Wanafunzi wa Chuo cha Usimamizi wa Fedha (IFM) waliofanyiwa mtihani wa Hesabu na wanafunzi wa Sekondari ya Azania wamekali kuti kavu na mchakato wa kushughulikia adhabu yao umeanza huku ikielezwa kuwa adhabu yao ni kufukuzwa chuo.

Akizungumza na majira Dar es Salaam, Mkuu wa Chuo hicho, Prof. Edwin Mjema alisema wanafunzi hao wa mwaka wa tatu walikamatwa wiki ilioyopita nje ya eneo la chuo wakisubiri wanafunzi wa Azania waliokuwa wanawafanyia mtihani. "Kwa kweli tukio hilo limenisikitisha sana kwa sababu sheria, kanuni na taratibu za mitihani zinatolewa siku ambayo mwanafunzi anajiunga kwa mara ya kwanza, lakini lazima waitwe na kujieleza kuhusina na tukio hilo ikiwa ni pamoja na kutaka kujua njia wanazotumia kufanya ujanja huo," alisema Prof. Mjema na kusisitiza kuwa adhabu ya kosa hilo ni kufutiwa mtihani na kufukuzwa chuo. Alisema Bw. Frank Kaduma aliyekuwa mwanafunzi wa sekondari ya Azania alikuwa anamfanyia mtihani Bi. Tina wakati Bw. John Kapinga mhitimu wa kidato cha sita 2003 alikuwa anamfanyia Bw. Joeli Mlengule anayesoma stashahada ya juu. Prof Mjema alisema wanafunzi hao wa Azania walipohojiwa walikiri kufanya hivyo kwa ahadi ya kupewa Sh. 150,000 kila mmoja baada ya kufanya mtihani huo.

Hatua hiyo imekuja baada ya wanafunzi hao wakiwa mwaka wa kwanza kufeli somo hilo, kuwalazimu walirudie somo sasa, na kwa kuwa hawakuwa hanalielewi vyema walilazimika kukodisha vijana hao kutoka sekondari kuwafanyia mtihani huo.

Prof Mjema alisema pamoja na kwamba wakati tukio hilo yeye hakuwepo, lakini atahakikisha zinachukuliwa hatua kali kukomesha tabia hiyo ambayo inaendelea kukithiri chuoni hapo. Alisema kabla ya kuanza kwa muhula wa mwaka huu lazima kesi zote ikiwamo ya hao wanafunzi zitajadiliwa na kutolewa adhabu ambayo itakuwa fundisho kwa wanafunzi wengine.

Ofisi ya Rais, Menejimenti ya Utumishi wa Umma imefanya uhakiki wa raslimali watu katika Sekta ya Afya na kugundua kuwepo kwa watumishi hewa 1,511 waliosababishia taifa hasara ya jumla ya shilingi
4,482,992,570/- (4.48bn/-) zilizotumika kulipa mishahara ya watumishi hewa tangu mwaka 2005 hadi Machi 2009 walipoondolewa kwenye orodha ya malipo ya mishahara.

Zoezi la uhakiki wa raslimali watu katika Sekta ya Afya lilifanyika katika mwaka wa fedha 2008/2009 kwa lengo la kuangalia matumizi ya Raslimali watu na ubadhirifu katika eneo la malipo ya mishahara.
Watumishi wa Ofisi ya Rais, Menejimenti ya Utumishi wa Umma waliofanya zoezi hili kwa kutembelea Hospitali, Vyuo vya Afya na Zahanati mbalimbali 3,519 nchi nzima walikuta watumishi 39,247. Aidha, watumishi hewa 1,511 waligundulika wakati wa zoezi la uhakiki wa raslimali watu ambao walikuwa wakilipwa mshahara kupitia Benki.

Taarifa ya ukaguzi wa raslimali watu inaonyesha kuwa Wizara ya Afya na Taasisi zake pamoja na mikoa yote ya Tanzania Bara ilikuwa na watumishi hewa waliokuwa wakilipwa mishahara na Serikali wakati ya wafanyikazi kutokana na sababu mbalimbali zikiwemo kufariki dunia, kustaafu, kuacha kazi na kuhamia taasisi nyingine wakati wengine wamekuwa wakilipwa mishahara mikubwa kuliko stahili zao.

Taasisi za Sekta ya Afya zilizotembelewa na kufanyiwa uhakiki wa raslimali watu ni pamoja na Wizara ya Afya, Hospitali za Rufaa, Hospitali za Mikoa, Hospitali za Mashirika ya Dini, Hospitali Teule, Hospitali za Wilaya, Vyuo/Taasisi za Afya na Wakala, Vituo vya Afya na Zahanati.

