Brief description: Following DFID’s Bilateral Aid Review and the enhanced priority given to reproductive health, a vacancy has arisen for an A2(L) Reproductive Health Adviser. The jobholder will be a member of the DFID Kenya Health and Education Section.

BackgroundThe primary aim of the British Government’s Department for International Development (DFID) is reducing poverty, and achievement of the other Millennium Development Goals. DFID Kenya and Somalia is responsible for the delivery of DFID's development and humanitarian assistance and policy work in Kenya and Somalia.
DFID Kenya & Somalia (DFID K&S) is part of the British High Commission in Nairobi, which has 200 staff from 8 government departments. We work closely with colleagues from the Foreign and Commonwealth Office and other government departments on both policy and management. DFID K&S is unusual in managing two major country programmes from one office. We also host a small number of staff working regionally. Terms and conditions are competitive, and there are good opportunities for learning and development. The working environment is modern and pleasant.

Following DFID’s Bilateral Aid Review and the enhanced priority given to reproductive health, a vacancy has arisen for aReproductive Health Adviser. The jobholder will be a member of the DFID Kenya Health and Education Section.

The appointment will be under local terms and conditions, initially for a fixed term period of 3 years, with the possibility of a further maximum 1 year extension and/or could also be made permanent.  Appointment is a subject to security clearance. 

Salary: According to DFID local staff pay scales, a competitive salary and benefits package will be offered including a starting salary of Kshs 394,240 per month (before tax).

Eligibility: Applicants must have the right to live and work in Kenya. 

The ideal start date is 1 Dec 2011. An earlier start date would be welcome if practical. A later start date is negotiable, but early availability will be a key consideration in selection.

DescriptionThe Reproductive Health Adviser is an innovative new post established to strengthen and expand DFID Kenya’s health programme through advisory support to DFID Kenya Health programmes and policy, and through provision of support and co-ordination to the Development Partners supporting Reproductive Health in Kenya.

The DFID Kenya Programme
DFID is one of the largest donors in Kenya and a core partner in the Kenya Joint Assistance Strategy (2007-2012), which brings together 13 bilateral and 4 multilateral partners with an increasingly effective division of labour, and a framework for mutual accountability with government. The strategy is aligned behind Kenya’s development priorities set out in Vision 2030, which aspires to promote political and macroeconomic stability, sustained economic growth and social development, underpinned by rapidly expanding infrastructure.

Progress towards these goals requires increased investment and significantly improved productivity. An increase in aid to 2015 could make this achievable more quickly, improving Kenya’s off-track performance on the Millennium Development Goals (notably child and maternal mortality) and reducing inequality.

Although funding will not initially be provided directly through government systems, we aim to work closely with government through joint Government of Kenya (GoK) - donor co-ordination mechanisms such as the Health Sector Co-ordinating Committee and the Reproductive Health ICC (RH-ICC) to ensure alignment with Kenya’s priorities, effective allocation of resources, and leverage of private sector investments.

DFID Kenya’s Health programme over the next four years will support:
  • Reproductive Health and Family Planning – based on existing social marketing programme plus a new Family Planning programme focusing on community level delivery through NGO-GoK joint programmes;
  • Maternal health - new Maternal Health Programme focusing on increasing skilled birth attendance;
  • Malaria – continuing support to free Insecticide Treated Nets through ante-natal clinics and support to GoK malaria strategy plus new support to indoor residual spraying and malaria information systems;
  • HIV/AIDS - existing HIV programme (ending in 2012) plus on-going support to social marketing of condoms for HIV prevention;
  • Other health - on-going health financing and systems strengthening support plus potential support to Health Sector Services Fund (1) and new innovations fund for private sector delivery of services.
Partnerships
The DFID Kenya Health Programme works closely with relevant Government of Kenya ministries and institutions as well as with a cross-section of non-government organisations including Population Services International (PSI), and Family Care International (FCI). HIV/AIDS work is undertaken in partnership with Kenya’s National AIDS Control Council (NACC), the UN Joint Programme for HIV/AIDS and the African Medical and Research Foundation (AMREF).

