Overall Responsibilities:
The Director M&E and Performance Management works in close collaboration with the Chief of Party, Deputy CoP, , Grants Manager, and the Coordinator Regional Operations to integrate MSH’s technical tools and approaches into the project and ensure that the project’s technical foundation is solidly anchored in quality and performance improvement. S/he serves as a member of the STRIDES Management Team.  S/he participates in the determination of partner and grantee scopes of work and the negotiation of performance indicators and targets to assure that expectations and required results are fully understood.  S/he supports the Grants Manager and the technical team to implement Performance Based Grants or Contract and FFSDS methodologies and to track the progress of performance-based arrangements. S/he directs the M&E team to analyze and document project results and impact, compiles all reports to the donor and others for submission by the Chief of Party (COP), and assures transparency in the performance data system.  The position reports to the Chief of Party.

Specific responsibilities:
Performance Management:
In the context of the performance-based (PB) financing agreements that are the mechanisms for securing the core technical outputs of the project:

• Works with the technical and financial teams to educate project staff, partners and counterparts at national, regional and district levels about PB contracting processes and approaches
• Assures that the scopes of work and terms of service agreements are clear, that the negotiated indicators are relevant and understood by all parties 
• Participates in the design negotiation of partner performance indicators and incentive structures
• Assists in developing and reviewing partner performance and progress assessment approaches

Management coordination and technical synergy:

• Assists Chief of Party and Deputy Chief of Party (DCoP) in supervision by providing technical support to the internal system for managing grants and any sub-contracts.  Manages the administration and  implementation of the STRIDES M&E function, and supports the quality assurance functions in close collaboration with the STRIDES technical team
• Supports staff development and program capacity to implement FFSDS, PB grants and contracts and any other relevant approaches developed and tested by MSH worldwide
• Supervises and works with the M&E Specialist and national data coordinator to coordinate preparation and submission of all official reports to USAID (and MOH)
• Assists CoP and DCoP in matters relating to the FFSDS approach and in the research of technical subjects as well as in the preparation of technical briefings, documents and “success stories” of the project
• Ensures continuous update of the project service-network database. Provides follow up to CoP requests and plans, including timely submission by contracting partners and staff of required reports
• Participates in field visits and technical activities.

Qualifications:

1. Masters’ degree in public health and a minimum of 5 years’ experience in monitoring and evaluation of health and/or programs, preferably related to family planning and reproductive health (maternal and newborn health experience), including the use of data to inform decision making, communication, planning resource allocation and other strategic initiatives.
2. Demonstrated understanding of and familiarity with a range of applied research, monitoring and evaluation approaches including health information systems.
3. Experience in designing strategic information and communication plans. Good working knowledge of descriptive, inferential and advanced statistics.
4. Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
5. Proven ability in the monitoring and evaluation of large, complex health-related projects.
6. Knowledge of evaluation research methods (qualitative and quantitative), including data processing, database design and data entry. Ability to work with MS Word, ACCESS, Excel, Power Point, Epi Info and SPSS. 
7. Significant working experience in monitoring and evaluation working at the community, regional, national and international levels.
8. Knowledge of and experience with Family Planning and Reproductive Health program planning, implementation and evaluation.
9. Ability to work with others and to develop and maintain compatibility among project staff, subcontractors and recipients of assistance. 
10. Excellent written, oral and interpersonal communication skills, with ability to work as a team member.
