Sr. Technical Officer, Monitoring and Evaluation

The Senior Technical Officer/Monitoring and Evaluation undertakes functions for the overall coordination of monitoring and evaluation activities of the STAR-SW program, focusing specifically on systems for collecting data for measuring project implementation, quality assurance, documentation and reporting.  The position oversees implementation of M and E activities in accordance with guidelines stipulated by the funding agency and regularly updates project staff on progress towards implementation of the work plan and designing methods for demonstrating program outcome and impact. DUTIES AND RESPONSIBILITIES:
  • Supports undertaking of the Lot Quality Assurance Sampling surveys at the district level and collaborates with the STAR-Eastern program responsible for implementation of LQAs at the national level.
  •  Ensures appropriate data collection tools and systems are in place and collects required data.
  • Prepares and reviews the program performance monitoring plan (PMP).
  • Participates in program monitoring visits/forums. Identifies monitoring and evaluation TA needs for subprojects and provides TA (through training, mentorship etc) or coordinates its provision.
  • Oversees and guides the MIS and project databases.

The Associate Director/Technical Advisor will support the Project Director in management of the STAR-SW project in Uganda and provide technical leadership by designing and developing global level innovative technical strategies and tools in multiple technical areas and providing technical assistance to the country program.  The project will build on the achievements of the national HIV/AIDS and TB responses in the region and will address the existing HIV/TB prevention and service delivery gaps and challenges. Background
The East and Horn of Africa Human Rights Defenders Project (EHAHRDP) is the secretariat to a network that comprises of 65 member organisations drawn from ten sub regional countries. The project works to trengthen the work of human rights defenders (HRDs) in the East and Horn of Africa sub-region by reducing their vulnerability to the risk of persecution and by enhancing their capacity to effectively defend human rights.

The Project envisions a region in which the human rights of every citizen as stipulated in the Universal Declaration of Human Rights (UDHR) are respected and upheld.

EHAHRDP implements activities in the areas of protection, advocacy and capacity building.

Key responsibilities:
  • The Program Coordinator will report to the EHAHRDP Executive Director and the responsibilities will include;

Maxwell Stamp has been contracted by DFID as the Management Consultant to provide good quality and timely technical assistance to the Government of Uganda to implement the Expanding Social Protection in Uganda (ESPU). This 5 year programme of support for social protection in Uganda will focus on developing and piloting a cash transfer scheme and delivering technical assistance to increase capacity for management of social protection. The overall aim is to help develop a national social protection framework taking into account both social assistance and social insurance mechanisms which will support chronically poor households.  The programme will be led by the Ministry of Gender, Labour and Social Development (MoGLSD).  

Maxwell Stamp will oversee implementation of the cash transfer pilot scheme over 3 years, involving administration and management of up to £20 million in cash transfers. A Management Agency composed of MoGLSD personnel and individuals contracted by Maxwell Stamp will implement the Programme.

Overall Responsibilities of the Economist
Maxwell Stamp is looking to recruit an Economist for a 2-year contract, who will firstly be accountable to the Social Protection Adviser. The Economist will be responsible for third party researchers, data analysts and evaluation contractors hired by the Secretariat.

Key working relationships with the team will not be limited to those to whom the Economist is accountable to and responsible for.

