Waziri Mkuu Pinda awapongeza NMB kwa ubunifu wa huduma zao

Waziri Mkuu Mhe.Mizengo Pinda akipata maelezo kutoka kwa Afisa Mkuu wa kitengo cha biashara ya jumla wa NMB Ndugu Richard Makungwa juu ya huduma zaChap Chap Instant Acount na NMB Wakala. Huduma ya NMB Wakala humuwezesha mteja kutoa na kuweka fedha kupitia mawakala wa MaxMalipo waliotapakaa nchi nzima.

Waziri Mkuu Mhe. Mizengo Pinda akipata maelezo kutoka kwa Afisa Mkuu wa kitengo cha biashara ya jumla wa NMB Ndugu Richard Makungwa juu ya huduma zaChap Chap Instant Acount na NMB Wakala. Huduma ya NMB Wakala humuwezesha mteja kutoa na kuweka fedha kupitia mawakala wa MaxMalipo waliotapakaa nchi nzima.

Waziri Mkuu Mhe. Mizengo Pinda ameupongeza uongozi wa NMB kwa kubuni bidhaa bora na zinazoendana na watanzania wa kada zote akitolea mfano wa akaunti za Chap Chap.

Mh Pinda aliyasema hayo alipotembelea banda la NMB katika hoteli ya St. Gasper ya mkoani Dodoma ambapo PSPF wanafanya mkutano wao na NMB kama mdau mkubwa ameshiriki na kuweka mabanda ya huduma mbalimbali zikiwemo za NMB Wakala, NMB E- statement na Chap Chap Instant Account kwaajili ya washiriki wa mkutano huo.

Akaunti za Chap Chap ni za haraka na kumchukua mteja takriban dakika 10 tu kufungua akaunti na kupata ATM card papo hapo. Tekinolojia hii ni ya kipekee na inaweza kumfanya mtu akafungua akaunti yake popote alipo na kuanza kufaidi huduma mbalimbali kutoka NMB kupitia matawi Zaidi ya 170 na ATM mashine Zaidi ya 600 nchini kote.

Makonda asema: Kuna watu wanabeza uteuzi wangu


Mkuu wa Wilaya ya Kinondoni, Paul Makonda amesema wanaobeza uwezo wake kiutendaji baada ya kuteuliwa na Rais Jakaya Kikwete kushika wadhifa huo, wasubiri waone atakavyokuwa.

Aidha, ameweka wazi kile anachoamini anashutumiwa na kubezwa na watu kuhusu uteuzi huo na kusema wanaofanya hivyo, wanafahamu kwamba masuala yao kadhaa ndani ya wilaya hiyo yanayokwenda kinyume na taratibu, hayatafanikiwa.

Akiendelea kujibu wanaoshutumu uteuzi wake kupitia mitandao ya kijamii na vyombo vya habari, alisema kwa sasa hawezi kutoa ahadi ni nini atafanya isipokuwa, anasubiri kuingia ofisini.

Akihojiwa katika kipindi cha asubuhi cha Redio ya Clouds, alisema pia anamsikiliza Rais atakachomwambia afanye kwa kuwa yeye ni mwakilishi wake wilayani humo.

Akizungumzia kuhusu taarifa za kupata nafasi hiyo kuwa gumzo katika jiji kuliko wakuu wengine wa wilaya, alisema inaonesha ni kwa jinsi gani watu wanatambua utendaji wake.

Alisema alipata taarifa za uteuzi huo wakati akitoa mada katika kikao cha kazi cha Umoja wa Vijana wa Chama Cha Mapinduzi (UVCCM) na kushangaa watu wakipeana taarifa.

“Kuna watu wanabeza uteuzi wangu kwa kuonekana nimepewa wilaya kubwa. Nataka kuwaambia wasubiri waone tu,” alisema na kutaka Watanzania kuacha tabia ya kumjadili mtu au jambo bila kufahamu vizuri.

Alisisitiza kuwa Watanzania wamekuwa na tabia ya kushabikia jambo wasilolijua au mtu wasiyemjua kwa kufuata mkumbo; jambo ambalo siyo zuri ni vyema kufahamu kwanza ndipo uweze kusema.

Akizungumzia baadhi ya vyombo vya habari vilivyotoa taarifa za uteuzi wake kwa kumdhihaki, alisema wamefanya hivyo kwa maslahi yao ya kuuza.

Pia alielezea uteuzi wake umekuwa gumzo, kutokana na uwezo wake wa kazi katika UVCCM pamoja na uwezo wake kwenye Bunge Maalumu la Katiba.

Makonda ambaye ni Katibu wa Chipukizi na Uhamasishaji wa UVCCM, jina lake limekuwa kubwa hivi karibuni baada ya kutuhumiwa kushiriki kuvuruga mdahalo ulioandaliwa na Taasisi ya Mwalimu Nyerere, tuhuma alizokanusha.

Pia, kujitokeza kwake hadharani kumpinga mmoja wa watu wanaotajwa kuwania urais, kuliongeza jina hilo kuwa maarufu.

Maisha ya Makonda pia ambaye baada ya kushindwa Umakamu Mwenyekiti wa Taifa wa UVCCM, alitoa shutuma kuhusu uchaguzi huo na baadaye alirejeshwa ndani ya umoja huo kwa kupewa nafasi anayoshikilia sasa ya ukatibu wa uchipukizi na uhamasishaji.

