The politics of succession within CCM

In commemorating 38 years of its existence, CCM’s Chairperson, President Kikwete used the occasion to touch on the subject of succession politics. He said that the party has many capable hands to replace him, and that there are those who have not come forward, they are known they should be convinced to run for the presidency to save the country and the party.

More than any time in its 38 years, CCM is forced to face its internal demons, to prevent a party splitting.

Many names have been said to be in the not so quite race to succeed President Kikwete come October when his time is up. There are those who have explicitly expressed their political ambitions to stay at Magogoni.

To many this year will be a make or break for CCM. Owing to its political infighting, bitter factionalism, and allegations of corruption among office seekers, it is seen like a party that will fall apart at the seams. However, being a party that has a long history of playing hide and seek with voters, and infamous for its cloak and dagger politics, regardless of how the party chooses, there are those who will be left in shock.

I’ll hazard a few guesses. I mean that is the best anyone can do, for now; guess.

There is a Zanzibar option. Here the party might pick a candidate from Zanzibar, to avoid the bitter feuds among factions. Under this option, the party can go for Zanzibar President Dr Shein, or former Prime Minister, Dr Salim Ahmed Salim. Dr Shein can be “swapped” with Dr Bilali, the Union Vice President. In the previous general election, CCM “swapped” President Shein for the Zanzibar presidency as a crisis management choice, as factionalism was poisoning the party there and ruining its chances of a victory during the election. Dr Shein had another attribute to him. He hails from Pemba, and the main opposition candidate in the Isles hails from Pemba too. Zanzibar had never been ruled by anyone from Pemba since the 1964 Revolutions.

Dr Shein’s pick was sheer, cold realpolitik. It split the votes from Pemba, an opposition stronghold.

On the other hand, Dr Bilali’s choice for a Vice President candidate was a masterstroke. It removed a powerful figure in Zanzibar politics and “dumped” him in the vast land of the Union government. Now, he can be allowed to go back in the Isles, given his age, he might turn out to be a one-termer there and choose to retire like Mandela did back in 1999.

But now, President Kikwete is retiring, and the next person in charge might prefer a clean slate, to break with the past as it were to avoid being seen as a continuation of a the immediate previous regime.

Any choice between President Shein, or Dr Salim is bound to be a one-termer, a “transitional” choice of a sort, when the party catches its breath for the next round. The two men are way past their prime.

There is the gender option as well. This will quite a shocker and it will test our very deep seated stereotypes and perceptions. It will bring to fore the issue of women and their role in society. This option will completely sideline the factions and catch them off guard as it did when it was deployed for the chair of the Speaker of the National Assembly.

This option has its advantages like the fact the largest number of voters in the country are women, but then again, it is not a foregone conclusion that women will just vote for another woman. That will be insulting to their intelligence. CCM will tout itself as a groundbreaking party for that bold move.

However, be that as it may, on the flip side is the question of how picking a woman to run for the president might seat with the voters many of whom reside in the countryside, are conservative and still hold dear to some traditions which disadvantage women. Here the name that was whispered some few years ago is of a soft spoken, humble and spotlight-averse academician turned politician, Dr Asha-Rose Migiro.

Both options have to factor in the opposition.

Given the unpredictability, intrigues, and behind the scenes maneuvers within CCM, few won’t enjoy what comes next.

Tukio hilo limetokea katika kijiji cha Busoka wilayani kahama mkoani Shinyanga jana majira ya jioni,akiwa anatokea mkoa wa Kigoma kuelekea mkoa wa Singida.

Kwa mujibu wa mashuhunda wa tukio hilo walisema kuwa jambazi hilo likuwa kwenye basi la abiria la Bariadi Express lililokuwa likitokea mkoani Kigoma na baada yaa kumshtukia abiria walitoa taarifa kwa askari wa doria ambao walilisimamisha basi hilo.

Kamanda wa polisi wa mkoa wa Shinyanga Justus Kamugisha amesema jambazi hilo lilikuwa kwenye basi la Bariadi Express aina ya Scania lenye namba T186 BFY.

Kamanda Kamugisha alisema jambazi hilo lilikuwa vitu vingine kama vile,makoti mawili ambayo yanafanana makoti ya kipolisi.

Kamungisha aliwaomba abiria na raia wema kuwa na ushirikiano na jeshi la polisi kwa kutoa taarifa kwani ni wajibu wa kila mwananchi kutumia nafasi ya kutoa tarifa.

Kamanda Justus amesema kuwa jeshi hilo la polisi linamshikilia mhutumiwa huyo na uchunguzi wa tukio hilo ukikamilika atafikishwa mahakamanni kujibu tuhuma zinazomkabili.

BWENI la Wanafunzi wa Shule ya Sekondari ya Idodi wilayani Iringa mkoani Iringa limeteketea kwa moto na kusababisha hasara ya mamilioni ya shilingi ikiwa ni miaka sita tu tangu bweni hilo liungue na kusababisha hasara kubwa na vifo vya wanafunzi 13.

