants in a block receive a formal certificate after completing it successfully.

Description   Position Summary

The DRDO supports the Regional Directors in ensuring quality program delivery by improving the integration, management and planning of country operations. The DRDO will provide remote support through review of documentation and monthly report packages and regular in country support to:

• Work with country office teams to develop, promote &/or maintain integrated and co-operative support operations and assist operations teams in developing/improving linkages between operations and programs.
• In consultation with Regional Directors, DVP for Field Operations and country staff develop:-
  

- standard reporting package focusing on operations planning and management;- a core set of metrics to measure and assess operational efficiency and success.
- Assist country offices to develop action plans to improve operations support and monitor progress to objectives.

• Review organization structures and staffing levels to ensure effective and cost-efficient support to programs. Assist county management in preparing for and implementing changes in structure or staff levels in line with anticipated funding or programmatic changes
• Review grant opening, mid-term and closing meeting notes and provide input to improve operations input to and support of program implementation
• Act as "first line" advisory resource for senior country operations staff.
• Assist in the roll-out of policy changes, providing guidance or training as needed.
• Provision of training to teams during visits, as well as facilitate more structured sessions on a regional level.

Specific Activities
Administration & Human Resource Management (in coordination with HR Partners)

1. Verify that country office administration and staff policies are documented, disseminated and required monitoring processes are effective.
2. Ensure that support units are appropriately structured and staffed at the optimum levels and capacity; conduct HR reviews of staff and structure in comparison to demands.
3. Review job descriptions for senior level operations staff to ensure accuracy and appropriateness.
4. Work with country offices to implement effective national staff training programs and nationalization strategies to maximize use of national capacity and resources.
5. Work with country offices, regional unit and technical units to promote regional training for national staff and identify creative training options.
6. Assess staff orientation and evaluation processes and, if required, assist country offices to develop more effective materials and processes.
7. Provide guidance to country offices on staff retention and development
8. Within Operations, identify staff knowledge areas that require strengthening and work with the requisite supervisors, staff, and HQ departments to provide the appropriate training or guidance.
9. Tracking of country level action plans for the Prevention of Abuse and Exploitation, HIV/AIDs, Pandemic Flu and/or Security Management Plans.

Logistics (in coordination with the IPD Field Operations Technical Advisor and GPU)

1. Verify that country office logistics policies are appropriate, documented, disseminated and required monitoring processes are effective.
2. Assist logistics staff in working effectively with other units to improve planning and resource utilization
3. Undertake periodic system reviews of country office procurement, vehicle & fuel, asset, warehouse/inventory and communication systems to identify areas for improvement and compliance with IRC policy.
4. Review key/routine reports, (PR/PO tracking, fuel consumption, Procurement plans) and provide feedback and recommendations.
5. As required assist in implementation and verification of new systems or reporting.

Finance  (in coordination with the Regional Controller)

1. Verify that country office finance procedures are documented, disseminated and understood by non-finance staff/users and monitoring processes are effective.
2. Assist finance staff in understanding program needs/concerns to ensure effective working relationships.
3. Provide input to Regional Director and Country Director on potential areas of concern related to: program spending; effectiveness of in-country reporting and planning systems; and Field/Program Coordinators oversight of expenditures and adherence to financial requirements.
4. Review operating budget and planning strategy as part of the annual fiscal year process prior to HQ submission and periodically throughout the fiscal year;
5. As requested by the Regional Director, provide input to audit issues and corrective action plans.

Program (in coordination with the DRDP)

1. Provide support and training to program staff to understand operations requirements and needs to ensure effective working relationships and timely delivery of services
2. Work with program staff to ensure procurement planning, identification of operational support needs and transition planning.
3. Participate in the development and/or review of new proposals, operating plans and strategic plans.
4. Assist in oversight of multi-county grants and regional resource usage and expenditures.

Reporting & Supervision

• This position reports to the Regional Director, Asia and Caucasus for all administrative purposes. It is supervised by the RD, DRC, for all matters pertaining to DRC.
• The DRD Operations maintains key relationships with: the DVP Field Operations, Regional Controller, and Field Operations Technical Advisor.
• This position also maintains relationships with counterparts in the Human Resources, Information Technology, Finance, Contracts, BDU, GPU and IRC-UK departments;
• The DRDO directly supervises the A+C Regional Safety and Security Advisor

Location & Travel

• The DRDO will be based in Nairobi, Kenya.
• Estimated travel time 40%

Requirements

1. 5-7 years in an operational management role, with several of these being in an international NGO.
2. Experience working in areas of constricted humanitarian space, including a demonstrated appreciation for the complexities entailed in working in under high degrees of insecurity.
3. Experience working with a complex donor portfolio and/or large scale project management roles
4. Strong interpersonal and training skills, ability to work in multi-cultural environments, with demonstrated cultural sensitivity requisite for working in this portfolio of countries.
5. Diverse background in operations, with strong understanding of finance, administration  logistics, human resources, and business processes.
6. University degree required; MBA or comparable advanced graduate degree preferred.
7. Interest in and ability to think and plan at the ‘big picture' level.
8. French language skills a strong advantage

Purpose of the posts
The Medical officer will act as the main trial doctor responsible for overseeing day to day running of the trial including the supervision and management of a clinical team and ensuring adherence to the trial procedures and that the trial can be integrated with routine clinical care of the children.

SPECIFIC DUTIES
The Medical Officers have the responsibility of:

1. Providing medical care to children taking part in the clinical trial as well as other general patients in the research ward.
2. Screening of subjects according to the protocol.
3. Being part of the on-call clinical rota as needed.
4. Completion of trial related medical assessment and documentation in case report forms.
5. Assisting with documentation and reporting of serious adverse events and clinical endpoints.
6. Any other duties appropriate as assigned by the Principal Investigator(s) or Clinical Project Manager.

REPORTS TO: Principal Investigator(s) at each site

Successful candidates will work closely with the project manager, site coordinator, project nurses and laboratory technicians.
