LOCATION: Dar Es Salaam,  MSH office in Tanzania
CONTRACT TERM: One year with possible extension
WORKING HOURS: Monday – Friday, 8 am – 5 pm

BACKGROUND
Management Sciences for Health (MSH) is a non-profit international health organization committed to improving health worldwide. MSH in collaboration with PATH has received funding from the US Government to support the National TB and leprosy Program (NTLP), Ministry of Health and Social Welfare to implement and scale-up the Stop TB strategy.

OVERALL RESPONSIBILITIE
The Senior Technical Officer will provide technical support required to ensure the smooth implementation of MSH TB IQC project plans and activities in collaboration with MSH TB project director, country TB technical lead, PATH, NTLP and other stakeholders in accordance with national TB policy guidelines and international standards of TB care

DUTIES AND RESPONSIBILITIES 

• Under the supervision of  MSH TB project director and country TB technical lead to provide strategic technical oversight to ensure that all MSH TBIQC project plans and activities are implemented in consistent to NTLP strategic and annual plans
• Contribute to the development, implementation, monitoring and evaluation of MSH’s TB strategy in Tanzania in consistent to national TB policy guidelines, MSH quality standards and Stop TB strategy
• Provide support to NTLP to update TB guidelines, documents , monitoring and evaluation tools to accommodate new innovations and technical approaches
• Represent MSH in technical meetings and forum including partner and stakeholders meetings
• Liaising with other technical partners such as PATH,WHO and others at national and international level
• Foster clear communication about project activities, plans and organizational policies within MSH and between strategic projects and partners
• Model effective leadership and create conducive environment for collaborations with NTLP, partners and other stakeholders
• Provide technical and managerial oversight to ensure that program activities are carried out within budget and agreed timeframes
• Ensure timely preparation and submission of information and reports to MSH and relevant partners

QUALIFICATIONS:

1. Advanced degree with postgraduate training in public health or equivalent.
2. Minimum of  05  years experience in public health; at least 3 years experience in TB control
3. Proven experience  of working with National Tuberculosis Programme or TB projects
4. Excellent strategic thinking and planning skills.
5. Strong analytical skills and experience in monitoring and evaluation
6. Knowledge of and experience in training and capacity building.
7. Demonstrated leadership and decision making skills operating in a management culture built on consensus and results.
8. Demonstrated intermediate computer skills such as Word, Excel and PowerPoint, as well as experienced with project planning applications.
9. Ability to work effectively and independently in a team-based structure.
10. Ability to travel up to 20 percent of the time within Tanzania
11. Fluency and excellent written and oral communication skills in English and Swahili.
