Scholarship: The Norwegian Quota Scheme

The Norwegian Quota Scheme is a funding scheme offered by the Norwegian Government to students from developing countries, Central and Eastern Europe, and former Soviet states for studies at institutions of higher education in Norway. This funding scheme aims at offering specially designed, research-based Master's Degrees taught in English. The Quota Scheme also offers funding for Ph.D.-programmes and a one-year course in advanced Norwegian Language. Quota Scheme applicants should come from universities/institutions with formal cooperation agreements with the University of Oslo.


Women are encouraged to apply. The University of Oslo gives priority to female applicants under the Quota Scheme.

Courses Offered
The Quota Scheme at the University of Oslo offers specially designed, English-taught Master's Degrees and a one-year programme in advanced Norwegian language studies. The Quota Scheme also offers funding to doctoral programme students.
Application deadline
The Quota application deadline for enrolment in August 2010 is 1 December 2009.
This is also the deadline for all supporting documents. Late applications will not be considered.
The deadline to submit the online 'Request for Application Form' is 1 November 2009.

Kongamano la Mtandao wa Wasomi lasimamishwa huko Mbeya

Waraka wa Kanisa Katoliki umezua jambo mkoani Mbeya baada ya Jeshi la Polisi mkoani hapa kupiga marufuku kufanyika kwa kongamano lililoandaliwa na Mtandao wa Wasomi na Wataalam la Mbeya Professionals Network mkoani hapa ambalo pamoja na mambo mengine washiriki wangepata fursa kuujadili kujua nini kilichoandikwa katika waraka huo ambao umezua malumbano makali hapa nchini.

Kongamano hilo ambalo mgeni rasmi alikuwa Mhashamu Askofu Mkuu wa Jimbo la Mbeya, Evarist Chengula, lilipigwa 'stop' katika dakika za mwisho wakati askofu akiwa njiani kwenda kufungua baada ya Mkuu wa Polisi wa Wilaya (OCD) kupiga simu na kuwaeleza wandaaji kuwa hawaruhusiwi kufanya kongamano hilo.

"Wakati nikiwa nyumbani kwangu kabla sijafika ukumbini, nilipigiwa simu na mtu aliyejitambulisha kuwa ni Mkuu wa Polisi wa Wilaya (OCD) kwamba anamuhitaji ofisini kwake nilipokwenda akanieleza kuwa ameagizwa na wakubwa zake kongamano hilo lisifanyike," alisema Mwenyekiti wa Mtandao huo, Prince Mwaihojo.

Mwaihojo alisema kuwa mgeni rasmi alikuwa njiani kuelekea kwenye ukumbi, ilibidi amjulishe asiende tena kutokana na polisi kutoa agizo la kutofanyika kongamano hilo na kisha kuwajulisha washiriki ambao walilaani viongozi wa Jeshi la polisi mkoa na serikali ya mkoa kwa kupiga marufuku kongamano hilo.

Wakizungumza na Nipashe kwa nyakati tofauti nje ya ukumbi wa OTTU ambako kongamano hilo lililikuwa lifanyike, walisema wanawashangaa viongozi wa polisi kuamua kupiga marufuku kongamano hilo wakati lilikuwa na lengo la kuwaelimisha wananchi kupata fursa ya kujadili waraka wa kanisa Katoliki ili waweze kuuelewa kwa undani zaidi. Washiriki hao walisema viongozi wa Serikali ya CCM wanaogopa waraka huo usijadiliwe kwa sababu ya kuogopa kuumbuliwa kwani wamekuwa na tabia ya kuficha mambo ya msingi wasiyafahamu wananchi ili waendelee kuwanyonya na vitendo vyao vya ufisadi.

Walisema kitendo cha polisi ambao wana imani wamepewa shinikizo kutoka kwa viongozi wa CCM na serikali yao kupinga waraka huo usiweze kujadiliwa na wananchi unatia shaka kuwa kuna ajenda ya siri katika Uchaguzi Mkuu ujao na kwamba hata hivyo wananchi wamepata somo na watajua nini cha kufanya kwenye uchaguzi ujao.
Washiriki wa kongamano hilo walikuwa ni pamoja na viongozi wa dini waislamu na wakristo,wanasiasa wa vyama vyote, wasomi na waandishi wa habari na wananchi ambao wote ni wadau wa maendeleo ya mkoani wa Mbeya.

Hong Kong PhD Fellowship Scheme for International Students

Established in 2009 by the Hong Kong Research Grants Council (RGC), the Hong Kong PhD Fellowship Scheme aims at attracting the best and brightest students in the world to pursue their PhD programmes in Hong Kong's institutions.

Eligibility

Those who are seeking admission as new full time PhD students in UGC-funded institutions of Hong Kong, irrespective of their country of origin and ethnic background, should be eligible to apply. Applicants should demonstrate outstanding qualities of academic performance, research ability / potential, communication and interpersonal skills, and leadership abilities.

The Fellowship
The Fellowship provides a monthly stipend of HK$20,000 (approximately US$2,600) and a conference and research related travel allowance of HK$10,000 (approximately US$1,300) per year for the awardees for a maximum period of three years. 135 PhD Fellowships will be awarded for the 2010/11 academic year1.

1 Academic year in Hong Kong normally starts in September.

Selection Panels
Shortlisted applications, subject to their areas of studies, will be reviewed by one of the two HKPF Selection Panels with experts in the relevant broad areas -- one for science, medicine, engineering and technology and another one for humanities, social science and business studies.