Mahakama kuu ya Pretoria imemuachilia huru mwanasiasa wa upinzani, Etienne Kabila, ambaye anadai kuwa mtoto wa kwanza wa raias wa zamani wa jamhuri ya Kidemokrasia ya Congo, Laurent-Désiré Kabila.

Etienne Kabila ameachiwa huru baada ya miaka miwili akiwa jela. Hata hivyo Mahakama kuu ya Pretoria haikutoa sababu za kuachiliwa kwa mwanasiasa huyo, lakini imesema kwamba huenda ikatoa maelezo zaidi Ijumaa hii.

Akitoa taarifa, Mwendesha mashitaka mbele ya Hakimu wa Mahakama ya Hakimu Mkazi amesema mnamo Januari 2 mwaka huu, siku ya Ijumaa watuhumiwa waliomba rushwa ya shilingi laki moja na elfu hamsini kutoka kwa mlalamikaji ili wasimpeleke mahabusu kwa madai kwamba hakuitikia wito wa mahakama katika kesi ya madai iliyokuwa imefunguliwa dhidi yake.

Alisema kuwa siku hiyo watuhumiwa hao walipokea kiasi cha shilingi elfu hamsini kwa ahadi kuwa kiasi kilichobaki cha shilingi laki moja angekamilisha siku ya Jumanne ya tarehe 6 Januari mwaka huu. Taasisi hiyo baada ya kupokea taarifa hiyo na kufanya uchunguzi wa kina ilibaini kwamba watuhumiwa hao walitenda kosa.

Watuhumiwa wote wawili wamekana mashita na wameachiwa kwa dhamana hadi hapo kesi hiyo itakapotajwa tena Machi 5 mwaka huu katika mahakama hiyo.

Master’s Scholarships at University of Manchester for Tanzanians

The University of Manchester is offering four scholarships for full-time master's courses to applicants from Tanzania starting in September 2015. The scholarships cover full tuition fees, return international air fares and living expenses.

Applications for 2015/16 scholarships will open on Monday, 16 February 2015.

Subjects

Scholarships are available in a wide range of subjects including Engineering, Environment, Medical and Life Sciences, and Textiles. Scholarships are not available for business and finance courses.
Eligibility

The master’s scholarships are aimed at academically excellent, young professionals with at least two years' post-graduation work experience. Applicants must:
  1. be a resident citizen of Tanzania and have not previously studied abroad;
  2. hold a first or upper second class undergraduate degree;
  3. have a minimum of two years' relevant work experience;
  4. be committed to returning home and able to demonstrate his/her potential to make a positive impact on the future of Tanzania;
  5. have achieved a grade C in English Language at Tanzania Certificate of Secondary Education level; or, have a minimum IELTS result of 6.5.

Nilipokuwa nasoma Azania miaka ya 90 rafiki yangu mmoja alikremu/alikariri insha ya Kiingereza kuhusu 'military coup'. Swali hilo likatoka kwenye mtihani na akapata maksi/alama zote. Baada ya mtihani nikamuuliza aliwezaje kuandika kitu ambacho hakielewi, akasema yeye 'alimeza' tu eti japo alielewaelewa kwa mbali. Huyo Kiingereza alikuwa hakijui 'kivile' ila alipeta Divisheni 1 Pointi 10 Kidato cha 4 ambayo nahisi kwenye hivi vipimo vya sasa ni Distinction maana alikuwa na A 5 kama sikosei. Na Kidato cha 6 PCB - Physics, Chemistry na Biology - alipata Divisheni 1 Pointi 5 ambayo maana yake ni A moja na B mbili. Maksi hizo kwa wakati huo zilikuwa zinaaminisha mtu ni kipanga/kichwa kweli kweli. Hivi sasa ni Daktari bingwa kwenye moja ya hospitali zetu kuu nchini. Sasa kila nikikumbuka ile insha najiuliza hivi kuna ugumu gani kumfundisha mtu kuhusu mapinduzi ya kijeshi kwa Kiswahili na akaelewa huku unamfundisha Kiingereza vizuri kama lugha ambapo atakuja kujua kwamba hata neno 'coup' Waingereza walilitoa kwenye Kifaransa na Wafaransa walilitoa kwenye Kilatini? I did my masters degree in Germany. The condition was I study German language, Everything in Germany was taught in German. Katibu wa Nyerere, Mzee Kasori aeleza anavyotishwa kwa 'kufufua' ukweli

KATIBU Myeka wa Baba wa Taifa, Mwalimu Julius Nyerere, Mzee Samweli Kasori, amepokea vitisho kutoka kwa watu kadhaa baada ya uamuzi wake wa ‘kufukua’ ukweli uliofichika, baada ya baadhi ya wanasiasa ndani ya Chama cha Mapinduzi (CCM) kulihusisha jina la Mwalimu Nyerere na mbio zao za urais.

Hali hiyo inajitokeza ikiwa ni siku kadhaa tangu Mzee Kasori kunukuliwa na gazeti dada na hili la Raia Tanzania, kwamba baadhi ya wanasiasa wanatumia vibaya jina la Mwalimu Nyerere kwa malengo yao.

