Ujerumani waandamana kupinga sera ya uhamiaji

Nchi ya Ujerumani imeshuhudia maandamano makubwa zaidi kuwahi kufanyika nchini humo ya watu wanaopinga sera ya uhamiaji pamoja na kile wanachodai ni kuenezwa kwa uislamu barani Ulaya.

Zaidi ya waandamanaji elfu 18 walijitokeza kwenye miji mbalimbali nchini humo wakikaidi wito uliotolewa na kansela wa Ujerumani, Angela Merkel ambaye aliyataka makundi hayo kutojihusisha na aina hii ya maandamano.

Kundi la PEGID kutoka mrengo wa kulia na limejipambanua kwa sera zake za kupinga sera za uhamiaji na uenezwaji wa Uislam barani Ulaya, liliitisha maandamano katika mji wa Dresden ambao unakaliwa na wageni wengi kutoka baadhi ya mataifa ya Uarabuni.

Katika maandamano hayo pia yalifanyika maandamano ya makundi mengine ambayo yanalipinga kundi hili kwa kile wanachodai halina lengo jema wakati huu dunia ikiishi kama kijiji kimoja.

Maandamano kama haya yalifanyika kabla ya sherehe za Krismasi mwaka uliopita kwenye miji ya Berlin, Stuttgart na Cologne, maandamano ambayo yalipingwa vikali na viongozi wa makanisa, wanasiasa pamoja na wafanyabiashara.

Kafulila asema: Ushahidi wa ziada ninao; Tukifika bungeni tutawabana wamuondoe hata kama hawapendi

Mbunge wa Kigoma Kusini (NCCR-Mageuzi), David Kafulila, amesema kwamba analo bomu lingine kuhusu sakata ya uchotwaji wa zaidi ya Sh. bilioni 300 katika akaunti ya Tegeta Escrow.

Mbunge huyo amesema bomu hilo likilipuka litaitikisa serikali na vigogo waliohusika katika kashfa hiyo, akiwamo Waziri wa Nishati na Madini, Profesa Sospeter Muhongo.

Kafulila amesema kutokana na hali hiyo, wanaojaribu kumtetea Profesa Muhongo na wengine, ambao Bunge liliazimia wawajibishwe kwa kwa kuhusika na uchotwaji wa fedha hizo, wanajidanganya kwa kuamini kuwa wamenusurika na yaliyozungumzwa bungeni.

Amesema anao ushahidi zaidi ya ule unaothibitisha tuhuma zinazowakabili wahusika hao.

Aliyasema hayo alipokuwa akihutubia mkutano wa hadhara uliofanyika katika bonde la Uyole na kuhudhuriwa na maelfu ya wakazi wa Jiji la Mbeya juzi jioni.

Kafulila alisema uchunguzi uliofanywa na Taasisi ya Kuzuia na Kupambana (TAKUKURU) na Mdhibiti na Mkaguzi Mkuu wa Hesabu za Serikali (CAG) uliotumiwa na Kamati ya Kudumu ya Bunge ya Hesabu za Serikali (PAC) kuandaa ripoti iliyowasilishwa bungeni, pamoja na kugusa maeneo mengi, bado kuna ushahidi wa ziada alionao, ambao akiutoa, unaweza kuwa na athari mbaya zaidi kwa watuhumiwa na serikali pia.

Alisema wanaojaribu kuwatetea watuhumiwa hao, hasa Profesa Muhongo, hawajui wanalolifanya kwa kuwa kutokana na ushahidi uliopo, hata waziri huyo alipopewa nafasi ya kujitetea bungeni, alishindwa.

“Profesa Muhongo alipewa muda wa zaidi ya saa moja bungeni ili ajitetee, alishindwa kuthibitisha kuwa hahusiki na uchotwaji wa fedha za Escrow, muda aliopewa Muhongo hata Waziri Mkuu Lowassa hakupewa. Napenda kuwahakikishieni kuwa ushahidi wa ziada ninao, hivyo hata wakimlinda, haiwasaidii kwa sababu tukifika bungeni tutawabana kwenye kona mpaka wamuondoe hata kama hawapendi,” 
alisema Kafulila.

