Tanzania Programme Manager

Children in Crossfire are an Irish/UK based child rights organisation with country programmes in Tanzania, Ethiopia and The Gambia.

The focus of our 2011-2015 organisational strategic plan is on supporting local partner organisations and government departments to improve service delivery for early childhood care and development in our programme countries. We particularly focus on young children with malnutrition, young children with disabilities and young children with cancer.
In order to facilitate the growth and development of our international programme, we wish to recruit a hard-working, passionate and dynamic manager for our programme in Tanzania.

We will offer a salary in the range of TZS 47,650,260 to TZS 53,652,600 per annum, dependent on experience, along with a local health insurance package.

Programme Work

•Work with the secure livelihood programme manager to manage the secure livelihood program (strategy elaboration, partner’s identification…)

TITLE: DEPUTY CHIEF OF PARTY AND TECHNICAL DIRECTOR

PROJECT: CHAMPION (Channeling Men’s Positive Involvement in a National HIV/AIDS Response)

REPORTS TO: CHIEF OF PARTY

EngenderHealth is an international NGO funded by the United States Agency for International Development (USAID) in Tanzania. EngenderHealth works worldwide to improve the lives of individuals by making reproductive health services safe, available, and sustainable.  We provide technical assistance, training, and information, with a focus on practical solutions that improve services where resources are scarce.  We believe that individuals have the right to make informed decisions about their reproductive health and to receive care that meets their needs.  We work in partnership with governments, institutions, and health care professionals to make this right a reality.

CHAMPION Project (Channeling Men’s Positive Involvement in a National HIV/AIDS Response) Project which seeks to increase positive male involvement in HIV and reproductive health, is funded by USAID and led by EngenderHealth. The project is implemented in ten regions throughout Tanzania, with the main office located in Dar es Salaam. CHAMPION invites applications from suitably qualified candidates to fill in the Deputy Chief of Party and Technical Director post based in Dar es Salaam, Tanzania. This position is open to Tanzania nationals only.

Scope of Position

The Deputy Chief of Party for the USAID Tanzania Channeling Men’s Positive Involvement in a National HIV/AIDS Response (CHAMPION) project works closely and in a complementary fashion with the Chief of Party to effectively lead and manage the project.  This includes the achievement of the vision and strategy of the Project, and managing key relationships with the Project’s staff, international and local partners, and other key stakeholders, including other donors and cooperating agencies. He oversees and provides supervision to program staff and provide technical support to the design and implementation of the CHAMPION strategy.

Specific responsibilities:

The Deputy Chief of Party is the alter ego of the Chief of Party and the individual who is responsible to interface with local and implementing partners.  He holds a key position in terms of building successful relationships with local partners and ensuring the transfer of skills and sustainability of projects goals and achievements.  He leads and manages the technical strategy of the project.  Responsibilities include:
  • Acts on behalf of the Chief of Party in her/his absence.
  • Works with the COP and senior staff in the development, successful implementation, and monitoring of the Tanzania CHAMPION project’s five-year strategy coordinating closely with USAID, partners, Project staff, and other key stakeholders.
  • In tandem with the Chief of Party, oversees, administers, supervises, and manages performance of all members of the Project team with regard to the terms of the USAID cooperative agreement.
  • In the Chief of Party’s absence, represents the Project to country partners, other donors and cooperating agencies to further the aims of the Project; ensure its staff maintain effective and collaborative working relationships with all stakeholders and collaborating agencies.
  • Plays a key role in the development of the annual workplan and budget and assists the Chief of Party in reporting to USAID and the headquarters office on project programmatic and financial performance and presenting to USAID the Project’s annual workplan and budget.
  • Oversees and provides technical support to Project staff in areas related to HIV/ gender norms, men as partners programmatic issues, workplace HIV programming, community engagement and policy and advocacy.
  • Oversee monitoring of the project progress with regard to the terms of the USAID cooperative agreement.
  • Works closely with technical staff to identify best practices and lessons learned coming from Project activities and oversee the development and implementation of the knowledge management plan
  • Assists the Chief of Party in leading senior staff and ensure effective collaboration, teamwork and collegiality.
Qualifications
  • Advanced degree specializing in public health or relevant are related to international health and development
  • At least eight years working in the international health arena related to reproductive health, HIV/AIDS, health communications or social marketing
  • Sound technical knowledge related to HIV/AIDS work, and experience with gender initiatives such as Men as Partners program.
  • Understanding of PEPFAR goals and initiatives
  • Experience working with USAID or with USAID-funded projects in maternal health, FP/RH and/or HIV/AIDS
  • At least four years  of senior project management experienced related to donor-funded development programs
  • Fluency in English (FSI - S4/R4 equivalent) and Kiswahili
  • Demonstrated leadership in working and collaborating with other donors, USAID, other donor-funded organizations, and host country officials from the public, private commercial, and NGO sectors.

• Identify district policy dialogue issues on HIV and AIDS, malaria, TB, drug abuse, environmental conservation and gender   
• Increase involvement of Zanzibar CSOs in determining their policy dialogue networks
• Collaborate with FBOs, NGOs and CBOs in Zanzibar to enhance the voice of civil society organizations at all levels   
• Collaborate with key government institutions and CSOs to redesign IEC/BCC campaigns to address key health issues 
• Collaborate with CSOs to implement policy dialogue campaigns and IEC and BCC material
