SUMATRA yazuia vyombo vya usafiri majini Tanga

Mamlaka ya Usafirishaji wa Nchi Kavu na Majini (SUMATRA) imevizuia kutoa huduma kwa muda usiojulikana vyombo vyote vya usafirishaji wa majini vya mkoani hapa hadi hapo vitakapokaguliwa.

Ofisa Mfawidhi wa Sumatra Mkoa wa Tanga, Walukani Luhamba ametoa kauli hiyo wakati akifungua kikao cha pamoja na maofisa uvuvi na askari wa majini kilichofanyika jijini humo jana.

Alisema kuna umuhimu wa kisheria kwa vyombo vyote vya usafiri kuhakikisha vinakaguliwa na maofisa wa Sumatra ili kuhakikisha ubora na usalama safarini.

“Kutokana na ongezeko la ajali za baharini, Sumatra kuanzia sasa hapa mkoani tumeamua kuvihakiki upya ili tuweze kujiridhisha kwamba vyombo vyote vinavyotumika kusafirisha abiria au mizigo vinakuwa kwenye hali ya ubora na usalama unaostahili kabla ya safari,” alisema.

Luhamba alisema pamoja na kwamba vyombo hivyo vilishasajiliwa kufanya shughuli za usafirishaji abiria na uchukuzi wa mizigo mbalimbali lakini kigezo hicho hakitoshelezi kuridhia kwamba viko katika usalama unaohitajika safarini.

Bunduki moja kati ya mbili zilizoibwa Tanga yapatikana


Polisi mkoani Tanga imesema imefanikiwa kupata bunduki aina ya SMG, ikiwa na risasi 20 ndani ya mapango ya Majimoto katika eneo la Amboni, inayodaiwa ilikuwa ikitumiwa na wahalifu waliorushiana risasi na askari mwishoni mwa wiki.

Aidha, imesema inashikilia watu kadhaa akiwemo aliyesababisha kupatikana kwa bunduki hiyo.
Baadhi ya watu wanaendelea kuhojiwa, kupata taarifa kwa lengo la kukamata waliopora silaha kwa askari na kurushiana risasi kwenye mapango hayo.

Kupatikana kwa silaha hiyo, kunafuatia msako maalumu uliodumu kwa siku nne sasa, uliolenga kusaka silaha na wahalifu wanaodaiwa kujificha ndani ya mapango ya mawe yaliyopo Amboni, nje kidogo ya mji wa Tanga.

Kamishna wa Operesheni na Mafunzo wa Jeshi la Polisi, Paul Chagonja alitoa taarifa hiyo jana kwa waandishi wa habari mjini hapa.

Alisema mafanikio hayo, yametokana na subira ya wakazi wa Tanga na ushirikiano mkubwa wanaoendelea kuuonesha kwa Polisi inayoshirikiana na vikosi vingine vya ulinzi na usalama, kufanya operesheni ya pamoja kwenye eneo hilo.

“Kutokana na taarifa kutoka kwa wananchi Februari 16 mwaka huu katika kitongoji cha la ‘Kona Z’ kilichopo Amboni, tulifanikiwa kumkamata mtu mmoja ambaye kwa sasa sitamtaja jina kwa sababu upelelezi unaendelea, tulimhoji kwa kina akatupa taarifa kuhusu silaha hii,” alisema.

Alieleza, “Tulikwenda mpaka pangoni na kufanikiwa kupata SMG hii ikiwa na magazini moja na risasi 20… silaha hii ni miongoni mwa zilizoporwa kwa askari mwezi uliopita”.

Alisema licha ya kupatikana kwa silaha hiyo, watu kadhaa wanashikiliwa wakihusishwa na tukio hilo.
Alisema upelelezi unaendelea kupata taarifa za kuwezesha kupatikana kwa silaha nyingine na vitu mbalimbali vilivyowahi kuibwa.

“Naomba wakazi wa Tanga na Watanzania kwa ujumla muendelee kuvuta subira na kutoa ushirikiano…endelezeni utulivu na mshikamano kwa jeshi la polisi ili kwa pamoja tuweze kumaliza tatizo hili,” alisema.

Alisema upo umuhimu mkubwa kwa wananchi, kuendeleza utulivu kwa kutokubali kuamini taarifa potofu zenye kujenga hofu, zinazosambazwa na baadhi ya mitandao ya kijamii kwa kuwa zinalenga kuwavuruga.

“Kimsingi jeshi la polisi pamoja na vyombo vingine vya usalama, linaamini na kuthamini kazi ya vyombo vya habari hasa vile makini, ambavyo vimeendelea kuwaarifu wananchi habari sahihi ambazo hazina ghilba wala kuwachanganya”, alisema.

Alikanusha taarifa zilizoenea mjini kwamba ipo miili ya wahalifu, iliyokutwa ndani ya mapango hayo, kutokana na mapigano yaliyofanyika mwishoni mwa wiki.

