Jibu: Ushuru wa madini hutozwa kuanzia kwenye mchanga. Ni kweli kuwa tofali ni sehemu ya madini. Lakini kwa kuwa hii ni ajira kwa vijana wetu tumeanza mchakato wa kufuta ushuru wa namna hii kwa vijana wanaojiajiri ili kuwawezesha zaidi kiuchumi.

2. Mariamu Saidi, mkazi wa Kazegunga

Halmashauri ya wilaya imekuwa na tabia ya kutoa fedha kwa vikundi vya kina mama vyenye mwelekeo wa kushabikia CCM. Unawasaidiaje wengine ambao hawana itikadi zozote za kisiasa?

Jibu: Hili katika halmashauri yetu halipo tangu nimekuwa mbunge. Tumesaidia vikundi vingi bila kujali itikadi zao. Mfano mzuri ni kina mama wa Mwandiga ambao tumewapa mtaji wa kuuza unga na hivi sasa wamepanua biashara zao kwa kiwango kikubwa. Mfuko wa Maendeleo ya Jimbo umejitahidi kufanya mabadiliko hayo. Iwapo kina mama wa Kagunga wamejipanga vizuri tutafanya hivyo pia.

3. Zuberi Hamisi, mkazi wa Kamara.

Wakulima wa michikichi katika Bonde la Mto Luiche hawana msaada wowote wa kitaalamu kutoka kwa maofisa ugani na hivyo kulima kizamani na kuendelea kutumia mbegu za kizamani kiasi cha kuvuna mawese kidogo. Unawasaidiaje kuwasukuma maofisa ugani kutembelea wakulima wa michikichi?

Jibu: Tunaanzisha mradi mkubwa wa michikichi katika Wilaya ya Kigoma ambao utakuwa wa mfano kwa nchi na Afrika. Kwa kushirikiana na sekta binafsi tunaanzisha ukulima wa michikichi na familia 100,000 zitafikiwa katika kipindi cha miaka mitano, zitapewa mbegu na kukuza miche 126 inayotosha kwa hekta moja. Uzalishaji huo utawezesha kila familia kuwa na kipato cha Dola za Marekani 6,000 kwa mwaka.

Mradi huu tumeuhusisha na mfumo wa hifadhi ya jamii. Kila mwanachama wa mpango huu ataandikishwa NSSF na kupata bima ya afya na kujiwekea akiba na hivyo kupata pensheni. Wakulima wa Bonde la Mto Luiche wajiandae na mradi huu kabambe kabisa ambao utakuwa ni kupigiwa mfano Afrika nzima.

4. Amisa Athumani, mkazi wa Nkungwe.

Moja ya ahadi zako tangu ulipogombea mara ya kwanza mwaka 2005 ilikuwa ni kupeleka maji Kijiji cha Nkungwe lakini hadi sasa mwaka wa tisa hakuna dalili yoyote ya kupata maji ya bomba. Una lolote la kusema kuhusu hilo?

Jibu: Mradi wa maji wa Nkungwe tayari umekamilika. Nkungwe haikuwa katika vijiji vya awali vya mradi wa Benki ya Dunia lakini nilijitahidi na kufanikiwa kuingiza kijiji hiki. Vingine ni Nyarubanda na Kagongo na vyote miradi imetekelezwa.

5. Licha ya Kijiji cha Nkunkwe kuwa kikubwa na kupata hadhi ya kuwa kata, bado kumekuwa na shida juu ya upatikanaji wa umeme wa Wakala wa NIshati Vijijini (Rea), kiasi kwamba ilifikia wananchi wakaandamana kwenda kwa Mkuu wa Wilaya ya Kigoma kulalamikia hilo. Nini kauli yako?

Jibu: Wananchi wa Nkungwe msiwe na wasiwasi kwani tayari umeme umefika Mahembe. Katika jimbo letu umeme wa Rea unaingia katika vijiji 16 ikiwamo Kwitanga ambayo ni sehemu ya Nkungwe. Hivyo Umeme utafika Nkungwe katika awamu inayofuata. Ikumbukwe kuwa Kigoma haikuwa sehemu ya miradi hii mpaka mwaka 2012 tulipofanikiwa kuingiza mkoa wetu. Ifikapo mwakani vijiji 20 vitakuwa na umeme kati ya 33 vya Kigoma Kaskazini.