The Economist will work within the Social Protection Policy Unit of the Secretariat with responsibility for compiling evidence on and sharing findings with government in terms of the micro and macro level impact of social protection on economic growth. He/she will work closely with the M&E Coordinator and district M&E staff of the SAGE pilot. The following bullet points outline the general responsibility of the Economist.
  • Achieving programme outputs, activities, deliverables and expected results within budget, within the agreed timeframe and to the highest standards.
  • Successfully managing the economic and impact analysis of the SAGE pilot programme.
  • Ensuring the information is reported to the GoU, particularly the MoFPED, in a clear and timely manner and with maximum impact so as to influence government policy on social protection.
  • Ensuring that relationships with the client, the GoU, the SAGE service providers and all key stakeholders are amicable, productive, mutually beneficial and conducive to a long term relationship.
  • Ensuring that all work is performed to the highest ethical and professional standards.
  • Facilitating and coordinating the work of external analysts and M&E personnel as appropriate.
Specific Responsibilities
In a programme such as the ESPU there will be new responsibilities and tasks identified regularly. Revisions of work schedules, specific responsibilities and tasks will be necessary from time to time, depending on demands of the donor and the Government of Uganda and operational developments within the Secretariat. To get a fuller understanding of the specific tasks and deliverables please refer to the current logframe and milestone workplan. A list of specific responsibilities is detailed below. Key duties for this role will be:
  • Producing high quality, clear and insightful impact reports and policy recommendations for submission to the Head of Secretariat and other collaborating ministries, particularly MoFPED, to influence social protection policy and related legislation.
  • Support the preparation of TORs for and quality assuring the Social Protection Performance Expenditure Review.
  • Supporting the SP Learning Coordinator on wider lesson dissemination concerning the economic impact of the programme.
  • Responsibility for overall impact analysis of the pilot.
  • Working with the SAGE M&E Coordinator and SP Learning Coordinator to define the ToRs for baseline survey and external evaluation contractors and assist in recruitment.
  • Developing socio and economic indicators and quality assuring the work of staff charged with evidence generation of the impact of SAGE on economic growth at micro- and macro-level.
  • Developing and training external contractors in the data collection plan and methodologies for the impact analysis. This will include case studies in conjunction with the M&E Coordinator and the SP Learning Coordinator.
  • Analysing the evidence generated by the SAGE pilot of the impact on economic growth and human development.
  • Leading analysis of affordability for upscaling pilot at national level.
  • Quality assuring the Cost Benefit Analysis and cost-effectiveness studies of the SAGE pilot.
Competencies
The candidate for this role will be an international consultant with the following credentials:
  • Must have a postgraduate degree in economics.
  • Excellent quantitative skills including proven econometric and statistical skills and experienced with software packages (e.g. SPSS).
  • Experience in developing survey questionnaires and impact indicators.
  • Excellent understanding of logical frameworks.
  • An understanding of the economic impacts of social protection transfers, ideally with previous experience working with cash transfers.
  • At least 3 years experience designing and delivering economic impact analysis on social protection or related donor-funded programmes.
  • Experience working in East Africa, preferably Uganda.
  • Highly motivated, with strong initiative and good judgement. Able to contribute innovative and effective ideas, be receptive to new ideas and take calculated decisions.
  • Excellent communication and presentation skills. Able to clearly express and present complex ideas and findings. Strong written and spoken English.

Pathfinder International (PI) seeks a Country Representative to manage and increase visibility and funding for PI programs in Uganda.  The Country Representative prominently positions PI as a leader in the field of reproductive health and as a successful partner in the development and cost effective implementation of programs.  S/he works closely with PI's in-country and Headquarters staff to conceptualize and plan program development activities, diversify funding resources, and build on country and international best practices.  The Country Representative also provides strategic leadership and managerial oversight of the administrative, programmatic, technical, financial and operational aspects of Pathfinder International's Uganda Program.  S/he ensures that program objectives are met, all activities are responsive to the needs of the host country, and the program continues to advance and play a key role in contributing to Pathfinder International's development within Uganda. 

PROGRAM OVERVIEW:
Pathfinder's work in Uganda involves building the capacity of local governments and NGOs/civil society organizations to plan, implement, manage, and support programs for orphans and other vulnerable children in nine districts in the North Central Zone of Uganda. After 20 years of civil conflict, much of the zone's infrastructure and social support networks have been destroyed and thousands of orphans and children live in conditions that render them extremely vulnerable.  Pathfinder also received funding from an individual donor to improve RH information and services for students at Makerere University in Kampala.  Initiated by the University Medical Students Association, the program conducted outreach to peers in order to raise awareness of family planning, reproductive health, and HIV/AIDS issues. With UNFPA funding, Pathfinder has also been bringing comprehensive RH and FP services to several post conflict districts of northern Uganda. Pathfinder works with UNFPA to offer pre-service midwifery training and in-service training in life saving skills for midwives in districts most in need of building capacity.  Finally, Pathfinder has just completed the first year of implementation of a privately-funded community-based RH project intended to address the quality of, and access to, FP in 11 districts in North and North Eastern Uganda.  The project is addressing FP services at both the health facility and community level and will also address the issue of providing clean adequate water to the health facilities to meet client safety and security standards.

