Project description
The democratic governance and accountability programme builds from the 9th EDF civil society capacity building programme, which ended in 2008, and the 9th EDF human rights and good governance programme which runs until 2010. The overall objective of the programme is to support key governance objectives of the Ugandan development framework. The programme also contributes to the general objective of poverty reduction and to promoting more efficient and accountable public services in Uganda. The programme's purpose is to strengthen mechanisms for democratic and social accountability as a foundation for good governance in Uganda. A Programme Management Unit (PMU) will be established in Kampala to manage the implementation of the programme. The programme manager will provide technical expertise and will be responsible for the establishment and running of the PMU. The finance manager will be responsible for the financial management of the PMU. He/she will support the programme manager in building the financial management capacity of the programme stakeholders as well as in planning, monitoring and reporting of the implementation process.

Job Description
Qualification&Skills:
Post graduate degree in development, social sciences, human rights and law or other relevant field;
Proven team management and communication skills;
Fluent in English (spoken and written), with other languages used in Uganda are of advantage

General professional experience:

• At least 10 years of general experience, with a minimum of 6 years subject-related work experience in a leading position;
• Expertise in technical and financial programme management, preferably related to development cooperation (e.g. community development, civil society capacity building, human rights, good governance, decentralisation, civic education)

Specific professional experience:

• Experience in designing and managing capacity building programmes in relation to broadly defined Human Rights and Good Governance;
• Knowledge of Human Rights and JLOS structures and operations as well as policies of Government of Uganda in the areas relevant for the Programme;
• Experience in working on projects similar to the relevant one, preferably in Sub-Saharan Africa;
• Experience in grants management and management of calls of proposals (CfP) under the EDF rules;
• Experience in managing EU funded programmes, with knowledge of EC procedures (procurements, Programme Estimates, etc.) and EDF rules;
• Experience in dealing with multi-sectoral institutions.
