Women for Women International is an INGO based in Washington DC and operating in eight countries around the world. Its mission is to provide women victims of war and other conflicts with tools and resources to move from crisis and poverty into stability and self sufficiency, thus promoting a viable civil society.

The Women for Women International (WfWI) country office in South Sudan is seeking to immediately hire an Interim Country Director, to be based in Rumbek for a period of approximately 4-6 months, to fulfil the head of office functions and responsibilities and to assist in the recruitment and training of a permanent Country Director of South Sudanese origin.

Job Summary:
The Interim Country Director will be responsible for managing the day-to-day operational and programmatic work of the country office, supervising senior managers (in Finance, HR/Admin, Life Skills & Sponsorship, Income Generation and Monitoring and Evaluation), ensuring the highest quality, integrity, and efficiency of programs and operations, and representing the organization at the country level.

Main Duties and Responsibilities:

Program Management and Compliance:

  1.  Ensure that all aspects of the core program, including delivery of sponsorship funds and training in life skills, business skills and vocational skills are implemented in accordance with organizational mission and guidelines.
  2. Ensure that all data collection, monitoring, evaluation and reporting on any aspect of the program is conducted in a timely manner and according to the highest possible standards.
  3. Work closely with the senior managers on all aspects of programming to ensure efficiency and accountability and to appropriately address challenges as they arise.
  4. Ensure effective grant management, budget utilization and fulfilment of annual targets.
  5. Ensure country office compliance with all organizational policies, procedures and program guidelines.
  6. Participate in strategy development for the organization and the country office as required.

Financial, Administrative and Human Resource Management:


  1.  Ensure that financial and administrative management is effectively conducted including managing costs to budget, developing and monitoring systems and processes for recruitment, procurement, security, financial reporting, and other related areas.
  2. Oversee the annual planning and budgeting for the country office in collaboration with senior staff and HQ.
  3. Ensure that country office staffing is maintained at appropriate level and within budget.
  4. Participate in the hiring of all senior manager level positions.
  5. Supervise senior managers in line with WfWI’s performance management framework, including the setting of annual performance objectives and development plans, annual performance appraisal and regular 1:1 meetings regarding progress throughout the year.

Fundraising & Representation


  1.  Develop fundraising opportunities and cultivate new donor relationships.
  2. Develop and maintain working relationships with local and international partners, relevant government agencies and community leaders.
  3. Lead and represent the organization to external audiences and stakeholders.

Required Skills & Qualifications:
  • Minimum of 10 years work experience in the INGO/NGO sector, of which at least 5 years at a Managerial level
  • Master's Degree or equivalent post-graduate qualification in relevant field (or 15+ yrs experience in lieu of advanced degree).
  • Demonstrated experience of managing teams of 10 or more staff members.
  • Demonstrable understanding and experience of gender issues and proven commitment to addressing gender inequalities in all key areas of responsibility.
  • Familiarity with managing budgets, financial reporting, grant writing and reporting.

More than two decades of fighting in Southern Sudan decimated already-meager basic services and systems to protect women and girls from violence. Five years after the end of the war, reconstruction programmes have been slow to address the human rights of women, and the legacy of conflict has resulted in a heavily militarized society in which violence is common. Within this context, IRC Southern Sudan seeks to address gender-based violence by challenging gender inequalities, promoting women’s rights, and creating social, political, and economic environments in which women are empowered to enjoy these rights.

Scope of Work:The Women’s Protection and Empowerment (WPE) Manager is responsible for ensuring smooth implementation of daily project activities and that the goals and objectives of the program are met. S/He will provide supervision and direction to the WPE project team, with an emphasis on coaching and mentoring national staff to build their capacity. S/He will also collaborate with key staff in Health and Protection, and work with the Deputy Director Programs to achieve the managed growth of IRC’s WPE programming in South Sudan including through participating in the development of strategies and proposals.

The position is based in Rumbek, Lakes State with regular travel to Juba to attend national-level coordination meetings as well as to undertake advocacy and represent IRC with key stakeholders.

