Kukujibu maswali yako sasa, baada ya bashraf hiyo:

Huo ni mfano mmoja tu.

Sababu ya pili wafanyabiashara wanafungua offshore companies ni hii iliyojificha, ambayo ndiyo inayoweza kuwa yenye kuhusika kwenye deal ya Mechmar-PLI-PAP, nayo ni kuficha 'true identity' ya 'wamiliki halisi' wa hisa za kampuni husika. Wanafichaje? Kwa kutumia 'power of attorneys' na firms za attorneys/finance & investments kuwawakilisha. Sababu ya tatu, ambayo nayo imejificha, na huwa haiandikwi wala kufundishwa kwenye business schools...ni kufanyia uhalifu wa kibiashara, kifedha ama wa kitapeli kisha kutakatisha! Kwa mfano: PLI inasajiliwa kimazabe mazabe huko offshore - inanunua hisa ambazo hazipo, wamiliki wake wanakuwa hawajulikani, inapata mkataba, haina share certificates, inakuja Tz inaziuza hisa hizo kwa mikataba tu bila hata kuwa na share certificates, ina-declare bei ya chini sana (ambayo haipo) inalipa kodi kama za kiosk, inakamilisha mchakato wote mchafu na wa kihuni, kisha inaiuzia PAP ambayo inakuwa ni kampuni mpya, genuine, local na inaweka rekodi zote sawa - inakuwa compliant and clean kabisa!

2. Usiponunua tu hisa za kampuni kihalali, basi mchakato mzima wa mauzo na miamala utakayofanya vinakufa kifo cha kawaida... mchakato wa manunuzi ya hisa za Mechmar na za VIP haukuwa halali kwa mujibu wa sheria za nchi na hivyo transaction yote inakuwa void.

3. Pamoja na barua na taarifa mbalimbali za Ndg. Ngwilimi, kuna namna ya ku-collate taarifa tulitumia katika uchunguzi, hivyo usidhani unajua kila kitu. Kuna mengine mengi tu hatukuyatumia kuandika tarifa, kuna mengine hayakuwa na uzito wa kuyaleta kwenye public domain, tumeyatunza. Kuna mengine yangeudhi watu, yangechafua uwanja wa siasa na jamii yetu, tumeyafukia. Siwezi kusema zaidi ya hapa. I am sorry.

4. Kila kazi ina utaratibu wake. Sijui wewe unafanya kazi gani. Hata mimi nilipoingia kwenye siasa na utaalamu wa sayansi na biashara, nilizidisha kiwango cha kuwa muwazi na mkweli, kama ilivyo culture ya taaluma niliyojifunza na kufanyia kazi kwa muda kidogo, nikapata shida sana mwanzoni, kama alivyopata Mzee Prof. Muhongo, nikaamua kunyamaza mwaka mzima, nikajifunza kuchagua maneno na kuweka akiba ya maneno. Sasa ninaishi vizuri na wenzangu kwenye siasa na uongozi.

5. Wakati Jaji Utamwa anafanya uamuzi wake pengine hakukuwa na hizi taarifa zilizopo leo, na ndiyo maana hukumu huwa zinapitiwa upya, zinakatiwa rufaa, zinapingwa mahakamani. Na hivi tunavyoongea, sina shaka una taarifa ya uwepo wa kesi kadhaa mahakamani zinazopinga ama kudai mambo mbalimbali yanayohusiana na jambo hili. Unajua ni zaidi ya 10? Hivi jambo clean na straightforward, lililomfanya PS-MEM na wenzake kwenye mlolongo huo walikimbize na hata kufikia ku-release pesa nyingi kiasi hicho ndani ya siku saba (efficiency?) tu lingeweza kuzua utata wote huu? Na je, waziri mwenye dhamana ya EM naye hakujulishwa kweli? Kuna mawili tu hapo, kwamba aidha ni conspiracy theory yao, ama ni wazembe na ma-bogus kupindukia, la mwanzo lina uwezekano mkubwa zaidi, maana la pili waliishaturidhisha watanzania, kwa kazi yao nzuri, beyond doubt, kwamba wao ni watu makini, wachapakazi na wenye weledi mkubwa tu.