Taarifa hiyo inaonyesha kuwa Wizara ya Afya na taasisi zake zimekutwa na watumishi hewa 395 kati yao 364 wanatoka Hospitali ya Taifa ya Muhimbili ambayo ndiyo inaongoza kwa kuwa na watumishi hewa wengi kuliko taasisi nyingine katika sekta hiyo.

Mikoa inayoongoza kwa kuwa na watumishi hewa wengi katika sekta ya Afya ni pamoja na Arusha (101), Tanga (96), Tabora (93), Pwani (83), Ruvuma (81), Mwanza (71), Lindi (71), Iringa (68) na Morogoro (62).
Aidha, idadi ya watumishi hewa waliokutwa katika mikoa mingine ni pamoja na Dodoma (49), Kagera (48), Kilimanjaro (44), Rukwa (44), Manyara (39), Mbeya (39), Shinyanga (30), Dar es Salaam (29), Singida
(28), Mara (18), Mtwara (17) na Kigoma (5).

Tatizo la kuwepo kwa watumishi hewa limeonekana kuwa sugu kwa waajiri walio wengi kushindwa kuwafuta watumishi katika orodha ya malipo ya mishahara wanaofikia tamati katika utumishi wao kutokana na sababu
mbalimbali. Tatizo hili linachangiwa kwa kiasi kikubwa kutokana na ukosefu wa uwajibikaji miongoni mwa maafisa wenye dhamana ya masuala ya kiutumishi katika taasisi za Serikali.

Serikali itachukua hatua kali kwa wale wote watakaobainika kushiriki kwa namna moja au nyingine katika kusababisha kuwepo kwa watumishi hewa katika orodha ya malipo ya mishahara serikalini.

Napenda kutoa agizo kwa waajiri wote nchini kuangalia suala zima la watumishi hewa katika orodha za malipo ya mishahara kwa watumishi wao ili kuondoa upotevu wa fedha nyingi za Serikali zinazolipwa kwa watu ambao hawalitumikii taifa.

Hii ni mara ya pili kwa Serikali kufanya uhakiki wa Raslimali watu tangu Serikali ya Awamu ya Nne iingie madarakani. Katika Uhakiki uliofanywa na Ofisi ya Rais, Menejimenti ya Utumishi wa Umma katika Sekta ya Elimu mwaka 2007 jumla ya watumishi hewa 1, 413 waligundulika kulitia taifa hasara ya kiasi cha shilingi bilioni 3.044bn/=.

Hatua mbali mbali za kinidhamu zinachukuliwa kwa wahusika walioshiriki katika kufanikisha kuwepo kwa watumishi hewa kwenye sekta ya Elimu. Zoezi la uhakiki wa Raslimali litafanyika katika taasisi zote nchini na hivi sasa linaendelea katika sekta ya Sheria ambapo Mahakama zote zitapitiwa.

Kamanda wa Polisi wa Mkoa wa Tarime/Rorya, Constantine Masawe leo amethibitisha kutokea kwa tukio hilo Tarime mjini. Amewaeleza waandishi wa habari ofisini kwake kuwa, kabla ya kuokolewa na polisi, mume wa mwanamke huyo nusura afanye tendo la ndoa na mkewe huku umati ukishuhudia.  Mwanamume huyo alimfumania mkewe na mwanamume mwingine jana saa 10 jioni katika nyumba ya kulala wageni ya mfujaji iliyopo mjini Tarime.

Kamanda Masawe amesema, wanandoa hao, ni wakazi wa Kijiji cha Rebu nje kidogo ya mji wa Tarime. “Tulilazimika kuwatawanya wananchi kwa mabomu ya machozi kwa sababu umati wa watu ulizingira Kituo cha Polisi ukitaka tumuachie huyo mwanamke ili wamuadhibu kwa kufanya mapenzi nje ya ndoa au afanye mapenzi na na mume wake mbele yao,” amesema Masawe.  Hadi leo asubuhi, wanandoa hao walikuwa katika kituo cha polisi kwa sababu za kiusalama. “Tunamshikilia mtu na mke wake kwa usalama wao, lakini tutawaachia baadaye tukijiridhisha na hali ya usalama wao,” amesema Masawe.

The Henry M. Jackson Foundation (HJF) is seeking a Senior Administrator to support the Walter Reed Project Tanzania (WRP). HJF provides administrative and management support to WRP.

