The overall objective of USAID/Tanzania’s Leadership Training Program is to provide the U.S. based academic training (at the Master’s Degree level) required to strengthen the base of skilled, high performing professionals in Tanzania. These individuals (and institutions from which they come) must be able to implement and support policies; exercise equity, accountability and transparency in managing public resources; provide better service delivery; participate more actively in and contribute more broadly to the country’s economic and social development; and generally impact USAID’s priority sectors, thereby leading to a more functional society.

The intertwined objectives of the Leadership Training program are:-

Leadership Skills:

• to provide selected participants with the leadership skills to assume senior level positions at the forefront of their sector in Tanzania.
• Academic Excellence and Competence: to provide selected participants with a solid training in their sector that draws on experience already gained at home, and prepare them to undertake senior level positions in their respective sectors.
• Fostering Networking Opportunities: program participants will have the opportunity to study with colleagues from their own country (other program participants) as well as students from the U.S. and other countries, providing a vast network of fellow professionals to draw upon in their careers.
• This combination of academic, leadership, and networking skills will bring together a new generation of professionals who once they return to Tanzania will be able to lead their sector as well as to serve as role models for future generations.

Participant Selection:
It is envisioned that under the first year of this program USAID/Tanzania will select up to seven (7) participants who would begin their Masters Degree program in the U.S. starting in August 2010.

For the current application cycle, the USAID Leadership Training Program will consider applications for the following fields: Public Health; Basic Education; and Water and Sanitation.

The participants will be selected through an open competition using a fair, competitive and transparent process. Interested applicants must meet the Key Selection Requirements and will need to submit a written application that includes a completed application form, a statement of purpose and a resume (see below). Interviews will also be conducted with top applicants to assess their experience, academic qualifications, and involvement and demonstrated commitment to being a leader in their sector. USAID/Tanzania is ultimately responsible for making the final selection of the participants.

Successful candidates must be able to obtain a written letter of support from their employer (Ministry, etc.) and assurances that they will remain employed upon completion of this program.

Key Selection Requirements:

• Tanzanian national residing in Tanzania.
• Bachelors Degree with a first, upper higher or upper lower honors.
• Proficient in written and spoken English (this will be tested with the TOEFL – and a mock exam may be given as part of the application process).
• Minimum of two years work experience in your field.
• Demonstrated leadership potential and motivation to be a leader, measured through academic, professional, and community activities.
• Adaptability and commitment to contribute to Tanzania’s development upon completion of the scholarship.
• Candidates may come from government ministries, civil society groups, or the private sector, but may not be employed by the United States Agency for International Development, or other USG agencies working in Tanzania.
• Agree, that if you are awarded the scholarship, to return to Tanzania and reside for a total of 24 months before being eligible for certain types of non-immigrant visas or for legal permanent residence in the United States.
• Other specific requirements for final scholarship eligibility may include but are not limited to: a minimum score on the Test of English as a Foreign Language (TOEFL), GRE scores and computer proficiency.
