This United Nations Capital Development Fund (UNCDF) call for investment proposals is the first in Tanzania under the Local Finance Initiative (LFI) programme which is being implemented in partnership with the government of Tanzania through the Prime Minister’s Office – Ministry of Regional Administration and Local Governments (PMO-RALG).
General Context

The LFI programme provides project development and financing support in the form of seed capital, credit enhancements and technical expertise to unleash and trigger broader and deeper local economic development impact in the local communities. In other words, local economic infrastructure projects that are otherwise un-bankable are de-risked and taken to an investment ready stage where they are prepared to attract equity investors and access commercial capital.

The LFI programme supports commercially viable investments promoted by public and or private developers that aim to build productive capacity, sustainable consumption and will results in attaining transformative impact in the local communities. In addition, LFI supports projects to access private sector capital preferably domestic capital. It also provides local governments with innovative ways to access new sources of financing for their economic infrastructure projects. The limited public funding including donors’ support is leveraged by seeking private sector capital using financial structures and instruments that mitigate risks and therefore increase effectiveness of the public sector funding; and LFI deepens the private sector engagement, increase the capacities of local stakeholders and enhance the capital markets.

Investment Profiles and Selection Criteria

This Call for Investment Proposals is targeting commercially viable investment projects that:
  • build sustainable production systems ‘small and medium size infrastructure’ and consumption patterns;
  • increase productivity in agriculture and market access to small and medium sized agri-businesses and farmers;
  • enhance women economic empowerment and gender equality;
  • build resilience to climate change and access to clean and sustainable modern energy sources.

The selection process will focus on the identification, selection and development of projects that are a) commercially viable b) have transformative development impact and c) must be within the prescribed total project cost/size ranging from $100,000 to $20,000,000.

Eligible Investments for LFI Support

Projects selected from this Call will be considered for investment using the LFI selection criteria as a starting point. In addition, provision of technical support during development and financing stages, the LFI seed capital can be structured as: Quasi Equity/Subordinated Debt, Short term loan, Grant, Credit Enhancement and Guarantees in order to deepen private sector development and extend reach to SMEs, small and medium-scale farmers, local economic development actors, whether they are public or private businesses.

Eligibility Criteria for LFI Investment Proposals


  1. In order to qualify for UNCDF LFI technical support and funding support through this Call, investment proposals must meet the following criteria:
  2. Sponsored by public or private entities.
  3. Must demonstrate impact to the local communities where the project will be implemented.
  4. Project development activities must have reached an advanced stage beyond a concept note or proposal with initial feasibility (business and technical) studies completed etc.
  5. Project takes place in Tanzania.
  6. Total project size should range from $100,000 to $20,000,000.
  7. Demonstrated profitability in the financial summary or evidence of long-term financial sustainability.
  8. High quality management.
  9. Compliance with UNDCF/UNDP Environmental & Social Performance Standards, including Human Rights.

Mama mzazi Martha Matonya aliyekuwa akimuuguza marehemu amesema walimfikisha hospitalini hapo Ijumaa ya wiki iliyopita baada ya kuona anazidiwa. Alisema ilipofika Jumamosi hali ya ilibadilika, akashindwa kuongea hadi alipofariki siku iliyofuata.

“Mwanangu hali yake ilibadilika akawa hana uwezo hata wa kuongea ila ameteseka sana afadhali akapumzike’’alisema Mama wa Marehemu.

Christopher alikuwa anasumbuliwa na ugonjwa wa Kifua Kikuu kwa muda mrefu. Maziko yake yatafanyika siku ya Jumanne katika Makaburi ya Shule ya Hijra, huku msiba ukiwa katika eneo la Nkuhungu Bandeko.

Rais wa Simba Evans Aveva ambaye yuko mjini Shinyanga katika pambano la ligi kuu dhidi ya Stand United ametuma salam za rambirambi kwa familia ya marehemu na kumuelezea marehemu kuwa aliitumikia Simba kwa juhudi, mapenzi na uaminifu mkubwa na kusema kwamba Simba itaungana na familia yake katika msiba huo.

TANZANIA: A NEW CONSTITUTION?

At the end of April, Tanzanians will vote to decide whether to approve a new Constitution.

If it is approved – and it has to pass in both Zanzibar and on the Mainland – it will come into effect for the Presidential and Parliamentary elections at the end of October.

The draft is controversial, because it does not follow the recommendations of the Constitutional Review Commission chaired by former Prime Minister Joseph Warioba which proposed a “three-parliament solution” – a parliament for Zanzibar, a parliament for the Mainland, and a Federal Parliament covering issues that affect both. However, many other issues are also included in a constitution, including the powers and discretion of the President, and the relationship of the President to the bunge and to the courts, access to information, freedoms of the press, rights of women and minorities, e.g. to own land, and dual citizenship.

