Overview:
On November 8, 2008, the Global Fund to Fight AIDS, Tuberculosis, and Malaria approved the launch of an ambitious new initiative to increase access to malaria treatment around the world. Nine countries in Africa and Southeast Asia are participating in Phase 1 of the Affordable Medicines Facility-malaria (AMFm); these countries account for more than one-third of the global malaria burden. The AMFm began operations in June 2009, with orders placed for over 22 million subsidized ACTs and nearly 2 million affordable ACTs in four countries.

The Clinton Foundation Health Access Initiative (CHAI), in collaboration with partner organizations and key malaria policymakers, has developed an operational research portfolio that seeks to address critical outstanding questions regarding how access to malaria treatment can be improved in the context of the AMFm. The projects in this portfolio have been designed to provide rigorous evidence of the impact of various policy innovations that aim to improve the targeting and increase the reach of anti-malarials into the poorest and most remote areas.

CHAI is currently seeking a highly motivated, entrepreneurial individual with outstanding problem-solving, managerial, analytical, and communication skills to support the implementation of a randomized impact evaluation in Uganda.  This project will test the feasibility of making rapid diagnostic tests (RDTs) for malaria—blood stick tests that give results in 15 minutes—available in the small private drug shops in rural areas of the country.  This position will primarily be based in the field (Eastern Uganda). 

Responsibilities:

• Supporting project implementation including:  implementing the intervention, participating in data collection, assisting the Study Coordinator in managing a field team of surveyors, assisting with preliminary data analysis
• Regularly liaising with and working under the guidance of the Study Coordinator and Principal Investigators leading the study
• Managing data collection protocols
• Developing and overseeing data management processes
• Conducting quality control of data as it comes in from the field
• Monitoring proper implementation of RDTs and adherence to safety protocols in rural drug shops
• Liaising with the Government of Uganda and other stakeholders in the malaria community
• Writing project reports and helping draft policy memos
• Helping with other dissemination tasks as needed

• Experience in social science field research
• Excellent management and organizational skills
• Excellent writing and communication skills
• Exceptional attention to detail
• Willingness to travel frequently and to do field work
• Ability and willingness to work effectively in cross-cultural environments
• Flexibility, self-motivation, and an ability to manage multiple tasks efficiently
• Demonstrated ability to work successfully with diverse constituencies and to work independently
• Experience in and knowledge of Africa
• Experience working in rural settings for extended periods of time

Advantages:

• Advanced degree in economics, public health, public policy, social sciences or related fields
• Familiarity with randomized evaluations preferred
• Experience with survey implementation strongly preferred
• Knowledge of STATA strongly preferred

We are currently recruiting a Regional Director Finance and Administration for our Head office, based in Kampala in Uganda to provide leadership in financial Management; Administration; Operations and Human Resources in both the Head Office and the Country Offices.

The role

• Financial Management - oversight of all financial aspects of the organization. These include accounting, budgeting, financial reporting, annual audits, and strategic planning.

• Human Resources, Information Technology and Administration - oversee all aspects of human resources, IT and Administration in Panos Eastern Africa. This includes supervising administrative staff, office management, upkeep of computer system, oversight and coordination of personnel matters, and oversight of corporate and legal obligations 
• Administration and Operations – which include Design and maintain administrative policies , Ensure smooth running of equipment and IT systems; review outside vendors and consultants and procedures; Oversee organization’s Assets, leases and contracts; Corporate oversight - Oversee risk management policies and Oversee internal communications 
• Human Resources - Develop the Organisations human resources, enhancing professional development, compensation and benefits, performance evaluation, training and recruiting; Serve as primary liaison with all contacts for benefit providers and ensure timely and accurate payments for all employee benefits.

Attributes and Competencies 
• A university degree such as Bachelors Degree in Commerce /Bachelors Degree in Business Administration with a major in Finance or Accounting. Must be a full chartered Accountant/Certified Public Accountant qualification (or equivalent) with a minimum of five years post qualification experience, with at least three years at a senior supervisory role. 
• Must have proven knowledge of generally accepted accounting principles and good knowledge and understanding of non-profit accounting. Experience with restricted and unrestricted fund balance accounting for nonprofits. 
• Proven track record with managing clean audits. 
• Experience with accounting systems – SUN systems is a must with at least 5 years experience 
• Requires proven experience in treasury activities, establishment and monitoring of budgets and an understanding of data processing, concepts and systems. Computer literacy and working knowledge of spread sheet applications such as excel is essential 
• Excellent management and administrative skills and experience is essential. Must have good oral and written communication skills, Good interpersonal skills, team building skills and ability to work in cross cultural environment with a multi-national staff 
• Must be fluent in English 
• Regional Work Experience is a Must 
• Experience and skill in managing multiple projects simultaneously. 
• Experience supporting programme / grant development, 
• Experience or ability managing and training others

Languages Fluency in English is a Must

Location and Travel The post is based in our Head Office in Kampala and there is an expectation that the post holder will travel within and outside the region
