The Regional Human Resources Manager will oversee the implementation of HR programs and processes to ensure effective utilization of human capital to maximize business performance in the designated region.  She/he will influence the alignment of HR and Corporate Services by engaging country and field operations to gain acceptance for strategic HR decisions.  Specifically, the Regional Human Resources Manager will ensure the successful execution of HR policies and processes and compliance in the following areas: Total Rewards, Staffing, Learning, Performance Management, Employment Practices, and HR communications and organizational effectiveness for their region.  The Regional Human Resources Manager will model and promote organizational values and behaviors.

The Regional HR Manager will report to the Division Director of Human Resources and partner with the Country Program Leaders, Project Directors and country program representatives. As this position serves as HR manager and liaison between HQ (Headquarters) and field offices located in Tanzania, Ethiopia, Uganda and  Democratic Republic of Congo (countries may vary), on key human resources functions, frequent travel between the field offices is expected.  Specific responsibilities include:

• Collaborate with program leaders and designated in-country representatives to ensure that HR systems, including policies and procedures are developed, continuously monitored and updated, and compliant with local laws and PATH standards.
• Support regional programs and projects by providing strategic HR guidance and driving HR practices (e.g., HR review process, coaching/development, 360 reviews, etc.)
• Develop, implement and monitor all HR field office support systems including recruiting, performance management, benefits and compliance ensuring smooth functioning, communication and coordination with headquarters.
• Ensure that contractual, compensation, financial, legal issues, and hiring and employment practices are in compliance with organization and local standards.
• Provide recruitment support including selection training to Country Program Leaders and ensure that on-boarding systems and processes are in place.
• Collaborate with divisional and HR partners (Staffing, Talent Management, Compensation and Benefits, Employment Relations, Training) to identify strategies to meet short and long-term HR needs in the region and provide ongoing feedback regarding HR processes.
• Collaborate with headquarters on the development and compliance of security standards and procedures.
• Recommend, manage and conduct training on topics ranging from HR policies and procedures to professional and leadership skill development.
• Identify staff development opportunities and help leaders create development opportunities for their staff. 
• Ensure that personnel files are maintained and copied to headquarters including contracts, job descriptions,  performance evaluations and exit interviews.
• Recommend best practices to create opportunities for information flow between headquarters and field offices and inter-country information sharing. 

Required Skills

• Advanced knowledge of the principles, practices and procedures relevant to global Human Resources Management
• Demonstrated excellence in writing and developing personnel policies and procedures

• Demonstrated ability to effectively deliver interactive training programs.  
• Desire and ability to frequently travel to field offices (25-50% annually).

Required Experience The knowledge, skills and abilities typically acquired through the completion of a bachelor's degree program or equivalent degree in a field of study related to the job plus a minimum of eight years in Human Resources, or an equivalent combination of education and experience. Progressive HR generalist experience, including labor relations, EEO and affirmative action, government compliance, and training.
