Tests for killing mosquitoes with DDT lined up - Tanzania

In two different e-groups, I have been defending the wise use of DDT. In one instance, I copied and pasted on a fellow's blog, (Koero Mkundi), who had published a post about Malaria and DDT. Today, I am glad to learn from the news report published on Tanzania's daily news paper, TheGuardian, on the subject mentioned above that the Minister for Health in Tanzania has said what I wanted to hear. Note that, Uganda has also embarked on the DDT project as well. It's my hope that, soon, Malaria will be a long forgotten disease.

The government announced in Parliament yesterday that it would effective this year, launch tests for killing mosquitoes from their breeding grounds using DDT, which was once in use in the country but later banned by authorities. Health and Social Welfare minister Prof David Mwakyusa said this when tabling the budget estimates for his ministry for the 2009/10 financial year in the National Assembly yesterday. “The ministry will use DDT in its pilot study for Mkuranga District,” he told the National Assembly as he pleaded with the legislators to approve 478,993,078,000/- for recurrent and development expenditure for his ministry.

In the budget, which mentioned little about welfare, the minister said his ministry would improve prevention services and treatment of diseases countrywide. He added that more training would be offered to doctors and nurses, laboratory technicians and physicians on examination and treatment of malaria. “The ministry will collaborate with stakeholders in distributing treated mosquito nets free of charge to all children under five,” he said. A total of 14.6 million nets would be distributed.

Here are just two of the many emails I remember sending to two e-discussion groups with reference to subject matter (DDT). They were not without a challenge, however, I can not publish someone's response without their permission thus, I will just publish what is mine. Pardon my poor English.

One day I said, please, somebody else tell me something new, appealing, convincing and absolutely indisputable that I don't know about DDT vs environment and health effects. May be it wasn't in this e-group but I can surely find it from the other group and a blog that I posted it in. In the end I said and I will say it again, if I have to choose between dying of Malaria and it's side effects or DDT and side effects, I have already chosen DDT. That's my choice, that's my right, and it's my informed decision and I stick to it. Give me one reason not to use DDT and I will use DDT a thousand times for that (arrogant I may sound but that I will certainly do in blink of an eye).

Thanks for sharing the study and findings.
I think we still have a war to fight in this. At the moment Malaria seem to be in the winning side. A multi approach is required in eradicating this disease. I wonder why there is no much talk about DDT anymore. Please do not bombard me with it's ill health effects - what's more ill than a death of a child due to Malaria every 1 minute that passes us by? and oh, about the environment concerns - please, give me a break, how much have the third world cared for the environment? and what does the Global Warming report project towards Sub Saharan Countries? - Expect the worst. What good does the environment do if all it does is propagate the breed of more mosquito and other disease vectors? I already know about that, am not ready for a lecture now.

I still defend and advocate for the wise use of DDT in eradicating Malaria. We have used it before at our home in Moshi and for the first 22yrs of my life I never suffered any illness due to Malaria until one stupid day after just a 1 month's field work in Mlali, Morogoro. My kidneys are just perfect, my relatives as well and none had ever been diagnosed with Cancer due to the DDT we carefully used to kill mosquitos. Why did we stop using it? Well, where can we buy it? It's no more in the shops and "Duka la Ushirika" is no more. Politics! Politics! Politics! Too much politics will keep on dividing and killing us even on things that we needed no any tiny bit of it in. Why aren't Italians suffering from the ill effects of DDT? This notion of just agreeing and accepting everything sometimes tickles me off badly big time. Why would they say, "no don't use DDT, it's bad"....after they themselves used it? Puhleez! Alright, say they are right, okay, what difference does it make except changing the mode of death? It's still a death anyway, isn't it?

While others are pushing and making Nuclear Bombs, we on the other end are can not agree to make DDT for safe local use, and we proudly boast that we have distinguished scientists? Yeah, distinguished scientists my foot! Yaani we are debating about making and using DDT carefully as if we are careless? Boy, does anybody need proof what we are. Basically by agreeing with them to not use DDT, we have accepted that we can't be careful. Please give a me a good reason to dispute the benefits of using DDT (and please do not repeat what I said I already know - there is no point of doing that).
What a pity!

