Mzee wa kesi mahakamani, Mch. Mtikila afungua kesi kuzuia Mahakama ya Kadhi


MCHUNGAJI Christopher Mtikila, leo amefungua kesi ya kikatiba namba 14 ya mwaka 2015 katika Mahakama Kuu ya Tanzania kupinga muswada wa mabadiliko ya sheria kwa ajili ya kuitambua rasmi Mahakama ya Kadhi.

Muswada huo umepangwa kuwasilishwa, kujadiliwa na kupitishwa katika kikao cha Bunge litakaloanza vikao vyake Jumanne wiki hii mjini Dodoma.

Katika mashtaka yake, Mchungaji Mtikila aliye Mwenyekiti wa Taifa wa Chama cha Democratic (DP), anaitaka mahakama kuu kufanya mambo makuu matatu.

Kwanza, anaitaka imwadhibu Mwanasheria Mkuu wa Serikali, George Masaju, kwa kumpa kifungo kisichopungua miaka mitano kutokana na kitendo chake cha jaribio la kuvunja ibara ya 19 ya Katiba ya Tanzania ya mwaka 1977.

Pili, anaitaka itamke kwamba ni kinyume cha sheria kwa serikali kujihusisha katika masuala yoyote yanayohusu Mahakama ya Kadhi au Shirika la Waislamu Duniani (OIC).

Na tatu, anaitaka Mahakama Kuu itamke kwamba adhabu zinazotolewa na Mahakama ya Kadhi kwa mujibu wa sheria za Kiislam (sharia), kama vile viboko, kupondwa mawe hadi kufa, kukata kichwa, na kukata mikono, zinapingana na utu wa binadamu, na ni kinyume cha Tamko la Umoja wa Mataifa Kuhusu Haki za Binadamu.

Kwa mujibu wa hati ya mashtaka iliyo mikononi mwa MwanaHALISIOnline, mshitakiwa mkuu ni Mwanasheria Mkuu wa Serikali, George Masaju, ambaye ni mshauri mkuu wa serikali kuhusu masuala yote ya kisheria. Masaju anakabiliwa na mashtaka makuu mawili.

Kwanza, Mtikila anamtuhumu Masaju kushirikiana na Waziri Mkuu, Mizengo Pinda, mawaziri Mary Nagu, Asha-Rose Migiro na mawakala mbalimbali katika kuratibu uanzishwaji wa “Mahakama ya Kadhi” kazi ambayo ni sehemu ya mradi mpana wa “kuibadilisha Tanzania kuwa dola ya Kiislam.”

Kwa mujibu wa Mtikila hili ni jaribio la “kuipindua serikali ya kidemokrasia na isiyofungamana na dini yoyote katika Jamhuri ya Muungano wa Tanzania,” na badala yake kusimika mfumo wa serikali yenye mnasaba na dini ya Kiislam “chini ya usimamizi wa makadhi.”

Mtikila anadai kwamba, kwa mujibu wa sheria za Kiislam (sharia), kiongozi aitwaye “Kadhi Mkuu” anapaswa kuwa na mamlaka ya pili baada ya rais wa nchi.

Hivyo, anasisitiza kuwa mfumo huu wa kisheria utawainua waislamu wapatao milioni 12.4 dhidi ya Wakristo wapatao milioni 29 hapa nchini Tanzania.

“Muswada kuhusu Mahakama ya Kadhi haukubaliki Tanzania kwa kuwa ni wa kibaguzi, kwani unawahusu Wasislam pekee ambao ni sehemu ndogo ya wananchi, na hivyo utawafanya wananchi baki kuwa watumwa wa waislam, jambo ambalo ni kinyume cha ibara za 12, 13(2), 13(4), 13(5) na 19 katika Katiba ya Tanzania ya mwaka 1977,” anasema Mtikila.

Kwa mujibu wa Mtikila Wakristo hao milioni 29 wanajumuisha Walutheri milioni 5.5, Wakatoliki milioni 11, Waanglikana milioni 3, Wamoraviani milioni 1.8, Wapentekoste milioni 5.8, Waadventisti milioni 1.8 na waumini wa dini za asili milioni 7.

