PSI seeks highly qualified candidates for the position of Technical Advisor, Health Services for PSI/ Rwanda. The candidate will provide effective leadership and strategic management of PSI/Rwanda's health interventions to ensure they are targeted, evidence based, and using international best practice approaches to achieve health impact. This full-time position is based in Kigali, Rwanda and reports to the Country Representative.

Responsibilities:

Provide technical leadership and guidance to support PSI/Rwanda's Social Marketing and Behavior Change Communications programs in HIV, family planning, malaria and child survival
  • Build the technical expertise and program management capacity of senior technical staff to design and manage effective and efficient interventions
  • Support technical Program Directors to set and achieve ambitious DALY, sales and distribution targets and monitor their performance towards these goals
  • Ensure all Program Directors develop and implement project logframes and annual marketing plans using the Delta process for all interventions and monitor their performance
  • Ensure Program Directors develop research briefs and use research results to identify priorities and drive intervention strategies
  • Improve the efficiency and health impact of prevention programs while effectively leveraging staff and resources and developing strategies that maximize synergies between health areas
  • Support program directors in identifying and assessing market need and feasibility for new products and services within existing health areas
  • Identify and pursue opportunities for new cross cutting health interventions and new technologies
  • Contribute to the development of PSI/Rwanda's five year strategic plan
  • Maintain regular and strong donor, Government and other stakeholder relations, including building partner technical capacity as needed

  • Qualifications:


  • Masters degree in relevant field (MBA, MSW, MPH) or equivalent experience
  • Technical expertise in the area of HIV, reproductive health, maternal and/or child health preferred
  • 3-5 years demonstrated health experience
  • At least four years of work experience in a developing country
  • Familiarity with international health, development issues and the international donor community
  • Experience logical frameworks, marketing planning and program management tools preferred
  • Ability to work effectively in partnership with a variety of audiences and organizations

    Inshuti Mu Buzima (IMB), PIH’s sister organization in Rwanda, has the goal of supporting the Rwandan Ministry of Health at the district and national levels, to improve the health and promote the rights of the people of Rwanda by ensuring universal access to high quality, comprehensive care.

    Overall Responsibilities

    The IMB Management Associate will support the IMB Chief Operating Officer and non-clinical leadership team with the implementation of non-clinical programs. In particular, the Management Associate will focus on:

    -supporting the Chief Operating Officer on all work-streams (particularly for finance, communications, operations and strategy); -building program management capacity with non-clinical program; -ensuring smooth cross-district coordination and operations.

    The successful candidate will develop tools and processes to facilitate efficient management practices, providing mentorship as appropriate for non-clinical program managers.

    Qualified candidates will have experience managing a team of professionals, in a for-profit or non-profit organization, in a developing world setting.     Specific Responsibilities

    Support Chief Operating Officer (COO)

    -Support COO and non-clinical leadership team to manage the administration of non-clinical programs, including: coordination, communication, finance and administration. -Support COO in reviewing and analyzing non-clinical programs’ reports on program performance metrics, status of activities as compared to work plan, and actual spending as compared to budget in order to anticipate, identify, and address potential challenges. -Support COO’s engagement with key partners, donors, and government partners on all administration, management, and finance issues. -Assist COO in preparing, writing and editing reports. -Support coordination of non-clinical and cross-cutting programs, helping to ensure interdepartmental priorities and projects steadily move forward. -Other special projects as assigned by COO.

    Build Non-Clinical Program Management Capacity

    -Facilitate program management by supporting non-clinical staff to develop strategic goals, and to create work plans and budgets. -In close collaboration with M&E team, ensure each manager or coordinator has defined, clear and applicable performance metrics for their program, and that they are being monitored on a regular basis and part of the decision-making process. -Assist program staff to gather and analyze programmatic and financial data used in management reports for improved decision-making. -Ensure communication across programs runs smoothly, including planning meetings, providing frequent updates and ensuring information is appropriately shared throughout the organization, both within IMB and with colleagues in Boston. -Develop the managerial capacity of program managers through one-on-one coaching and implementation of management training curricula that are directly applicable to managers’ daily work. -Support non-clinical leadership and managers more generally with major projects as necessary.

