BACKGROUND

The International Rescue Committee (IRC) in Burundi, present in Burundi since 1996, is currently implementing programming in the areas of Good Governance, Child and Youth Protection and Development and Gender-Based Violence. The IRC’s existing GBV program covers the provinces of Makamba and Bujumbura Rural, supporting activities to reduce GBV through the economic and social empowerment of women and, through local partner organizations, responding to the needs of GBV survivors through case management and psychosocial support. Building on this base, the IRC is currently launching a project to prevent and respond to GBV among refugee populations in Burundi. The IRC will support measures to prevent GBV, raise awareness and respond to the needs of GBV survivors through the direct provision of psychosocial support and the coordination of other response services. The project will address the needs of approximately 34,000 Congolese and Rwandan refugees over five project sites, including three camps, one settlement and urban refugees.

SCOPE OF WORK

The GBV Program Manager reports to the GBV Coordinator and is responsible for the overall implementation of GBV programming in refugee settings. With direct management and technical support provided in-country and indirect technical support provided by the GBV Technical Advisor based in Brussels, the GBV Program Manager will ensure that the goals and objectives of the program are met in a timely and effective manner, that the approach to program implementation is participatory, that staff receive appropriate mentorship and professional development and that a positive team spirit is fostered encouraging innovative and quality programming.

RESPONSIBILITIES

Primary Responsiblities

Coordinate and monitor the implementation of program activities based on established indicators, including collating and analyzing data and information for problem analysis, planning and advocacy;
Evaluate project outcomes and impact, including collecting and analyzing data and information for problem analysis, planning and evaluation;
Provide on-going direct supervision, leadership and technical support to GBV staff, including assisting in the development of individual work plans for GBV staff, ensuring best practice standards are met;
Participate in program design based on identified needs, the IRC Program Framework, IRC GBV Global Strategy and IRC Burundi Country Program Strategic Plan;
Ensure timely submission of all program reports, quality of program data and proper archival of program information;
Conduct regular meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified;
In collaboration with the GBV Coordinator, promote and represent the interests of the GBV program with regards to all relevant stakeholders;

Human Resource Management & Capacity Building
  • Recruit, train, and mentor GBV program staff; conduct staff performance evaluations for all direct reports and assure that evaluations are carried out for all GBV staff;
  • Ensure accuracy of all GBV program job descriptions as program and staff responsibilities evolve;
  • Design and monitor professional development strategies for all GBV staff;
  • Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated;
  • Develop, implement and promote effective team communication techniques and systems, including regular senior staff meetings;
Coordination & Advocacy

Develop and maintain effective working relationships with all relevant stakeholders including community members, NGOs, government ministries/authorities, UN agencies and social institutions;
Collaborate with Field Coordinators and other operations personnel to ensure that the program is properly supported and that all project-related operational activities are conducted according to IRC HR, Logistics, Finance and other policies and procedures;
Develop advocacy and information-sharing networks/forums and participate in existing networks/forums and liaise with relevant bodies for case-specific advocacy.

REQUIREMENTS

Graduate degree (MA) or equivalent in social work (MSW), humanities or other related degree or equivalent programming experience
2-3 years program management experience, including at least 2 years implementing GBV programs in an emergency and/or post-conflict environment, preferably in a camp setting
Previous direct service experience with GBV survivors,
Previous experience in program management, capacity building and training
Very strong written, organizational, interpersonal and communication skills
Fluency in English and French; ability to communicate in Swahili or Kirundi a plus
Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment.

WORK ENVIRONMENT:

The position will be based in the Muyinga IRC office, with frequent travel to Bujumbura and other field sites. Housing will be provided in shared IRC accommodation.