6. Mustafa Iddi, mkazi wa Mwandiga.

Uliahidi kwamba Shule ya Sekondari Mwandiga itapanda hadhi na kutoa masomo ya kidato cha tano na sita jambo ambalo halijatekelezeka. Ina maana ulidanganya hasa ikizingatiwa kwamba umetangaza kwamba hutagombea tena katika uchaguzi wa 2015?

Jibu: Shule kuwa na kidato cha tano na sita ni mchakato. Kwanza nilianza na kuhakikisha imepata umeme na tumefanikiwa. Hatua ya pili ni kupata hadhi hiyo. Tutafanikiwa tu.

7. Kudra Hamisi, mkazi wa Kazegunga.

Umetangaza kutogombea tena Ubunge katika Jimbo lako mwaka 2015. Unawaahidi msaada gani utakaotoa kwa mgombea atakayechukua nafasi yako

Jibu: Kigoma Kaskazini ni nyumbani na nitaendelea kusaidia maendeleo yake. Mbunge yeyote atakayeshinda nitampa ushirikiano wangu wote.

8. Julius Mzega, mkazi wa Mkongoro.

Kijiji cha Mkongoro ni maarufu kwa kilimo cha nanasi lakini zao hilo limeshindwa kutatua kero za wakulima kwa vile hawana uwezo wowote wa kusindika hilo tunda. Unawasaidiaje kuleta wawekezaji watakaojenga Viwanda vidogo na vya kati ili kuongeza thamani ya zao hilo la biashara na chakula?

Jibu: Kwanza tumesaidia soko kupitia mfuko wa jimbo na tunajenga soko ambalo litafanya wakulima wafaidike. Pili tunasaidia kuunda ushirika wenye nguvu na kuwezesha wakulima kujiunga na NSSF ili wapate mafao ya muda mfupi na muda mrefu. Mwaka jana nilifanya vikao na wakulima wa nanasi na tulikubaliana mambo hayo. Tunataka Mkongoro iwe ni soko kubwa la nanasi katika wilaya yetu kama ilivyo Kibaigwa hivi kwa mahindi. Dhamira ipo tushirikiane tu.

9. Isaya Samuel, mkazi wa Kalinzi.

Zao la kawana na migomba limekumbwa na magonjwa mabaya ya kunyauka. Unasaidiaje kuleta wataalamu wenye ujuzi na magonjwa hayo ili kutafuta ufumbuzi wa kudumu na hatimaye kumaliza kabisa magonjwa hayo na wakulima waendelee kuvuna mazao mengi kama zamani?

Jibu: Nitasaidia kupata suluhisho. Sikuwa na taarifa hizi. Asante kwa kunijulisha.

Unawapa ushauri gani ili waweze kukomesha vitendo hivyo vya rushwa katika barabara hiyo?

Jibu: Nitapambana nao. Unajua sina msalie mtume kwenye rushwa na sitaki kabisa wananchi wangu wanyanyasike. Nimepokea hili na utaona matokeo yake muda si mrefu. Lazima tuchukie rushwa kwa nguvu zetu zote kwani rushwa ni adui mkubwa wa maendeleo ya nchi yetu.

Wanaokwenda 'kuhiji' Moshi walazimisha SUMATRA iombe UDA 15


Hali tete ya usafiri kutoka Dar es Salaam kuelekea mikoa ya Arusha na Kilimanjaro imeilazimu Mamlaka ya Usafirishaji wa Majini na Nchi kavu (SUMATRA) kuomba mabasi 15 ya Shirika la Usafiri Dar es Salaam (UDA) ili kukabiliana na tatizo hilo.

Mkurugenzi Mkuu wa SUMATRA, Gilliard Ngewe alisema jana wamelazimika kuomba mabasi ya Uda baada ya kubaini daladala za awali walizozipatia vibali haziwezi kukidhi mahitaji.

“Idadi ya abiria wanaokwenda Moshi imeongezeka ukizingatia kesho (leo) ni Sikukuu ya Krismasi, tutahakikisha wote wanakwenda baada ya kuongeza mabasi,” 
alisema.

Alisema wameagiza mabasi hayo yatoze nauli ya Sh 23,000 iliyopangwa na SUMATRA.