Alisema anazo nyaraka zaidi ya 600 zinazoonyesha namna ambavyo fedha za Tegeta Escrow zilivyochotwa, huku baadhi ya nyaraka hizo zikiwa ni muhimu, ambazo CAG wala Takukuru hawakuzipata kwenye uchunguzi wao.

Kafulila alisema suala la kuwawajibisha Profesa Muhongo na watuhumiwa wenzake, ni maridhiano baina ya wabunge wa Chama Cha Mapinduzi (CCM) na Umoja wa Katiba ya Wananchi (Ukawa) kutokana na wabunge wa CCM, ambao kimsingi ndiyo wengi ndani ya Bunge kuonekana hawana nia ya dhati ya kuwawajibisha.

Alisema kutokana na ushahidi waliokuwa nao, ilibidi wabunge kuweka pembeni uzito wa hoja na badala yake kwenda kwenye kamati ya maridhiano ili kuona namna ya kumaliza suala hilo.

Kafulila alisema katika maridhiano hayo, wapo baadhi ya watuhumiwa ambao licha ya ushahidi kuonyesha wanahusika na pia kuzidiwa kwa hoja, walipaswa kuwajibishwa.

Lakini akasema walikubaliana kwenye kamati ya maridhiano kutowawajibisha ili kutoiangusha serikali.

Aliwataja waliosamehewa na Bunge kuwa wasiwajibishwe ni Waziri Mkuu, Mizengo Pinda na wengine, ambao hakutaka kuwataja jukwaani.

Alisema watuhumiwa ambao Bunge liliazimia wawajibishwe ni pamoja na Waziri wa Ardhi, Nyumba na Maendeleo ya Makazi, Profesa Anna Tibaijuka, Waziri wa Nishati na Madini, Profesa Sospeter Muhongo, Katibu Mkuu wa Wizara hiyo, Eliakim Maswi na Naibu Waziri wa wizara hiyo, ambao ni lazima wawajibishwe kutokana na maridhiano ya Bunge kupitia kwenye Kamati ya Maridhiano.

Alisema endapo kwa namna yoyote watuhumiwa hao hawatawajibishwa, CCM itakuwa imevunja maridhiano na maamuzi ya Bunge na sasa itabidi yawekwe kando ili wabunge waanze kushindana tena kwa hoja kuhusiana na suala hilo.

“Naomba wananchi muelewe kuwa wabunge tulikwenda kwenye maridhiano kwa sababu kubwa mbili; ya kwanza ni kwamba, wabunge wa UKAWA tulikuwa na hoja za msingi, lakini sisi peke yetu hatuwezi kupitisha jambo bungeni kutokana na idadi yetu kuwa ndogo,” alisema Kafulila.

Aliongeza: 

“Ya pili ilikuwa ni kwamba, wabunge wa CCM hawakuwa na hoja na pia hawakuwa na nia ya kufanya maamuzi ya kuwawajibisha watuhumiwa kwa sababu ni wenzao, lakini wao ndiyo wengi. Kwa kuwa bungeni tunafanya maamuzi kwa kupiga kura, tukaona tutazidiwa kutokana na idadi yetu kuwa ndogo, hivyo tukakubali tukae mezani kufanya maridhiano na maridhiano yenyewe ndiyo hayo ya kuwafukuza akina Muhongo.”

Alisema ikiwa maazimo ya Bunge hayatatekelezwa, hilo pia litakuwa ni suala lingine ambalo litawafanya wawashe moto upya bungeni punde watakapokutana.

Kafulila alisema suala hilo lilipofikia limesababisha madhara makubwa kwa jamii na haoni sababu ya Rais Jakaya Kikwete, kuendelea kuwakumbatia watuhumiwa wa kashfa hiyo, badala yake anapaswa kuchukua hatua mara moja ili kunusuru taifa.

Alisema hivi sasa nchi wahisani wote wamesitisha misaada waliyokusudia kuipatia Tanzania, jambo ambalo linaliumiza taifa na kuwa wanaoteseka zaidi ni wananchi wanyonge.

Alisema kutokana na kadhia ya sakata la kampuni ya IPTL, hivi sasa hospitalini hakuna dawa, watu wanakufa na hata shughuli nyingine za kijamii hazifanyiki tena.