Pili, Mtikila anamtuhumu Masaju kushirikiana na Waziri Stephen Wasira, Mizengo Pinda, Ernest Ndikilo, Karen Yunus, Issa Njiku, Dan Makanga, na Ernest Mangu kusigina katiba ya nchi kwa kuwaweka Wakristo milioni 29 chini ya utumwa wa Kiislam, kwa kuwazuia kuchinja mifugo yao kwa ajili ya kitoweo, na badala yake kuwataka wale kitoweo kutokana na wanyama waliochinjwa na Waislam.

Kwa mujibu wa mchungaji Mtikila, jambo hili ni kinyume cha Sheria ya Magonjwa ya Wanyama ya mwaka 2003; kinyume cha Sheria ya Chakula, Madawa na Vipodozi ya mwaka 2003; na kinyume cha ibara ya 19 ya Katiba ya Tanzania ya mwaka 1977.

Kwa kuzingatia tuhuma hizi, Mtikila anaiomba Mahakama Kuu kumtaka Mwanasheria Mkuu wa Serikali pamoja na washirika wake kujieleza ni kwa nini wasifungwe jela kwa miaka mitano na zaidi kwa kosa la kuisigina katiba ya nchi ambayo walikula kiapo cha kulinda na kuitetea.

Mtikila amefungua mashtaka hayo kwa kutumia mamlaka yake kama raia wa Tanzania mwenye jukumu la kuilinda katiba ya nchi dhidi ya dharau na usiginaji mwingine wa aina yoyote. Mamlaka hayo anapewa na ibara ya 26(2) ya Katiba ya Tanzania ya mwaka 1977.

Tanzanian wins overall pan-Commonwealth Youth Award 2015

Commonwealth Youth Awards for Excellence in Development Work have been conferred on four outstanding young people in recognition of their efforts to promote youth empowerment, education and entrepreneurship, the environment, and gender equality.The award ceremony was held in London on March 10th.

The awards celebrate young people aged 29 or under from Commonwealth countries in Africa, Asia, the Pacific, and the Caribbean and Americas whose work has had a significant impact on people and communities in their country or region.

The winner of the overall pan-Commonwealth Youth Award 2015 is Mr Julius Shirima from Tanzania, aged 25, who founded a microventure capital fund and entrepreneur network that helps young business people turn enterprising concepts into profitable ventures. As a result of his efforts, thousands of young people in Tanzania are today empowered, generating income and enjoying meaningful work.

At the prize giving ceremony in London, United Kingdom, Mr Shirima was also announced as the recipient of the Africa Region Commonwealth Youth Award.

Ms Gulalai Ismael from Pakistan was named Asia Region Commonwealth Youth Award winner and Ms Nolana Lynch from Trinidad and Tobago was announced Caribbean & Americas Commonwealth Youth Award winner.

Ms Brianna Frueann from Samoa, was named Pacific Region Commonwealth Youth Award winner. At the age of 16, Ms Frueann is the youngest ever recipient of a Commonwealth Youth Award.

Mr Shirima commented: “Winning the pan-Commonwealth Youth Award confirms to me and my team that we should continue with the work we are doing because it is having a positive impact on young people’s lives. I feel really humbled to receive this prize. The outlook of the other finalists has also taught me a lot. All of the young people here are united by the drive to improve our communities.”

The pan-Commonwealth Youth Award includes a cash prize of £5,000 for Mr Shirima, and £3,000 each for the other regional winners, to reinvest in their development work.

Kamalesh Sharma, Commonwealth Secretary-General, who presented the awards, said: “The Commonwealth Youth Awards recognise and celebrate the efforts of these outstanding young people, and demonstrate to leaders and other policy makers the value and importance of young people’s role in national development. Importantly, the awards also serve to inspire other young people to take action in their communities. We are delighted, once again, to have such very worthy winners.”

Mr Sharma congratulated each of the regional award winners and the 12 other shortlisted finalists. “You have distinguished yourselves in your work, from poverty alleviation and human rights to peace-building. You showcase what is possible. You are catalysts and beacons and we regard you as partners and allies in the work of the Commonwealth,” he added.

The winners were selected by regional adjudication panels made up of youth leaders, Youth Ministry officials, youth workers and staff of the Commonwealth Secretariat’s Youth Division.