Mkuu wa Mawasiliano ya Umma wa UDA, George Maziku alisema licha daladala hizo kufanya shughuli zake Dar es Salaam, wamelazimika kuzitoa ili kukabiliana na tatizo la usafiri lililowakumba wasafiri wa mikoa hiyo.

“UDA ni mali ya Watanzania hivyo si vibaya tukawasaidia wenzetu wanaokwenda kusherekea Sikukuu za Krismas na Mwaka Mpya japokuwa Dar es Salaam nao wanahitaji huduma hii ya usafiri,” 
alisema Maziku.

Awadh Haji, Mkuu wa Kikosi cha Usalama Barabarani Mkoa wa Kipolisi Kinondoni, alisema daladala hizo za UDA zilishakaguliwa.

Mmoja wa abiria, Chistopher Rafael aliyekuwa akielekea Moshi alipongeza jitihada za SUMATRA za kukabiliana na tatizo hilo la usafri lililoibuka mwaka huu tofauti na miaka ya nyuma.

Tanzania offers oil & gas export opportunities for UK companies

Arusha, Tanzania — UKTI Tanzania's report provides an overview of Tanzania's oil and gas sector including supply chain opportunities from the proposed LNG project.

UK Trade and Investment (UKTI) Tanzania has produced a report which examines the opportunities in the Tanzanian market. The report called 'High Value Opportunity - Tanzania Oil and Gas' offers a greater understanding and in-depth knowledge of:

  • Current and upcoming oil and gas projects
  • Supply chain opportunities and schedules for the proposed Liquified Natural Gas (LNG) project

Tanzania is a growing oil and gas market with on-going discoveries, including 19 exploration blocks. USD 10 to 20 billion investment is projected for exploration and production in the coming decade.

Exploration activities in Tanzania's deep offshore waters have led to the discovery of 50.5 trillion cubic feet (tcf) of natural gas over the past 2 years. More discoveries are likely to come as drilling campaigns continue to unfold. It is estimated that the recoverable reserves will double to 100 tcf by the year 2015.

Tanzania's economy size is bigger than thought

Tanzania has become the third east African country in as many months to discover the size of its economy is bigger than previously thought, benefiting from a surge of investment from gas explorers.

Tanzania joins neighbours Kenya and Uganda in their hefty upward revisions. Statisticians say the new estimate for the size of the economy in the country of 51m people is $41bn, 32 per cent more than previously estimated and the highest revision leading the east African pack, followed by Kenya (which rose 25 per cent at the end of September) and Uganda (13 per cent, also this month).

Together, the trio’s economies, which have a combined population of 84m people, are $24bn larger than previously thought – the equivalent of an extra $285 per person.

But no Tanzanian’s pocket will feel $285 fuller following the revision, which comes thanks to a statistical exercise. The country remains largely agrarian and poverty levels are high. Nevertheless, the exercise reveals the impact of the country’s prodigious gas discoveries as well as an explosion in mobile phone services – including a step-up in money transfer services – that finance minister Saada Mkuya referred to on Friday as an “ongoing… revolution”.

The economic upswing is a boost that may attract investors to a post-socialist country whose status as donor darling has finally come unstuck. In past months, Tanzania has been subsumed by a mounting corruption scandal over energy deals in a country that experiences frequent blackouts that severely hold back productive output.

Parliamentarians late this year determined that officials approved $122m in illegal payments of public funds to a private energy company last year. Donors froze nearly $500m in aid payments in the light of the scandal that has, this week, elicited the resignation of Attorney General Frederick Werema.

It is another blight ahead of elections expected next October, when president Jakaya Kikwete is due to stand down at a moment the country finds itself in flux – the constitution and the relationship between the mainland and archipelago Zanzibar is also under the microscope, in part because of the prospect of gas windfalls and how to divvy up the potential spoils.

The country, which has been growing at an average of 7 per cent for the past decade, has previously relied on gold exports for sustained growth, but gas offers a more significant boost.

Even so, international gas companies are yet to reach decision point on whether to build multi-billion-dollar gas facilities after finding more than 53tn cubic feet of gas. Although the earliest they could start to export gas is 2020, the impact on the economy is already felt in extensive imports to facilitate exploration drilling, as well as establishing offices and housing, operations and support services.