6. Si ajabu kwa HSS kama 'anayedaiwa kununua IPTL' na sasa kuwa mwenyekiti wa IPTL na mwenyekiti wa PAP kuamua malipo ya fedha nyingi kama zile kulipwa kwenye kampuni mpya namna ile, kwenye macho ya mtu mwenye uelekeo na mtazamo wa aina yako. Lakini kwa wengine, ambao hatujalalia popote, tunashangaa sana. Kwa sababu, IPTL ina liabilities zake, ina kodi za kulipa...inadaiwa na serikali, inadaiwa na TANESCO, sasa tuache hayo mengine yote lakini tubaki na jambo moja tu kubwa na la msingi, kwamba kwenye serikali huwa kuna ka-principle kamoja very simple kwamba, kodi ni first charge...kwamba, kwenye kila malipo yanayofanywa na serikali basi afisa wetu tunamtarajia atutazamie kama kuna kodi yetu hapo...sasa sisi tulifanyaje? Lingine ni kwamba, mkataba wa escrow unatoa maelekezo mahsusi ya namna ya ku-deliver funds zilizomo kwenye escrow a/c, je, mkataba huo unasema pesa hizo alipwe nani? Huoni kwa nini Governor wa BOT alikataa mara kadhaa kukubali malipo hayo yafanyike?

Unaongelea eti kulikuwa na mkataba wa ku-deliver hizo pesa, unajua kikao cha makatibu wakuu na wataalamu walipokaa walisema nini kuhusu kuzi-deliver hizi funds? Walikubali? Wao walitia mashaka. Je, ni nini kilitokea baada ya wao kusema wanadhani suala hili bado sana kwa sasa, lakini cha kushangaza kamati hii ya wataalamu ilirukwa, ni kwa nini?

Sintoweza kukubadilisha mtazamo wako, lakini ukweli unaujua.

GrOW Call for proposals: Effects of patterns of growth on women’s economic empowerment

In partnership with the United Kingdom’s Department for International Development (DfID) and The William and Flora Hewlett Foundation, the International Development Research Centre is pleased to announce a call for research proposals concerning the Growth and Economic Opportunities for Women (GrOW) program on the effect of specific patterns of growth on women’s economic empowerment.
 
Applications must be submitted by 17:00 (GMT)/12:00 (EST) on February 23, 2015, through the IDRC online application process.

Eligibility
Online applications can be submitted in either English or French.
  • Incomplete and/or late submissions will not be eligible.
  • UN, donor, and multilateral organizations are not eligible to apply.
  • Applications from individual persons will not be accepted.
  • Research focused on a single country or economic context will not be accepted.
  • Applications led by principal investigators who are already leads on any other GrOW funded project will not be accepted.
  • Research organizations located or planning to conduct research in the following countries are not eligible for research grants as lead institutions: Cape Verde, Comoros, Equatorial Guinea, Mauritius, Sao Tome and Principe, Seychelles, and Somalia.
  • Research consortia comprised of multiple institutional partners may apply; however, one partner must be designated as the lead institution. The lead institutions should submit the application to IDRC on behalf of the consortium.
  • Research under this call is not restricted to low-income countries; however, all research must be relevant and provide lessons for low-income countries.
  • More than one application may be submitted per institution if projects are led by different principal investigators.
  • Proposed projects are to be undertaken/led by a research-oriented institution with legal corporate registration.
  • Microeconomic studies on the barriers to women’s economic empowerment will not be accepted.
  • Preference will be given to applications that:
    • are led by Southern institutions, or showcase collaboration with Southern partners;
    • propose a set of projects covering a wide spectrum of the broader research questions described in the call document;
    • analyze policies that can enhance positive impacts of growth patterns on women’s economic empowerment.
Project duration: The project duration cannot exceed 24 months, including all research activities and final reporting.
 
Budget total and apportionment: Through this call a single consortium is expected to undertake six to eight (6-8) projects within a total budget of up to CA$2 million. There is scope for funding one to two (1-2) individual research projects of under CA$300,000 if the proposed research is on a priority area.
 