Gazeti la Raia Tanzania lilimnukuu Kasori, ikiwa ni siku kadhaa kupita tangu Mbunge wa Mbinga Magharibi, John Komba, anayedaiwa kuwamo kwenye kambi ya Mbunge wa Monduli, Edward Lowassa, kunukuliwa na gazeti hilo la Februari 10, mwaka huu, akidai kabla Mwalimu Nyerere hajaaga dunia alimkubali (aliridhika na) Lowassa.

“Ni kweli kwamba jina la Lowassa lilikatwa na Mwalimu kwa sababu mbalimbali, lakini Rais Mkapa alipotangaza Baraza lake la Mawaziri mwaka 1995, baada ya miaka miwili tu mwenyewe akaona kuna upungufu; akaamua kumuingiza Lowassa katika Baraza la Mawaziri. Ninaamini Mkapa alipewa ushauri na Mwalimu Nyerere,” alinukuliwa Komba.

Vitisho dhidi yake

Baada ya gazeti hilo la Raia Tanzania kuchapishwa likimkariri kujibu sehemu ya madai ya Komba, Mzee Kasori aliwasiliana na chumba chetu cha habari kueleza vitisho alivyopata kutoka kwa mmoja wa watumishi serikalini (jina lake na taasisi inahifadhiwa).

Katika vitisho hivyo vilivyotolewa kwa njia ya simu kwake, Kasori anatakiwa kuacha kuharibu mipango ya maisha ya watu (hata hivyo, gazeti hili halikuweza kubaini mara moja mipango hiyo inayovurugwa ya maisha ni ya nani hasa).

Taarifa zaidi kutoka vyanzo vyetu kadhaa vya habari kutoka serikalini zinaeleza kwamba, Mzee Kasori amechukua hatua mbalimbali ikiwa ni pamoja na kuzitaarifu baadhi ya mamlaka za juu serikalini.

“Salaam, leo Alhamisi Februari12, 2015, saa 4:45 asubuhi nimepokea simu kutoka kwa (anamtaja mtumishi wa serikali) akilalamika kwamba namharibia (anataja jina la mwanasiasa) shughuli zake za kutafuta maisha katika kuwania (anataja nafasi ya uongozi wa dola),” 

inaeleza sehemu ya ujumbe wa Mzee Kasori kwenda katika moja ya mamlaka za juu serikalini.

Ujumbe huo unaendelea kueleza; 

“Kweli huyu Mungu mpya aitwaye fedha ana nguvu za ziada ndani ya akili na mioyo yetu.”

Alichokisema Mzee Kasori

Kwa kuzingatia maelezo ya Komba kama yalivyonukuliwa awali, gazeti la Raia Tanzania lilimtafuta Kasori, mmoja wa waliokuwa wasaidizi wa karibu wa Mwalimu Nyerere, ambaye aliweka bayana kwamba, haamini kama Mwalimu Nyerere aliridhishwa na Lowassa kama alivyodai Komba.

Katika maelezo yake, Kasori anasema

“Haya masuala nilikwishayaeleza yote na kuyaweka kwenye mtandao. Siogopi nilikwishayaweka wazi,”

“Tanzania nzima mtakumbuka kuwa huyu Mheshimiwa Edward Lowassa alikuwa ni mmoja wa wagombea wa nafasi ya urais mwaka 1995 na akaenguliwa kwa hoja nzito ya kutokuwa muadilifu na Baba wa Taifa Mwalimu J.K. Nyerere, kwa ukweli (wala sio tuhuma) kuwa alikuwa amejilimbikizia mali nyingi kwa kipindi kifupi ndani ya CCM na Serikali. Muda mfupi alikuwa ni mtumishi wa CCM, muda mfupi kama Mkurugenzi wa kituo cha Kimataifa cha Mikutano Arusha.

“Mara baada ya kurudi Butiama, 1995, baada ya kuenguliwa kugombea nafasi ya urais, siku moja mapema asubuhi Bwana Lowassa alinipigia simu na kusema yafuatayo: “Bwana Kasori, naomba uende kumwambia Baba wa Taifa Mwalimu Julius Kambarage Nyerere, aende Monduli kusaidia kusafisha jina langu ili nisikose ubunge kutokana na yale aliyonisema Dodoma’. Nilishikilia mkono wa simu (TTCL) kwa zaidi ya nusu saa tukiwa tunazungumza na hatimaye mimi nilipata ujasiri wa kumwambia Bwana Lowassa kuwa siwezi kwenda kusema maneno hayo kwa Baba wa Taifa na kwamba akitaka aje Butiama na nitamruhusu waongee ana kwa ana. Nikanyamaza na hatimaye yeye akawa wa kwanza kukata simu. Hiyo ikawa itifaki njema kwangu!

“Kesho yake tena asubuhi nilipokea simu, safari hii akawa ni Mheshimiwa Mzee Rashidi Mfaume Kawawa. Kwa maneno yake alisema, Bwana Kasori, jana ulizungumza na Edward Lowassa, naomba ufikishe ombi lake kwa Baba wa Taifa tafadhali”

“Kutokana na heshima ya Mheshimiwa Mzee Kawawa, nilikubali na nikaenda na kabla ya hapo nilimuomba Mzee Kawawa akae karibu na simu ili nimpe jibu muda si mrefu.

“Nilimueleza Baba wa Taifa kuwa, Mheshimiwa Edward Lowassa kupitia kwa Mheshimiwa Mzee Rashidi Mfaume Kawawa anaomba usaidie kusafisha jina lake kule jimboni kwake Monduli ili asikose ubunge kutokana na yale uliyomsema katika Kamati Kuu ya CCM Dodoma. Jibu la Baba wa Taifa alilonipa ni kuwa, nenda umwambie Mzee Rashidi Mfaume Kawawa asiwe mjinga kama Lowassa”!