Following the revision, annual growth remains almost constant, at 7.3 per cent for last year. The revisions follow a decision by the National Bureau of Statistics to update its base year for determining GDP calculations to 2007, from an earlier baseline of 2001.

Crime bosss in ivory smuggling arrested in Tanzania




A suspected organised crime boss alleged to be a leading figure in the illegal ivory trade has been arrested by Interpol agents in Tanzania, officials said on Tuesday.

The international police organisation last month put Kenyan national Feisal Ali Mohammed on a list of nine most-wanted suspects linked to crimes against the environment.

“Feisal Ali Mohammed was arrested by Interpol officers in Dar es Salaam. He was then booked in Msimbazi police station at 10:42pm last night,” Kenya’s director of public prosecutions said in a statement.

It said he is facing charges in Kenya’s port city of Mombasa for “dealing and possession of elephant tusks” weighing more than two tonnes and equivalent to at least 114 poached elephants, which were found during a raid in June.

Two alleged accomplices, Abdul Halim Sadiq and Ghalib Sadiq Kara, were arrested then, but Mohammed managed to escape and has been on the run since. According to an Interpol source, Mohammed was caught in “a string operation” conducted in conjunction with Tanzanian police.

He is the second of the nine alleged “environmental criminals” listed by Interpol to have been arrested since the Interpol appeal last month. Earlier this month, Zambian national Ben Simasiku was arrested on charges of possessing ivory from Botswana.

In November, Interpol said the arrest of the suspects would “contribute to the dismantlement of transnational organised crime groups who have turned environmental exploitation into a professional business with lucrative revenues.”

Ivory is sought out for jewellery and decorative objects and much of it is smuggled to China, where many increasingly wealthy shoppers are buying ivory trinkets as a sign of financial success.

A sharp rise in poaching in Kenya, which is home to an estimated 30,000 elephants and just over a thousand rhinos, has sparked warnings from conservation groups that the government is losing the fight against the slaughter.

Alisema kitendo alichokifanya kimeidhalilisha taaluma ya afya na madaktari kwa ujumla.

Alisema tabia kama hizo hazitavumilika kwa mtumishi yeyote atakayekiuka maadili ya kazi.

Pia alisema amepeleka wahudumu wa afya wakiwamo wauguzi wawili na daktari mmoja katika zahanati hiyo na huduma zinaendelea vizuri.

Alipopigiwa simu jana ili azungumzie uamuzi huo, daktari huyo alianza kumlaumu mwandishi aliyeandika habari ya tukio hilo akisema kuwa amemharibia kazi.

“Sikutegemea kama wewe uko hivyo, sasa nimekujua kumbe uko hivyo, Mungu mkubwa, yaani mmepigiwa simu na watu na kuamua kuja kuniharibia,” alisema Dk Msafiri na kukata simu kisha akaandika ujumbe uliosema: “Sikukujua sasa nimekujua vizuri, Mungu mkubwa.”

Aliongeza kuwa Vodacom itakuwa mstari wa mbele kuelimisha jamii athari za kuendesha gari wakati huo huo unatumia simu ya mkononi kupitia kampeni ya "Wait to Send" pia itaendelea kuhamasisha madereva kuzingatia sheria za usalama barabarani.Mbali na kampeni hii alisema kwa mwaka huu kampuni ilidhamini Wiki ya Nenda kwa Usalama Barabarani.

Alisema kabla ya uzinduzi wa kampeni ya leo tayari umefanyika uhamasishaji wa madereva kuzingatia sheria za barabarani katika miji ya Dar es Salaam, Mwanza, Arusha na kampeni itaendelea kufanyika sehemu mbalimbali nchini.

Katika kampeni ya leo wafanyakazi wa Vodacom kwa kushirikiana na askari wa usalama barabarani na wajumbe wa Baraza la Taifa la Usalama Barabani walitoa uhamasishaji kwa madereva kuacha kuongea na simu wanapoendesha vyombo vya moto na kuwagawia madereva pete maalum za kuwatahadharisha kutotuma ujumbe wa simu za mkononi wanapokuwa wanaendesha vyombo vya moto pia zoezi la kupima madereva kubaini kama wanatumia vilevi lilifanyika ambapo wadereva waliokutwa wanaendeshwa vyombo vya moto walichukuliwa hatua kali za kisheria.
