Rais hajadharau Bunge

Gazeti la Tanzania Daima linalomilikiwa na Chama cha Upinzani cha CHADEMA
la leo, Jumapili, Januari 4, 2015, limeandika habari kwenye ukusara wake wa mbele chini ya kichwa cha habari: ”Wabunge: Ikulu imetudhalilisha” hata kama wabunge wanaokaririwa katika habari hiyo ni wawili tu, Mheshimiwa Freeman Mbowe na Mheshimiwa David Kafulila.

Habari hiyo inadai kuwa Ikulu na Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete kwa kuteua Mwenyekiti wa Bodi Mpya ya Wakurugenzi ya Shirika la Umeme Tanzania (TANESCO) na kwa “kumruhusu” Waziri wa Nishati na Madini, Mhe. Sospeter Muhongo kuteua Wajumbe wapya wa Bodi hiyo, wamewadhalilisha Wabunge na “kuwafanya waonekana wajinga kwa sababu maamizio yao yametupwa.”

Kurugenzi ya Mawasiliano ya Rais, Ikulu, inapenda kutoa ufafanuzi ufuatao
kuhusu madai hayo ya Waheshimiwa Mbowe na Kafulila:


(a) Kwamba Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete, kamwe hajapata kulidhalilisha Bunge ama Wabunge. Anafurahishwa na kazi yao nzuri na ushirikiano wao kwa Serikali yake. Rais Kikwete alirejea kusisitiza jambo hili majuzi tu na kulipongeza Bunge kwa kazi nzuri katika Salamu za Mwaka Mpya kwa Wananchi, Alhamisi iliyopita usiku.

(b) Kwamba uteuzi wa Mwenyekiti Mpya wa Bodi ya Wakurugenzi ya TANESCO, Profesa Mighanda Manyahi, uliofanywa na Mhe. Rais wiki iliyopita, unatokana na mamlaka aliyonayo kisheria na wala haukulenga kumdhalilisha yoyote, kama ambavyo teuzi nyingine nyingi azifanyazo, hazilenga kumfanya mtu yoyote Jinsi ya kuunda kampuni “mjinga”.

(c) Kwamba vile vile hadhi ya sasa ya Mhe. Muhongo, kama Waziri wa Nishati na Madini, bado inampa madaraka ya uteuzi kwa bodi zilizoko chini ya Wizara yake na wala hajapoteza “sifa ya kuendelea kuwa ofisini na hivyo kukosa sifa ya kuteua Wajumbe wa Wakurugenzi wa TANESCO
kama wanavyodai wabunge hao wawili.

(d) Kwamba uteuzi wa Mwenyekiti wa Bodi ya Wakurugenzi ya TANESCO na Wajumbe wa bodi hiyo ni ushahidi mwingine usiopingika wa utekelezaji thabiti wa Maamizio ya Bunge lililojadili suala zima la Akaunti ya Escrow ya Tegeta na ushauri wa Bunge hilo kwa Mhe. Rais. Kumshtumu Mhe. Rais kwa hatua yake ya kutekeleza ushauri wa Bunge ni jambo la kushangaza sana.

(e) Kwamba, tofauti na baadhi ya shutuma za wabunge wa upinzani, Mhe. Rais ametekeleza kikamilifu kabisa ushauri uliotolewa kwake na Bunge katika maamizio yote manane, moja baada ya nyingine, ukiwemo ushauri kuhusu Bodi ya Wakurugenzi ya TANESCO na kuwajibishwa kwa maofisa mbali wa umma na waandamizi wa Serikali.

(f) Kwamba Kurugenzi ya Mawasiliano ya Rais, Ikulu, inapenda kuwashauri Waheshimiwa Mbowe na Kafulila wakubali kufuata misingi ya haki ya kibinadamu katika kushughulika na watu wengine.

(g) Kwamba waheshimiwa hao hawawezi wao kuwa wapigaji mbinja (whistle blowers), wakawa wachunguzi, wakawa na mamlaka ya kukamata watu, wakawa na madaraka ya kushitaki, wakawa na madaraka la kuhukumu na wakawa na madaraka la kuwafikisha watu na jela na kuendelea kuwalinda huko. Tayari wamefanya kazi yao, tena vizuri sana Bungeni, sasa waachie watu wengine na vyombo vingine vilivyopewa mamlaka na madaraka kutekeleza yale yaliyoazimiwa Bungeni na kutolewa kama ushauri kwa Mhe. Rais. Aidha,
utekelezaji huo wa masuala ya umma unapokuwa hauendi kwa mujibu wa matakwa yao, pia wawe tayari kukubali kwa sababu katika demokrasia nzuri kama yetu na utawala bora safi kama wa kwetu, hakuna atakayefanikiwa kupata kila kitu
anachokitaka na kama anavyokitaka.

Job opportunity: Web Developer/Web Administrator

The Innovative Agricultural Research Initiative (iAGRI), a USAID-funded project based at Sokoine University of Agriculture (SUA) in Morogoro, Tanzania, is seeking a full-time, long-term consultant to manage a redesign of the SUA website.