These matters will be introduced by a team of speakers, after which there will be plenty of time for discussion. Frederick Longino has a doctorate from York and previously worked for the Anti-Corruption Bureau in Tanzania. Professor Abdul Paliwala taught in the Law Faculty in Dar es Salaam in the 1970s and at Warwick University – he is a specialist on international development law and human rights. Yussuf Hasan is senior lecturer in Swahili at SOAS. Aikande Kwayu is a blogger and writer with a PhD from Nottingham working at the Centre for Comparative and International Education at Oxford, and for the consultancy Bumaco Ltd.

Taarifa ya UVCCM Lindi kwa umma kuhusu mauaji ya albinoa

TAARIFA KWA UMMA

Baraza Kuu la Jumuiya ya Umoja wa Vijana wa Chama Cha Mapinduzi (UVCCM) Mkoa wa Lindi chini ya Mwenyekiti wake Ndugu Amir M. Mkalipa, wamefanya kikao cha kikanuni leo tarehe 21 feb 2018, katika ukumbi wa mikutano wa ofisi kuu ya CCM Mkoa wa Lindi, iliyopo Wailes, Lindi mjini.

Pamoja na kujadili hoja zingine zinazohusu uimara wa jumuiya mkoani Lindi, changamoto za Vijana na Walimu, suala la migomo ya wafanyabiashara, na kuwataka watendaji wa Serikali kutimiza wajibu na majukumu yao kikamilifu ili kuongeza ufanisi wa Serikali katika kutatua kero za wananchi na kuleta maendeleo ya jamii, lakini pia kikao hicho kimeazimia:-

a} Baraza kuu la UVCCM Mkoa wa Lindi imeitaka Serikali kuendelea kuchukua hatua kali kwa watakaobainika kuhusika na mauaji ya Albino. Ni lazima Serikali kushirikiana na wananchi wahakikishe ndugu zetu Albino wanaishi maisha yenye usalama, amani na furaha kwani ni haki yao kikatiba.

b}Pia, Baraza Kuu la UVCCM Mkoa wa Lindi linampongeza Mhe. Rais na Mwenyekiti wa CCM ndugu Jakaya Kikwete kwa utekelezaji wa Ilani ya CCM (2010-2015) kwa kukamilisha ujenzi wa barabara ya Kibiti-Mingoyo,

Pia inampongeza Mhe Rais Jakaya Kikwete kwa kuteuliwa kuwa Mwenyekiti mpya wa jumuiya ya Afrika Mashariki.

Lakini pia, UVCCM inampongeza na kumuunga mkono Mhe Rais kwa uteuzi wa wakuu wa wilaya wapya 27 ambapo baadhi ya wateule hao wanatoka kwenye jumuiya hiyo, jambo ambalo ni heshima kubwa kwa UVCCM, na kudhihirisha kuwa jumuiya hiyo inatimiza wajibu wake wa kuwa tanuru la kuoka viongozi wenye uwezo, waadilifu na wenye kuaminika katika jamii. Pia UVCCM imewapongeza ndugu Mboni Mhita na ndugu Paul Makonda kwa kuteuliwa kuwa wakuu wa wilaya na kuwataka wakatimize wajibu kwa kuwatumikia wananchi kwa uadilifu na ufanisi.

Pia, UVCCM Lindi inampongeza Kamanda wa Vijana Mkoa Mhe Bernard Membe-Mbunge wa Mtama na Waziri wa Mambo ya nje na ushirikiano wa kimataifa kwa kuwa karibu na Vijana na kuiwezesha jumuiya kutimiza majukumu yake.

C} Mwisho, UVCCM Mkoa wa Lindi inahimiza Halmashauri za wilaya kutenga asilimia 10% ya Mapato yake kwa ajili ya maendeleo ya Vijana na Wanawake, ili vijana wanufaike kwa mikopo na waweze kujiajiri ili kukabiliana na tatizo la ajira na umasikini. Jambo hili lipo kisheria sio ombi, hivyo watendaji husika wa Serikali wahakikishe wanatimiza wajibu wao ipasavyo ama UVCCM itawalazimisha kutimiza wajibu huo.

Jumuiya ya Umoja wa Vijana wa Chama Cha Mapinduzi Mkoa wa Lindi, wamepitisha ratiba ya shughuli zao kwa Mwaka 2015 na wataanza ziara ya kutembelea Vijana katika wilaya zote sita (6) za Mkoa wa Lindi.

Kiongozi anayetaka Urais ama uongozi wowote wa nchi hii aoneshe uwezo wake katika kulinda na kuzuia mauaji ya albino.

Huu upuuzi wa kuandika maneno ya kuvutia na kugusa hisia kwenye mitandao jamii, hata sisi tunaweza kutunga maneno mazuri pia. 