AFRICA

Mr Julius Shirima (Tanzania, age 25) founded Darecha, a youth entrepreneurship organisation and micro-venture company, while still in high school. Darecha, which has a network of approximately 5,000 young people, enables young Tanzanian entrepreneurs to transform their business ideas into profitable ventures which provide employment to other young people. His business model has also been adopted in other countries.

Mr Shirima said: “I am so honoured to receive this award on behalf of young people from Africa who are working extremely hard, day and night, to better the lives of people living in their communities. I would like to dedicate this award to these young people, because each day we see ourselves moving this continent forward. Whenever there is collaboration among young people there is a higher chance of bringing about positive development. Now I will think about all the possible ways to expand our work to other countries in the region.”

ASIA

Ms Gulalai Ismael (Pakistan, age 28), at 16, established Aware Girls to provide young women with a platform for learning and advocacy. She led a team of 100 young female monitors of the 2013 Pakistan general elections, which examined the challenges to women’s electoral participation. Gulalai was named one of Foreign Policy Magazine’s Global Thinkers in 2013, and was the recipient of the 2014 International Humanist Award.

Ms Ismael said: “Winning this award today is not just about my recognition, it is about giving recognition to all girls who are living in extremely difficult conditions and taking risks to make the world a better place. When I started out 12 years ago I never imagined that I would be able to achieve that much. We were young and inexperienced and had little support. This recognition shows that girls have the power to change the world. Girls aren’t just victims of abuse or violence, they are actually powerful actors. They represent not the future, but the present.”

CARIBBEAN

Ms Nolana Lynch (Trinidad and Tobago, age 27) created the eco-friendly, all-natural skin and hair care line Eco-Truffles, which uses sustainable raw materials from rural women producers throughout the Caribbean. She has also spearheaded sustainable agriculture projects in several Caribbean countries. Nolana served as the National Coordinator of the Caribbean Youth Environment Network, and was awarded the Trinidad and Tobago National Youth Award in 2013.

Ms Lynch said: “I would like to thank the Commonwealth Secretariat for this auspicious award. I would like to dedicate this award to all the underprivileged women, children and families out there who are my motivation and my inspiration. They are the reason I wake up every morning - they encourage me to create and continue to work on poverty reduction.”

PACIFIC

Ms Brianna Frueann (Samoa, age 16) at 11 founded ‘Small Voices’, an environmental NGO that carries out climate change and environment-related projects. She is also a leader of ‘Future Rush’, an environmental group that mobilises young people to run sustainable development projects in their communities. Brianna received a Young Environmental Activist Award from the Samoan government in 2013, and is also a member of the Pacific Youth Environment Network.

Ms Frueann said: “I would like to acknowledge the Commonwealth Secretariat for recognising the important role of youth and young people. I would like to dedicate this award to the climate refugees - the people in Pacific islands and other small island nations who suffer from the effects of climate change every day - and to my fellow Pacific warriors fighting for climate justice. We are not done, we are fighting.”

Mzani wa Kibaha wafungwa, sasa unatumika wa Vigwaza

Mtendaji Mkuu wa TANROADS Eng. Patrick Mfugale akiwaonyesha Waandishi wa Habari namna ya upimaji wa magari katika Mzani mpya wa Vigwaza ambao umeanza kufanya kazi kwa majaribio.

Mtendaji Mkuu wa Wakala wa Barabara nchini TANROADS Eng. Patrick Mfugale ametangaza kuanza rasmi kwa majaribio ya kupima magari kwenye Mzani wa Kisasa wa Vigwaza mkoani Pwani ambapo majaribio hayo yataendelea hadi siku ya tarehe 17/03/2015. 

Kwa mujibu wa Eng. Mfugale, mara baada ya majaribio kukamilika siku hiyo kituo cha Mzani wa Kibaha kitafungwa rasmi na magari yataendelea kupimwa kwenye kituo kipya cha Vigwaza ambacho kina uwezo wa kupima gari moja likiwa linatembea kwa muda usiozidi sekunde 30 tofauti na mzani wa zamani uliokuwa unatumia dakika moja na nusu. 

