The independent evaluator will conduct an approximately 24 day interim assessment of the progress of IRC's SV-funded health project in nine sub-counties in Kitgum District, Northern Uganda
Responsibilities:
- Collect qualitative and quantitative data through review of project documents & databases, key informant interviews, and field observations
- Identify the factors that have enabled and/or constrained the achievement of planned outcomes
- Provide recommendations for priority activities to be carried out in the remaining part of the SV funding cycle
- Experience of approaches in delivering essential health services in emergency and post-conflict settings in Africa
- Wide experience in assessment, evaluation and planning of primary health care programmes in resource-constrained countries
- Previous working experience in northern Uganda
- Fluency in English; knowledge of Luo language an added advantage
