John Shibuda wa CHADEMA akisema kuwa ana nia ya kugombea Urais wa Jamhuri ya Muungano wa Tanzania kwa tiketi ya CHADEMA hali akimtaka Rais wa sasa, Jakaya Kikwete kuwa mpiga kampeni wake kwani kwa wakati huo atakuaw ameng'atuka madarakani, na kwa upeo wake, Rais huyo ambaye atakuwa Mstaafu wakati huo, atampa nafasi kubwa ya kukubalika kwa wananchi na hatimaye kupata ushindi wa kumwezesha kuiongoza nchi.

Mwenyekiti wa CHADEMA, Mhe. Freeman Mbowe alipozuru Clouds Media Gruop jana, aliulizwa kuhusu suala hilo na hapa alijibu, “...vyama vya siasa ni mjumuiko wa watu wengi, wenye uelewa na uvumilivu tofauti, hivyo kutofautiana katika vyama vya siasa ni hulka ya kawaida na ni sehemu ya mchakato wa kujenga demokrasia...” “...kwa mantiki hiyo issue ya Shibuda tutaifanyia kazi kwenye utaratibu wa kawaida tu wa chama. Hatuwezi kutoka kwenye track ya kufikiria mambo ya msingi kwa Taifa, halafu tukaanza kufikiria tofauti za mitizamo kati ya kitengo cha vijana na kiongozi mmojawapo. Tutalimaliza kwa wakati, sioni kama linaweza kuathiri chama kwa njia yoyote ile kwa sababu halijagusa misingi ya uwepo wa chama.”

Three contractors, one from Tanzania, another from Germany and the third from England are bidding to repair the White House fence. They go with a White House official to examine the fence.

The England contractor takes out a tape measure and does some measuring, then works some figures with a pencil. "Well," he says. "I figure the job will run $90,000, $40,000 for materials, $40,000 for labour and $10,000 profit for me."

The Germany contractor also does some measuring and figuring, then says, "I can do this job for $70,000, $30,000 for materials, $30,000 for my crew and $10,000 profit for me."

The Tanzanian "a.k.a Mbongo Asilia" contractor doesn't measure or figure, but leans over to the White House official and whispers: "$270,000."

The official, incredulous, says, "You didn't even measure like the other guys! How did you come up with such a high figure?"

"Easy," the Tanzanian contractor explains, "$100,000 for you, $100,000 for me and we hire the guy from Germany to do the work."

China’s role in Africa is the subject of the May edition ofBBC Africa Debate in Lusaka, Zambia, on Friday 25 May 2012. Presented by BBC Africa’s Akwasi Sarpong and editor of bbcchinese.comYuwen Wu,China in Africa: Partner or Plunderer? explores the pros and cons of China’s active involvement in African development. BBC Swahili will be recording a debate on the same subject, presented by Odeo Sirari and Dinah Gahamanyi

In 2006 China unveiled its policy on Africa and launched the massive China-Africa Development Fund aimed at promoting Chinese investment in Africa. Over the past three years, China has given more loans to developing countries, mainly in Africa, than the World Bank. During the past decade, trade between China and the continent has increased more than six-fold to $120bn in 2011, making Africa China's largest trade partner. Today, China is investing huge sums in African infrastructure.

While China's activity in Africa has been applauded by several African leaders, not everyone is happy with this “partnership” - particularly in the West. In some cases, China is accused of aiding dictatorial regimes in Africa for its own interests and in the process harming the continent’s quest for democracy and human rights.

China argues that all this is in line with its policy of "non-interference", emphasising peaceful development, strategic partnerships and win-win solutions as alternatives to Western economic and political hegemony.

So is China a genuine partner or just a consumer - or as some say, plunderer - of Africa’s resources? Who is benefiting from China's growth in Africa?

This edition of BBC Africa Debate will be recorded at Government Complex in Lusaka – a building which was commissioned more than 20 years ago by the government of Zambia. Completed recently by the Chinese government, the complex is described as one of the major Chinese government infrastructure projects in Zambia.

BBC Africa Debate senior producer, Rachael Akidi, says: “China has a well-designed strategy for dealing with African countries, and is clear and open about its objectives in the continent. But what about African countries, what is their agenda in embracing China? In Lusaka, we’ll be asking what is driving Africa's growing interest in China, and if African countries have clear strategies - or if they are just being courted by the emerging superpower’s largesse dictated by its ambitions and strategy. Is China an opportunity for African countries to finally unlock their economic potential - or can it in fact hamper Africa's development?”