Job description 

The Web Developer/Administrator will provide technical and management expertise to a team that is responsible for delivering a new website for SUA. The team will be coordinated by a member of SUA Computer Centre staff, but the
Web Developer/Administrator will manage the design process and share ownership of the delivery and success of the new site. Our ultimate goal is to build the capacity of the SUA Computer Centre to create and manage the website, and we expect the person in this role to assist in making this happen.

The Web Developer will lead the functional and technical design, development, testing, integration, and training for ongoing support of the SUA website. He or she will work with the SUA Computer Centre to direct aspects of the development lifecycle. The primary responsibility of this position is to clearly define, manage and maintain priorities. The developer will work closely with the staff of the SUA Computer Centre to implement a website that fulfills the needs of the university while using technology appropriate for the area and available resources. A large component of this project will be to provide training to SUA staff on website design, planning and maintenance.

The successful candidate will be responsible for: 

• Defining and implementing technical direction for the website;
• Selecting and implementing a CMS software solution including, but not limited to, template creation, security and
approval levels, WYSIWYG content editor, versioning, content scheduling, etc.
• Performing and reviewing systems analysis, design, programming, testing, debugging, and documentation for all projects;
• Providing technical and user training and manuals to Computer Centre staff;
• Leading process improvement;
• Providing technical leadership to team and department members, leading through example, mentoring/influencing others and effectively working with peers, team members, and other departments;
• Creating mechanisms to enable members of academic staff to create and maintain online profiles;
• Creating templates for content storage;
• Implementing website archiving strategies.

Knowledge, Skills, and Abilities 

• Creative, dynamic, and forward thinking individual;
• Innovative - able to identify new opportunities and make them happen;
• Managing websites, including management of design and developer staff;
• Extensive Web User Interface Design (UI), Debugging and Cross-Browser Compatible Development Experience;
• Knowledge of online Security Principles;
• Knowledge of automatic backup and mirroring;
• Intermediate or expert knowledge of HTML5, CSS, PHP, Javascript, jQuery, XML,CSS, API implementation;
• Knowledge of web multimedia technologies a plus;
• Analytical capabilities to measure performance and weigh tradeoffs;
• Problem solving and project management skills, with ability to balance competing project and resource demands;
• Cross-cultural interaction across language barriers;
• Team player who can work independently.

Required Qualifications/Experience

• BS in Computer Science, Web Development or related field and/or equivalent work experience. Masters preferred;
• Experience managing the development of a complex website;
• At least five years of experience related to the Web Developer/Web Administrator position;
• Experience with open source content management systems like Joomla, Drupal or WordPress;
• Experience in coaching, training and mentoring staff;
• Familiarity with server administration;
• Excellent verbal and written communication skills;
• English language fluency required, Kiswahili language skills a plus;
• Background and experience in the East Africa region preferred.

The Online Communications Specialist will manage the creation of content, design the user interface, edit content and ensure a positive customer experience. This includes overall navigation flow, layout of specific pages, and the knowledge
and use of applications in the chosen Content Management System (CMS) to create dynamic pages.

The successful candidate will be responsible for: 

 Training, organizing, and supporting SUA staff as they create and edit web content;
 Collecting and preparing content for the website;
 Ensuring content on the SUA website communicates clearly, effectively, and consistently;
 Designing a maintenance mechanism for all pages on the SUA web site;
 Providing technical and user training and manuals to SUA staff;
 Ensuring that all design elements, templates and finished solutions work within a variety of browser types and screen settings;
 Working with the Computer Centre staff/website redesign committee on style and approach for the project;
 Providing design elements, comps, templates, and finished solutions;
 Testing new content before move to production;
 Creating and maintaining metadata and other inputs in the system to optimize search engine results;
 Performing image manipulation tasks such as creating thumbnails, image resize, file format conversion and simple image edits;
 Creating and maintaining multimedia, including photo galleries, slideshows, and videos embedded in Web pages;
 Improving the website information architecture to provide easier navigation and accessibility of the site to
stakeholders;
 Participating in efforts to improve quality of SUA web pages as required.

Knowledge, Skills, and Abilities

 Knowledge of multimedia/creative: e.g., interactive/web content, digital graphics/optimization.

Required Qualifications/Experience 

 Associates degree/diploma in Communications, Information Technology, or related field and/or a satisfactory combination of experience and training which demonstrates ability to perform the duties above. Bachelors preferred;
 Minimum 3 years as a web content/social media manager, preferably in a university setting or similar environment, with content development and maintenance responsibilities;
 Excellent oral and written communication skills;
 Experience editing various types of web content ranging from general text content to specialized digital content;
 Graphics experience with image editing and desktop publishing software required;
 Experience in coaching, training and mentoring staff;
 Working knowledge of software such as operating systems, desktop publishing, word processing, and presentation software, as well as experience with social networking websites;
 Experience with WordPress, Drupal, Joomla or other open source CMS, including template development and customization;
 Experience with content management systems, web analytics, HTML, PhP, and CSS;
 English language fluency required, Kiswahili language skills a plus;
 Background and experience in the East Africa region preferred.