Agosti 25, 2009 bweni la shule hiyo liliwaka moto na kusababisha vifo vya wasichana 13 ambao baadhi yao walizikwa shuleni hapo baada ya miili yao kuharibika vibaya.

Katika tukio la 2009, wanafunzi wengine 23 walijeruhiwa vibaya na kulazwa katika hospitali ya mkoa wa Iringa kutokana na moto huo uliosababishwa na mshumaa uliowashwa na aliyekuwa mwanafunzi wa shule hiyo Naomi Mnyali aliyasahau kuuzima baada ya kumaliza kujisomea.

Akizungumza kwa njia ya simu kutoka eneo la tukio Kamanda wa Jeshi la Zimamoto Mkoani Iringa, Inspekta Kennedy Komba alisema kuwa bweni hilo limeteketea lote na kuunguza baadhi ya mali zikiwemo za wanafunzi zilizokuwemo katika bweni hilo.

Alisema taarifa za awali zinaonesha chanzo cha moto huo kilitokana na hitalafu ya umeme na kwamba hakuna mwanafunzi yoyote aliyejeruhiwa katika tukio hilo.

Komba alisema kuwa baada ya jeshi la zimamoto kupata taarifa ya tukio hilo lililotokea kati ya saa 3 na 4 asubuhi wakati wanafunzi wa shule hiyo wakiwa madarasani, iliwachukua dakika 45 kufika katika eneo la tukio.

Alisema baada ya kufika katika eneo la tukio kazi ya kuuzima moto huo haikuwa kubwa sana kwani wananchi waliofika kutoa msaada waliifanikiwa kuzima moto huo kwa kiasi kikubwa..

Aliwapongeza wananchi kwa moyo wa ushujaa wa kujitolea na kuwataka kutoa taarifa mapema pindi majanga ya moto yanapojitokeza katika maeneo yanayowazunguka.

Akizungumzia hasara iliyosababishwa na moto huo, Komba alisema tathmini kamili ya mali zilizoteketea itafanywa kwa kushirikiana na uongozi wa shule na taarifa yake kutangazwa.

A letter from Dad to Son: Happy Birthday Benedikt Makulilo

My dearest son, Benedikt

Today is your 4th Birthday. It is another February 10th of the year. You were born at 5:42pm Pacific Standard Time. Your birth is a blessing and that’s why you are Benedikt. You have helped us to be better human beings by reflecting our lives as parents. Both Marie and I are thankful to God every day to have such a wonderful little guy.

For the past four years we haven’t settled into one area for a long time. You know it was because of job change. I am proud of you whenever we moved you adopted quickly and enjoyed the area. There is a big possibility to have another move this summer. If I get accepted into my PhD studies, obvious we will move to another state. You will enjoy more to the new area, play with snow which you’ve not experienced in your four years. We’ll have so much fun.

On your first birthday’s letter, I promised one thing. I promised to take you to Tanzania when you are older enough so that you can meet all my family members and know my roots. I remember you had a dream and said we were together in Tanzania and you milked a cow….yes, when we are there you will milk cow. I think this year we can work out and take you to Tanzania. Unfortunately you will not meet Babu (your grandfather). He is already in heaven with his three children; Scolastica, Stanslaus and Vincent. Though you’ll not meet him, you will get opportunity to see his legacy which I am very much proud of his accomplishments as a committed father, a non-corrupt personnel, religious and above all the only person who valued education to his children than any person I have ever seen in this world.

Recently we have not been able to play soccer and run many times as we used to. We have to go back to our routine of going to the park and have more fun. I know when you go to school you will learn other kind of sports. I have no problem with any sport of you and enjoy playing. What I promise is: I will support you in any sport, take you to practice and attend your games. The most important thing is have fun and enjoy the talents you have been given by God. But if you want to be professional in any sport, remember hardworking and prayers will take you to another level. Talent is nothing if you don’t work hard on it. Always remember to pray and ask for God blessings no matter what, whether you are in success or hard time.

Nothing in this world comes easy. You will face so many challenges. You will fail and loose so many things. The best thing is to learn from your failures and challenges you face to make you a better person and a winner. This is one of the reason when you and I compete on running I don’t let you win every time. I give you opportunity to work harder. This is what Carl Brashear said “It is not a sin to be knocked down; it’s a sin to stay down”. Always get up and do it again. Don’t allow failure and challenges steal your dreams and achievements.

For the past year, you started saving some money (pennies and quarters) in your pig bank for ice-cream. You didn’t touch a single coin, you were determined to have enough money for ice-cream. You managed to have like $20 for such a period. I’m very much proud of you son in that accomplishment. To me is not about how much money you have collected and saved. It is about discipline, commitment and long term goals you have. Many of us hard time to have such discipline. 
 