Responsibilities:
Programmatic
  • Provide ongoing leadership to the project team and oversee implementation and coordination of activity plans to ensure targets are met. Ensure compliance of program operations with Strategic Plan, Design, Monitoring and Evaluation guidelines and IRC’s global programming principles.
  • Develop and ensure monitoring and evaluation systems are in place which can be used to demonstrate project impacts and inform ongoing program design.
  • Support staff and partners through training and guidance to ensure programming meets GBV best practice and guiding principals that prioritizes the security of beneficiaries and staff. 
  • Work with partners, government, and other NGOs and UN agencies to establish appropriate systems to ensure survivors can access services in a timely and confidential manner.
  • Oversee start up operation of the Women’s Resource Center and work to achieve sustainable and community-owned management mechanisms by developing sound partnerships between IRC, government ministries and local organizations. 
  • Develop, conduct, and supervise trainings on Key GBV tools, basic counseling, clinical management of rape, GBV basics, and key GBV resources for partners, community members, and service providers.
  • Play a leading role in the creation and implementation of IRC Southern Sudan WPE strategy to meet the needs of GBV survivors. 
  • Develop key partnerships with local actors and establish partnership agreements and plans based on thorough assessments and conversations.
  • Participate in conducting relevant assessments in Lakes and other states in Southern Sudan 
  • Ensure successful implementation of the EA$E program through supervision of staff, monitoring of VSLA groups, training economic empowerment community workers, and coordinate with NY Technical Unit.
Grant Management
  • Manager and oversee all WPE grants; develop and maintain work, spending and procurement plans for multiple projects. Participate in all WPE Grant Opening, Mid-Term and Closing meetings.
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats.
  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets, feed corrections back to Finance.  Bring any over/under expenditure issues to the attention of the DDP and the Grants department in a timely manner and jointly develop corrective plans.
  • In coordination with DDP, Grants Unit and HQ Technical Unit, play a leading role in the development of proposals and concept notes for expanding IRC’s WPE portfolio in Southern Sudan.
  • Build staff capacity in writing activity and monthly reports to ensure accurate monitroring and documentation of activities.
Inter-Agency Coordination
  • Coordinate and support the Ministry of Social Development, Lakes State to organize and conduct monthly Gender/GBV Sub-cluster working group meetings in Rumbek. Coordinate State level working group meetings/activities with the National GBV Sub-cluster through the sharing of information and meeting notes.
  • Represent the WPE program with donors and other key stakeholders in collaboration with the DDP. Participate in appropriate national and state-level Working Group Meetings and other coordination meetings, providing the Deputy Director Programs and Field Manager with regular updates.
  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination.
  • Ensure that information from the coordination meetings is shared internally and with other sectors, as appropriate.
  • Liase with other GBV agencies to plan and provide joint trainings, support development of the GBV South Sudan Strategy and workplan, and undertake relevant advocacy.
  • Ensure GBV response and prevention are incorporated into other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support.
Administration
  • Recruit national staff in conjunction with Human Resources Department and Field Manager. Maintian updated job descriptions, conduct interviews, orient new staff to the IRC and the WPE program.
  • Supervise WPE staff and volunteers directly, as well as interns and consultants as needed.
  • Ensure Performance Management System documentation is in place and followed up regularly.
  • Recommend and implement a capacity building plan for project staff.
  • Ensure WPE staff understands and follows IRC and donor Policies and Procedures.
Other
  • Work with the country program, technical unit, and Emergency Response Team to put contingency plans in place as needed based on changing political and security environment.
  • Undertake other relevant tasks as requested by the Deputy Director Programs.
Key Working Relationships:

The WPE Manager is supervised by the Deputy Director Programs and receives technical support from the WPE Technical Unit based at IRC Headquarters in NY.

Requirements:
  • Master’s degree in gender studies, health, social work, humanities or other related discipline.
  • 3+ years GBV program management, including supervision of national staff and experience preferably within a humanitarian or post-conflict environment.
  • In-depth understanding of the roots causes of GBV, related international standards, and GBV prevention and response strategies.
  • Experience in humanitarian or emergency environments preferred.
  • Good interpersonal and team building skills and knowledge of participatory approaches. 
  • Community education/training experience, particularly with low-literate beneficiaries.
  • Fluency in English. Excellent oral and written communication skills. Excellent computer skills. 
  • Additional qualities: ability to multitask, handle pressure, improvise, and be a good team player.

SCOPE OF WORK: 
The New School Communications Volunteer will support the IRC Southern Sudan country program by improving, systematizing and maintaining a range of communications activities. The position reports to the Grants Coordinator under the direction of the Senior Management Team.

