The International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University’s Mailman School of Public Health supports high-quality, HIV-related activities around the world. ICAP’s three main focus areas are: service delivery, training, and operational research. ICAP works with host countries and other organizations, principally in sub-Saharan Africa, to build capacity for family-focused HIV/AIDS prevention, care, and treatment programs. ICAP programs are funded by the United States government and foundations. Location: United Republic of Tanzania (the) Overall Job Function: The International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University Mailman School of Public Health is seeking an experienced international public health professional who will guide program administration, technical implementation and fiscal management. The Country Director will supervise a team of individuals providing technical assistance in the implementation and evaluation of the programs; oversee program operations and reporting, including compliance with donor regulations/procedures, local policies and laws; ensure monitoring, evaluation and regular reports on program activities to donors and the central office. The Country Director will also establish and maintain an excellent working relationship with counterparts within the Ministry of Health and other local /organizations to ensure effective coordination and to support national programs Duties and Responsibilities: • Supervise program staff to ensure effective program delivery. • Supervise administrative staff to ensure efficient office function and support for programs and program sites. • Oversee program planning, monitoring and evaluation, and to ensure that measurable outcomes are attained. • Ensure clear communication with donors and with the New York ICAP office. • Plan and manage program budgets. • Prepare regular reports on program activities for donors and the New York ICAP office • Communicate regularly with MOH/National AIDS Control Program partners. • Represent Columbia University in meetings with government officials, donors and partner organizations. • Perform other duties as assigned. Minimum Qualifications: • Candidate should hold an advanced degree in medicine, public health or a related field • Extensive experience with delivering and/or monitoring HIV/AIDS programs. • Proven experience delivering high quality program outcomes • Experience working in collaboration with local government partners • Travel to field sites is required. Preferred Qualifications: • Experience working with U.S. Government or other bi-lateral donors • Significant experience in health programs management in Sub-Saharan Africa strongly preferred.