POSITION REQUIREMENTS INCLUDE: 
  • Master's degree in public health, social sciences or related field;
  • minimum of 5 years of experience managing mid-large scale reproductive health programs in developing and transitioning countries;
  • proven record of successful fundraising from diverse public and private sources, strong business development expertise, including proposal writing and negotiation skills;

FINCA International is currently looking for a Regional Savings Manager, Africa. The Regional Savings Manager (RSM) will lead a savings initiative and concentrate his or her work on the field, providing direct technical assistance to two FINCA affiliates: FINCA Uganda and FINCA DRC. (S)he will be based out of Kampala, Uganda and travel to the DRC regularly to conduct on-site assessments of all project activities. The RSM will monitor progress toward operational and strategic outcomes, working closely with all staff involved with the project in order to gain detailed knowledge of its workings, and to formulate corrective actions as needed to ensure completion of programmed milestones. Based on these assessments, the RSM will provide advice and guidance to FINCA International on means to improve the delivery of savings products both in the two project countries in Africa and to the rest of the FINCA network. 
 

The
RSM will serve as a strategic advisor on the implementation of the savings initiatives in both countries, playing roles in consultation and analysis. (S)he will also be charged with providing some specific deliverables and will share in the responsibility for project outcomes, including fulfillment of work plans and targets. His/her responsibilities will include:
- Assisting in the selection and performance assessment of local Project Managers for Uganda and DRC;

- Reviewing and validating the existing business strategy for savings of each participating affiliate, or recommending any changes that are necessary to ensure achievement of desired outcomes;
- Developing detailed implementation plans for each of the affiliates, in coordination with local managers, with concrete timelines and measurable indicators to guide monitoring efforts of the project;
- Working with the affiliates to provide strategic direction and oversight to the implementation of the multi-faceted savings initiative

- Conducting regular visits to each affiliate to review progress against work plans, milestones, and targets;
- Assessing the performance of all functions with respect to their role in the savings initiative, identifying any factors that are hindering performance or that put it at risk. Such factors may include market response, product design, project execution, organizational issues or overall strategies; - Making proactive recommendations to FINCA on corrective action that may be necessary to ensure achievement of desired outcomes;
- Identifying strategic opportunities to increase FINCA's success in the initiative by accelerating its progress, creating greater efficiencies, strengthening the market response (for example, through improvements in product design or new marketing channels), or otherwise enhancing the scale and impact of FINCA's savings activities;
- Providing quarterly reviews of progress to date and recommendations for improvement;

- Devising and implementing a performance management approach for savings within FINCA, at both the affiliate and network levels, in coordination with Global and Field HR Managers. 

- Creating in collaboration with FINCA management, a strategy for scaling up the pilot activities throughout the FINCA network.
 

Ideal profile:

- Bachelors degree required, Masters in Economics, Finance or related field a plus;
- At least 10 years of relevant and high level experience; - The candidate will have successfully served as a senior executive with direct responsibility for mobilizing deposits on a significant scale in a developing market; - Significant experience in a leadership position where he/she provided strategic direction on savings mobilization initiatives, and served as project manager, preferably on an international level;
- Familiarity with market research, new product development, innovative service delivery channels such as ATMs, Point of Sale software (POS), and mobile phone banking, the complex linkages between new products/services and IT;

- Demonstrated project management abilities, preferably on an international level

Purpose of the posts

SPECIFIC DUTIES
The Medical Officers have the responsibility of:

1. Providing medical care to children taking part in the clinical trial as well as other general patients in the research ward.
2. Screening of subjects according to the protocol.
3. Being part of the on-call clinical rota as needed.
4. Completion of trial related medical assessment and documentation in case report forms.
5. Assisting with documentation and reporting of serious adverse events and clinical endpoints.
6. Any other duties appropriate as assigned by the Principal Investigator(s) or Clinical Project Manager.

REPORTS TO: Principal Investigator(s) at each site

Successful candidates will work closely with the project manager, site coordinator, project nurses and laboratory technicians.