RESPONSIBILITIES: 
Strategic 

• Outline a Communications Strategy for IRC Southern Sudan, including internal and external elements tailored to selected audiences; Internal Information-sharing within IRC Southern Sudan 
• Produce a monthly nationwide newsletter (and/or other tools such as posters) to update staff on progress of programs, new programs, new and departing staff, messages from HQ and other key information; 
• Organize soft and hard “libraries” of topical (technical, managerial, organizational) resources accessible to all field sites; 
• Compile and regularly update an information package for incoming staff; Informational materials about IRC Southern Sudan for other IRC offices (HQ, Region) 
• Update the IRC Southern Sudan Country Fact Sheet on a quarterly basis;

Position Summary: 
The USAID/Sudan Health Team is responsible for managing a portfolio that includes HIV/AIDS, malaria, tuberculosis, reproductive health and family planning, maternal and child health, nutrition, rational pharmaceutical management, and integrated disease surveillance and response. • Management and supervision of local staff in a culturally sensitive environment
• Overseeing and advising budgets and transparent and accountable finance management
• Coordination and networking with the South Sudan Red Cross and other partner agencies, local authorities and other stakeholders on site
• Progress monitoring, regular narrative and financial reporting and elaboration of project documentation.
• Support to South Sudan Red Cross and Swiss Red Cross in disaster assessment if required by circumstances.

Requirements:
• University degree and/or professional qualification in Structural/Civil Engineering, Architecture or related technical field
• Minimum of 3 years international working experience as supervisor or technical ad-visor for construction and in capacity building in developing countries including site supervision in a post-disaster reconstruction and rehabilitation context
• Demonstrated experience in construction administration systems and procedures, in particular control of works and financial management
• Experience in the region as well as in Water-Sanitation would be assets
• Diplomacy, tact, team spirit, leadership qualities and negotiation skills are essential
• Sensitivity to cultural differences, and the ability to adapt to challenging working envi-ronments under fragile security conditions
• Very good written and spoken English is essential (working language)
• Familiarity with Red Cross Movement is an advantage

SUMMARY: The Program Manager will oversee the implementation of multiple donor-funded projects in the sectors of livelihoods and economic recovery, water and sanitation as well as health. Successful candidates must be able and willing to build in-country operational and management systems, rather than simply working within existing systems. Candidates must be able to work in an austere environment and have the capacity and experience to effectively build and develop the project team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Strategic direction and overall supervision and successful implementation of the programs 
• Development of work plans and budget management according to project outputs and results 
• Manage multiple teams to complete program goals on time and on budget 
• Development and maintenance of strategic relationships with local partners and in-country donor representatives 
• Ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc 
• Build and refine effective in-country operational and management systems and build the capacity of local staff 
• Fulfill all donor reporting requirements 
• Maintenance of regular and effective communication with both field staff and HQ through both verbal and written correspondence • Frequent local travel to project sites 
• Able to work and manage effectively in a hardship post

QUALIFICATIONS:

• University Degree required, Master’s level preferred in Business Administration, International Development, Community Development or related discipline 
• 5 years project management experience in international development or relief programming 
• Strong management skills, including experience managing a mix of local and international staff, and experience overseeing project implementation, finances, human resources, and logistics 
• Experience with U.S. donors strongly desired 
• Experience with Cash for Work (CFW) programming, particularly in insecure contexts 
• Demonstrated experience in coalition building/local partnership and relationship development 
• Knowledge of, and experience in South Sudan desirable 
• English proficiency is required

Interchurch Organisation for Development Co-operation

The Programme Officer is responsible for the relation between ICCO and partners/programme coalitions and other alliances in the region. The main thematic focus for this position is Food Security, Economic Development and Education.

The job objective is to contribute to regional development processes by facilitating multi-actor, multi-level programmes and support strategic relations and alliances within the framework of ICCO Alliance Strategic Plan.

Tasks 

• Identification and facilitation of programmes and programme coalitions by applying the 4 ICCO strategic roles in the programmatic approach: strategic financing, lobby, advocacy, capacity building and brokerage 
• Assessment of programme- and project proposals and institutions; preparation of financing decisions 
• Monitoring and evaluation of ongoing contracts between ICCO/KiA and local partners 
• Facilitation of capacity building, advocacy and necessary expert knowledge in the programmes 
• Contribute to learning, exchange and knowledge-sharing 
• Contribute to policy development and contribute to the development of the (regional) annual plans 
• Contribute to communication regarding activities and policies of ICCO & KIA and partners in North and South 
• Contribute to applications for funding by other sources 
• Coordination with other relevant alliances in the region (members of Northern alliance, APRODEV, ACT etc.)

Qualifications and experience 
• Good knowledge of the social, economic and political situation in the region 
• Substantial regional experience in a relevant (thematic) field 
• Relevant education for the job 
• Negotiation skills 
• Networking and facilitating skills 
• Good communication skills, including intercultural communication and communication with ecumenical actors • Excellent language skills in English and a regional language 
• Knowledge of development issues en – cooperation. 
• Basic knowledge of financial aspects on financing organizations