“Ndugu zangu mwanzoni tulikuwa tukisikia harufu kali ya kama miili iliyooza, kweli tulijitahidi kutafuta na tukafanikiwa kuona mizoga ya ngedere na siyo binadamu ...wanyama hao walikuwa watatu na walikuwa na majeraha makubwa sana. Kwa hiyo hawakuwa watu, bali ni ngedere ndio walikokuwa wamekufa na kuoza humo pangoni,” alisema.

Akizungumzia mkakati wa kupata silaha iliyosalia na vifaa vingine vilivyoporwa, Chagonja alisema jeshi lake na kikosi cha operesheni hakitalala usingizi mpaka vitu vyote vipatikane.

A one-year-old boy with albinism has been found dead in Tanzania with his arms and legs hacked off, the latest such murder for body parts used by witch doctors.

Yohana Bahati was kidnapped by men who broke into his home and slashed his mother with machetes in the northern district of Chato late on Saturday. Police found his mutilated body on Tuesday afternoon in a forest area near his home.

“His arms and legs were hacked off,” Joseph Konyo, the regional police chief, told Agence France-Presse on Wednesday.

The baby’s mother, Ester Jonas, 30, is in a serious condition in hospital with machete cuts to her face and arms after she tried to protect her son. The father, who was nearby during the attack, is being questioned by police.

The killing follows the snatching in December of Pendo Emmanuelle Nundi, a four-year-old girl with albinism, by an armed gang, also in northern Tanzania. Several arrests were made but the child is still missing.

Body parts from people with albinism are removed to make charms and spells that witch doctors claim bring good luck and wealth. The body parts sell for around $600 (£389) in Tanzania, with an entire corpse fetching $75,000 (£48,619), according to the UN.

Alvaro Rodriguez, the UN’s country chief, was quoted by AFP as saying he was “deeply concerned by the abductions of these two young children”, adding that at least 74 people with albinism have been murdered in Tanzania since 2000.

“These attacks are accompanied by a high degree of impunity, and while Tanzania has made efforts to combat the problem, much more must be done to put an end to these heinous crimes and to protect this vulnerable segment of the population.”

The UN has warned that such attacks are increasing ahead of elections in Tanzania in October, with politicians turning to witch doctors to improve their luck.

Rodriguez added: “This is the year of elections in Tanzania and, as some analysts have suggested, it could be a dangerous year for people living with albinism.”

The country banned witchcraft in December in an attempt to prevent attacks and kidnappings. But Vicky Ntetema, executive director of Under The Same Sun, a Canadian nonprofit organisation working to defend people with albinism, criticised political leaders for failing to intensify the effort.

“There’s absolutely no political will among leaders to end these macabre killings ... what is so special with these (traditional) healers to the extent that our leaders ignore albino killings?

“Albinism is not a disease. People must understand albinos are normal people like everyone else and the government has a role to play to ensure this education reaches many people since most of the killings involve members of the family.”

Albinism is a hereditary genetic condition which causes a total absence of pigmentation in the skin, hair and eyes. A 2006 report by BMC Public Health said albinism affects one Tanzanian in 1,400 - around 33,000 people – a far higher rate than in the west, where it affects just one in 20,000. The cause is thought to be inbreeding.

A US survey in 2010 found that while most people in Tanzania are Christian or Muslim, 93% said they believed in witchcraft.

Adhabu hiyo ilitolewa na Jaji wa Mahakama Kuu Zanzibar,Abdul- hakim Ameir Issa.

Uamuzi wa kumuachia huru mshitakiwa huyo katika mahakama ya Vuga, ulitolewa na Hakimu Makame Mshamba Simgeni, baada ya kusema ushahidi uliotolewa na upande wa mashtaka hautoshi kumtia hatiani.

Jopo la majaji watatu akiwemo Jaji Kimano, Jaji Njasiri na Jaji Luonda, walitupia mbali rufaa ya mshitakiwa kupinga kifungo hicho na badala yake ikaamua kumuongezea kifungo chengine cha miaka 15.

Adhabu hiyo mpya sasa inamfanya mshitakiwa huyu kutumikia kiufungo cha miaka 30 jela.

Wakitoa hukumu majaji hao walisema vitendo hivyo vimekithiri licha ya kukemewea na Serikali na kwamba adhabu hiyo itakuwa fundisho kwa wengine wenye tabia kama hiyo.

Hukumu hiyo ilitolewa Februari 13 mwaka huu huku upande wa mashtaka ukiwakilishwa na Maulid Ame Mohammed kutoka Ofisi ya Mkurugenzi wa Mashtaka.

Powering East Africa meeting: Is transmission the cancer of Africa’s electricity market?


100 key decision-makers expected in Kenya from 25-27th March for the Powering East Africa meeting

NAIROBI, Kenya, February 18, 2015/ -- As we witness utilities across the continent struggling to acquire and evacuate electricity sufficient enough to reach a base-load, transmission is fast-proving the biggest barrier to energy access across Africa.

Presently, there are never-before-seen levels of investment into the power sector- no longer is it simply the poor cousin of exploration. Investors today view power as an opportunity quoted by some as so vast it will make the returns of the African telecoms giants insignificant by comparison.

