The Government of Tanzania (GoT), through the Agricultural Sector Lead Ministries, namely; the Ministries of Agriculture Food Security and Cooperatives; Industries Trade and Marketing, Livestock Development and Fisheries, Water and Irrigation and the Prime Minister's Office - Regional Administration and Local Government, is implementing the District Agricultural Sector Investment Project (DASIP). The Project is implemented in 28 rural districts of Kagera, Kigoma, Mara, Mwanza and Shinyanga regions. The main objective of the project is to increase agricultural productivity and incomes of rural households in the project area. DASIP is a six year project whose implementation started in 2006. In order to enhance its activities, the Project intends to recruit a qualified person to fill the position of Project Engineer whose description is as follows:-

Position Title: Project Engineer

Duration: Two Years

Reports to: Project Coordinator

Location: Mwanza

RESPONSIBILITIES:
• Provide necessary guidance to districts and Consultants in selecting sites for irrigation according to National Irrigation Master plan and provide technical advice to the consultant where necessary;
• Review reports, designs, drawings and documents related to civil works and related servIces;
• Review engineering designs and drawings to ensure accuracy and compliance with applicable technical standards, laws, regulations and technical specifications and advise the consultant accordingly;
• Provide technical advice on procurement of civil works and related services;
• Work closely with districts to secure water rights,
• Assist the Project Coordinator in planning and scheduling of civil works and related servIces;
• Facilitate preparation of bid documents and management of contracts;
• Prepare civil works progress reports and timely feedback to districts and other stakeholders;
• Execute any other job that may be assigned to himlher by the Project Coordinator.

QUALIFICATIONS:

• At least a first degree in civil engineering, agricultural engineering or irrigation engineering with a sound training in water resources management.
• At least 10 years' experience in planning, designing and implementing irrigation schemes. Familiarity with the project area will be an added advantage.
• At least 10 years experience in supervising construction and rehabilitation of irrigation infrastructure,
• At least 3 years of experience in technical studies, survey and design of irrigation schemes, .
• Experience in supervising construction management of community based irrigation projects,
• Skills in water resources data analysis and management,
• At least five years experience in managing civil works contracts and related servIces;
• Registered by the Engineers' Registration Board (ERB);
• Proficiency in AutoCAD Civil 3D; Microsoft office excel, word, PowerPoint and Microsoft Project;
• Excellent organizational skills and ability to work independently with little supervIsIOn;
• Ability to travel extensively and work under pressure;
• Excellent communication and interpersonal skills;
• Ability to show initiative and meet deadlines and
• Ability to relate to a wide range of people from all backgrounds and cultures in a helpful, courteous and sensitive manner.