You and I have our own tradition for your birthday. We are going to the bus ride as we have been doing in all other birthdays. And this letter is another gift for you. I have kept all letters I have written to you. I’m going to publish it into a book titled “THE BENEDIKT FACTOR”. You are the really factor of my life. You are the game changer. You have given me opportunity to look life into a different angle as a father and husband. You’ve helped me to know how important mothers are to children. As most men we take things for granted. But being in the labor room for your birth and see how mothers go through, I have different and most positive perspective on women and mothers. I know without you, things would be different.

You are the best my little crazy guy.

MSC Martina yatia nanga katika Bandari ya Salama


Meli kubwa MSC Martina yenye urefu wa mita 244 na upana wa mita 32.2 ikiwa na uwezo wa kubeba makontena 2,411 imefanikiwa kutia nanga katika Bandari ya Dar es Salaam.

Kaimu Mkurugenzi Mkuu wa Mamlaka, Mhandisi Madeni Kipande amesema, mafanikio hayo ni juhudi zilizofanywa na Mamlaka kuzitangaza bandari zake pamoja na uboreshwaji wa huduma.

“Ujio huu wa meli kubwa za mizigo kama hizi ni faraja kubwa sana kwetu kwani pia utaongeza uingiaji wa mizigo kwa wingi na hatimaye kuleta unafuu kwa mtumiaji wa mwisho,” alisema Mhandisi Kipande. MSC Martina Kampuni ya Mediterranean Shipping Company (MSC) ni miongoni mwa meli kubwa na za kisasa ambazo zimefanikiwa kutia nanga katika Bandari ya Dar es Salaam na kupakia na kupakua mzigo.

Meli nyingine kubwa na ya kisasa kuja nchini kwa mara ya kwanza ilikuwa ni Maersk Cubango mali ya Maersk Line iliyokuwa na urefu wa mita 250 na upana wa mita 38 ikiwa na uwezo wa kubeba kontena 4,500.

Mhandishi Kipande ameomba ushirikiano uliopo kati ya Mamlaka na mawakala wa meli uendelee ili kuleta ufanisi zaidi na amewataka mawakala wengine kuleta meli kubwa kama walivyofanya, Maersk and Mediterranean.

Kwa upande wake Nahodha aliyeingiza meli hiyo ndani ya Bandari ya Dar es Salaam, Abdulah Mwingamno alisema mabadiliko ya teknolojia yameongeza uwezo wa Bandari ya Dar es Salaam kuhudumia meli kubwa zaidi.

“Tuliweza kuingiza meli yenye urefu wa mita 250 ya kampuni ya Maersk iitwayo Maersk Cubango na sasa tumeingiza meli nyingine kubwa ya kampuni ya MSC iiitwayo MSC Martina yenye urefu wa mita 244, haya ni mafakio makubwa kwetu,” alisema.

Nahodha Mwingamno aliongeza kwamba meli hiyo ya mizigo iliingia salama katika lango la Bandari ya Dar es Salaam bila tatizo lolote kama ziingiavyo meli nyingine. Alisema kwamba ujio wa meli hiyo na kufanikiwa kutia nanga katika bandari yetu bila tatizo lolote ndio kumefungua milango kwa meli hiyo na nyingine za aina hiyo kuanza safari zake kuja Dar es Salaam.

“Tunatarajia ujio wa meli kubwa zaidi ya hii yenye urefu wa mita zipatazo 260 katika bandari yetu kwenye miezi ya Machi na Aprili mwaka huu,” alisema. Naye mwakilishi wa kampuni ya meli hiyo ya MSC nchini, Ndugu Ahmed Kamal alisema kwamba wanatarajia kuleta meli kubwa zaidi nchini, kwani kampuni yao ina meli kubwa zaidi zinazotia nanga katika bandari nyingine Duniani.

“Hii ni meli kubwa ya kwanza ya kampuni yetu kuja nchini lakini lengo letu ni kuleta meli kubwa zaidi ya hii nchini,” amesema Kamal.

Meli nyingine kubwa zaidi zilizowahi kutia nanga katika Bandari ya Dar es Salaam zilikuwa na urefu wa mita 220 na mita 234, zikiwa na uwezo wa kubeba makontena kati ya 2800 na 3000. Awali meli zilizokuwa zinaruhusiwa kuingia katika bandari ya Dar es Salaam hazikutakiwa kuzidi urefu wa mita 234.

Kipindi hiki kitakuletea wataalamu mbalimbali ambao watatoa elimu ili kuelezea kuhusu dawa na jinsi ya kuzitumia na kuepuka madhara ya matumizi yasiyofaa.

“The pharmacy corner is the television program, designed to provide education to the community on the use of medicines, clarify on the misinformation on the side effects, adverse drug reactions and all matters related to medicines and pharmaceutical supplies. The program also adds to the government efforts and stake holders to promote community behavior changes towards the proper use of medicines, pharmaceuticals and handling pharmaceutical wastes”.