Nimeupata ujumbe huu kwa njia ya barua pepe na nimeona vyema kabisa kabisa kuiweka hapa ili ikiwa haya yaliyosemwa humu ni kweli, basi yafanyiwe kazi na tusiishie kuja kulaumia kuwa mbona tulifahamu na tusipashane habari. Ikiwa yaliyoandikwa humu si kweli, basi si neno, hakuna litakalotukia. Na mtu asiniambie tunatumia uhuru wa mawasiliano vibaya, acheni maneno na hulka zenu za kipumbavu za kuzuia kila jambo linaloandikwa kuihusu hii nchi. Tunaomba ifahamike kuwa, haikuwa nia yetu hata kidogo kutumia njia hii kueleza mambo ya siri sana yanayofanyika ndani ya Ofisi za Bunge la Jamhuri ya Muungano wa Tanzania . Tumelazimika kuchukua hatua hii baada ya jitihada zetu za kufikisha taarifa hizi pamoja na malalamiko yetu ngazi husika kutokufanikiwa. Aidha, mbali na hayo hata juhudi za ziada tulizochukua kuwasiliana na vyombo mbalimbali vya habari hapa nchini kueleza uvundo ulio katika taasisi hii hazikufanikiwa kutokana na nguvu ya pesa iliyotumika na ofisi ya bunge kuwafunga midomo waandishi wa habari na wahariri wao.

Lakini kikubwa zaidi kilichotusukuma kuandika waraka huu kwa Watanzania wote ni baada ya kubaini kuwepo kwa njama za kuchoma moto ofisi ya uhasibu ya bunge ili kupoteza kumbukumbu muhimu kabisa za matumizi mabaya ya mabilioni ya shilingi ya ofisi ya bunge yaliyofanywa Spika pamoja na marafiki zake.. Tunaomba watanzania waelewe kuwa kuanzia sasa ofisi hizo zitaungua moto wakati wowote. Na kama jambo hili litatokea watanzania wote hasa vyombo vyetu vya ulinzi na usalama ndivyo vinavyopaswa kulaumiwa zaidi kwa kushindwa kubaini ufisadi wa kutisha katika ofisi hii hadi njama za kuchoma moto ofisi..

Ndugu zetu Watanzania, tunapenda kuwafahamisha kuwa Ofisi ya Bunge, katika kipindi cha miaka mitatu na ushee, imekuwa ikikaliwa na mafisadi wanaojificha katika jina la vinara wa mapambano dhidi ya ufisadi, na kiongozi wao wa Mkuu ni Spika wa Bunge, Samuel Sitta. Tunajua kuwa wapo baadhi ya Watanzania wenzetu wanaoweza kuona kuwa tunasema mambo ya uongo au tusiyo kuwa na uhakika nayo. Kwa kuthibitisha haya tunayoyasema, tunaomba tueleze mambo machache machafu ya kifisadi yanayofanywa na Spika Sitta pamoja na wabunge kadhaa walio karibuni naye, wakisaidiwa na badhii ya watendaji wenye nyadhifa kubwa katika Ofisi ya Bunge.

*Tangu Spika alipoingia madarakani amekuwa akiiongoza ofisi ya bunge kidikteta. Analazimisha kupatiwa fedha kutoka katika ofisi ya bunge anapokuwa katika ziara zake binafsi katika Jimbo lake la Urambo Mashariki. Ushahidi wa haya upo katika vocha za malipo haya. Tunaomba wakaguzi waje wakague watakuta haya.

*Spika Sitta amekula akilazimisha kukiukwa kwa kanuni za bunge ili tu kuwapa nafasi wabunge wenzaki walio katika kambi moja kuisulubu serikali ili kuwaaminisha wananchi serikali ni ya hovyo bali yeye na wabunge hao ndiyo wana uchungu wa kweli na taifa hili.