The incumbent will be located in Mbeya, Tanzania and will be responsible for support to the WRP HIV program leadership and oversight of and support to the existing WRP HIV administrative staff including, but not limited to, accounting, procurement, contracting, and human resources/personnel. The incumbent will also serve as the point of contact and direct link between the WRP HIV program administrative staff and the United States Military HIV Research Program (USMHRP) to include the Henry M. Jackson Foundation HQ budgeting/accounting, contracts, and personnel oversight entities. This includes coordinating administrative activities related to USMHRP's PEPFAR (President's Emergency Plan for AIDS Relief) activities, monitoring of HIV research activities in Mbeya and other mission activities the HIV program is tasked to execute.

The U.S. Military HIV Research Program (MHRP), supported by the Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF), plays a vital role in Tanzania through it is vaccine development efforts and is a key contributor to PEPFAR in Tanzania. This internationally recognized program is seeking to fill a dynamic position administrator position in Tanzania to help manage MHRP's efforts. The Finance and Administrative Officer position is through HJF.

The incumbent will work to support the Tanzania HIV program leadership in Dar es Salaam and Mbeya (e.g. Country Director, Medical Director, and Administrative Directors) in the day-to-day administration of a large and diverse HIV program covering primarily HIV care and treatment activities but HIV research as well. Activities may include, but are not limited to, senior review and approval where appropriate of procurement and contracting activities and documents; coordinating and responding to requests from overarching authorities (i.e. USMHRP). In addition, the incumbent will provide oversight and support to existing administrative staff. Such activities may include but are not limited to performance review of staff involved in procurement activities, contracts, and preparing accounting reports. The incumbent will also work to oversee PEPFAR partners through contracts and other formal agreements for the purpose of conducting/executing HIV care and treatment activities.

Responsibilities:
1. Provide support to the HIV Program leadership (i.e. in the day-to-day administrative activities and operations.
2. Provide administrative oversight and support to the core administrative components and staff including, but not limited to, budgeting/finance, procurement, contracting, accounting, and human resources.
3. Serve as one of two senior level administrative positions (along with the Director for Administration) overseeing HJF Medical Research International in Tanzania, the local entity through which HJF operates.
4. Provide liaison and other support to the HIV research program in all aspects of executing clinical research under the auspices of USMHRP and MMRP.
5. Provide administrative support to the PEPFAR program in all aspects of partner services, ensuring communication and coordination of activities with the State Department, other USG agencies at the US Embassy.
6. The incumbent will be responsible for assessing current and future administrative staffing and training needs, recommending proposals to insure adequate staffing levels and staff training.
7. Ensure United States and Tanzania Governments policies and regulations are followed.
8. Review and amend or design and develop Standard Operating Procedures (SOPs) where appropriate for administrative activities.
9. Review current staffing levels with regard to appropriateness to support HIV program activities, evaluate competitiveness in employment packages, and provide support to staff recruitment efforts.
10. Directs, coordinates, and conducts personnel actions and furnishes guidance and assistance as needed.
11. Oversee execution of agreements, contracts and legal issues with the assistance of the USMHRP Director of Finance, Tanzanian lawyers and HJF HQ legal department as deemed necessary
12. Provide senior oversight and accountability where appropriate for HIV program financial, procurement, and contracting activities particularly supporting HJF MRI requirements.
13. Reports to USMHRP and USG leadership on behalf of the HIV Program Director and Deputy Directors as necessary and appropriate for program operations.
14. Provides collaborative assistance to other program personnel and research scientists that require the incumbent's expertise.
15. Maintains a safe work environment with appropriate training of other personnel.
16. Supports a productive team environment.
17. Completes other projects as needed.

Required Knowledge, Skills, and Abilities:
• Administrative program management experience and training, preferably in international settings
• Knowledge of applicable procurement, contracting, and administrative policies and techniques
• An ability to communicate effectively to include excellent verbal, written and interpersonal skills;
• Ability to independently troubleshoot administrative tasks and challenges
• Work as a leader and part of a team in a remote setting such as Mbeya, Tanzania

Minimum Education/Training Requirements: Bachelors Degree (Advanced degree preferred) in business administration, economics or finance. Experience may be substituted for education, if appropriate.

Minimum Experience: 5-10 years related administration, with experience in an international setting being preferable; research or medical facility experience a plus.

Physical Capabilities: Incumbent will be expected to relocate to Mbeya, Tanzania and travel to Dar es Salaam as well as Rockville, Maryland (USA) on occasion as necessary to perform job duties

Supervisory Responsibilities/Controls: Incumbent will work under the direct supervision of the USG HIV Program Leadership (Director) as well as the USMHRP Directors having oversight of the HIV Program.