Acheni unafiki wa kupayuka majukwaani hayana tija. We've heard those words before na hata Waziri Mkuu kulia Bungeni miaka kadhaa iliyopita, did it help? How much? Was it sustainable? Mbona sasa wanauawa tena? You should be ashamed of yourselves because your lack to exercise powers that you were vested upon when wananchi trusted you and put you into those positions. If until now you don't see yet your responsibility in protecting the vulnerable, you are as good as nothing. You really sum up to nothing kwa sababu aliyekuamini utamlinda amekufa na anayekutegemea umlinde anaishi kwa hofu. 

If you can't protect the smallest vulnerable group in the society, how dare you fool us that you guarantee safety for the whole nation kama siyo uongo usiyejitambua kuwa unaongopa? 

Shame on all leaders in Tanzania, very shame for you can't lead us into protecting our own sisters and brothers. All you do is talk and pretend everything is fine now. It is sickening. Shame on you. Hivi mkuwa katika mikutano na viongozi wa nchi nyingine wakauliza kuhusu hili suala mnawajibu nini na kwa majibu yenu wanakutafsirini vipi?

Ninyi ni primary beneficiary wa hili, kama sivyo, prove us wrong, na mtuoneshe kwa vitendo vithibitishe kweli kweli kuwa hili linawakera na tukiwatizama matendo yenu turidhike na kukubali kuwa mnakerwa, siyo kutuambia na kurudia rudia maneno hapa tu kuwa, 'hili linakera, linanikera kweli kweli,' tukikuangalieni hatuoni mnavyokerwa. Wanafiki wakutupwa! Watu wetu wanaangamia, msivyo na haya mtaanza kuhangaika na watu wanaosema ukweli huu badala ya kuhangaina na wanaoendelea kuua wenzetu. Mnakera mara nyingine, basi tu!

Na aibu kwetu sisi wananchi na raia. Tumekubali kupumbazwa na meneno ya kisiasa sasa tunafuata tu kama makondoo, hatuhoji tunaogopa mpaka hata linalohusu uhai wetu, hatuwajibishi wala kudai haki tumebaki kuwalalamikia tu.

The NY Times: Fears persist that violence against albinos in Tanzania will grow

The boy was just a year old when five men with machetes snatched him from his home. Two days later, the police found his body with the arms and legs lopped off.

The reason for the atrocity? The baby’s pale skin marked him as an albino, and, where he lived in southeast Africa, albinos are at risk because their body parts are used for witchcraft. They also face discrimination and are often shunned as outcasts.

The abduction, killing and mutilation of the child, Yohana Bahati, in the Geita region of northwestern Tanzania last weekend sent a chill of revulsion across the globe.

“Violence and discrimination against people with albinism must be halted,” the United Nations high commissioner for human rights, Zeid Ra’ad al-Hussein, said in a statement from his office in Geneva on Thursday, calling the killing “horrific.”

But the fear persists that, with Tanzanian elections set for October, the risk to the country’s albinos will grow as politicians turn to witchcraft to enhance their prospects.

“This is the year of elections in Tanzania and, as some analysts have suggested, it could be a dangerous year for people living with albinism,” Alvaro Rodriguez, the United Nations’ ranking official in Tanzania, warned on Wednesday.

Since 2000, according to United Nations estimates, 75 albinos have been killed and the frequency of attacks on them seems to be increasing. In the past two months, three such attacks have been reported. In December, a 4-year-old girl, Pendo Emmanuelle Nundi, was taken by an armed gang. She has not yet been found.

Witch doctors will pay as much as $75,000 for a complete set of albino body parts, according to a recent report from the Red Cross.

The persecution of albinos has been a longstanding feature of life in parts of Tanzania, and advocacy groups complain that the authorities, despite a recent ban on witchcraft, have shown little interest in curbing the lucrative trade in body parts.

“These attacks are accompanied by a high degree of impunity,” Mr. Rodriguez said, according to Agence France-Presse, “and while Tanzania has made efforts to combat the problem, much more must be done to put an end to these heinous crimes and to protect this vulnerable segment of the population.”

Vicky Ntetema, executive director of Under the Same Sun, a Canadian nonprofit working to defend albinos, told Reuters: “There’s absolutely no political will among leaders to end these macabre killings.” She said family members were often linked to abductions.

“Albinism is not a disease,” she said. “People must understand albinos are normal people like everyone else, and the government has a role to play to ensure this education reaches many people since most of the killings involve members of the family.”

Albinism is a hereditary genetic condition that causes an absence of pigmentation in the skin, hair and eyes and is often linked by researchers to inbreeding. It is particularly prevalent in Tanzania, affecting one person in 1,400, compared with one in 20,000 in the West.

After the abduction of the baby last weekend, his mother was taken to a hospital to be treated for cuts to her face and arms inflicted as she sought to shield the baby from the attacks, news reports said. The police were said to be questioning the baby’s father, but no charges have been filed.