*Spika Sitta hafuati taratibu za uchukuaji fedha za ofisi. Huwa anaamrisha apewe hata fedha za kununua vifaa muhimu vya ofisi akiwa hana fedha na anapokuwa akizihitaji. Fedha zilizopotea kwa njia ni mabilioni, lakini hakuna anayemuhoji.

*Spika Sitta hata siku moja tangu aliposhika wadhfa huo, amekuwa hafuati taratibu za kawaida za sheria ya manunuzi umma katika mambo mengi hapa bungeni. Yota haya ushahidi wake upo ofisi ya uhasibu lakini analindwa na kundi la wabunge wanaodai kuwa wanapoambana na ufisadi kwa sababua anakula nao.

*Spika Sitta ameshinikiza kukodishiwa nyumba ya gharama kubwa. Dola za Marekani 8,000 kwa mwezi wakati alikuwa amepewa nyumba nzuri tu ya serikali huko Oysterbay. Baada ya kukodishiwa Nyumba hii, alilazimisha pia Ofisi ya Bunge itoe sh milioni 250 kwa ajili ya kununua samani za ndani alizodai kuwa ndizo zinazolingana na hadhi yake ya Spika.

*Spika Sitta ambaye baada tu ya kuingia katika wadhfa wake alinunuliwa gari jipya aina ya benz. Sasa amelichoka likiwa hata halijamaliza miaka mitatu, anataka kununuliwa jingine na amekwishamuarua Katibu wa Bunge, Thomas Kahililah ambaye ni swahiba wake mkubwa kwa sababu wanakula pamoja kutoa kiasi cha sh milioni 367 kwa ajili ya kununulia gari hilo . Tayari zimekwishalipwa sh milioni 270. wakati haya yakifanywa na Spika, anajua fika kuwa taifa liko katika hali mbaya kifedha na bunge liko katika hali mbaya zaidi kiasi kwamba vikao vyake vinakatishwa.

*Spika Sitta ana sifa mbaya ya ukware. Tangu ameshika wadhfa huo amekwishatembea na wabunge wanawake wa bunge la Jamhuri ya Muunagni ambao ni wake za watu zaidi 12 na ushahidi wa hili upo kwao wenyewe wabunge. Akikanusha hili tunaomba watumwe maofisa usalama waje wafanye uchunguzi kwa siri, watabaini jinsi anavyofanya ufirauni na wake za watu ambao ni wabunge. Anatembea mpaka na wabunge wa upinzani halafu anajitapa kuwa ni Spika wa wote hivyo lazima awalee. Ni aibu lakini huo ndio ukweli.

*Ni mtu anayevidhalilisha vyombo vya ulinzi na usalama kwa sababu amekuwa akisema wazi kuwa hakuna chombo chenye nguvu za kumchunguza yeye na bunge kwa sababu bunge ni dola. Na ukweli sasa umeanza kubainika kwa sababu ni dhahili kuwa serikali inamuogopa Spika na timu ya wabunge wake. Ndiyo maana licha ma malalamiko na ushahidi mwingi tuliokwishatoa toa kuhusu ufisadi wake, si TAKUKURU, polisi waka usalama wa taifa waliothubutu hata kumuhoji.

*Spika amewagawa wafanyakazi wa Bunge wa Idara ya Uhasibu. Wapo ambao amewateua kuwa watu wake ambao wanashughulika na malipo yake yeye, makamishina wa tume ya huduma ya bunge ambao wanakula naye pamoja, pamoja na wabunge kadhaa ambao uchunguzi wa kina ukifanyika watafahamika.

*Wahasibu hawa pamoja na Kashililah ndiyo wanaolipwa mishahara mikubwa, wanalipwa posho hata kama hawakufanya kazi za ziada na wanasafiri na Spika kila anapokwenda nchi za nje. Watumishi hao ni kama ifuatavyo hapa chini.