Ajali za barabarani zapungua nchini - Kamanda Mpinga

Mkuu wa Kikosi cha Usalama Barabarani nchini, Kamanda Mohammed Mpinga (kulia) akiongea na waandishi wa habari hivi karibuni kuhusiana na maswala ya usalama barabarani, anaeshuhudia kushoto Mkuu wa kitengo cha Mawasiliano na Uhusiano wa Umma wa Vodacom Tanzania, Rosalynn Mworia.

Mkuu wa Kikosi cha Usalama Barabarani nchini, Kamanda Mohammed Mpinga amesema katika mahojiano maalum kuwa madereva wameanza kuelewa kuwa tabia ya kuongea na simu au kutuma na kupokea ujumbe wa maneno (SMS) wanapokuwa wanaendesha vyombo vya moto ni uvunjaji wa sheria za barabarani.

Kampeni hii ya usalama barabarani ya kuwataka madereva nchini kuzingatia sheria za usalama barabarani ilizinduliwa hivi karibuni na Waziri wa Mambo ya Ndani, Mheshimiwa Mathias Chikawe hivi karibuni na sasa imeanza kuonyesha mafanikio.

“Tangu kuanza kampeni hii ambayo tayari imefanyika katika mikoa mbalimbali ujumbe umeanza kuwafikia madereva kwa kuwa wanapokuwa wanatumia simu na kuwaona askari wa usalama barabarani wanashtuka na kuacha kuzitumia. Hii inadhihihirisha kuwa wameanza kuelewa kuwa ni kosa kufanya hivyo na tutazidi kuwapatia elimu na wanaovunja sheria kuchukuliwa hatua kwa mujibu wa sheria,” alisema Kamanda Mpinga.

Alisema madereva wakizingatia sheria za barabarani kwa kiasi kikubwa ajali zinazoendelea kutokea kila siku zitapungua na aliipongeza kampuni ya Mawasiliano ya Vodacom Tanzania kwa kuunga mkono jitihada za serikali katika kupambana na tatizo hili ambalo limekuwa sugu.

Kwa upande wake, Mkuu wa Kitengo cha Mawasiliano na Uhusiano wa Umma wa Vodacom Tanzania, Rosalynn Mworia, alisema Vodacom itaendelea kushirikiana na serikali kuunga mkono jitihada za kuondoa matatizo kwenye jamii kama lilivyo tatizo hili la ajali ili kuhakikisha wananchi wanaishi maisha murua na marefu. “Tunatoa rai kwa madereva wote kuzingatia kauli mbinu ya Wiki ya Nenda Kwa Usalama barabarani mwaka huu isemayo ‘Maamuzi yako barabarani ni hatma yetu - Fikiri kwanza’.”

Aliongeza kuwa Vodacom itakuwa mstari wa mbele kuelimisha jamii athari za kuendesha gari wakati huo huo unatumia simu ya mkononi kupitia kampeni ya "Wait to Send" pia itaendelea kuhamasisha madereva kuzingatia sheria za usalama barabarani.

Alisema kampeni hii itaendelea kufanyika katika mikoa mbalimbali nchini ili ujumbe uwafikie madereva wengi ambako hadi kufukia sasa imeshafanyika katika mikoa ya Dar es Salaam, Mwanza, Arusha, Mbeya, Pwani, Morogoro, Dodoma,Singida na Shinyanga.

Katika kampeni hizi wafanyakazi wa Vodacom kwa kushirikiana na askari wa usalama barabarani na wajumbe wa Baraza la Taifa la Usalama Barabarani wamekuwa wakifanya uhamasishaji kwa madereva kuacha kuongea na simu wanapoendesha vyombo vya moto na kuwagawia madereva pete maalum za kuwatahadharisha kutotuma ujumbe wa simu za mkononi wanapokuwa wanaendesha vyombo vya moto pamoja na zoezi la kupima madereva kubaini kama wanatumia vilevi linafanyika ambapo wadereva wanaokutwa wanaendeshwa vyombo vya moto wanachukuliwa hatua kali za kisheria.

Baadhi ya madereva na abiria ambao wameshuhudia kampeni hii ikifanyika katika sehemu mbalimbali wamesema ni ya muhimu na itasaidia kupunguza ajali nchini. 

“Hivi sasa ajali nyingi zinazotokea hapa nchini zinasababishwa na uzembe wa madereva, kampeni hizi zikiendelea zitapunguza ajali kwa kiasi kikubwa,” alisema Bi. Zainab Khalfan mkazi wa Singida.

Naye James Mshiu mkazi wa Dar es Salaam alilipongeza Jeshi la Polisi na wadau wa kampeni hii kuwa kwa kiasi kikubwa imepunguza matukio ya ajali katika msimu wa Krismas na mwaka mpya. 

“Katika miaka iliyopita kumekuwepo na matukio mengi ya ajali katika msimu wa sikukuu ya Krismas na Mwaka Mpya lakini mwaka huu uhamasishaji wa kuzingatia sheria za barabarani uliofanyika katika kipindi hiki kwa kiasi kikubwa umepunguza matukio ya ajali za barabarani,” alisema.