“Kwa kuzingatia heshima kati ya wazee hao wawili, Kawawa sikumwambia hivyo! Badala yake nilimdanganya (nawaomba radhi tena Watanzania) jibu nililompa Mzee Kawawa ni kuwa juma lililokuwa linafuata tungekuwa Dar es Salaam na kwamba aje Msasani aongee na Baba wa Taifa. Mheshimiwa Kawawa alikubali.

“Nikarudi kwa Baba wa Taifa kusema uongo (naomba radhi tena) kuwa, Mzee Kawawa ameomba mzungumze tatizo la Lowassa tutakapofika Dar es Salaam. Baba wa Taifa alikubali na akaagiza nimuombe Mheshimiwa Mzee Kawawa kuwa Lowassa na Guninita na wapambe wengine wa Lowassa wote wafike Msasani.

“Siku ya siku ikafika. Tukawepo Msasani na Mheshimiwa Mzee Kawawa akaja. Lowassa hakuwepo! Sababu anazijua mwenyewe (muulizeni maana nasema ukweli). Rais Kikwete aelekea Nairobi kwenye mkutano wa EAC na kupokea Uenyekiti

Rais Jakaya Kikwete kesho anatarajiwa kupokea Uenyekiti wa Jumuiya ya nchi za Afrika Mashariki (EAC) katika Mkutano wa 16 wa viongozi wa nchi wanachama wa Jumuiya hiyo, utakaofanyika jijini Nairobi nchini Kenya.

Taarifa iliyotolewa na Kurugenzi ya Mawasiliano ya Rais, Ikulu imesema, Rais Kikwete na ujumbe wake wameondoka nchini leo jioni kwenda Nairobi katika mkutano huo unaotarajiwa kuhudhuriwa na viongozi wakuu wa nchi wote wanachama wa EAC.

Rais Kikwete atachukua Uenyekiti wa EAC kutoka kwa Mwenyekiti wa sasa, Rais Uhuru Kenyatta, wa Kenya ambaye nchi yake inamaliza kipindi cha uongozi huo na kuukabidhi kwa Tanzania.

Hii itakuwa mara ya pili kwa Rais Kikwete kuwa Mwenyekiti wa EAC katika muda wake wa Urais.

Miongoni mwa shughuli zitakazofanyika katika mkutano huo hapo kesho, ni pamoja na wakuu wa nchi kupokea ripoti ya mchakato wa nchi ya Sudani Kusini kujiunga na EAC na ripoti ya maendeleo ya kuafiki sifa za Somalia kujiunga na jumuiya hiyo.

Mwakilishi wa jimbo la Magomeni, Salmin Awadh amefariki dunia ghafla mchana wa leo mwendo wa saa saba mchana katika hospitali ya Mnazi Mmoja, baada ya kuanguka akiwa katika afisi kuu ya ya Chama cha Mapinduzi (CCM) huko Kisiwandui, Mjini Unguja, Zanzibar.

Sauti za Watanzania job opportunities

Sauti za Watanzania (Sauti-TZ) is a new 5-year USAID-funded award being implemented by Jhpiego-Tanzania in collaboration with partners EngenderHealth, PACT and NIMR/Mwanza.

The goal of Sauti-TZ is to contribute to the improved health of all Tanzanians through a sustained reduction in new HIV infections in support of the Government Tanzania through deploying new, and/or enhancing existing, vulnerability-tailored high-quality combination HIV prevention; positive health, dignity and prevention (PHDP); and family planning (FP) services for key and vulnerable populations (KVP) in selected regions of Tanzania. Anticipated project results include: 1) Increased and timely use of HIV prevention and FP services; 2) Improved positive behaviors and social norms at the individual and community levels; 3) Reduced vulnerability of women through novel structural interventions; and 4) Increasingly sustainable comprehensive HIV prevention services for KVP.

Biomedical Prevention and Treatment Advisor (1 Position, based in Dar es Salaam)

Position Overview: The Biomedical Prevention/Treatment Advisor will serve as the main technical advisor for all Sauti-TZ KVP-focused HIV biomedical prevention interventions. S/he will lead the design and oversee the implementation of culturally appropriate biomedical interventions at the national and regional level. The incumbent will provide technical guidance, monitoring and technical assistance to the MOHSW, R/CHMTs, CBOs, HIV/AIDS care and treatment partners, and other KVP-focused stakeholders in Tanzania. S/he will work with the Technical Director to ensure that comprehensive HIV prevention is built and sustained across the local and central government structures, and local CBOs. The candidate will also work closely with the MOHSW’s National AIDS Control Program (NACP), Ministry of Home Affairs, Prime Minister’s Office Regional Authorities and Local Government, and TACAIDS, cooperating partners and other stakeholders in the areas of HIV/AIDS biomedical prevention to support the implementation of national level health policies and strategies in relation to KVP-programming. S/he will promote and ensure proper integration of HIV biomedical prevention activities with other activities particularly those related to reproductive health, family planning, and tuberculosis. S/he will participate in the design and implementation of operational research to inform programming.

