Sub-grantee Relations:
- Establish and maintain cooperative relationship with CERI's subgrantee, the Sinomlando Centre for Oral History at the University of KwaZulu-Natal (UKZN), to facilitate the long-term, community-level response to the HIV/AIDS epidemic in South Africa
- Communicate with UKZN/Sinomlando staff to ensure university's compliance with USAID regulations as related to sub-grantees
- With input from Sinomlando, draft annual work plans, annual and semi-annual program reports and corresponding budgets
- Ensure that Sinomlando staff collects and enters the monitoring and evaluation data into the program database on a regular basis
- On an ongoing basis, expand existing networks and affiliations with non-governmental organizations (NGOs), faith- and community-based organizations (FBOs/CBOs) and government entities in South Africa
- Be familiar with the training curricula used for Memory Trainers and Memory Facilitators and be able to recruit for these positions as necessary
- Monitor the implementation of activities laid out in the Annual Work Plan in order to ensure quality service and adherence to program schedule and objectives
- Establish and maintain strong working relationship with USAID Mission in South Africa
- Communicate with USAID on reporting requirements, implementation schedule, and quality assurance issues. Coordinate all such communications with CERI-USA Headquarters to ensure uniformity of message and to keep the headquarters abreast of the developments
- Coordinate Annual Program Conference and chair program meetings as necessary
- Submit drafts of work plans, program reports and program budgets to CERI-USA for review, approval, and subsequent submission to USAID
- Advise CERI-USA of unforeseen situations in a timely manner, anticipating the need to keep the project on schedule, within budget, and efficient
- Supervise Finance and Administration Manager and Administrative Assistant
- In coordination with CERI-USA Contract Administrator, ensure CERI South Africa Office's compliance with USAID regulations related to procurement, travel, human resources management, financial management, sub-grantee management, and record-keeping
- Liaise with CERI-USA Contract Administrator on administrative and budgetary issues requiring prior USAID prior approval
- College Degree in Social Services, Sociology, Psychology, Public Health, or related field. (Education may be substituted by relevant work experience.)
- Fluency in English with strong writing and presentation skills
- Written and oral proficiency in South African dialects
- Citizen of the Republic of South Africa, or legal resident of the Republic of South Africa with a work visa valid through April 2011
- 3 to 5 years of proven experience overseeing the day-to-day implementation of USAID/PEPFAR-funded contracts or grants in South Africa or elsewhere in Africa
- Working knowledge of MS Word, MS Excel and MS Outlook programs
- Previous supervisory experience
- Willingness and ability to work flexible hours, if needed
- Willingness and ability to travel in South Africa and internationally, if needed
