Description:     Emerging Markets Group (EMG) is currently seeking a Senior Technical Officer – Public Private Partnerships (PPPs) for an upcoming PEPFAR funded opportunity in Kenya.  Activities under this project will support an effective, evidenced-based approach to youth centered HIV prevention programming across Kenya.

The Senior Technical Officer will:

Provide technical leadership by designing and developing innovative strategies and tools for working with the private sector and providing technical assistance to the Project in developing, implementing and monitoring public-private partnerships (PPPs)

Provide technical leadership in design, development, planning, implementation and capacity-building of specific technical components of global, regional, and/or country-level public private partnership programs

Provide overall technical direction and leadership for PPP strategies for the Project
 
Organize the semi-annual review of private sector partners
 
Identify and leverage local private sector partners (on-going)

Document the lessons of how to engage the private sector (local and international perspectives)

Monitor cost share and private sector contributions

Assist to draft MOUs among new partners

Facilitate new PPPs, assisting to clarify roles and responsibilities of private sector partners in activities

Leverage support from the private sector to cover administrative costs of HFG with private sector contributions; possibly through seconded staff
Qualifications:     MBA, MS, MA, MPH or other relevant degree

7+ years of experience in development consulting, strategic planning, financial management, implementation of complex projects with public and private sector engagement, business development or other experience relevant experience

Kenyan citizenship a strong advantage

Working experience and knowledge of Kenyan development issues and private sector a must
 
Successful track record building partnerships and alliances involving public and private entities, including domestic and international companies

Proven leadership skills and experience leading technical teams and mentoring junior staff
 
Fluency in English required