Scope: This call aims to investigate the effect that specific patterns of growth have on women’s economic empowerment. Research also aims to determine which public policies and interventions can ensure that the positive effects of growth on women’s empowerment are enhanced and the negative effects minimized.
 
Additional information:
  • This call is the first step of two stages in the selection process for the funding of a proposal. Only applicants selected to move on to round two will be notified by April 05, 2015.
  • Up to four (4) selected teams will be asked to submit online full research proposals for review and funding consideration by July 7, 2015.

Funding for development research: Changes in the arid and semi-arid lands in East Africa

Changes in the arid and semi-arid lands in East Africa: evidence synthesis and data mapping on poverty, vulnerability, livelihoods and resilience.

DFID is seeking the services of a research Supplier with extensive experience of conducting high-quality research synthesis and with experience of research in the fields of poverty, livelihoods, humanitarian and resilience. The mix of disciplines is a critical element and the Supplier is expected to have a strong grounding in the East Africa context.

The purpose of this research study is to map and syntheses the current state of the evidence base, both in terms of research and datasets, on poverty, vulnerability, livelihoods and resilience in the arid and semi-arid lands in East Africa. This research project will run from February 2015 to September 2015.

Interested parties are invited to submit tenders by 2pm UK time on Friday 13 February 2015.

Dar es Salaam, 08 January 2015: At last the insurance sector has made health insurance affordable to the average low income Tanzanian. Majority of low-income Tanzanians will have easy access health insurance and improve their lives. This is due to an affordable health insurance cover launched by Jubilee Insurance Company Tanzania, a leading Insurance provider in East Africa, Powered by Vodacom’s M-PESA.

The health insurance product known as bimaAFYA is an affordable and comprehensive medical cover that will provide individuals and family premium cover at low price range while giving the users access to over 150 quality service hospitals and will cater for in-patient and out-patient and maternity on cashless basis.

bimaAFYA is designed to cater for monthly, tri-monthly, quarterly and yearly packs at affordable premium prices, to enable the average Tanzanian to pick an affordable pack that falls within his or her income.

“Like other African countries, Tanzania has for a long time been accused of lacking a culture of adopting insurance covers to cater for the needs of her population. However we believe that the real reason is the high cost of medical insurance packages currently in the market which favour the corporate staff .There is a large percentage of the population who still pay for their medical expenses out of pocket.

Therefore, bimaAFYA, will enable many Tanzanians to enrol in a medical insurance service equivalent to what M-PESA is to the financial services,” said Vodacom Head of Marketing & Communications Kelvin Twissa.

On his part The Jubilee Insurance company of Tanzania CEO, George Alande noted that statistics indicate that only 18 percent of the Tanzanian population have health insurance; and these are mainly employer based medical insurance covers. Only a few individual can afford the current prices meaning millions of Tanzanians especially those who are employed in the agricultural and informal sector have been left out of the medical insurance framework.

Furthermore according to the statisctics given by TIRA for year 2013, medical insurance premium compared to the total premium for insurance market is only 19% of the total short term insurance covers sold. We need to increase this by covering all the Tanzanians who are able to pay the premiums charged under bimaAFYA product.

“We believe that this innovative product will be the solution to these impediments and ensure more choices for every Tanzanian to access affordable, easy to buy, convenient and cashless medical services within their nearest health care facility. This is another first from the largest, your number one insurer in Tanzania and the East Africa,” he added.

EdgePoint’s Director of Digital Products Ms. Lilian Makoi who are the technology partners for bimaAFYA, pointed out that technology is the only gateway to financial inclusion; bridging the existing gap between financial services that are important to every Tanzanian and the population scattered all over the rural areas and the rest of the country and reaching those who due to their levels of income, cannot access the formal financial services such as medical insurance.

He will then get a bimaAFYA identification number that he/she will use whenever there is need for services from hospitals. The policy covers persons from age 18 years at entry, as well as their children and other terms and conditions are specified in the registration process.