Eng. Mfugale amewataka madereva kufata taratibu zifuatazo katika Mzani huo mpya utakaokuwa unapima magari yakiwa kwenye mwendo yani weigh-in-motion i) Magari yanayotakiwa kupimwa kwa mujibu wa sheria ni yote yanayoanzia tani tatu na nusu.(3.5) Magari yanatakiwa yaendeshwe kwa kupita upande unaostahili kisheria yaani hayatakiwi kukanyaga mstari mweupe katika barabara.
Eng. Mfugale aliongeza kuwa usipofata utaratibu huu katika Mzani taa nyekundu mbele ya itawaka na dereva kuelekezwa kwenye mzani mkubwa hata kama hujazidisha uzito na utatakiwa kulipa tozo la dola za Kimarekani 2000 kuashiria kwamba dereva anakwepa mzani. 

Eng. Mfugale alisema kuwa adhabu hiyo ni kwa mujibu wa sheria ya Usalama Barabarani namba 30 ya mwaka 1973 na kanuni zake za mwaka 2001 kifungu namba 6(b) ii) Madereva wanatakiwa wazingatie mwendo wa kilomita 50 kwa saa iii) Madereva wahakikishe kuwa matairi ya magari yao yanapita juu ya plates za weigh-in motion na kuachana mita 30 yanapokaribia kupita eneo la Mzani ili kuondoa usumbufu wakati wa upimaji.

Pia Eng. Mfugale ametoa angalizo kuwa gari lolote litakalozuia magari mengine kwenye barabara ya maingilio ya Mzani au kwenye mzani wakati wa upimaji kutokana na ubovu wa magari hayo yatatozwa faini kiasi cha Tsh. 300,000/= au kifungo kisichopungua mwaka mmoja jela au vyote kwa pamoja na hiyo ni kwa mujibu wa kifungu 50(1) (f)(g)(h)(i) cha Sheria ya barabara namba 13 ya mwaka 2007. 

Mwisho Eng. Mfugale amewashauri wamiliki wa magari kuhakikisha kuwa madereva wao wanakuwa na wasaidizi watakaowasaidia kupeleka nyaraka za gari na mzigo ili kurekodiwa kwenye ofisi za mzani. 

Mzani wa Vigwaza ni wa kwanza kujengwa nchini na una uwezo wa kuchambua na kubaini magari Weigh-in-Motion yaliyozidisha uzito huku yakiwa yanatembea. 

Pia kituo hicho cha Vigwaza kina Mzani mkubwa multi deck wenye uwezo wa kupima gari lolote kwa mkupuo. Pia barabara za kuingia kwenye mzani mkubwa zenye urefu wa km 1.8 zimejengwa kwa zege lenye uwezo wa kudumu kwa miaka 50. 

Magari yakiwa yameanza kupima kwenye Mzani mpya na wakisasa wa Vigwaza. Mzani huu unapima gari moja kwa muda wa sekunde 30 tofauti na Mzani wa zamani wa Kibaha uliokuwa unatumia dakika moja na nusu.

Mkutano wa Kumi na Tisa wa Bunge la Kumi ambao ni mahsusi kwa ajili ya kushughulikia Miswada ya Sheria, unatarajiwa kuanza siku ya Jumanne tarehe 17 Machi 2015 na kumalizika tarehe 1 April 2015 Mjini Dodoma. Shughuli zitakazokuwepo katika Mkutano huo ni kama ifuatavyo:

Katika Mkutano huo, Kwa mujibu wa Kanuni ya 93(3) ya Kanuni za Bunge Toleo la Aprili 2013 Jumla ya Miswada Sita (6) itawasilishwa Bungeni kwa Hati ya Dharura na inakusudiwa kupitishwa na Bunge katika hatua zake zote. Miswada hiyo ni:

(iv)     Muswada wa Sheria ya Makosa ya Mtandao wa Mwaka, 

2015 (The Computer and Cyber Crimes Bill, 2015),

(v)      Muswada wa Sheria ya Miamala ya Kiektoniki wa Mwaka 2014 (The Electronic Transaction Bill, 2015),

1.2  MUSWADA BINAFSI WA MBUNGE:

kwa Mujibu wa kanuni ya 81 (1) ya Kanuni za Bunge, katika Mkutano ujao wa 19 kunatarajiwa kuwasilishwa Muswada Mmoja wa Mbunge Binafisi ambao ni Muswada wa Sheria ya Baraza la Vijana la Taifa wa Mwaka 2013 (The Nationa Youth Council Bill, 2013) wa Mheshimiwa John John Mnyika. Muswada huu utasomwa kwa mara pili na hatua zake zote.