Kafulila alisema kwa sasa Mamlaka ya Mapato Tanzania (TRA) inakusanya Shilingi bilioni nane kwa mwezi.

Alisema Shilingi bilioni tano zinaishia kuwalipa watumishi mishahara na Shilinghi bilioni tatu zinazobakia ndizo pekee zinazotumika kuendesha nchi.

Kafulila alisema kutokana na hali hiyo, maisha ya Watanzania yamezidi kuwa magumu kwa sababu huduma nyingi hazitolewi kwa wakati ama hazitolewi kabisa kutokana na ukata.

Alisema taarifa alizonazo ni kwamba, serikali tayari imewaandikia makandarasi kote nchini kusimamisha miradi yote ya ujenzi wa barabara mahali ilipoishia ili tathmini ifanyike kujua deni ambalo wanaidai serikali.

Pia alisema wakandarasi hao wameagizwa wasiendelee na kazi kwa sababu serikali haina fedha za kuwalipa.

Alisema hali hiyo ni mwendelezo wa madhara yanayotokana na kashfa ya Akaunti ya Tegeta Escrow.

Kafulila alisema licha ya suala hilo kuleta athari kubwa kwa taifa, bado Rais Kikwete hajachukua uamuzi wa kutekeleza maazimio ya Bunge kwa kuwafukuza kazi watuhumiwa wa kashfa ya akaunti hiyo.

Nyerere: Ikulu ya Dar ihamishwe ndani ya miezi 18!

Ikulu (State House) ya nchi ya Tanzania lijengwa kwa namna ya kipekee na Wajerumani mwaka 1891 na gavana wa Kihuni Chakosi Dikwe na kutumika kama ngome ya gavana. Iliharibiwa wakati wa vita kuu ya kwanza ya dunia. Baada ya vita ya kwanza ya Dunia Tanganyika ilikuwa chini ya utawala wa kikoloni wa Waingereza na hapo ngome hiyo (State House) iliitwa Government House na ilijengwa tena mwaka 1922 ambapo gavana wa Kiswahili Sir Unapima Mkali alipochukua utawala. Majengo hayo yamejengwa kwa ubora wa pekee na ni ya kihistoria kwani yalikuwa ni Ngome za magavana.

Makazi haya ya rais nchini Tanzania yaliko Kaskazini Mashariki mwa jiji la Dar katika nyuzi 2 kutoka usawa wa bahari ndio makazi ya kiongozi wa nchini yaliyohatarini zaidi kuliko makazi ya rais yeyote barani Afrika kwa sasa.

Mathalani, kutoka lango kuu la ikuu kwenda mpaka chumba anacholala rais ni mita 63.2. Hii inaonyesha kuwa Rais wa nchi hii hayuko salama hasa linapokuja suala la artificial security,

Eneo la ikulu hii ni dogo, halizidi eneo la mraba 13,200 Ambacho ni kipimo kidogo kabisa kwa dunia ya leo kwakuweka makazi ya kiongozi wa nchi.

Upande wa Kaskazini mita 10 kuna bahari yenye kina cha mita 18 hadi 33, hii inaweza kuruhusu nyambizi ndogo zenye makombora ya masafa mafupi kuifikia ikulu, ulinzi wa eneo hili ni natural security jambo ambao linatia shaka zaidi usalama wa rais wetu.

Upande wa mashariki mwa Ikulu kuna majengo manne yenye urefu kati ya mita 30,43 na 56 ambayo ni wizara ya ardhi, wizara ya utumishi, mnara wa kuongozea meli, na chuo cha ukarani. Katika itifaki ya kiusalama majengo haya ni hatari kubwa mno kwakuwa yapo umbali wa mita 40 hadi 160 tu, eneo hili laweza kutumiwa na walenga shabaha kuelekea ikulu, hii inatokana na sehemu kubwa ya vyumba vya shughuli za rais kuelekezwa upande huu wa mashariki, mfano, chumba cha mazozi, Choo na bafu na chumba cha siri cha mikutano (PU).

