BACKGROUND AND AREAS OF INTEREST
This RFP solicits proposals relevant to the role of gene therapy in the eradication of HIV infection. While gene therapy holds much promise for HIV as well as other diseases, there have been setbacks for the field at large that have hindered progress. Recently, there has been renewed interest in gene therapy following a report in February 2009 in NEJM of a patient in Berlin with acute myeloid leukemia who underwent allogeneic stem cell transplantation with complete replacement of recipient stem cells with CD34+ peripheral stem cells from an HLA-matched unrelated donor who was also homozygous for the CCR5 delta32 mutation. To date, despite being off all antiretroviral therapy for over two years, and off all immune suppressive medications, no HIV has been detected in this patient. amfAR wishes to support basic research exploring the potential for gene therapy in HIV infection, and studies of clinical cases aimed at understanding of the role of transplantation conditioning versus graft cell type.

Specific areas of interest include:
  • Targets for gene therapy: CCR5 is one target--are there others? Do HIV genes or cellular genes or some combination represent the best targets? Are there genes whose function could be enhanced to treat HIV infection?
  • Which are the best vectors for gene therapy in the context of HIV infection? How can efficiency be improved?
  • Can the life of gene therapy interventions be extended?
  • In the Berlin patient’s case, was the conditioning regimen or the gene therapy key to the apparent eradication of HIV? Can use be made of the existing literature, as well as unpublished data from central and local transplant centers and registries, that can be searched to identify HIV+ individuals who have undergone allogeneic stem cell transplants and have stored pathologic material to assess whether HIV eradication has occurred?
AVAILABLE FUNDING AND PERFORMANCE PERIOD
Funding will be available for:

Research Grants – $100,000 direct costs plus up to 20% for indirect costs. The performance period for grants awarded under this RFP will be for one year starting March 1, 2010.

Fellowships –Each fellowship is funded for a total of up to $125,000: A maximum of $110,000 is allowed for project-specific direct costs ($45,000 per year for salary and fringe benefits and $20,000 over two years for laboratory supplies). It is expected that fellows will devote a minimum of 85% time and effort to the approved fellowship project. An additional $3,636 is provided to support attendance at amfAR-designated consultations for a direct cost maximum of $113,636. Institutional indirect costs may not exceed 10% of direct costs. The performance period for fellowships awarded under this RFP will be for two years starting March 1, 2010.

IFES is currently seeking a Civic and Voter Education Specialist for a proposed project based in Kampala, Uganda to increase voter awareness ahead of the 2011 elections. Job Responsibilities:

Deputy Director, Malaria with PSI in Kenya

PSI is seeking an experienced, dynamic Deputy Director to support PSI's growing malaria control portfolio.  As Deputy Director, this position will be primarily responsible for developing and implementing PSI's malaria control strategy. Three regional technical advisors will report to the Deputy Director and support him/her in the overall responsibility for PSI's malaria prevention and treatment activities, including delivery and promotion of treated mosquito nets and ACTs, through public, private and community based channels and in providing technical support across 32 countries in Africa, Asia and Latin America. The Deputy Director will be directly responsible for leading PSI's malaria diagnosis and treatment agenda  and will also be responsible for overseeing PSI's first multi-country integrated community case management (CCM) program. PSI's Malaria Associates internal training program and PSI's external affairs activities related to malaria will also be the responsibility of this position. The position is based in Nairobi and reports to the Vice President - Malaria control & Child survival.

RESPONSIBILITIES:
  • Develop and manage the annual malaria department budget in consultation with the Vice President
  • Support country programs in scaling up access to malaria diagnosis and ACT treatment
  • Short term technical assistance to country programs in program design, fundraising, research product development and launch, quality assurance and marketing and communication for improved treatment seeking behavior
  • Represent PSI at appropriate international fora and be the primary case management liaison with WHO, UNICEF, PMI, GFATM, and antimalarial drug manufacturers
  • Manage three malaria technical advisors providing a broad range of malaria control services to endemic country control programs
  • Use technical skills and experience and improve the scale, quality and reputation of PSI's malaria case management services to national malaria control programs
QUALIFICATIONS:
  • Relevant post-graduate degree (MPH, MD, PhD, etc.)
  • Relevant and up to date technical knowledge of malaria case management
  • Demonstrated ability to effectively manage public health technical staff
  • Eight years work experience in a technical or management capacity, with at least four years in a developing country
  • Strong writing and presentation skills
  • Familiarity with the international malaria community
  • Fluent written and spoken English essential. French, in addition, would be advantageous
  • Ability to travel 30% of the time internationally
  • Experience working with PSI advantageous

Manages the design of subproject activities and ensures appropriate monitoring of subprojects to achieve financial, administrative and programmatic goals.

Minimum Requirements:
BS/BA in public health or related field, and 7 - 9 years relevant experience with large international development programs; OR MS/MA in public health or related field, and 5 - 7 years relevant experience with large international development programs.