Responsibilities:
  • Lead Sauti-TZ’s biomedical prevention portfolio, collaborating with the MOHSW, implementing partners and other key stakeholders
  • As the technical lead, support the Technical Director in establishing and working closely with senior level counterparts in the MOHSW and other government and non-governmental partners to advance HIV biomedical prevention for key and vulnerable populations in the implementation regions and the country at large
  • Ensure that the Sauti-TZ HIV prevention activities are evidence-based and are integrated with with PHDP, tuberculosis screening and treatment, family planning, gender and other activities
  • Train, mentor and supervise healthcare providers, community counselors, R/CHMTs to address their attitudes and beliefs towards KVPs, as well as improve the capacity of providers and R/CHMTs to deliver core and expanded packages of services

Quality Assurance Advisor (1 position, based in Dar es Salaam)

Position Overview: The Quality Assurance Advisor will be a technical lead for all Sauti-TZ continuous quality improvement (CQI) activities. S/he will collaborate with the MOHSW to provide technical support to improve the quality and performance of KVP-centric health services, using the management approach and recognition based on standards of quality and performance. The incumbent will lead the operationalization of National Recognition Guidelines for CQI at all Sauti-TZ implementation sites, as well as support the development of innovative approaches in the areas of quality improvement and performance.

Reports To: Technical Director

Responsibilities:
  • Lead the program’s efforts to collaborate with the MOHSW to strengthening existing guidelines defining quality of care standards and operational guidelines for health services and KVP-centric services
  • Lead the program’s implementation of national QI/QA recognition guidelines for best performing KVP-focused services and other related services
  • Collaborate with R/CHMTs, implementing partners and other key stakeholders in conducting quarterly external QI/QA assessment and advocate for the use of assessment data for service improvement
  • Lead the process of instituting recognition and continuous quality improvement (CQI) techniques to establish KVP centers of excellence
  • In close collaboration with the MOHSW, local government and other implementing partners: Contribute to the definition of the focus and development of strategies and action plans for improving quality and performance in the areas of health services defined by the MOH, using the management approach and recognition based on standards
  • Strengthen systems for continuous quality improvement for the delivery of KVP-focused services at drop in centers, facility-based sites and during mobile outreaches (FP services, screening for STIs, GBV, TB and other related conditions affecting KVPs

Position Overview: The Community Based HIV Testing and Counseling (CBHTC+) Officer will be responsible for overseeing the implementation of Sauti-TZ’s targeted package of integrated mobile HIV testing and counseling, family planning, TB screening, and referral services. The CBHTC+ Program Officer will supervise and provide technical guidance mobile teams implementing the CBHTC+ services focused on key and vulnerable populations. Additionally the CBHTC+ Program Officer will collaborate with other technical leads ensure all client/beneficiaries are linked to care and treatment, behavioral and structural services that facilitate positive protective behaviors. S/he will also coordinate with the Regional Clinical Service Program Officers and the R/CHMTs and CBOs to create demand for CBHTC services.

Reports To: Biomedical/Treatment Advisor

Responsibilities:
  • Organize and plan for CBHTC+ services for KVPs, and oversee the delivery of KVP-focused HIV prevention, family planning, GBV, and TB screening services; with traceable linkages to care and treatment services.
  • Supervise CBHTC+ teams in the field.
  • Ensure that screening and referral for TB, STI, GBV, alcohol and drug abuse is taking place and referrals are successfully achieved.
  • Collaborate with the KVP popular opinion leaders and KVP-focused CBOs to identify KVPs and provide them with quality and safe package of CBHTC+ and other related services
  • Oversee training of community–based HTC teams in each region, follow-up support and support supervision, as necessary for activities
  • Lead the training and apprenticeship of healthcare providers (both facility based and those in drop in centers) and community counselors on best CBHTC+ practices
  • Collaborate with and support the R/CHMTs and Zonal Medical Stores to forecast and procure HIV test kits, FP methods, condoms and other commodities
  • Ensure adherence to the National Guidelines for Comprehensive Package of HIV Interventions for Key Populations in delivery of CBHTC+ services.
  • Ensure the dissemination of national policy, standards and guidelines on KVP HIV programming
  • Contribute to annual work planning, and work collaboratively with other project team members to ensure necessary project planning, development, resource availability and management activities function smoothly and efficiently
  • Coordinate with the Technical Director and other technical leads for successful delivery of technical assistance and implementation of project activities

Clinical Services (HIV/Family Planning) Program Officer (9 Positions, 1 Dar es Salaam, and 2 in each of the following regions i.e. Iringa Njombe, Mbeya and Mwanza)

Position Overview: The Clinical Services (HIV/Family Planning) Program Officer will provide technical support in the implementation and expansion of integrated quality HIV/FP services to both key populations (KPs) and vulnerable populations (VPs) in drop in centers (DICs), designated health facilities near hotspots, and through mobile/outreach services. S/he will responsible for the overall management of clinical service provision at site level including point of care CD4 testing, and contribute to the systematization and establishment of referrals/linkages with HIV/AIDS care and treatment and other services. S/he will provide oversight in the provision of HIV counseling and testing services, TB, GBV, alcohol and drug screening and referrals, care and treatment referrals and provision of adherence counseling for KVPs with HIV. The incumbent will also collaborate with the family planning leads to ensure quality and safe delivery of family planning services at designated sites, using both short and long acting FP methods. The incumbent will also conduct trainings on provision of KVP-friendly services, and lead the mentorship/apprenticeship program in select KVP centers of excellence. S/he will be the main overseer of all clinical care related services for KVPs, including addressing the health needs of KVPs PLHIVs. Responsibilities:
  • Lead the coordination, supervision and provision of HIV testing and counseling, family planning service provision, linkages to care, treatment, and support, and referrals to GBV, TB, STI and other biomedical services at drop in centers and mobile sites, as well as support the MOHSW in selected health facilities.
  • Train staff and community health workers on clinical management and integration of HIV, FP, TB screening, and STIs