Sniper yeyote akitumia moja ya majengo ya eneo hili anaweza kumuua kiongozi wetu aliye ndani ya bafu,choo ama chumba cha mikutano tena bila idara za usalama zilizo ndani ya ikulu kutambua mlenga shabaha huyu alipo mpaka uchunguzi wakutumia carbon fire missile ambao kimsingi sniper atakuwa keshatokomea.

Eneo hili pia lina soko la samaki ambapo kiafya ni hatari zaidi kwakuwa moshi unaotokana na ukaangaji wa samaki hujaa ikulu waweza dhani mapishi hayo yanafanyika ndani ya ikulu hii.

Upande wa kusini mwa ikulu kuna majengo matatu marefu, Wizara ya fedha, Benk kuu na magereza eneo hili linatazama lango la ikulu, majengo haya yapo umbali wa mita 200 na 240, japo kuwa majengo haya ni ya serikali na yanatumiwa na serikali lakini kiusalama haya hayafai kuwepo maeneo haya, ikiwa adui yeyote mlenga shabaha za mbali (sniper) atatumia majengo haya basi shabaha yake itakuwa ni nyakati za rais kuingia ama kutoka ndani ya ikulu hii ya Dar.

Upande wa Magharibi lipo jengo moja ambalo ni refu linalokadiriwa kuwa na ghorofa 18, jengo hili lipo umbali wa mita 370 kutoka chumba cha kulala rais ndani ya ikulu hii, na katika upande huu wa Magharibi mwa ikulu ndiko chumba cha cha kulala rais kiliko maarufu kama DDO.

Jengo hili refu ni eneo la kibiashara na makazi ijapokuwa sehemu ya makazi ya juu kabisa ya ghorofa yamechukuliwa (yamepangishwa) kwa maafisa usalama wa serikali lakini hilo haliondoi uhatari uliopo kutokana na uwepo wa majengo haya marefu pembezoni mwa Ikulu hii.

Mlenga shabaha yeyote mwenye nia mbaya na taifa hili ikiwa atatumia jengo hili basi shabaha yake itakuwa ni wakati rais yupo chumbani na shabaha yake kuu itakuwa kichwani kwenye usawa wa dirisha la magharibi.

Haya ni vema tukayasema ili kuliweka taifa mahali pa usalama zaidi kutokana na taifa liendako, ikumbukwe kuwa miaka michache tu iliyopita eneo hili la ikulu halikuwa na uzio kabisa na watu walikuwa wakijatiza langoni kabisa kule wakitoka feri kwenda taasisi ya saratani. Lakini kadiri mageuzi ya nchi yanavyokwenda mambo yamebadilika sasa angalau ukifika hata getini kuna artificial security kuliko natural security.

Sasa Tanzania tunaingia kwenye nchi zennye uchumi mkubwa kutokana na raslimali gesi tuliyonayo, ambayo kwa sasa inakadiriwa kuwa Tanzania ina wingi wa gesi yenye ujazo (?) mm 39.4 trilioni, kiwango hiki ni robo tatu ya gesi izalishwa Urusi, na bado utafiti zaidi bado unaendelea.

Tanzania itakuwa nchi ya kwanza Afrika kuwa na gesi nyingi kwa sasa ambapo kwa kiwango kulichogunduliwa tu inauwezo wa kuihudumia Italia, Ujerumani, Ufaransa na Uingereza na kukidhi mahitaji yao kwa miaka mia moja mbele.

Kaimu mkuu wa shirika la gesi nchini Urusi Korov Matoriv anasema, ikiwa gesi iliyogunduliwa nchini Tanzania serikali ya nchi hiyo ikiandaa sera na kuzifanya kuwa kwa maaslahi ya nchi hiyo basi Tanzania itakuwa nchi yenye uchumi mkubwa kwa miaka 15 tu kuanzia 2015.

Katikati ya neema hii ya utajiri ndipo viongozi wa kitaifa huhitaji ulinzi maradufu na chuki za nje huongezeka huvi ulinzi wetu ukiwa legelege tutarajie assassination kwa viongozi wetu toka mataifa makupe ya kimagharibi hasa CIA na MI6.

