Sr. Technical Officer, Monitoring and Evaluation

The Senior Technical Officer/Monitoring and Evaluation undertakes functions for the overall coordination of monitoring and evaluation activities of the STAR-SW program, focusing specifically on systems for collecting data for measuring project implementation, quality assurance, documentation and reporting.  The position oversees implementation of M and E activities in accordance with guidelines stipulated by the funding agency and regularly updates project staff on progress towards implementation of the work plan and designing methods for demonstrating program outcome and impact. The post holder will be based in Mbarara, Uganda.

DUTIES AND RESPONSIBILITIES:

• Supports undertaking of the Lot Quality Assurance Sampling surveys at the district level and collaborates with the STAR-Eastern program responsible for implementation of LQAs at the national level.
•  Ensures appropriate data collection tools and systems are in place and collects required data.
• Prepares and reviews the program performance monitoring plan (PMP).
• Participates in program monitoring visits/forums. Identifies monitoring and evaluation TA needs for subprojects and provides TA (through training, mentorship etc) or coordinates its provision.
• Oversees and guides the MIS and project databases.