1-Evance Nkanta- Huyu ni muhudumu wa idara ya uhasibu. Ni mtu wa karibu sana na Spika Sitta pamoja na Mhasibu Mkuu wa Bunge, Bwana Kombe. Cha kushangaza hakifanyi kazi za bunge kama inavyotakiwa, kazi kubwa ni kupeleka fedha katika akaunti ya Spika na Kombe au kupeleka fedha katika miradi yao . Nkata ana miradi mingi na utajiri mkubwa wa kutisha. Anamiliki taksi nyingi mjini Dodoma na Dar es Salaam , ana nyumba za kifahali Dar na Dodoma na anamilioni ya fedha katika benki kadhaa hapa nchini. Ana sauti kubwa kuliko hata baadhi ya maofisa wa ngazi za juu wa bunge. Akataka ufukuzwe kazi anamwambia tu Spika au Kashilalah kuwa kuna matu anafuatilia nyendo zao, kesho mtu huyo anafukuzwa kazi. Hii ndio maana Spika na tume yake ya huduma za bunge imepipitisha sheria mpya tofauti na ile iliyosainiwa ya rais inayompa Spika Sitta na tume hiyo madaraka makubwa ya kuajiri au kufukuza mtumishi yoyote, jambo ambalo ni kinyume na sheria za utumishi wa umma.

2-Rose Mlalase- Huyu ameajiliwa hivi karibuni bila kufanyiwa usaili. Ana uhusiano wa kingoni na Spika Siita. Ndiye mshika mikoba yenye nyaraka za siri za Spika Sitta. Huwa hatumwi na mtu mwingine zaidi ya Spika mwenyewe katika masuala ya kihasibu. Katika muda mfupi usiozidi mwaka mmoja kazini amekwishapa mali nyingi zikiwemo nyumba kadhaa na magari. Huwa analipwa posho za vikao na safari za nje bila kufanya kazi yoyote au kusafiri kwa maelekezo ya Spika mwenyewe. Mhasibu Mkuu, Bwana Kombe. Ana mabilioni ya shulindi katika benki za CRDB, NMB na NBC. Amejenga hotel ya kisasa inafahamika kwa jina la African Dream, mjini Dodoma kwa kutumia fedha za bunge. Hana sifa za kuwa mhasibu mkuu wa bunge kwa sababu ana cheti cha chini kabisa cha uhasibu badala ya NAD. Amefanya mitihani kadhaa ya uhasibu lakini anashindwa.

Bwana Kombe, akitaka pesa kwa ajili ya kupeleka kwenye miradi yake huwa anajiidhinishia hadi milioni 100. ndiye anatoa fedha za bunge kwa ajili ya shughuli binafsi za Spika. Anahusika kulipa yeye mwenyewe malipo yoyote kwa mbunge ambaye Spika ataamuru alipwe bila maelezo yoyote kuhusu kutolewa kwa fedha hizo.

3-Hassan Mohamed-alifeli diploma ya uhasibu mwaka 2005 katika chuo cha uhasibu Arusha. Hivi sasa anasoma IFM. Yuko chuoni lakini ndiyo msimamizi mkuu wa masuala ya fedha katika ofisi ndogo ya bunge mjini Dar es Salaam. Naye ana utajiri wa kutisha ambao haulingana hata kidogo na kipato chake na umri wake kazini.

4- John Joel- Ni mhasibu lakini kwa sasa amehamishiwa katika ofisi ya utawala. Mdiyo msiri mkuu wa Kashililah kiasi kwamba akisafiri ofisi huwa anaiacha mikononi mwake. Ameteuliwa hajamaliza kata miezi minne lakini sasa anawazifdi hata walio na miaka 10 kazini.

