Job Description

PATH is seeking to recruit a Kenyan National to fill the position of Deputy Country Leader to support program quality assurance and effectiveness. The Deputy Country Leader will work in a complementary fashion with the Country Leader to effectively lead and manage the Kenya Country Program. The Deputy Country Leader will provide regular technical support to project teams as well as to partner organizations to help them establish quality, sound, reliable, effective, and efficient project management systems. S/he will work with the project team to develop all projects work plans, budgets and work procedures. S/he will also work closely with and support the finance function in monitoring the grant funds and developing the project’s financial reports to donors.

Specific duties:

• Work with project teams to ensure project quality and effectiveness including development and application of quality assurance tools and job aids.
• Supervise selected project directors and serve as Responsible Program Manager for new and small projects.
• Work closely with project directors to inspire effective teamwork, high performance and quality standards and high results.
• Support the PATH project directors to develop and coordinate the annual budgeting process for the different projects.
• Support project teams to design project objectives, key interventions and evaluation strategies.
• Ensure that project teams achieve project goals and objectives according to donor expectations and within approved project budgets.
• Participate actively in new business development activities for PATH including proposal writing. Assist with final editing of project proposals, reports and official letters for consistency, accuracy, completeness and compliance with project requirements and PATH policies.
• Work with AFH to ensure AFH is aligned with program strategy and integrated appropriately and consistently.
• Work with the finance team to ensure prudent management of funds provided to PATH projects and partner organizations and to coordinate each project’s accounting, monitoring, and reporting systems, including establishing internal control systems in accordance with PATH standard operating procedures.
• Provide technical support and training to the partner organizations to strengthen their capacities.
• On delegation, serve as the PATH representative to donors, collaborating institutions, other potential clients and the press.
• Support the Country Leader in managing all donor compliance related matters.
• Assist in the preparation of quarterly, bi-annual and annual reports to HQ and donors as well as interim status reports.
• Support the Country Leader and the human resource function in manpower planning for the projects.
• Serve as a member of the senior management team.
• Serve as alternate bank signatory.
• Travel at least 25% annually to oversee and provide support to project activities.
• Act on behalf of the Country Leader in her absence.
• Carry out other duties as assigned by the Country Leader.

Required Skills

• Demonstrated experience managing large projects with multiple partners.
• Demonstrated leadership and strategic planning and technical skills, with proven capacity to direct and manage change, and inspire high-performing teams.
• Experience recruiting, hiring, and supervising staff and consultants in a cross-cultural context; demonstrated skills in coaching and mentoring staff.
• Experience developing and implementing systems for grants and grant monitoring.
• Demonstrated financial management and administrative capabilities.
• Knowledge of USG funding rules and regulations, financial reporting and disclosure requirements.
• Passion for and commitment to public health.
• Demonstrated knowledge and experience in one or more of the primary programming areas of the PATH projects, including experience conceptualizing, designing, appraising, and managing developing projects as well as providing technical support and training.
• Strong track record raising funds from a variety of donors and liaising with donor, including demonstrated ability to oversee the preparation of proposals for funding.
• Ability to interact and negotiate effectively with donor and collaborative agencies and private foundations.
• Demonstrated ability to work with private, public, and non-for-profit organizations in developing countries.
• Demonstrated skills in negotiations and effective communications with partner organizations.
• Ability to facilitate decision-making processes and to build constructive alliances internally and externally.
• Strong written and oral communication skills.
• Exceptional interpersonal, teamwork, partnering and supervisory skills.
• Ability to be flexible and manage and accomplish multiple priorities; goal oriented.
• Knowledgeable about information technology systems.

Required Experience Masters degree in public health, international management, economic development, social sciences, business, law or equivalent required; minimum ten years managinkg one or more large projects or offices in developing countries; or an equivalent combination of education and experience.
