CERI National Director - South Africa Office

Children's Emergency Relief International (CERI) is a global health and human service organization dedicated to caring for vulnerable children and youth through the development of foster care and community-based services. In South Africa, CERI implements a three-year grant funded under the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID). Through an innovative use of oral history, the project helps build resilience and provide psychosocial rehabilitation for the AIDS-affected families in seven provinces in South Africa.


 
CERI is currently looking for a full-time National Director to be based in its office in Pietermaritzburg. The position will report to CERI-USA Executive Director and will receive guidance on administrative and financial compliance issues from the CERI Contract Administrator based in the United States. Relocation assistance in the amount up to 2,000 U.S. Dollars will be provided to a qualified candidate based on actual receipts.

 
DUTIES AND RESPONSIBILITIES
Sub-grantee Relations:
  • Establish and maintain cooperative relationship with CERI's subgrantee, the Sinomlando Centre for Oral History at the University of KwaZulu-Natal (UKZN), to facilitate the long-term, community-level response to the HIV/AIDS epidemic in South Africa
  • Communicate with UKZN/Sinomlando staff to ensure university's compliance with USAID regulations as related to sub-grantees
  • With input from Sinomlando, draft annual work plans, annual and semi-annual program reports and corresponding budgets
  • Ensure that Sinomlando staff collects and enters the monitoring and evaluation data into the program database on a regular basis
Program Implementation:
  • On an ongoing basis, expand existing networks and affiliations with non-governmental organizations (NGOs), faith- and community-based organizations (FBOs/CBOs) and government entities in South Africa
  • Be familiar with the training curricula used for Memory Trainers and Memory Facilitators and be able to recruit for these positions as necessary
  • Monitor the implementation of activities laid out in the Annual Work Plan in order to ensure quality service and adherence to program schedule and objectives
  • Establish and maintain strong working relationship with USAID Mission in South Africa
  • Communicate with USAID on reporting requirements, implementation schedule, and quality assurance issues. Coordinate all such communications with CERI-USA Headquarters to ensure uniformity of message and to keep the headquarters abreast of the developments
  • Coordinate Annual Program Conference and chair program meetings as necessary
  • Submit drafts of work plans, program reports and program budgets to CERI-USA for review, approval, and subsequent submission to USAID
  • Advise CERI-USA of unforeseen situations in a timely manner, anticipating the need to keep the project on schedule, within budget, and efficient
  • Supervise Finance and Administration Manager and Administrative Assistant 
Compliance with Donor Agency's Regulations:
  • In coordination with CERI-USA Contract Administrator, ensure CERI South Africa Office's compliance with USAID regulations related to procurement, travel, human resources management, financial management, sub-grantee management, and record-keeping
  • Liaise with CERI-USA Contract Administrator on administrative and budgetary issues requiring prior USAID prior approval
REQUIREMENTS:
  • College Degree in Social Services, Sociology, Psychology, Public Health, or related field. (Education may be substituted by relevant work experience.)
  • Fluency in English with strong writing and presentation skills
  • Written and oral proficiency in South African dialects
  • Citizen of the Republic of South Africa, or legal resident of the Republic of South Africa with a work visa valid through April 2011
  • 3 to 5 years of proven experience overseeing the day-to-day implementation of USAID/PEPFAR-funded contracts or grants in South Africa or elsewhere in Africa
  • Working knowledge of MS Word, MS Excel and MS Outlook programs
  • Previous supervisory experience
  • Willingness and ability to work flexible hours, if needed
  • Willingness and ability to travel in South Africa and internationally, if needed

Demand for Tanzania’s benchmark coffee on the rise

Sept. 18 (Bloomberg) - Tanzania’s benchmark coffee grade rose 1.9 percent at an auction yesterday as buyers replenished their stocks amid reduced supplies, the Tanzania Coffee Board said.The top Arabica AA grade sold for as much as $172 for a 50- kilogram (110-pound) bag, compared with $168.80 a week earlier, the board said in an e-mailed report today. Supplies of the grade fell 18 percent to 4,112 bags from 4,987 bags last week, the agency said. Like last week, all the beans were bought, it said. Other grades equally gained after supplies declined and global prices improved amid fears of a smaller crop, the board said. Supplies at the third auction of the 2009-10 season fell 27 percent to 18,553 bags from 25,423 bags from last week, it said. Arabica accounted for 89.3 percent of the beans supplied, it said.Sales fell 17 percent to 18,553 bags from a week earlier because of the decline in supplies, the agency said.

Tanzania, Africa’s fourth-biggest coffee producer after Ethiopia, Uganda and Ivory Coast, reaps its crop from April through August. Arabica accounts for 75 percent of Tanzania’s output, while robusta accounts for the rest.

We've Found Cure for Brain Drain - so says the Tz Govt official

Reforms undertaken by the government in the health sector since 2006 have started to pay off as more medical personnel are now attracted to public sector, the minister for Health and Social Welfare, Prof David Mwakyusa has said.

Speaking on Tuesday here, Prof Mwakyusa said at least 60 per cent of medical personnel were now employed by the government. Prof Mwakyusa said further that some doctors who have left for greener pastures outside the country have now started to stream back home because of improved renumerations and working environment. He told reporters here that the government would do everything possible to improve the working conditions of the doctors and other medical personnel. He made the remarks after opening the Third Regional Forum for Best Practices in Health Care for eastern, central and southern African states at an Arusha hotel.

The minister said exodus of doctors from the private sector or so called greener pastures abroad has now been reversed and that there were more doctors joining the public service. "Of course, we cannot pay higher salaries like some of our partner states in the region but we are striving hard to improve the package within our means," he said. Under the Human Resource for Health Strategic Plan (2008-2013) the government intends to enrol up to 1,000 students in medical schools each year as a measure to address shortage of doctors in the country. Implementation of the plan launched last year will involve all public and private medical colleges and will target mainly to address the shortage of doctors.

The current deficit of human resources for health in Tanzania stands at 62 per cent, according to health sector experts who spoke to The Citizen in Arusha recently.The shortage of doctors was attributed mainly to low enrolment at the then Muhimbili Faculty of Medicine of the University of Dar es Salaam and later College of Health Sciences which used to admit only 50 students a year. With increased enrolment at MUHAS (Muhimbili University of Health and Allied Sciences) and involvement of the private sector, at least 350 doctors are now enrolled for training in local universities in Tanzania.Prof Mwakyusa said many African countries were still far behind in the attainment of Millenium Development Goals (MDGs) in the health sector. However, he stated that some countries such as Tanzania, have recorded successes in reduction in child mortality. "Indeed some critics of the MDG countdown have challenged our current 'health for half targets' and are asking 'what about the other half?' The underlying call is to scale up equitable access in line with our cherished dreams of health for all," the minister pointed out.

Speaking during the meeting, the Arusha regional commissioner Isidore Shirima noted that some achievements made by the region in the health sector as including reduction of infant mortality from 319 to 213 and maternal mortality rate to 91 per 100,000 from 150 per 100,0000.The region has also seen the increase of health facility deliveries from 50 to 56 per cent and family planning acceptance reaching 41 per cent from 31 per cent some years back.