Presenters Akwasi Sarpong and Yuwen Wu will address these questions in front of an audience of about 100 invited guests including Zambian Vice President, Guy Scott, politicians, civil society activists, trade unionists, religious leaders, academics, students, leading journalists as well as Zambian and Chinese business executives.

This edition of BBC Africa Debate will be recorded on Friday 25 May at Government Complex, Lusaka. It will be broadcast by BBC World Service at 19.00 GMT on the same day. The programme will be repeated on Sunday 27 May at 13.00 GMT. BBC Swahili’s debate will be recorded at the same location on Friday 25 May, and will be broadcast at 15.30 GMT on the same day.

Ninapenda kuwafahamisha Watanzania wote wapenda haki kuwa nimefungua kesi Mahakama Kuu ya Tanzania Dodoma, kupinga uchaguzi wa Bunge la Afrika ya Mashariki uliofanyika Dodoma, Aprili 17, 2012. Kesi hiyo itatajwa kwa mara
ya kwanza Mei 24, mwaka huu.

Nimefanya maamuzi hayo ya kwenda Mahakamani kwa kuwa nimejiridhisha kwamba uongozi wa Bunge la Tanzania ulitengeneza utaratibu uliokinyima Chama cha Demokrasia na Maendeleo (CHADEMA) haki ya katika uchaguzi huo.

Ninaamini kuwa Mahakama ni kisima cha haki; itapitia maombi yangu, itatoa haki pale panapostahili.

Nimekwenda Mahakamani kwa kuwa chini ya Mkataba wa Jumuiya ya Afrika Mashariki, Kanuni za Uchaguzi wa Bunge la Afrika Mashariki, Kanuni za Bunge la Tanzania; toleo la 2007 na sheria ya uchaguzi ya Tanzania; haki kwa matakwa ya sheria hizo haikuzingatiwa.

Uongozi wa Bunge ulipaswa kuhakikisha uchaguzi unafanywa kwa namna ambayo uwiano wa vyama kulingana na idadi ya wabunge walioko bungeni ungezingatiwa.

Hii ni kinyume cha mkataba wa kuanzisha Jumuiya Afrika Mashariki, kifungu 50(1) na kifungu cha 12 cha Kanuni za Bunge la Tanzania.

Uongozi wa Bunge ulipaswa kugawa viti 9 vya Tanzania kwa vyama vya siasa, jinsia, pande mbili za Jamhuri ya Muungano wa Tanzania na makundi mengine maalum. Hili nalo halikuzingatiwa.

Uongozi wa Bunge haukuweka wazi ni kanuni ipu walitumia katika kugawa viti 9 vya Tanzania kwa makundi mbalimbali. Uongozi wa Bunge wa sasa uliamua kwa makosa au kw amakusudi kutozingatia uamuzi wa watangulizi wao.

Tarehe 17 Novemba, 2006, aliyekuwa Spika wa Bunge, Samuel Sitta alitoa uamuzi kuhusu mgawanyo wa viti hivyo uamuzi ambao ungezingatiwa kusingekuwa na malalamiko yoyote leo.

Nimeamua kufungua kesi kuiomba mahakama ifanye maamuzi yafuatayo;

- Ibatilishe matokeo ya uchaguzi uliofanyika Aprili 17, 2012.

- Uchaguzi mpya uitishwe na ufanywe baada ya kanuni zitakazozingatia mkataba wa kuanzishwa kwa Jumuiya ya Afrika Mashariki, kifungu cha 50(1).

Taarifa hii utakuwa ujumbe kwa Watanzania wapenda haki kuwa lengo ni kujenga mfumo ambao utahakikisha haki ya kila mmoja, kulingana na sheria na taratibu ambazo tumejiwekea, tofauti na sasa ambapo masuala mengi yanategemea zaidi mapenzi ya watu walio madarakani.

Mtu yeyote makini akifanya utafiti namna ambavyo uchaguzi wa Bunge la Afrika Mashariki ulivyoendeshwa katika mabunge ya nchi washirika wa EAC katika mabunge yao (tofauti na Tanzania), anaweza kuona wazi kuwa CHADEMA haikutendewa haki na uongozi wa Bunge letu, baada ya kuamua kujitungia utaratibu wake mwenyewe.