Background / General description
Sub-Saharan Africa (SSA), with a population of over 700 million people in 47 countries, is home to 34 of the world’s poorest countries. Making headway against poverty in SSA continues to present the world’s most formidable developmental challenge. The Africa Region’s Finance and Private Sector Development Department (AFTFP) is responsible for providing operational support and technical advice to SSA clients on a broad range of private and financial sector development issues. AFTFP, with its nearly 70 staff is organized under a front office led by AFTFP’s Director, and has two units, East and Southern Africa (AFTFE) and West and Central Africa (AFTFW), each led by a Sector Manager, jointly covering a span of 47 countries and 11 country directorates.

The Tanzania country assistance strategy supports the Government’s broad strategy to achieve higher efficiency and competitiveness in all productive sectors, expanding trade and services, as well as improving the business environment in order to attract private investment. The AFTFP approach focuses on four interrelated policy objectives in support of Tanzania’s economic transformation: 1) improving the investment climate, 2) deepening financial markets, 3) enhancing enterprise competitiveness, and 4) facilitating private participation in infrastructure.

This position will report to both sector and country management and will work with the private and financial sector staff as part of the Private and Financial Sector teams. He/she will assist in the development of the Bank’s private sector business plan to support Tanzania’s medium term competitiveness strategy, provide technical support to other country teams and provide support in supervising on going projects in the PSD portfolio.

Duties and Accountabilities

Selection Criteria
- Advanced degree in economics and/or business administration and a minimum of 8 years of directly relevant experience with private and/or financial sector operations;
- Extensive operational experience in development programs either with the
the World Bank group or a related organization or donor, preferably with leadership in preparation or supervision of sector investment loans or adjustment operations or policy lending;
- Excellent conceptual and analytical skills with an ability to address both macro and micro issues and a strong track record of excellence in analytical work and policy discussions;

The theme of TEDIndia is "The Future Beckons." At a time of economic uncertainty, one thing remains clear. There's an unmistakable shift of influence to the east. It's not just about IT outsourcing. Increasingly India, China, and the rest of Asia are making their presence felt globally in new technologies, design brilliance, cultural and economic innovation.

All genres are welcome. We are particularly interested in films originating in India, Asia and the developing world.

The films' function in the TEDIndia program is to act as a satisfying palate-cleanser between speakers, offering a quick burst of humor, wonder or aesthetic pleasure. Overly earnest or heavy content is therefore unlikely to be selected, even if it's strong.

Your film's total running time should fall between 30 seconds and 3 minutes. Films longer than 4 minutes will not be considered. You must own the rights to the film you are submitting, and have appropriate clearances for all music and images. Selected films will screen at TEDIndia and be included on the DVD Archive sent to attendees. Optionally the film will also be made available on the TED Blog.

Dr. Martin Luther King, Jr. Scholarship

Social Justice is an integral part of Canisius College and our Jesuit heritage, which is grounded in the philosophy of “men and women for others.” Dr. Martin Luther King, Jr. was at the forefront of social justice in America and we honor his life and his dedication to peace and equality through the Martin Luther King Jr. Scholarship Program.

Students from all backgrounds are encouraged to apply for the scholarship; applicants will be evaluated on their personal achievements, their involvement in community service and their commitment to the ideals of Dr. King. Scholarship recipients will be awarded $1,000 each, renewable for four years with a minimum 2.25 grade point average while at Canisius and participation in COPE office programming as described on the back of the application.

The scholarship deadline is Friday, January 15, 2010 – the birthday of Dr. Martin Luther King, Jr. Students are encouraged to apply for admission to Canisius by January 8, 2010. Only first-time students admitted to Canisius prior to the scholarship application deadline will be considered for the scholarship.


Essay
Please write a 1-2 page essay (typed, double spaced) about one of the following quotes from Dr. Martin Luther King, Jr., and in what ways you demonstrate the quote’s meaning in your daily life.
1. “An individual has not started living until he can rise above the narrow confines of his individualistic concerns to the broader concerns of all humanity.”
2. “Life’s most persistent and urgent question is, What are you doing for others?”
3. “The function of education is to teach one to think intensively and to think critically. Intelligence plus character – that is the goal of true education.

Students who receive the MLK scholarship will be able to renew their scholarship for four years while studying at Canisius. The scholarship is administered by the Canisius Opportunity Programs for Education (COPE) office. The following criteria must be met by students each year in order to receive the scholarship award of $1,000.
  • Cumulative GPA of at least 2.25 
  • 10 hours of service per semester in a community setting that fulfills a social justice mission
  • MLK Scholars will meet with a COPE mentor twice per semester to select service placements, and to monitor personal and academic progress
  • Be a first-time freshman entering Canisius in Fall 2010