Position Overview: The Regional Program Manager will be responsible for coordination, implementation and oversight of all Sauti-TZ activities in the assigned region. S/he will be responsible for overseeing coordination, implementation, management, monitoring and evaluation of program activities at the regional level; as well as participating in the management of finances, procurement, sub-grantees and human resources. The incumbent will build and maintain partnerships with the regional government and other key KVP stakeholders in the region. Under the leadership and supervision of the Program Director, s/he will work closely with Regional and District authorities, Health Teams, KVP-focused CBOs/CSOs, Community Leaders, KVP groups, and PLHIV groups to implement an integrated package of KVP-centered HIV prevention interventions.

Reports To: Program Director (in Dar es Salaam)

Responsibilities:
  • Coordinate the development of regional program strategies across the program components including work plans for overall implementation and attainment of program goals and objectives
  • Provide strategic leadership and set priorities for the regional program team to ensure effective field program implementation
  • Supervise regional technical, program, M&E and financial staff.
  • In collaboration with regional technical and financial staff, coordinate development and subsequently monitor budgets and spending for program activities.
  • Build leadership capacity of CBOs, local governments and other community structures to be able to robustly implement effective KVP programs
  • Liaise with the Regional and District health management teams in making sure that Sauti-TZ activities appropriately contribute to local priorities and strategies.

Biomedical Advisor (4 positions, one in each of the following regions i.e. Mwanza, Iringa, Mbeya, and Njombe)

Position Overview: The Biomedical Advisor will provide technical oversight and direction for the biomedical interventions in the region. S/he will collaborate with the Biomedical/Treatment Advisor in Dar to provide technical assistance on the provision of KVP-focused HIV prevention, family planning, STIs, GBV and TB screening. S/he will collaborate and build the capacity of care and treatment and FP implementers in the region in provision of KVP-friendly services. The incumbent will also provide guidance, monitoring and technical assistance on biomedical/treatment services to the MOHSW, R/CHMTs, HIV/AIDS prevention, care and treatment partners, and KVP-focused CBOs in the specific regions. S/he will provide technical and programmatic assistance that incorporates evidence-based best practices in the design, implementation, coordination, monitoring and evaluation of the HIV biomedical prevention and treatment programming, and work closely with MOHSW and other government and non-government agencies to implement culturally appropriate interventions, advocating for increased community based interventions.  S/he will work with the Technical Director to ensure that that comprehensive HIV prevention is built and sustained across the local and central government structures, and local CBOs.  S/he will promote and ensure proper integration of HIV biomedical prevention activities with other activities particularly those related to reproductive health, family planning, and tuberculosis.

Responsibilities:
  • Lead the Sauti-TZ Biomedical Prevention portfolio in the designated region, in collaboration with staff, implementing partners and other key stakeholders
  • Supervise and provide technical support to the Sauti-TZ Clinical Services Program Officers and CBHTC+ team in the designated region; planning and overseeing the implementation of biomedical-related technical assistance.
  • Support the Technical Director and the Biomedical/Treatment Advisor in establishing and working closely with senior level counterparts in the MOHSW, regional care and treatment partners, and other government and non-governmental partners to advance HIV biomedical prevention for key and vulnerable population in the implementation regions and the whole country at large
  • Train and mentor healthcare providers, community counselors, R/CHMTs to address their attitude and belief towards KVPs, as well as improve the capacity of providers and R/CHMTs to deliver core and expanded packages of services

Senior Grants Officer (1 position, based in Dar es Salaam)

Position Overview: The Senior Grants Officer will be responsible for oversight and management of the sub-grantees under Sauti-TZ program in all regions. S/he will lead the design, development, and oversight of the sub-grants management policies, procedures and practices in line with USG rules and regulations. S/he will provide guidance and interpretation of grants policy, for program staff, as well as sub-grantees. S/he will be responsible for contractual support to the Sauti-TZ program, providing critical oversight and technical assistance in grants and contracts management and cost proposal development, as well as management of the liaison and communication between the project and the Jhpiegos Grants and Contracts Unit in the US. The incumbent will lead the process of analyzing and evaluating grant applications, proposals, and awards to ensure adherence to grants management policies and donor requirements. S/he will ensure proper negotiation of the terms and conditions for grants and views and analyzes budget estimates for reasonableness and consistency. He/she will deliver technical assistance to sub-grantees in grants management and conduct compliance visits to sub-grantees and assist them in developing performance improvement plans.