5-Bwana Mtenda- Huyu alichukuliwa na Spika mwenyewe na kuwekwa uhasibu pasipo kwa sababu ambazo mpaka sasa haziko wazi. Lakini ndi miongoni mwa watu wanaohusika kushughulikia vocha za malipo ya Spika, makamishina na Tume ya huduma za bunge na kundi la wabunge marafiki wa Spika Sitta. Mtenda ana historia mbaya katika utumishi wa umma lakini inashangaza kuona Spika Sitta akiwa amemng’ang’ani katika kufanya kazi ofisi ya bunge. Alikuwa mtumishi wa idara ya ustawishaji makao makuu Dodoma (CDA) ambako aliondolewa kutokana na kuandamwa na kesi lukuki ambazo almanusura zimpeleke gerezani. Kila mara huwa anachukua fedha kwa ajili ya kwenda semina nje ya nchi lakini huwa anaishia Dar es Salaam kuponda na baadaye kurudi Dodoma . Haifahamiki ni kwanini anafanyiwa hivi na wakubwa.

6- Bwana Ndalo- huyu ndiye anayechukua masurufu yote ya Spika Sitta. Anahusika kuwalipa wote walio katika orodha ya kulipwa na Spika, iwe wanasiasa au watu binafsi. Ni kama kichwa cha Spika. Huwa anavchukua masurufu mengi hadi anashindwa kurudisha. Kwa ufupi sana hii ndiyo timu ya Spika Sitta hapa bungeni. Timu ambayo inashirikiana nayo kujitajilisha kupitia bunge.

Tunawaomba Watanzania mfahamu kuwa Serikali inamuogopa Spika Sitta kwa sababu amefanikiwa kuwa na nguvu kubwa ya wabunge wenye uwezo mkubwa wa kuongea na kujenga hoja zao. Inafahamu fika ufisadi unaofanyika hapa kuwa ni mkubwa kuliko hata ule wa Richmond lakini kamwe haiwezi kuthubutu kumgusa Spika Sitta kwa vile anaweza kuiangusha. Hivyo kwenu Watanzania wote kama tunaamua kukaa kimya huku haya yakiendelea sawa au tuchukue hatua ya kushinikiza uchunguzi huru kufanyika.

Kama wafanyakazi wa kawaida, kwa kizingatia baadhi ya wabunge akiwemo Spika wanavyohuburi vita dhidi ya ufisadi na mambo yanayofanyika hapa tumeona bi bora kuyaweka wazi ili watanzania waamke na kushinikiza kuundwa tume huru ya kuchunguza ufisadi ndani ya ofisi ya Spika.

Waraka huu tunaomba ukikufikia upeleke kwa mtanzania mwenzako ili sote tujue jinsi wakubwa wetu tuliowachagua kwa kura zetu wanavyoishi maisha ya utukufu huku wakituhadaa kuwa wanapambana na wanatumia jasho letu kihiana kuishi maisha ya utukufu. Tuwezalo tumefanya kwa faida ya taifa letu. Mungu ni shahidi yetu.

Postdoctoral Position: Tadin Lab, University of Rochester

A postdoctoral position to conduct behavioral, TMS and fMRI studies of visual perception and attention is available in Dr. Duje Tadin's lab at the Center for Visual Sciences, University of Rochester. Initial appointment is for one year, with possible extensions. Start date must be before 8/31/2009.

Tadin lab uses psychophysics, TMS, fMRI, and eye-tracking to investigate neural mechanisms of visual perception in normal and special populations. Current projects are focused on motion perception, visual adaptation, binocular rivalry, contextual interactions, perceptual learning, visual working memory and attention.

Essential requirements:
  • strong research background
  • strong programming skills (MATLAB/Psychtoolbox preferred)

Post-doctoral position in visual perception or visuo-motor control Center for Visual Science, University of Rochester

The lab of David Knill at the University of Rochester has post-doctoral positions open in two areas: 3D visual perception and visuo-motor control. The lab uses both psychophysical and computational methods to study how humans use visual information to perceive the 3D layouts of scenes and to guide goal-directed hand movements. Problems of particular focus in the lab are Bayesian, robust sensory cue integration, causal modeling applied to perception, statistical learning applied both to perception and motor control, feedback control of hand movements, and the role of visual short-term memory in planning hand movements in complex scenes. The lab has available a large stable of technical tools to support these studies include real-time motion tracking systems, eye trackers, a 180 degree field of view display and a haptic-visual virtual reality environment incorporating two Phantom haptic feedback devices and a large-field of view stereoscopic display. Postdoctoral Positions in Learning and Plasticity, University of Rochester

