Project description
The democratic governance and accountability programme builds from the 9th EDF civil society capacity building programme, which ended in 2008, and the 9th EDF human rights and good governance programme which runs until 2010. The overall objective of the programme is to support key governance objectives of the Ugandan development framework. The programme also contributes to the general objective of poverty reduction and to promoting more efficient and accountable public services in Uganda. The programme's purpose is to strengthen mechanisms for democratic and social accountability as a foundation for good governance in Uganda. A Programme Management Unit (PMU) will be established in Kampala to manage the implementation of the programme. The programme manager will provide technical expertise and will be responsible for the establishment and running of the PMU. The finance manager will be responsible for the financial management of the PMU. He/she will support the programme manager in building the financial management capacity of the programme stakeholders as well as in planning, monitoring and reporting of the implementation process.

Qualifications and skills:
  • Acknowledged degree in commerce or related fields and full membership of a professional accountant's institute;

Description
The Conflict Mitigation Project Director will be responsible for coordinating and managing the partnership between IRC, Mercy Corps, and all local NGO partners, as well as project implementation and monitoring, reporting, and relationship with the donor.

Key Responsibilities:
1. Project Quality – Ensure project design and coordination that contributes to enhanced quality and strategic interventions at the community-level.
2. Project Implementation - All aspects of project are implemented and managed effectively, according to the proposal and all donor regulations.
3. Coordination & Representation - High quality coordination of large-scale partnership and representation of project through both internal and external channels.  This position reports to the Deputy Director-Programs at IRC Uganda. This position manages project implementation staff within IRC.

Description
The Mitchell Group, Inc. (TMG) of Washington DC is seeking short-term consultants with expertise in agricultural development and trade, rural development, poverty reduction, nutrition and gender, to assist USAID/Uganda to design programs to increase Uganda’s agricultural growth and expand staple food supply. The purpose of the assignment is to define new programs under the Global Hunger and Food Security Initiative (GHFSI). Its core investment areas include increasing agricultural productivity; reducing trade and transport barriers; promoting sound market-based principles for agriculture; accelerating participation of the very poor in rural growth; improving climate change and natural resource management; improving nutrition for women and children; and increasing effectiveness of humanitarian assistance.

The team will be comprised of six expatriate experts who are also presently being recruited, and four Ugandan experts.  The consultancy period is expected to require three to six weeks in-country and will take place between sometime March and May 2010. TMG is looking for individuals to fulfill the following roles on this design team:

1.   AGRICULTURAL DEVELOPMENT EXPERT (CCN) This team member will have technical expertise in a wide range of agriculture and agribusiness issues including the following areas:

This team member shall be familiar with the WTO, ACP-EU, AGOA framework, processes and action plans of key regional trade agreements and protocols particularly under COMESA, SADC, EAC, and have in-depth understanding of export diversification and competitiveness issues in Africa, particularly in Uganda. 

3.   RURAL DEVELOPMENT AND POVERTY EXPERT (CCN) This team member will have expertise and in depth understanding of rural development strategies particularly those targeting the very poor and vulnerable. The team member will be very conversant with Uganda’s poverty issues and development agenda as contained in the NDP.

4.   GENDER AND NUTRITION EXPERT (CCN) This team member will have expertise and in depth understanding the national/ regional food policy and food security issues, particularly as they affect women, children, and the youth.

Overall Responsibilities:
The Director M&E and Performance Management works in close collaboration with the Chief of Party, Deputy CoP, , Grants Manager, and the Coordinator Regional Operations to integrate MSH’s technical tools and approaches into the project and ensure that the project’s technical foundation is solidly anchored in quality and performance improvement. S/he serves as a member of the STRIDES Management Team.  S/he participates in the determination of partner and grantee scopes of work and the negotiation of performance indicators and targets to assure that expectations and required results are fully understood.  S/he supports the Grants Manager and the technical team to implement Performance Based Grants or Contract and FFSDS methodologies and to track the progress of performance-based arrangements. S/he directs the M&E team to analyze and document project results and impact, compiles all reports to the donor and others for submission by the Chief of Party (COP), and assures transparency in the performance data system.  The position reports to the Chief of Party.