2.0 MAAZIMIO NA ITIFAKI MBALIMBALI

Pamoja na Miswada hiyo, katika Mkutano wa 19, Bunge linatarajia pia kuazimia Maazimio Mawili kama ifuatavyo:


  1. Azimio la kuridhia Mkataba wa Msingi na Kanuni za Utumishi wa Umma na Utawala Barani Afrika.

Aidha, katika Mkutano huu  wa 19 wa Bunge, Jumla ya Maswali ya kawaida 170 yanatarajiwa kuulizwa na kujibiwa ambapo ni wastani wa Maswali 15 kwa siku na maswali 10 kwa siku za Alhamisi.

Aidha kutakuwa na kipindi cha Maswali kwa Waziri Mkuu kwa Mujibu wa Kanuni ya 38 (1) ambapo jumla ya  Maswali 18 ya msingi yataulizwa na kujibiwa na Mhe. Waziri Mkuu.

Lutembeka atangaza kuwania Ubunge jimboni Muleba kwa Prof. Tibaijuka

Roderick Lutembeka nNi mzaliwa wa kijiji cha Buganguzi kata Buganguzi wilayani Muleba mkoani Kagera.

Anatarajia kugombea ubunge wa jimbo la Muleba Kusini kwa tiketi ya Chama Cha Demokrasia na Maendeleo (CHADEMA). Mbunge wa sasa ni Prof. Anna Tibaujuka ambaye kimsingi hana tena 'credibility' ya kuwa mbunge wa Jimbo hili kwa kile kinachotajwa na wengi kuwa tangu awe mbunge hajawahi kuitisha mkutano wa wananchi wake kusikiliza kero zao, hajafanya lolote la maana la kukumbukwa na mbaya zaidi amechafuka kwelikweli kutokana na sakata la kaunti ya Tegeta escrow lililopelekea kung'olewa kwenye kiti chake cha uwaziri.

Aidha ile kauli yake aliyoitoa kwenye baraza la maadili lililopelekea kuvuliwa wadhifa wake wa UNEC- CCM, ya kutumia milioni kumi (10,000,000/=) kwa ajili ya mboga tu imechefua wengi na hivyo kutafsiriwa kama MTU anayejikweza, mwenye dharau, mwingi wa kiburi na majivuno kwa watanzania hususani wale wa Muleba Kusini anaowawakilisha bungeni.

Hivyo kwa kuwa habari ya mjini ni CHADEMA, basi kuna uwezekano mkubwa mbunge ajaye atatoka chama hiki na chaguo la wanachama na wana Muleba walio wengi ni huyu ndugu Roderick Lutembeka; mwenye hekima na busara za hali ya juu, mwanasiasa mzalendo, mwadilifu na msomi nguli na mahiri mwenye uwezo jadidi na uzoefu wa kutosha katika masuala ya Uchumi na Fedha pamoja na Uongozi.

Ndani ya Chama cha Demokrasia na Maendeleo, Lutembeka ni Katibu Mkuu wa Baraza la Wazee Taifa na hii inampa nafasi ya kuwa miongoni mwa 'mainjinia' wa Chama hiki kinachokua kwa kasi ya roketi!

Taarifa ambazo zinasema huenda chanzo cha moto huo ni hitilafu ya umeme, zinasema kuwa wanafunzi wawili wamekimbizwa hospitali baada ya kuumia katika purukushani za kujiokoa ambapo mmoja alijirusha kutoka ghorofa ya pili ulipoanzia moto huo na mwingine aliumia kwenye mkanyagano wakati wa kujiokoa.




Taarifa kwa mujibu wa gazeti la HabariLeo inasema:

Moto mkubwa uliozuka na kuteketeza sehemu ya bweni la wanawake katika Hosteli za Chuo Kikuu cha Dar es Salaam (UDSM) zilizopo Mabibo jijini Dar es Salaam, uliibua taharuki kwa wanachuo na wananchi waishio jirani na eneo hilo.

