The Master of Science (MSc) in Public Policy and Human Development emphasises the connection between public policy and decision-making processes, or more specifically, the effectiveness and efficiency of governance. Students are equipped with a variety of skills, tools and knowledge which enable them to work as policy designers and policy analysts. They are capable of working within public and private institutions at local, national and international levels.

Public policy issues are growing in complexity and there’s an increasing interconnectedness between local, national and international levels of decision making and implementation. This can be seen in current public policy concerns such as:
  • the impact of immigration policies
  • healthcare access for children in developing countries
  • mitigation of the effects of global warming
  • the conflict of China's economic growth and its sustainable development
  • the watchdog role of the media
Due to the increasing complexity of the issues, there is a growing need for specialists in policy analysis who have a combination of technical skills as well as theoretical and specific area knowledge.

The programme consists of two semesters, the first semester is common for all students and focusses on the theories and practice of governance and policy analysis. During the second semester, students choose between 6 specialisations, please see the programme information for more details.

Graduates will receive a Master of Science in Public Policy and Human Development. This is a one-year programme taught in English, from 1 September through 31 August. It is also possible to start in the spring semester with one of the specialisations (1 February through 31 January).

The objective of SPN is to support local NGOs in the purchase of vulnerable nature, with the aim to conserve biodiversity on the long term.

IUCN NL administrates the Small Grants for the Purchase of Nature (SPN) programme since 2001 with support of the National Postal Code Lottery.

How to apply:
Local NGOs from tropical countries can present proposals to the SPN Secretariat. Project proposals should meet the criteria and formats. An advisory board evaluates the proposals on a regular basis.

NGOs from Eastern Europe and CIS countries should contact the secretariat of the EECONET Action Fund.

The SPN will work in close contact with the Ecosystem Grants Programme of IUCN NL.

Deadline:

The next deadline for pre-proposals is on the 1st of May 2010 (12.00 GMT).

Criteria for funding:
Download the criteria in English or Spanish.

Formats for Preproposals

To increase efficiency of the procedure, applicants are advised to send a brief outline of the proposed project first (2 pages maximum). Thus giving the IUCN NL/SPN a better opportunity to see if the proposal fits within the criteria and to give valuable suggestions before time is invested in writing a full proposal.

As a follow-up to the NIAS Central and Eastern European Residential Fellowship Programme, Trends in Scholarship (1994-1999), a number of grants to reside at NIAS for a three-month period are available to junior scholars from Central and Eastern Europe, as well as to those from the African continent, each year.

The NIAS Visiting Grants are open to all Central-, East-European and African researchers who meet the following requirements:
  • in the possession of a Ph.D. degree
  • not older than 45 years of age
  • employed at a university or research institution
  • able to submit a concrete and well-argued research project
  • available for a fixed three-month period.
  • The grants are intended for junior scholars from the humanities and social sciences, but applicants from other disciplines are not necessarily excluded. The latter, however, should indicate the special value of their stay at NIAS.
Successful applicants will be given a studio apartment, equipped with a computer (with internet connection) and have access to other NIAS research facilities, such as the reference library, computer, photocopying and mailing services. In addition, the grant carries both a stipend of € 1135 and a research grant of € 225 per month, free lunches during the working week, and reimbursement of round trip travel expenses. The fellowship does not offer facilities for the Scholar's partner or family.

A full description of the research to be carried out at NIAS (three pages), a curriculum vitae and a list of publications should be enclosed separately.

Note: A Ph.D. degree in the humanities or social sciences is a prerequisite for eligibility.

Selecting the appropriate link will enable you to download and save the application form. The form can be completed in Word format. Before completing the application form and sending it in, please take time to read the information about NIAS Visiting Grants carefully. Applications should be sent by e-mail. No application materials will be accepted by fax.

Please note, that NIAS is a residential institute and that visiting grants are awarded for a fixed three month period. NIAS does not provide grants for training programmes or educational purposes. Nor does it offer courses, or financial support to conduct research elsewhere.

If you are interested in being listed as a candidate for a NIAS Visiting Grant, please complete and send in the application form. Information received from you will be treated as strictly confidential and will be used only by the Scholarship Committee and the Directorate. Only fully completed formal applications, together with the required enclosures will be considered. You are requested to limit enclosures to a maximum of three pages double spaced text.

Applications that do not meet the requirements will not be considered.

Please note, that the number of scholars expressing interest far exceeds the number of fellowships which are available.

Three letters in support of your application should be sent separately by professional referees. These referees should not be affiliated with the applicant's home institution, and preferably be from outside the applicant's home country (or state in case of the US). These letters should contain the referee's views on:
  • the applicant's scholarly accomplishments
  • the applicant's research proposal
  • the applicant's ability to exchange ideas in an international, interdisciplinary community.
Receipt of the completed application will be taken as an indication that you agree to our seeking further professional referees, if deemed necessary.

Books or publications submitted in support of an application should be sent by regular mail, and will be returned after completion of the selection procedure in case your application is unsuccessful. Publications by successful applicants will be placed in the NIAS library.
