Description:  
The independent evaluator will conduct an approximately 24 day interim assessment of the progress of IRC's SV-funded health project in nine sub-counties in Kitgum District, Northern Uganda

Responsibilities:
  • Collect qualitative and quantitative data through review of project documents & databases, key informant interviews, and field observations
  • Identify the factors that have enabled and/or constrained the achievement of planned outcomes
  • Provide recommendations for priority activities to be carried out in the remaining part of the SV funding cycle
Requirements
  • Experience of approaches in delivering essential health services in emergency  and post-conflict settings in Africa
  • Wide experience in assessment, evaluation and planning of primary health care programmes in resource-constrained countries
  • Previous  working experience in northern Uganda
  • Fluency in English; knowledge of Luo language an added advantage
The consultant will be based in Kitgum, with travel to the nine sub-counties within Kitgum district. The consultant will be provided hotel accomodation.