Kwa sasa njia mwafaka ni kuhamisha ikulu hapa ilipo na kuipeleka Dodoma ikiwa dhamira ya uhamiaji Dodoma bado ipo, lakini kama Dodoma bado ni kizungumkuti basi sehemu mujarabu na yenye uwiano mzuri wa protokali za kijasusi na kiulinzi basi ni Kigamboni.

Kampeni ya usalama barabarani "Wait to send" yaendelea Kanda ya Ziwa

Utaratibu wa jinsi ya kuunda kampuni

Huu ndio mzizi wa mada hii kwa kuwa wengi wetu tungependa kufahamu ni taratibu zipi, zinaweza kufanya kampuni ikaundwa. Kwa Tanzania, kampuni inaundwa kwa kufuata utaratibu huu.

Hatua ya kwanza ni kuchagua jina la kampuni. Kampuni lazima iwe na jina linalotambulika na linalojitofautisha na majina ya makampuni mengine nchini.

Hatua hii, kwa lugha ya biashara huitwa ‘Name Search’ ambapo unatakikwa kuandika barua kwa Msajili wa Kampuni, kwa maana ya Brela. Ukifika katika ofisi hizo, utaeleza jina la kampuni linalopendekezwa, hivyo jina hilo huingizwa kwenye mtandao wa makampuni yaliyosajiliwa na Brela, ili kuona kama kuna yenye jina linalofanana na hilo lako.

Kwa kuwa majina yote ya kampuni nchini yako ofisi hiyo, hivyo si rahisi kampuni zaidi ya moja kuwa na majina yanayofanana. Ikibainika kuwepo kwa kampuni yenye jina kama la kwako, Ofisa wa Brela, atakuelekeza utafute jina jingine, na kama atakuta hakuna jina la kampuni linalofanana na la kwako, basi jina hilo litapokelewa kwa hatua inayofuata.

Baada ya jina kuwa limethibitishwa, kwa maana ya kukubaliwa na Msajili wa Kampuni, hatua inayofuata ni kuwasilisha kwa Msajili waraka wa kampuni na katiba ya kampuni.

Waraka wa kampuni au kwa lugha ya kigeni ‘memorandum of association’, ni waraka maalum uliosainiwa na wanachama wote ambao hueleza na kuchambua kile ambacho kampuni itakifanya. Shughuli za kampuni zinatakiwa kuelezwa vyema ndani ya waraka huu. Waraka huu lazima uwe na mhuri wa mwanasheria.

Katiba ya kampuni au kwa lugha ya kigeni, ‘article of association’ kwa upande mwingine, nayo lazima iwe imesainiwa na wanachama wa kampuni husika. Katiba hii ndiyo inayoeleza uendesahaji mzima wa kampuni.

Aidha, inaeleza haki na wajibu wa wanahisa, uongozi wa kampuni, mgao wa mapato, nguvu na mamlaka ya wakurugenzi, mikutano na utaratibu wake, umiliki na ugawaji wa hisa, uhamisho wa hisa na kadhalika. Hii nayo lazima iwe imesainiwa na mwanasheria.

Lazima kupeleka kwa Msajili wa Makampuni maelezo (statement) yanayowahusu wakurugenzi wa kampuni. Maelezo hayo lazima yaambatane na wasifu wa kila mkurugenzi na unatakiwa kuwa umeelezwa vyema.

Lazima pia ijazwe fomu maaalum yenye maelezo yanayohusu anuani kamili ya ofisi za kampuni. Anuani hapa si tu Sanduku la Posta, bali pia mahali zilipo ofisi za kampuni, kwa maana ya mahali ambapo kampuni hiyo itaendeshea shughuli zake.

Aidha, lazima ijazwe fomu maalum ambayo ipo kama kiapo kuonesha kuwa matakwa yote ya kisheria yametimizwa, hivyo kampuni inatakiwa kupatiwa usajili.

Fomu hiyo inajazwa na Wakili au mtu yeyote ambaye jina lake limetajwa katika katiba kama mkurugenzi wa kampuni au katibu wa kampuni. Fomu hii inakuwa ni ushahidi kuwa matakwa yote yametimizwa kwa ukamilifu.