Responsibilities
  • Develop and/or revise Grants & Contracts SOPs, support documents, templates, and systems to ensure compliance with project needs and donor requirements
  • Provide management oversight and technical assistance to the project and proposal budget development and oversight of grants, contracts, and sub-agreements. Work closely with project technical staff to facilitate the process.
  • Lead the process of issuing requests for proposals in key technical areas, manages the submission process, and coordinates the review and award of new grants.
  • Work with the Project senior management and technical staff to select grantees for award. This will include establishing selection criteria for sub-grantees and conducting pre-award assessments to determine the responsibility of prospective grantees and providing feedback to all the applicants
  • Provide oversight and technical assistance in the proper management of grants, subcontracts, and sub-agreements throughout the project.
  • Make determinations of risk profiles of prospective grantees and recommend appropriate approaches to mitigate the risks identified, including the development of special award conditions.
  • In addition to pre-award assessments, the Grants Manager will also be responsible for the following pre-award tasks:

Senior Finance Officer (1 position, based in Dar es Salaam)

Position Overview: The Senior Finance Officer is responsible for providing the overall financial and management support to Sauti-TZ program in order to ensure the smooth running of all program operations. S/he will be responsible for tracking program budgets and expenditures in alignment with the workplan. S/he will support the Senior Finance Manager to develop financial budgets and reports. S/he will also work with procurement section to ensure timely disbursement of funds to vendors and sub-grantees. S/he will be responsible for orienting other finance staff on compliance issues.

Reports To: Senior Finance Manager.

Responsibilities:
  • Review posting of all QuickBooks (QBE) entries on a daily basis and initials all vouchers entered or created from the system.
  • Monitor and track all advances issued to staff and makes sure that no additional advances are processed before reconciling previous ones.
  • Prepare adjustment vouchers and submit for review to the finance manager – accounting and post them after they have been reviewed. This includes making sure that adjustment vouchers for prepayments are prepared on a monthly basis.
  • Ensure that vendor payments are processed on time and reconcile vendor accounts in collaboration with finance officers under accounts payable.
  • Ensure that funds in TZS bank accounts are always available to meet both activity and operational objectives. This includes ensuring that funds are transferred on time from the Jhpiego bank account to mobile company bank account and ultimately into Jhpiego’s mobile money account.
  • Ensure that purchase order log is being updated regularly by the respective finance officers.
  • Perform initial QuickBooks closing procedures such as bank reconciliations, exchange rate calculations etc. under the guidance of the finance manager –accounting.

S/he will work under the direct supervision of the Senior Finance Officer, and in close coordination with the Senior Finance Manager to prepare and review Sauti-TZ activity budgets at regional level. She will also provide technical assistance to sub-grantees on finance management

Reports To: The Dar es Salaam-based position reports to the Senior Finance Officer, and other 4 regional-based positions report to the Regional Program Manager, with strong guidance from the Senior Finance Officer

Responsibilities:

Banking:
  • Responsible for maintaining bank accounts according to Jhpiego’s policies and procedures, including updating check register, forecast cash needs, and timely update check
Accounts Payable:
  • Efficiently manage all the Sauti-TZ regional office non-petty cash disbursements ensuring compliance with all applicable internal controls and Jhpiego, JHU and USAID financial management policies and procedures.
  • Ensure that all project expenditure is reasonable, allocable and allowable, has adequate supporting documentation, has the appropriate expense class and account coding, has been approved and that goods, services and due deliverables have been received, accepted and are in good condition prior to finalizing payment.
Taxes and Statutory Deductions:
  • In coordination with the finance office, compile and remit applicable local statutory and tax amounts payable to the Tanzania Revenue Authority
Accounting System:
  • In accordance with Jhpiego/JHU policies and procedures, timeously provide information to the Finance manager for QuickBooks accounting system capturing all Sauti-TZ’s financial transactions.
Accounting Records:
  • Maintain and manage in a systematic and efficient manner, accurate financial records and supporting documentation (both hard and electronic copies) of all financial transactions for the Sauti-TZ project.
  • Ensure all documents have been duly reviewed and approved, they have been marked “PAID” and voucher and check numbers have been assigned that reference the documents to QuickBooks.

Project and Travel Advances Management:

Position Overview: The M&E officer will be responsible for the routine monitoring of all the activity programs in alignment with the Sauti-TZ M&E plan and the performance monitoring plan. S/he will work closely with the regional Associate M&E Officers to operate efficient systems of regional level M&E. S/he will provide timely and relevant information to Senior M&E Manager, program and technical staff, and other project stakeholders. S/he will contribute to strengthening the M&E capacity of sub-grantees. S/he will also participate in Sauti-TZ research activities and support consultants as required.

Reports To: Senior M&E Advisor

Responsibilities:
  • Prepare and monitor performance indicators using simple data collection and collation tools in line with the program’s performance monitoring plan
  • Track the project inputs, activities, processes, outcomes and impact measures of the program.
  • Prepare monthly and quarterly data indicator reports
  • Undertake monitoring visits to the various project sites and partners to support implementation of M&E responsibilities
  • Ensure that quality data for the Sauti-TZ PMP and PROMIS are collected and reported by specified deadlines.

Position Overview: The Associate M&E Officer will be working under the direct supervision of the Regional Program Manager, and in close coordination with the Senior Monitoring and Evaluation Officer. She/he will be mainly responsible for gathering regional data, providing M&E technical assistances to regional partners, and reporting regional program data.

Position Overview: The Data Manager is responsible for providing high quality data entry, data management and quality control of data. S/he is also responsible for running outputs and cross-checking with the original data source to ensure accuracy, and running reports for program managers. In addition, the data manager will be responsible for conducting internal data quality assessments and developing data quality improvement plans. The person in this position must be able to work independently, be experienced in data management using databases, and preferably be comfortable working in health facilities.