However, despite over US$8bln of project investments in greenfield projects in South Africa alone, transmission continues to collapse, significantly impacting the social and political landscape of the continent. In addition, this threatens the bankability of future generation projects already under development.

After over 20 years in development, the EAPP, SAPP, African Development Bank, China Development Bank and World Bank together with their public sector partners in Ethiopia, Kenya, Zambia, Tanzania, Mozambique, Zimbabwe and South Africa are starting to make headway which could finally see an end to the transmission crisis.


These projects could be the start of incredible opportunities for East and Southern Africa, promoting everything from township electrification to major industrial development. This outcome is only possible if these countries can maximise the capacity of the presently elusive manufacturers and industrialists looking to take advantage of the export zones currently under development.

You only have to see what the UAE has achieved to see how a resource-based economy can transform a country’s riches if the right investments in infrastructure are made. On the flip side, there are examples where these critical investments were not made - resulting in economic and social turmoil.

The question therefore is this – which president will rise to the challenge and build a legacy on the continent that reads, “I truly brought electricity to Africa, I truly made a difference?”

Kampuni ya STAMIGOLD Biharamulo ambayo ni kampuni tanzu ya Shirika la Madini la Taifa (STAMICO) inakanusha vikali taarifa zilizotolewa na mtandao wa kijamii unaojulikana kama Jamii Forums mnamo tarehe 15 Februari, 2015 kuwa kuna unyama wa kutisha uliofanyika Mgodi wa Dhahabu Biharamulo tarehe 26 Octoba, 2014.

Baada ya kusitisha mkataba na Polisi mwezi Disemba, 2014; (uzushi huu umetungwa kuwa tukio lilifanyika tarehe 26 Oktoba, 2014 wakati huo huo Polisi wasiopungua 17 walikuwa wakifanya doria kwenye eneo la mgodi); mgodi uliendelea kutumia askari wa SUMA JKT ambao tayari walikuwa na mkataba na mgodi wa kufanya shughuli za ulinzi katika eneo la mgodi kwa kushirikiana na wafanyakazi wa Kitengo cha Ulinzi hapa mgodini.

Shughuli zote za ulinzi zimekuwa zikifanywa kwa kuzingatia sheria za nchi na zile za kimataifa hasa za haki za binadamu na Meneja Mkuu wa mgodi hakuwahi kutoa amri ya kuruhusu au kuagiza mtu yeyote kupigwa kama taarifa hiyo ilivyopotosha umma.

Tunaomba umma utambue kuwa mgodi wa Stamigold Biharamulo unaendeshwa na kufanya shughuli zake kwa kuzingatia Sheria zote za nchi, Kanuni na Matakwa mengine yanayowezesha utendaji uliotukuka kwa shughuli kama za uchimbaji wa Madini ya Dhahabu.

UN Statement on abduction of a year old child with albinism

UN Tanzania Chief Condemns Abduction and Murder of Child with Albinism

Public Statement

1. Over the last two months, Tanzania has witnessed two abductions of young children in the Lake Zone. In December, the abduction of a child with albinism, Pendo, left the country in shock. Despite the government’s efforts, Pendo has not been found. Now we have just witnessed the abduction and murder of a one year old, Yohana Bahati, which happened in Chato District in Geita Region on February 15.

2. The UN is deeply concerned by the abductions and brutal attacks on these two young children. These attacks, which are often motivated by the use of body parts for ritual purposes, have claimed the lives of at least 74people with albinism in Tanzania since 2000.These attacks are accompanied by a high degree of impunity, and while Tanzania has made efforts to combat the problem, much more must be done to put an end to these heinous crimes and to protect this vulnerable segment of the population.

3. No violence against people with albinism is justifiable. All violence can be prevented.Attacks against people with albinism can never be justified – not by culture, tradition or religion.

4. This is a year of elections in Tanzania and, as some analysts have suggested, it could be a dangerous year for people living with albinism. We commend the government for its efforts and the support it has provided the regions impacted by these abductions and we encourage national and regional authorities to enhance their efforts to ensure the protection of human rights and full adherence to the rule of law. We wish for 2015 to be a year where all Tanzanians see their rights respect, including those with albinism.

5. I have been in contact with the Regional Commissioner in Geita, Ms. Fatma Mwassa, who is very concerned with this recent abduction and has assured me that her administration is fully committed to addressing this abduction despite the many challenges involved.

6. Today I have also met with the Tanzania Albinism Society (TAS) and they indicated that their main concern this year is to end violence against people with albinism (PWA). They are calling for more protection of PWAs especially this year when elections will be held in Tanzania and neighbouring countries. Under The Same Sun (UTSS) National Coordinator, Ms. Vicky Ntetema, also discussed with me her concerns and fears for 2015. People with Albinism deserve the same rights as all Tanzanian citizens.

7. 2015 is a year in which Tanzanias will elect new leaders and vote on a proposed new Constitution; it is also a year where all the citizens of the country should feel respected and that their human rights are protected.
