Finance Manager - This position will:
  • Support the financial management, administration and implementation of an interagency project involving multiple public-private partnerships.
  • be responsible for providing financial advice and support to clients and public private partners to enable them to make sound business decisions.
  • Ensure that PATH effectively meets the financial planning, monitoring, and reporting needs of the donor.

  • At least 10 years experience in a financial monitoring role reporting at a supervisory level with at least 4 years in the NGO environment working with USAID / CDC funded projects is required. A relevant combination of academic qualifications and experience will be considered

This position will:
  • Support in the development of the project M&E strategy and supervise the implementation of the strategy.

Description
MSH is seeking candidates for upcoming projects in Kenya.  The projects will work with the Government of Kenya and local implementing partners to expand the availability of quality, sustainable, HIV/AIDS and tuberculosis prevention, treatment, care and support, along with integrated reproductive health and family planning services. In addition to increasing access to the use of services, the project will also promote healthy behavior among the most at-risk population in Kenyans. These positions are subject to project award. 

PROJECT DIRECTOR
The Project Director will serve as the Institutional Liaison and will be responsible for overall administrative oversight and supervision of the project.  S/He will be responsible for planning, implementation, quality management and supervision of all project activities. He / She will work with relevant implementing partners, to monitor the quality of the work of teams, partners, and collaborating agencies under this project.  A minimum of 15 years of professional experience in fields related to the successful implementation of this project. An advanced graduate degree in International Public Health or other relevant fields, proven leadership in the administration of large international donor programs and skills in strategic planning, management, supervision and budgeting required.

DEPUTY PROJECT DIRECTOR (DPD) / TECHNICAL DIRECTOR
The DPD will have responsibility of overseeing the technical management, monitoring and evaluation of key program interventions to support the Government of Kenya to maintain and strengthen the achievements of previous and current investments in the national health system. A Master’s degree in public health or its equivalent, with demonstrated success managing USG funded programs in health systems strengthening, health care financing, capacity development, quality assurance, or performance management related to health care service delivery.

MONITORING & EVALUATION (M&E) DIRECTOR
The (M&E) Director is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the Project activities and innovations. He / she has the primary responsibility for identifying  M&E needs, designing, maintaining data collection systems and ensuring that all necessary information,  is collected, analyzed and used in guiding internal project planning and informing external stakeholders. Applicants will possess at least a Masters degree with a minimum of 5 years experience in M&E on health and/or HIV/AIDS programs.  Experience on PEPFAR-funded program desired.

TECHNICAL ADVISOR, HIV/AIDS
The incumbent is a key player in improving the technical service delivery of HIV/AIDS and developing the capacity of client organizations to design guidelines, policies and advocacy initiatives to support technical HIV/AIDS services. S/he is responsible for strengthening the ability of service delivery organizations to improve and sustain high quality HIV/AIDS prevention, care and treatment services.  Applicants will possess a Public Health graduate degree; Medical Degree preferred with at least 5 years relevant experience. He / She will demonstrate ability to transfer skills, supervise complex efforts for a multi-faceted project and possess substantive knowledge of current HIV/AIDS issues and challenges, including PEPFAR requirements.

PUBLIC - PRIVATE SECTOR ADVISOR
The Public - Private Sector Advisor has primary responsibility for achieving partnerships and increased capacity for the public and private sectors to work together to create an improved environment for the  delivery of quality health services and products . The advisor will work with MoH ministries and private sector stakeholders through practical, sustainable   public-private sector partnerships for lasting improvement of health services to urban and rural populations and of benefit to both the public and the private sectors. A minimum of 7 years of relevant experience with NGOs, public and private sector organizations. Qualifications in public health, international development, or a related field required. Candidate will demonstrate evidence of strong negotiation, leadership and communication skills.

GRANTS MANAGER
The Grants Manager is responsible for managing the contractor’s grants portfolio in accordance with USAID procedures. The Grants Manager will participate in evaluating grant proposals and budgets and assist applicants in refining them. Applicants will possess a graduate degree in Accounting or Business Administration with a minimum of 5 years substantial experience implementing USAID-supported projects. Candidate will also demonstrate experience in providing TA to collaborating partners and be of high integrity.

FINANCE, GRANTS AND ADMINISTRATION DIRECTOR
The position is responsible for overseeing the finance management, administration, and accountability requirements of the project. He / She will collaborate with the Project Director in assuring that all technical activities under the Project are implemented in a timely and effective manner and in compliance with the terms of the Project contract. He / She is knowledgeable of and adheres to MSH’s and the donor’s Procurement Integrity standards and procedures in all project management responsibilities. He / She will supervise the Project’s Grants management activities. An MBA or equivalent graduate qualification in Management with extensive experience working with USAID contracting, including performance-based contracts, grants and administrative management is essential. A strong understanding of USAID Grant and Contracts policies and regulations is required.

TECHNICAL ADVISOR, HEALTH SYSTEMS STRENGTHENING
This position is responsible for providing systems analysis and project oversight to improve the quality, efficiency and sustainability of health program management systems. He / She will work closely with senior management to assess, identify, develop and oversee implementation of interventions to strengthen HIV/AIDS related management systems across a range of areas. Master’s degree in public health, management or other advanced degree in a related field with minimum 5 years relevant. Experience in USAID-funded health projects is highly desirable.