Baada ya kutimiza matakwa yoter hayo, hapo kampuni inaweza kusajiliwa kwa kupewa Cheti cha Usajili. Taratibu zote hizi, ikiwa ni pamoja na kuandaa katiba, fomu na waraka, mara nyingi na kwa wepesi zaidi, zinashauriwa zifanyike katika ofisi za wanasheria.

Akizungumza na waandishi wa habari baada ya kuapishwa Ikulu jijini Dar es Salaam, alisema serikali ina nia njema kwa wananchi wake hivyo ni vyema kiongozi anapoeleza jambo aaminiwe.

“Kama Taifa tunahitaji kuwa wamoja ili amani na mshikamano viendelee kuwapo nchini ambavyo ni muhimu sana kwa maendeleo endelevu,” alisema.

Masaju ambaye amesema anataka kutambulika kama Mtumishi badala ya mheshimiwa, alisema amekuwa mzoefu katika kuishauri serikali na Mahakama na kwamba kwa sasa ameongezewa wajibu wa kulishauri Bunge katika masuala ya kisheria.

Hata hivyo, alishindwa kukidhi kiu ya waandishi wa habari waliotaka kujua suala la uwazi katika mikataba ya madini na gesi na kusema kuwa bado ni mgeni na hajafika ofisini na kuwataka waandishi kwenda ofisini kwake kwa ufafanuzi zaidi.

Alisema ipo mikataba inastahili kuwa wazi na mingine haistahili, na kwamba atakapoanza kazi atazungumza na waandishi wa habari juu ya suala hilo na mengine.

Consultancy opportunity: PWYP Tanzania Interim National Coordinator

Terms of Reference

BACKGROUND

The PWYP Tanzania coalition has been facing operational challenges since 2012. In order to ensure that there is an effective and dynamic PWYP coalition in Tanzania that is addressing transparency and accountability issues within the Tanzanian extractives space, it was agreed by CSO stakeholders to revamp the PWYP Tanzania coalition ideally starting in January 2015.

Following from the CSO Stakeholder Forum on 11 November 2014, it was agreed to recruit an interim PWYP Tanzania national coordinator as well as constitute an Interim Steering Committee (ISC). The Interim National Coordinator will closely collaborate with the ISC, the PWYP International Secretariat and other coalitions in the region to help revamp the PWYP Tanzania coalition.

It was agreed that the PWYP-TZ Interim National Coordinator should not be hosted while being interim although various organisations have offered a working space if so required (Swissaid, Oxfam etc.). Instead PWYP International will recruit the interim coordinator directly as a consultant through its host Open Society Foundation. S/he will be accountable to the ISC and report to them on a regular basis. S/he may have to travel nationally and/or regionally if so required and upon approval of the ISC and PWYP International.

III. Role and responsibilities

It is expected that the Interim National Coordinator will carry out the following tasks:

Governance

  • Working with the Interim Steering Committee the coordinator will develop the governance structure of a new PWYP TZ using the international standards as outlined in Vision 20/20

  • Develop an MOU for PWYP Tanzania, 
  • Develop a TOR for Steering Committee, 
  • Develop guidelines for PWYP organisational membership, 
  • Develop guidelines for host organisation
  • Member engagement

Once the Interim Steering Committee has adopted a new membership profile and engagement policy the interim coordinator needs to do outreach in the capital but especially the extractive regions to member organisations that want to engage in the coalition and commit actively to play their role. A good map ping exercise of potential members may be appropriate.

Strategy development


Working closely with the Steering Committee and members it is expected that the Interim Coordinator develops a strategy using Vision 20/20 as a guideline. This will also include a fundraising and communications strategy. The coordinator will take a lead role in the PWYP Tanzania strategy development process and align this with PWYP Vision 20/20

Communications and leadership

The Interim Coordinator will represent the PWYP national coalition, and foster linkages at relevant forums. S/he will communicate regularly with the coalition members through a Google group and with other stakeholders as appropriate. There will be face-to-face meetings with the ISC at least once every six weeks to discuss the re-organisation process of PWYP Tanzania. S/he will write reports and provide feedback of activities towards the revamping of PWYP Tanzania

Qualifications and experience:


  • At least three years or more of advocacy experience including working in a policy or campaigning capacity, developing advocacy strategies and representing advocacy concerns at a national level
  • Experience participating in an advocacy-focused NGO coalition
  • Excellent verbal communication skills to inform and advise and to have the confidence and ability to deal with a range of people with differing levels of understanding of the issue
  • Excellent writing skills, to produce or edit drafts of policy documents, advocacy letters, fact sheets, press statements, and other correspondence
  • Excellent organization skills in order to manage different campaigns and many organizations’ involvement
  • Familiarity with extractive industries, international development, corporate sector, and international financial institutions issues
  • Excellent interpersonal and leadership skills and proven ability to deal with a wide range of people
  • Experience coordinating NGO coalitions

Theluji hiyo inatarajiwa kuanguka mapema mapema muda wa asubuhi ya leo Jumanne, Januari 6 na kupungua mwendo wa saa tano adhuhuri.

FGM graduation in Mara



“Mara youth: vessels and voices of change in ending FGM”

Masanga, 05 January 2015 – As efforts to end female genital mutilation (FGM) are intensifying in the country, 836 young people– 634 girls and 202 boys from Tarime and Loliondo districts, have gone through alternative rites of passage training. The young people were awarded certificates of merit during a graduation ceremony organized by Daughters of Charity of St. Vincent De Paul on Monday 5th January 2015 and officiated by Minister of Labour and Employment, Hon. Gaudensia Kabaka.

The one-month training which was conducted at Masanga Centre for girls and Sirari district for boys, aimed at ensuring that the young people receive rites of passage that are beneficial rather than harmful for them; helping girls to avoid mutilation and boys from being circumcised the dangerous non-medical traditional way.

Speaking at the graduates at the ceremony, UN Resident Coordinator and UNDP Resident Representative Mr. Alvaro Rodriguez said, “Girls and boys, you are the vessels and voices of change. Change in your own lives, change for future generations of young people here in Mara region and Tanzania and the world over. You have stood up against harmful traditional practices, and by doing so, you have supported the ability of others to do the same after you. I applaud you for your courage and commend you on your choice.”

Through the support of UNFPA and others the Terminate Female Genital Mutilation (TFGM) programme has been able to protect many girls in Mara region from being mutilated. Over the period of seven years; 2001 girls have passed through the alternative rites of passage. These girls have been saved from child marriage, teenage pregnancy, forced female genital mutilation and aborted education.

“FGM is a harmful traditional practice that results in significant health problems for women and girls and violates their human rights,” said Dr. Natalia Kanem, UNFPA Country Representative. “FGM is deeply entrenched in the traditional practices of the community and often protected by local leaders. It is good that here in Mara region, the efforts for its eradication should be directed on and led by the communities to create the needed change,” emphasized Dr. Kanem.

This year will mark six years since the Masanga centre has organized similar alternative rites of passage trainings and graduation ceremonies in Mara region. Twelve former traditional cutters (ngaribas) were present to give testimony during the ceremony.

FGM is being practiced variably in Tanzania and it is mostly predominant in Manyara 71%, Dodoma 64%, Arusha 57%, Singida 51% and Mara 40%. “Nothing justifies the continued practice of FGM, it is an obstacle to attainment of the health, development and human rights goal not only for girls and women but also for all members of society; In the 21st century, no woman or girl should undergo FGM, suffer or die due to it. Addressing the persistent inequalities that negatively affect women's and girl's health and well-being is the UN’s unfinished business.” concludes Dr. Kanem.

About Alternative Rite of Passage
In many communities, FGM is part of a larger rite of passage, often around puberty, that facilitates and marks the integration of a girl as a more mature member of the community. In some of these communities, interventions have been developed to replace the rite of passage with FGM, by an alternative rite without FGM. Such alternative rites programmes are expected to fulfill the cultural tradition of a coming of age ritual, so that girls can be socially accepted without having to go through FGM. These interventions are believed to show positive attitude and respect for cultural traditions and thereby prevent defensive reactions against efforts to abandon FGM and to facilitate abandonment of FGM by maintaining the ritual framework. In other situations, a key motivating factor to implement such interventions has been to safeguard girls during ritual seasons. (Johansen, Diop et. al 2013)