We also collaborate with other development partners such as Germany and Denmark, and multilateral organizations like the World Health Organisation and UNAIDS.

The Alliance for Reproductive, Maternal and Newborn Health (RMNH) was launched at the UN in September 2010 by DFID, USAID, AusAID and the Bill and Melinda Gates Foundation. In Kenya the partners working on reproductive health have extended this Alliance to include GoK, GIZ, KfW, UNICEF, UNFPA and WHO. A multi-donor supported mission was undertaken in February and March 2011 under the leadership of the Ministries of Health. A Steering Committee was formed to oversee the process of the Joint Mission and the resulting ‘Harmonizing Support to Reproductive Health in Kenya’ report. The Harmonizing RH Steering Committee meets monthly chaired by the Ministry of Public Health and Sanitation and includes representatives from Department of Reproductive Health (DRH) and Family Health Division.

The objective of this post is to advise on reproductive health for the DFID programme and to support the Reproductive, Maternal and Newborn Health Alliance Partners in Kenya.  This post offers the opportunity to combine analysis, programme design and delivery, and influencing at the national level at an important and challenging time. 

The RH Adviser will be responsible for strengthening and supporting DFID and Alliance partner’s support to reproductive health in Kenya.  The Adviser will provide in-house analytical capacity to DFID and partner organisations on reproductive health trends and dynamics including regionally differentiated analyses; provide strategic guidance on achieving reproductive health results through programme design and implementation – of both health and HIV/AIDS programmes.  While the Adviser will report to the DFID Senior Health and HIV/AIDS Adviser), s/he will spend no less than 51% of his/her time working with the Harmonising Reproductive Health Steering Committee and the Reproductive Health ICC. 
The successful applicant will need to combine sound programme design and management skills, with excellent political judgment, knowledge of bilateral and multilateral organisational development, and strong influencing skills. 

The post holder will need to be enthusiastic, self-starting, quick thinking and motivated as they will be called upon to oversee and manage a wide range of issues that arise. The ability to work well with others in a team is essential. 

The post holder will be based in the DFID Kenya office alongside the DFID Kenya Senior Health and HIV/AIDS Adviser and the Regional Maternal Mortality Adviser and 3 DFID health programme administrative staff.

Within DFID the post holder will work closely with the Senior Health and HIV/AIDS Adviser (and Section Head of the Kenya Health and Education Section), and with the Regional Maternal Mortality Adviser (who spends 30% of his time leading the DFID reproductive health programmes in Kenya).  In addition, the postholder will work closely with the Reproductive Health Advisers of the other development partners working in Kenya.

Within DFID Kenya & Somalia, the jobholder is in regular contact with staff from all grades as well as staff from HQ in London and East Kilbride.

Externally, the jobholder will be in regular contact with Government officials, other development partners, consultants and designated corporate procurement agents..

The jobholder will be line managed by the Senior Health and HIV/AIDS Adviser with input from the Alliance partners.

(1) A decision on whether to proceed with funding HSSF through the Joint Financing Agreement with World Bank and Danida and potentially other partners will be taken after the 2012 elections.

DutiesThe jobholder‘s DFID, specific responsibilities are:

The jobholder will assist the Health Team with all stages of project cycle management, which requires familiarisation with the rules and regulations contained in the DFID ‘Blue Book’.  Tasks include:

Project identification and design, including:
  • assisting with programme design and drafting of Business Cases, including incorporation of comments, and ensuring all documentation complies with corporate requirements.
Project start-up activities, including:
  • drafting ToRs and facilitating engagement of consultants including service providers/management agents;
  • arranging for the issuance of any accountable grant letters or Memoranda of Understanding.
Project implementation, including:
  • initial point of contact and day to day lead on management of the reproductive health components of the on-going Kenya Health Programme and the new Reproductive/Maternal Health and FP programmes;
  • monitoring consultants’ performance and ensuring any contract amendments required are advised;
  • participation in programme reviews and preparation of progress and review reports including drafting terms of reference for project reviews/evaluations;
  • resolving problems (with possible visits to projects) and drawing Lead Adviser’s attention to significant issues requiring attention;
  • carrying out file research to provide background information including undertaking desk research as necessary.
Project completion tasks, including: drafting project completion reports, in liaison with field managers and consultants where appropriate.

Developing and maintaining contacts with a wide range of development partners and representing DFID in external meetings. The RH Adviser will represent DFID at the majority of the RH-ICC meetings, the HIV/AIDS ICC Advisory committee meetings and is expected to make independent decisions on programme implementation in consultation with the other DFID Health Advisers.

Helping the health team to improve the overall quality and value for money of DFID’s health sector support.

Drafting Parliamentary Questions, correspondence, briefing including visit programmes and internal and external meetings, press lines and other communications materials for Advisers consideration and input.

Input into DFID Kenya’s corporate reporting and support for monitoring of progress against team objectives.

Provide leadership to programme staff in the health team through modelling good practice.

Cover for other Health Advisers during absences. 

The jobholder’s RH Alliance partners specific responsibilities are:
  • Acting as secretariat for the partners in the RMNH Alliance including taking minutes of meetings, consolidating comments and feedback on documents, and drafting reports on the RMNH Alliance in Kenya;
  • Sharing access to Alliance partner reports that they are willing to share and setting up and maintaining a team site or similar open access database on RH in Kenya. This might be on the Development Partner’s for Health, Kenya website with RH as a subcomponent of this with a link to MOH website.
  • Providing soft copies of relevant reports to Alliance partner missions or consultants as required
  • Supporting Division of Reproductive Health (DRH) staff as required in agenda setting and preparation of Reproductive Health-Interagency Co-ordinating Committee (RH-ICC) meetings and the RMNH Alliance Steering Committee meetings
  • Assisting the DRH follow up on agreed activity areas in a timely manner, including liaising with relevant lead partners on different priority areas
  • In collaboration with other partners, providing input to and supporting the DRH in terms of organizational development and re-organization in the context of the implementation of the constitution.
Skills & KnowledgeThe ideal candidate will have the following technical and generalist skills and competencies.

TechnicalThe candidate must be able to demonstrate:

Understanding of epidemiology and its role in measuring and monitoring health and its determinants

Understanding of global health context including:
  • Knowledge of the development effectiveness agenda, the international development system and of institutional development
Knowledge based on experience of health service  delivery in a developing country context,  including  understanding of health systems  development challenges and:
  • Practical and theoretical knowledge of reproductive health issues including obstetric care, family planning, and HIV/AIDS
  • Practical experience in the design and implementation of large scale programmes in reproductive health (both obstetric care and meeting unmet need for FP)
Knowledge/understanding of wider determinants of health including:
  • the impacts on health and nutrition outcomes of economic, social and other investments, including education, water and sanitation, and social protection
  • Experience in addressing gender issues in programme design and implementation.
Understanding of economic concepts, appraisal and value for money would be desirable, including:
  • Understanding economic approaches to project appraisal and evaluation, including different ways of measuring efficiency, equity and impact
  • High quality professional input to programme design and evaluation in line with assessing value for money and results

The postholder will need to be adaptable, an excellent team worker, with strong written and oral communication skills.  The successful applicant will need to combine sound programme design and management skills, with excellent political judgment, knowledge of bilateral and multilateral organisational development, and strong influencing skills. 

The jobholder must be able to demonstrate excellent written and spoken English and IT skills, including knowledge of Windows Word and Excel applications and an ability to learn DFID systems, are a pre-requisite.