Reports To: Dar es Salaam position reports to the Senior M&E Advisor, and the 4 remaining regional positions report to Regional Associate M&E Officer

Responsibilities:
  • Enter data, run output reports from databases and cross-check with data sources to make sure that data are accurate
  • As required, visit community or health facility to make sure protocols for filling in data are being observed
  • Discuss irregularities in data with program managers and jointly come up with solutions
  • Developing data quality improvement plans for the region
  • Assist in running reports / data outputs at reporting time and deliver to program managers in a timely fashion

Health Informatics Officer (1 position, based in Dar es Salaam)

Position Overview: The Health Informatics Officer will be responsible for the Sauti-TZ project data management systems. S/he will contribute to building programs capacity and creating a data-for-decision-making environment at the country office and in the regions. The Health Informatics Officer will assist to roll out new innovations in e- or mHealth within Sauti-TZ program initiatives, and improve systems for use of mobile technology for data collection and geographic information systems (GIS). Under the leadership of the Senior Health Informatics Advisor and the Senior M&E Advisor, s/he will work hand in hand with members of the team responsible for the maintenance, management and functionality of Sauti-TZ data management systems, including TrainSmart, the QI database, and J-RISE. S/he will support data quality through systems building DQA or other data cleaning processes.

Reports To: Senior M&E Advisor

Responsibilities:
  • Ensure maintenance, proper functioning and output of Sauti-TZ data management systems
  • Under the guidance of the Senior M&E Advisor, work with partners on health systems improvements related to HMIS, for example operationalizing, strengthening and using outputs of the DHIS2 at various levels, creation of modules for DHIS2, such as a CHW module,

Position Overview: The Grants Officer is responsible for supporting Sauti-TZ grants program for local NGOs CBOs and associations who will work on the Sauti-TZ program. S/he assists in developing and revising all templates for solicitations and agreements, as well as detailed procedures for the entire grants management cycle, including: implement activities and effect payment as per grant agreement, local government requirements, accepted accounting practice etc., participate in evaluating and selecting grantees; and ensuring grantee payment; and monitoring (including field visits), reporting, and evaluating results. S/he assists the NGOs, CBOs and associations in monitoring their progress against the plans, tracking expenses against their budgets, and generating required reports with in the agreed deadline. S/he works closely with the local NGOs, CBOs and association program officers and finance staff.

Reports To: Regional Program Manager with strong links to the Dar es Salaam-based Grants Manager.

Responsibilities:
  • Assist in developing or adapting formats, procedures, and regulations to be used for formulating, executing, monitoring, and closing grants according to USAID/CDC regulations.
  • Document the process by which NGOs, CBOs and associations are selected for awards and notify applicants and other stakeholders of awards granted.
  • Where appropriate and needs are identified, assist grantees in developing work plans, monitoring progress, tracking expenses, preparing reports, and facilitating grantees’ compliance with the terms of their agreements.
  • Update for grantees as and when there is new rules and regulations issued by the donor and follow up its implementation
  • Conduct field visits to monitor grantees and provide on-site support, as needed.

Reports to: Regional Program Manager
Position Overview: The Procurement Officer will coordinate all the procurement activities for Sauti-TZ program in the respective regions. S/he will contribute to the development of procurement plans. S/he will implement and maintain sound procurement system following the organizations procurement policies and procedures to ensure the integrity, smooth running and effective performance of Sauti-TZ Program. S/he will provide technical assistance to sub-grantees on procurement process and support them in developing improvement plans.

Responsibilities:
  • Ensure Purchase Requests are adequate, clear specific and complete.
  • Check quality and availability of requested items and collect proformas accordingly.
  • Ensure all steps involved in procurement process - distribution of quotation requests, collection of proforma invoices, delivery of Purchase Orders, collection of goods, obtaining Goods Receiving Note’s, and final submission of GRNs and receipts to Finance
  • Prepare analysis of bids, compile bid documents for review by the purchasing committee, and assist in setting selection criteria.
  • Maintain and update Purchase Register and ensure that requests for quotations, bid analysis, etc. are prepared according to Jhpiego Tanzania’s procurement standards.
  • Maintain an up-to-date vendor list of classified suppliers e.g. stationery, hardware, tools, furniture, equipment etc. and make it available upon request.

Position Overview: The Program Coordinator will assist in all the logistics and operations in relation to the development, implementation, management, monitoring and evaluation of activities implemented by Sauti-TZ. These will include, development of work plans, compilation of reports, initiating the procurement process of various supplies and equipment, liaising with central and local government stakeholders, CBOs, and stakeholders in various program implementation activities. In addition to supporting and coordinating daily work of the managers, the incumbent will help to effectively manage communications with staff and other stakeholders in consultations with respective managers. The incumbent will also be responsible for supporting the Project Assistants to organize all meetings and workshops, prepare activity budget, initiating the procurement process for various program supplies and equipment in alignment with the Jhpiego policies.

Responsibilities:
Project Activity Planning:
  • Coordinate closely with the project and finance teams in the planning of Sauti-TZ program activities.
  • Participate in periodic work planning meetings and activity planning.
  • Track with project teams the project work plans and status of activity implementation,
  • Work with the program and finance team in developing activity budgets and project activity advance requests,
  • Identify and books venues for activities,
  • Prepare and dispatch participant and trainers invitation letters,
