Regional Monitoring and Evaluation Specialist, East Africa ACDI/VOCA is seeking a Regional Monitoring and Evaluation Specialist to strengthen organizational capacity to implement effective monitoring, evaluation, reporting and learning systems for our programs in East Africa. The regional M&E Specialist will be based in Nairobi, Kenya with frequent travel to other countries/project sites in the region.

Responsibilities:

•Support country offices in developing and implementing project M&E systems that meet ACDI/VOCA and donor standards. Implement Performance Monitoring and Evaluation Plans to include clearly defined indicators that reflect a causal model, operational protocols for collecting data and systems for consistent and accurate collection.

•Provide specific mentoring guidance during project start-up, initial implementation, and mid-term and final evaluations.

•Conduct internal audits of project M&E systems. Prep project teams selected for external audits.

•Advance ACDI/VOCA’s approach to M&E within the region, including M&E vision, policy and guidance, and support the M&E community of practice within the region.

•Review program M&E status across the region and provide feedback on needs, trends, best practices and priorities to help establish regional and global support.

•Coordinate and provide staff training within the region on a range of program M&E issues, methods and tools.

•Assist in the design and implementation of knowledge management systems to allow ACDI/VOCA to review and analyze data and information on relevant technical areas.

•Collaboratively develop and maintain relationships on behalf of ACDI/VOCA with a priority on partnerships important to African region field offices.

Qualifications:

•Minimum of 10 years of M&E experience with international development programs.

•Master’s degree in the fields of M&E, social sciences, agricultural economics or other related field is required; Ph.D. preferred.

•A combination of technical, analytical and managerial capabilities and a proven record of project management, capacity building and team building. Significant experience in the design and implementation of M&E systems for capacity-building interventions.

•Demonstrated experience in conducting field work, data collection, statistical analysis and reporting, including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.).

•Previous experience designing and implementing M&E training for international organizations required.

•Strong facilitation skills, including the design and management of effective trainings.

•Experience working with international donors, as well as counterparts and beneficiaries

•Excellent communications and coordination skills and cultural sensibility.

•Familiarity with USAID rules and regulations strongly preferred.

•Proficiency in spoken and written English required. Swahili, Amharic and French desired.

Job Purpose: The Accountant will be responsible for the overall financial control and management of programme budgets and expenditure in addition to the maintenance of field and head office accounting systems. Responsibilities also include the preparation of annual budgets and quarterly revisions, preparation of quarterly financial reporting and donor reports. The post holder is also a member of the senior management team and will participate in all key decisions relating to finance.

Main duties & Responsibilities: Financial Management 
•Financial reporting - Ensure timely & accurate preparation of: Monthly management accounts for budget-holders and the country management team. Quarterly financial reports for Concern HQ (Dublin).
Annual financial statements for external audit purposes. Donor reports for external donors / agencies. Statutory reports and other ad hoc reports as needed.

•Budget preparation – Assistance with the accurate preparation of: Annual & revised country program budgets by the country management team and submission of the same to Concern HQ. Budgets for specific grants and projects (donor budgets).

•Financial Systems - Ensure that the financial systems of the country program are operating in line with standard Concern procedures – including: Ensuring that the global accounting package (as recommended by Concern HQ), is maintained in a proper manner, and utilized in an appropriate & effective manner. Establishing & maintaining a donor financial management system. Establish & maintain a mechanism for monitoring those grants given to partners, and ensure proper financial reporting & records of same.

Internal Controls 
•Maintain effective controls for all financial systems (ledger, cashbooks, balance sheet reconciliations’ etc). •Ensure adequate controls over cash & bank management are constantly monitored & updated to minimize the risk of fraud or misappropriation. 
•On-going development and monitoring of procedures and controls, to ensure they are compliant with Concern and donor policies. 
•Ensure there is a complete record of capital assets and that they are adequately safeguarded. 
•Ensure that internal control procedures are up to date, understood and applied correctly (limits are observed, floats etc.). 
•Facilitate internal and external audits, and associated reviews of field systems.

Capacity Building 
•Provide training and support to financial and non-financial staff regarding Concern’s financial procedures and internal controls. 
•To provide finance staff training in EXCEL and other packages in use by Concern 
•Organise and support financial review, monitoring and training of local partner organisations. 
•Participate in the assessment and evaluation of potential implementing partners.

Management 
•Directly manage the finance team (normally 3-4 direct employees). 
•Active participation in the Senior Management Team (SMT) meetings and involvement in the decision making processes. 
•Work with the programme teams and department managers to understand their expenditure reports (management accounts) and budgets. 
•Contribute to the development, implementation and monitoring of the country level strategic plan.

The African Studies Program of the University of Iowa will hold a Symposium entitled ³The Future of Multiparty Democracy in East Africa² on April 1-2, 2011.  All events will be held at the International Programs Commons, University Capitol Centre, on the University of Iowa campus.

The keynote lecture, on the afternoon of April 1, will be presented by Dr. Wilibrod Slaa, Secretary General of CHADEMA (Chama cha Demokrasia na Maendeleo), the leading opposition political party in Tanzania.  Dr. Slaa
was the presidential candidate of CHADEMA in the 2010 general election.

Other participants from Tanzania include two prominent journalists, Jenerali Ulimwengu and Bernard Mapalala, and also Josephine Mushumbusi from CHADEMA as well as Mohamed Said, an independent scholar.  Participants from the U.S. will include Joe L.P. Lugalla, Joshua Rubongoya, Joel Barkan, Aili Mari Tripp and James Brennan. 

Among the topics discussed by participants will be multiparty politics in Tanzania and Uganda, the role of the media in democratic politics, trends in African democratization, Muslim politics in Tanzania, women and democratization, and the history of opposition politics in Tanzania.