Specific responsibilities:
Performance Management:
In the context of the performance-based (PB) financing agreements that are the mechanisms for securing the core technical outputs of the project:
  • Works with the technical and financial teams to educate project staff, partners and counterparts at national, regional and district levels about PB contracting processes and approaches
  • Assures that the scopes of work and terms of service agreements are clear, that the negotiated indicators are relevant and understood by all parties 
  • Participates in the design negotiation of partner performance indicators and incentive structures
  • Assists in developing and reviewing partner performance and progress assessment approaches
Management coordination and technical synergy:
  • Assists Chief of Party and Deputy Chief of Party (DCoP) in supervision by providing technical support to the internal system for managing grants and any sub-contracts.  Manages the administration and  implementation of the STRIDES M&E function, and supports the quality assurance functions in close collaboration with the STRIDES technical team
  • Supports staff development and program capacity to implement FFSDS, PB grants and contracts and any other relevant approaches developed and tested by MSH worldwide
  • Supervises and works with the M&E Specialist and national data coordinator to coordinate preparation and submission of all official reports to USAID (and MOH)
  • Assists CoP and DCoP in matters relating to the FFSDS approach and in the research of technical subjects as well as in the preparation of technical briefings, documents and “success stories” of the project
  • Ensures continuous update of the project service-network database. Provides follow up to CoP requests and plans, including timely submission by contracting partners and staff of required reports
  • Participates in field visits and technical activities.
Qualifications:
  1. Masters’ degree in public health and a minimum of 5 years’ experience in monitoring and evaluation of health and/or programs, preferably related to family planning and reproductive health (maternal and newborn health experience), including the use of data to inform decision making, communication, planning resource allocation and other strategic initiatives.
  2. Demonstrated understanding of and familiarity with a range of applied research, monitoring and evaluation approaches including health information systems.
  3. Experience in designing strategic information and communication plans. Good working knowledge of descriptive, inferential and advanced statistics.
  4. Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
  5. Proven ability in the monitoring and evaluation of large, complex health-related projects.
  6. Knowledge of evaluation research methods (qualitative and quantitative), including data processing, database design and data entry. Ability to work with MS Word, ACCESS, Excel, Power Point, Epi Info and SPSS. 
  7. Significant working experience in monitoring and evaluation working at the community, regional, national and international levels.
  8. Knowledge of and experience with Family Planning and Reproductive Health program planning, implementation and evaluation.
  9. Ability to work with others and to develop and maintain compatibility among project staff, subcontractors and recipients of assistance. 
  10. Excellent written, oral and interpersonal communication skills, with ability to work as a team member.

Description

Sr. Technical Officer, Monitoring and Evaluation

The Senior Technical Officer/Monitoring and Evaluation undertakes functions for the overall coordination of monitoring and evaluation activities of the STAR-SW program, focusing specifically on systems for collecting data for measuring project implementation, quality assurance, documentation and reporting.  The position oversees implementation of M and E activities in accordance with guidelines stipulated by the funding agency and regularly updates project staff on progress towards implementation of the work plan and designing methods for demonstrating program outcome and impact. DUTIES AND RESPONSIBILITIES:
  • Supports undertaking of the Lot Quality Assurance Sampling surveys at the district level and collaborates with the STAR-Eastern program responsible for implementation of LQAs at the national level.
  •  Ensures appropriate data collection tools and systems are in place and collects required data.
  • Prepares and reviews the program performance monitoring plan (PMP).
  • Participates in program monitoring visits/forums. Identifies monitoring and evaluation TA needs for subprojects and provides TA (through training, mentorship etc) or coordinates its provision.
  • Oversees and guides the MIS and project databases.