Selection Criteria

While the academic excellence is of prime consideration, the Selection Panels will take into account, but is not limited to, the four yardsticks below for the selection of candidates:
  1. Academic excellence;
  2. Research ability and potential;
  3. Communication, and interpersonal skills; and
  4. Leadership abilities.
Application Process
The Scheme will call for applications on 8 September 2009.

Each applicant may choose up to two programmes in one or two institutions for PhD study when applying for the Hong Kong PhD Fellowship. Application should be made through the On-line Application System (OAS) which will be available on 8 September 2009. The Hong Kong PhD Fellowship application is also regarded as a formal application for admission to the PhD programme(s) offered by the institution(s) concerned. Applicants are therefore required to fully comply with the admission requirements of their selected institutions and programmes except the application deadline, which should strictly follow the stipulated deadline of the Fellowship scheme. The application deadline of the Scheme is 1 December 2009 (23:59 hrs, Hong Kong time).

Scholarship: Criminal Law & Sea Piracy, Freiburg (Germany)

The Max Planck Institute for Foreign and International Criminal Law in Freiburg (Germany)

The proliferation of acts of piracy and armed robbery at sea against vessels off the coast of Somalia has prompted the international community to intervene and to carry out law enforcement measures in the Horn of Africa region. Practice has shown that these enforcement operations as well as the adjudication of alleged offenders in domestic courts involve a variety of legal issues, which remain unsettled. The Max Planck Institute for Foreign and International Criminal Law in Freiburg (Germany) intends to foster research on the criminal law pertaining to sea piracy and is therefore inviting applications for 2 month in-house research scholarships
from 15 October to 15 December 2009 in the field of Criminal Law & Sea Piracy

A number of academics and/or practitioners, preferably from States of the Horn of Africa region, will be awarded a scholarship in order to carry out research at the Max Planck Institute for Foreign and International Criminal Law in the area of the criminal law pertaining to sea piracy. Possible areas of research include the domestic legal framework for prosecuting piratical attacks (such as substantive criminal norms on piracy and armed robbery at sea and its sanctions, specific aspects of criminal procedure and evidence, the jurisdictional basis by which to prosecute alleged pirates) in addition to questions pertaining to international criminal law and practice. The presentation and discussion of preliminary findings in a workshop and the publication of the research results are planned.

Fellows will be chosen based on their practical experience and/or involvement in dealing with questions related to the crime of piracy and/or their capacity to transfer knowledge to regional States in the Horn of Africa affected by sea piracy or involved in the adjudication of alleged pirates. The strengths of their academic background and their research credentials will also be taken into consideration. Therefore, not only academics but also practitioners (e.g., persons 2 / 2 working in the administration or judiciary), preferably from the Horn of Africa region, are invited to apply for the in-house research scholarships. A good (oral and written) command of English, French, or German is required.

The Max Planck Society grants scholarships in line with the academic qualifications of the applicant; travel expenses are usually not refunded by the Max Planck Institute.  Applications should include a résumé (curriculum vitae), motivation letter, publication list, short research proposal (describing the intended research topic/area), the questionnaire for scholarship holders, as well as two references.

School fire kills 12 girls in Idodi, Iringa

A fire that started when a student at a central Tanzanian girls' school tried to study in candle light has killed 12 students, police said on Sunday. The Saturday night incident at Idodi Secondary School in Iringa region, about 460 km (285 miles) southwest of the commercial capital Dar es Salaam, razed a dormitory to the ground. "It burnt one dormitory completely and 12 students were killed. Another 20 have been injured," Iringa Regional Police Commander Evarist Mangala said. "We're still investigating (the cause), but it looks like it's from a candle lit by a student who was trying to study at night." Mangala said the school had 461 students.)

Wanafunzi hao ambao wote ni wasichana, wamepoteza maisha usiku wa kuamkia leo (Agosti 23) baada ya chumba kimoja wapo cha bweni la wasichana (Nyerere Hostel), kushika moto kisha bweni zima kuteketea.
Katika tukio hilo la kusikitisha, wanafunzi wengine 22 wamejeruhiwa ambapo 14 wamelazwa katika hospitali ya Mkoa wa Iringa na wanane wamelazwa katika kituo cha afya cha Idodi. Wanafunzi wengine 427 wamenusurika kupotekeza maisha yao baada ya jitihada za walimu na wananchi waliowahi kufika katika eneo la tukio kuanza kuvunja madirisha ili kuwawezesha wanafunzi hao kupata sehemu za kupita na hatimaye kuokoa maisha yao .

Bweni hilo lina vyumba 25 na lina uwezo wa kulaza wanafunzi 461 na kwamba wakati moto unashika chumba kimoja wapo, wanafunzi hao walikuwemo kwenye bweni hilo. Taarifa zilizothibitishwa na uongozi wa shule hiyo zimesema kulikuwapo na mifupa ya marehemu hao katika lango kubwa la kutokea na inadaiwa kuwa wanafunzi hao huenda walikufa kabla kwa kukanyagwa na wenzao katika harakati za kujiokoa.

Afisa elimu wa Mkoa wa Iringa Salum Maduhu na Kamanda wa Polisi Mkoa huo, Evarist Mangalla zinasema kuwa chanzo cha moto huo ni moto wa mshumaa kushika godoro na kuanza kuwaka chumba hicho.
Mshumaa huo alikuwa amewasha mwanafunzi mmoja, Naomi Mnyali wakati akijisomea lakini alishikwa na usingizi na kuuacha ukiwaka kabla ya kushika kwenye godoro, hata hivyo mwanafunzi huyo amenusurika. Kwa kawaida wanafunzi hutakiwa kuzima taa za umeme wa generator ifikapo saa sita usiku lakini mwanafunzi huyo aliendelea kujisomea kwa kutumia mshumaa.