CAPACITY DEVELOPMENT SPECIALIST
He / She is responsible for providing necessary capacity development to people through leadership and management skills enhancement and to organizations, by providing TA in HR, financial management, supply chain and governance  training.  The specialist collaborates with the Technical Advisors in training support for non-governmental/private voluntary organizations, community based organizations, and faith based organizations which play an implementing role on the project. Master’s degree in public health, management or related field. Minimum of five years experience, in capacity development, planning and budgeting, human resource management, leadership and management, supportive supervision and other related management strengthening expertise at the national, regional and district delivery level. Experience in USAID-funded health projects is highly desirable.

TECHNICAL ADVISOR, ORPHANS AND VULNERABLE CHILDREN (OVC)
The Technical Advisor, OVC will provide support and technical assistance aimed at improving the lives of children and families affected by HIV and AIDS in Kenya.  The emphasis of the Technical Advisor, OVC is to mobilize and support community based responses that will improve the delivery of services to OVC and strengthen systems to ensure sustainable service delivery and protection of OVC.  Master’s degree or equivalent experience in public health, or related field. Expertise in OVC program design, implementation, and management. Minimum of 6 years experience in HIV/AIDS, TB, and/or child survival/IMCI projects in Kenya.

TECHNICAL ADVISOR, FP/RH
The Technical Advisor, FP/RH is responsible for the oversight and technical direction of central, service delivery, community and household-level strategies and interventions to further reduce the unmet need for FP/RH services. Program activities include a full range of FP/RH interventions in the areas of reaching underserved populations, coordinating with social marketing programs, expanding community-based FP/RH services, reducing the unmet need for RH/FP services, and developing innovative approaches to increase the Contraceptive Prevalence Rate (CPR).  Master’s degree or equivalent experience in public health, or related field. PATH seeks to recruit a Kenyan National to fill the Deputy Country Leader position to support program quality assurance and effectiveness. The Deputy Country Leader will work in a complementary fashion with the Country Leader to effectively lead and manage the Kenya Country Program. The Deputy Country Leader will provide technical support to project teams and to partner organizations to help establish quality, sound, reliable, effective, and efficient project management systems. S/he will work with the project team to develop all projects work plans, budgets and work procedures. S/he will also work closely with and support the finance function in monitoring the grant funds and developing the project’s financial reports to donors.

Specific duties:
  • Work with project teams to ensure project quality and effectiveness including development and application of quality assurance tools and job aids.
  • Supervise selected project directors and serve as responsible project manager for new and small projects.

requests expressions of interest from qualified specialists in water and saniation utility operations and management, for a long-term position in ARD’s Sustainable Water and Sanitation in Africa (SUWASA) project office in Nairobi, Kenya.  SUWASA is a new regional initiative of the US Agency for International Development, with a mission of fostering the transformation of urban and peri-urban water and sanitation service delivery in Africa to achieve long-term financial sustainability through the application of market-based principles. Over the four-year life of the project, SUWASA will support at least 12 reform activities in multiple countries of sub-Saharan Africa.

Position Responsibilities:
–Lead the design of SUWASA activiities to support utility reforms that improve service delivery, particularly to the poor.
–Assist the Chief of Party in managing SUWASA activities involving utility reforms and service delviery improvements.
–Provide technical assistance to individual SUWASA activitities involving utiltiy operations and management.
–Coordinate with the international donor community in water and sanitation utility and service delivery reforms.
–Draw on existing professional networks and further develop professional network of utility operators in support of SUWASA objectives.

Qualifications:

ARD, Inc. requests expressions of interest from qualified specialists in infrastructure finance and water supply and sanitation sector reform for a long-term position in ARD’s Sustainable Water and Sanitation in Africa (SUWASA) project office in Nairobi, Kenya. SUWASA is a new regional initiative of the US Agency for International Development, with a mission of fostering the transformation of urban and peri-urban water and sanitation service delivery in Africa to achieve long-term financial sustainability through the application of market-based principles. Over the four-year life of the project, SUWASA will support at least 12 reform activities in multiple countries of sub-Saharan Africa.

Position Responsibilities:
–Lead the design of SUWASA activiities to support water sector reforms and implementation of innovative financing approaches to water and saniation investments.
–Assist the Chief of Party in managing SUWASA activities involving sectoral and financial reforms.
–Provide technical assistance to individual SUWASA activitities involving sectoral and financial reforms.
–Coordinate with the international donor community and financial institutions involved in water and sanitation reform and finance.

Qualifications:
–A minimum of 10 years of professional experience, with a proven track record in infrastructure and utility reforms, particularly in the water and sanitation sector;
–Experience in designing, structuring and implementing infrastructure projects for water supply and waste water management, preferably with private sector participation in finance, construction, and management;
–Demonstrated experience in in-depth feasibility analysis, particularly in financial modeling, for medium to large-sized infrastructure construction projects and familiarity with concepts of financial and operational risk management;
–In-depth knowledge of approaches to partial risk guarantees in the context of structuring complex projects for private participation in infrastructure (PPI), from ‘take-or-pay’ and demand-based guarantee mechanisms to more advanced performance-based models.
–Advanced degree in Economics, Finance, Master of Business Administration, or any other relevant financial degree;
–Experience in working in a donor-funded environment will be an advantage;
–Working experience in Sub-Saharan Africa, particularly with regard to reforms in water and sanitation will be an advantage;
–Ability to plan, direct, manage, control and take initiatives independently, communicate fluently, work as a team member at a matured level of sensitivity and diplomacy in dealing with key stakeholders;
–Proficiency in written and spoken English is essential. Fluency in French is desirable.