    Cross-site Coordination and Operations

    -Travel frequently to each of three districts of Rwanda that IMB supports. -Coordinate district-based non-clinical activities across three districts, disseminating best practices. -Support quality improvement initiatives across the district sites.

    Requirements

    -MBA or equivalent graduate degree with 3 years of work experience in management, finance or consulting, or Bachelor’s degree with 4-5 years of applicable work experience. -English fluency required; French proficiency strongly preferred. -High-degree of proficiency with Excel and Power Point. -Strong communication, writing and presentation skills. -Experience with financial management and analytical skills. -Proven ability to exercise good judgment and diplomacy. -Ability to work under pressure, handle multiple assignments, prioritize work flow, adapt to fluctuating workload, and meet deadlines. -Prior experience working in resource-poor settings preferred. -Willingness to travel frequently within Rwanda and work long hours. -Genuine gratification with working in a collaborative team atmosphere. -Commitment to health and social justice.

    The External Relations Coordinator is an important member of the Rwanda team, providing organization and logistics coordination for all visitors to IMB, and serving as a representative of IMB for donors and other visitors. This individual’s primary responsibilities include logistics coordination; accompaniment of donors and visitors; liaison with the Boston-based Rwanda, Communications and Development teams; write stories and communications pieces; and coordinate with local media.

    Specific Responsibilities

    I. Visitor Management

    -Screen requests to ensure appropriate and manageable flow of all visitors including donors and local and international media.
    -Track all visitors to IMB sites: maintain regularly updated visitor calendar, send biweekly comings/goings report
    -Manage all visitor logistics: coordinate with IMB staff, health center and hospital management, arrange airport pick up, lodging and transport. Serve as a point of contact in the field for visitors.
    -Develop itineraries tailored to visitor interest, give tours of IMB/MOH sites and schedule necessary meetings with IMB staff.
    -Communicate with Boston-based Rwanda and Development teams to report on visits including needed follow-up.

    II. Development

    -Communicate regularly with Boston-based PIH development team.
    -Work with Boston team to gather content for proposals and donor reports.
    -Assist with grant-writing and concept note preparation.

    III. Communications

    -Communicate regularly with Boston-based PIH communications team, and work with team to gather content for communications materials.
    -Research and write one story per month on exciting IMB initiatives for the website.
    -Work with Country Director office to PR/communications strategy.
    -Build relationships with local media; ensure 1 story per month on IMB-work is featured in local media.
    -Other activities as assigned by local management.

    Qualifications

    -Bachelor’s Degree required; background/interest in social science, area studies or public health preferred.
    -Demonstrated experience (2 years minimum) providing administrative or coordinative and logistics support in an office setting.

    Data Use and HIS Capacity Building Specialist, Integrated Health Systems Support Project

    Project Summary

    The Integrated Health Systems Support Project (IHSSP) is a USAID-funded project that is providing technical assistance and capacity building to the Ministry of Health in the area of strengthened health systems support. Specifically IHSSP will focus on: 1) Improved utilization of data for decision-making and policy formulation; 2) performance-based financing linked to quality improvement (QI); 3) strengthened leadership and management and improved human resource productivity; 4) quality improvement for results in access to and quality of services and 5) effective decentralization of health and social services to improve access.

    Position Summary

    This position will help IHSSP analyze issues related to data use and develop innovative approaches to enhance data use. The Data Use and HIS Capacity Building specialist will prepare and maintain the project’s HMIS- and ICT-related training calendar and help with the development of competency-based training curricula and eLearning materials. S/he will assist the Senior Advisor, HIS and Data Use with information needs assessments within various MOH programs and assist with the design and roll-out of web-based dashboards that respond to those requirements. This position will work out of Kigali, Rwanda and local Rwandans are strongly preferred.

    Summary of Key Responsibilities

    • Developing a data use strategy in that responds to the findings of the PRISM assessment
    • Identifying incentives for encouraging data use
    • Developing data use tools – paper-based as well as computerized
    • Supporting the implementation of dashboards for various departments within the MOH that link to the national data warehouse.
    • Facilitating the process of curriculum development related to data management and use
    • Exploring options for introducing HIS data use into pre-service training for doctors and nurses