The University of Rochester seeks outstanding postdoctoral fellows working in the area of Learning and Developmental Plasticity. Applicants should have interests in human or animal research on learning and developmental plasticity, in computational modeling of learning, or in cognitive neuroscience including fMRI. Contributing faculty are in the Departments of Brain & Cognitive Sciences, Computer Science, the interdepartmental Neuroscience cluster, and the Center for Visual Sciences, and study learning ranging from perceptual learning to motor learning, language learning, and bird song acquisition. The Center for Language Sciences at the University of Rochester seeks one or more outstanding postdoctoral fellows for a NIH-funded training grant. The Center brings together faculty and students with interests in spoken and signed languages from the Departments of Brain & Cognitive Sciences, Computer Science, Linguistics, and Philosophy, as well as the interdepartmental program in Neuroscience. Computational Neuroscience

A postdoctoral position is available starting immediately in the Department of Brain & Cognitive Sciences at the University of Rochester.

Candidates should have hands-on experience in computational neuroscience and a keen interest in cognitive neuroscience at large. The research will focus on models of Bayesian inference in neural circuits with applications to decision making sensory-motor transformations and multisensory integration in humans and monkeys.

PhD internships - UNU-WIDER, Finland

The UNU-WIDER PhD Research Internship Programme aims to provide PhD (doctoral degree) students registered at a university and similar research institutions the opportunity to utilise the resources and facilities available at UNU-WIDER for their PhD thesis research to produce papers suitable for publication in the Research Paper series and elsewhere to work jointly with UNU-WIDER researchers in areas of mutual interest.

Selection criteria (essential)

Applicants should
(a) be currently enrolled into a PhD programme.
(b) have shown ability to conduct research on developing or transition economies. Candidates working in other social sciences may apply but should keep in mind that UNU-WIDER is an economics-focused institute.
(c) be fluent in oral and written English.
(d) possess good quantitative and statistical analysis skills.

Selection criteria (desirable)

Preference will be given to applicants
(a) who are living or working in developing or transition countries.
(b) whose research topics are linked to UNU-WIDER’s current programme.
(c) who are willing to work jointly with UNU-WIDER researchers for mutual benefit.
(d) who are at later stages of their PhD.

Selection procedure
1. Applications will normally close on 30 September of each year.
2. Short-listed applicants will be asked to contact interested/relevant UNU-WIDER researchers to work out a revised research proposal and research timetable. Only those endorsed by UNU-WIDER researchers are to be considered for final selection.
3. Final selection is to be made by mid-November, taking into consideration issues of office space, gender balance, regional coverage, and relevance to current UNU-WIDER projects.
4. Short-listed applicants will be informed of the final decision by the end of November.
5. The selected applicants must confirm their decision to take up UNU-WIDER’s offer by 15 December.

The selected interns are expected to
(a) spend 2-6 months in Helsinki and return to their home institution afterwards.
(b) pursue research on a mutually agreed topic.
(c) contribute to UNU-WIDER’s research-related activities.
(d) give seminars on their research findings.
(e) complete one or more research report(s).
(f) acknowledge UNU-WIDER’s support in their theses, reports, or papers whenever appropriate.
(g) provide research assistance amounting to 30% of their time (about 1.5 days per week), if required. This is subject to prior discussion with the responsible UNU-WIDER researcher(s).

The selected interns will
(a) receive supervision in the field of their research.
(b) have access to the research and computing facilities of UNU-WIDER.
(c) be provided with office space (most likely shared).
(d) be provided a travel grant, travel and accident insurance, and a stipend to cover living expenses in Helsinki during the period of their internship. Health insurance should be arranged privately by the candidates. The programme does not cover expenses related to dependants.