Katika tukio hilo, mbali ya moto kuunguza mali za wanafunzi, wawili kati ya wanafunzi wa kike walikimbizwa hospitali baada ya kuumia katika purukushani za kujiokoa ambapo mmoja alijirusha kutoka ghorofa ya pili ulipoanzia moto huo na mwingine aliumia kwenye mkanyagano wakati wa kujiokoa.

Kwa mujibu wa Makamu Mkuu wa chuo hicho kikongwe na chenye heshima ya miaka mingi barani Afrika, Profesa Rwekaza Mukandala alisema hakuna mwanafunzi aliyepoteza maisha kutokana na mkasa wa moto huo ulioanza majira ya saa 3 asubuhi katika ghorofa ya tatu katika jengo la Block B, isipokuwa wanafunzi wawili walioumia baada ya kuruka.

“Tunashukuru Mungu hakuna aliyepoteza maisha ingawa kuna wanafunzi wawili wamejeruhiwa na tumewakimbiza hospitali. Ila mali nyingi za wanafunzi zimeharibika vibaya.
“Moto umetokea na tunahisi kuwa ni hitilafu ya umeme, lakini tunasubiri taarifa ya wataalamu kutupa chanzo cha moto.”

Aliongeza kuwa, ghorofa ya tatu ambayo ndiyo iliyowaka moto imeharibika vibaya na kuwa uongozi wake umewatoa wanafunzi wote katika jengo hilo kwa sababu za kiusalama.

“Shida kubwa tunayoshughulika nayo ni kuhakikisha tunawapatia malazi wanafunzi wote waliokuwa kwenye jengo liliokumbwa na moto. Hawatakaa mpaka hapo wataalamu watakapotuambia kama jengo hilo ni salama kwa kuishi watu.

Jengo hilo lenye ghorofa tatu lina vyumba 153 ambapo kila chumba wanaishi kati ya wanafunzi wanne hadi nane.

Alisema pia uongozi wa chuo chake utafanya ukarabati katika mabweni yaliyoko ghorofa ya kwanza na ya pili, ambayo pamoja na kuwa hayakukumbwa na moto, milango ya vyumba ilivyunjwa ili kuondoa vitu vilivyokuwapo.

“Tutawasaidia wanafunzi wote, hawa ni wanetu, hata wale wenye shida binafsi tutawasaidia, kwani kila kitu chao kimepotea ikiwa ni pamoja na vifaa, vitabu na fedha,” 
alisema na kuongeza kuwa, ninaamini hitilafu ya umeme uliokatika usiku wa kuamkia siku ya jana na kurudi ghafla baadaye.

Hata hivyo, pamoja na athari ya moto, baadhi ya wanafunzi wamejikuta wakipoteza vifaa vyao kama kompyuta mpakato, fedha na hata simu baada ya kuibiwa na watu walioingia katika vyumba kwa kile kilichoonekana kama kwenda kutoa msaada katika janga la moto.

Katika eneo la tukio, wanafunzi hao wakionekana kupatwa na mshtuko, walielekeza lawama zao kwa Kikosi cha Jeshi la Zimamoto na Uokoaji kwa kuchelewa kufika eneo la tukio licha ya kudaiwa kuarifiwa mapema.

Kutokana na hali hiyo, wanafunzi, wa kike na kiume katika hosteli hizo zenye uwezo wa kuchukua zaidi ya wanafunzi 4,000 kwa wakati mmoja, walishirikiana kuuzima moto na kuokoa mali.

Hata gari la Zimamoto lilipowasili, tayari shughuli ya kuokoa mali na kuudhibiti moto ilikuwa imefanikiwa, ndipo askari wa kikosi hicho wakajikuta katika wakati mgumu kutokana na wanafunzi wenye hasira kuanza kuwazomea na kuwarushia mawe wakiwataka waondoke kabisa eneo hilo.

Waziri Mkuu wa Serikali ya Wanafunzi wa chuo hicho, Gibson George alisema chanzo hakijajulikana, lakini moto huo ulisambaa maeneo mbalimbali ya jengo hilo haraka.

"Watu wa zimamoto tumewapigia simu mapema sana ila wamechelewa kufika hadi muda huu (saa 4:30) ndio wamefika, tumejaribu kuuzima moto na umepungua kidogo japo bado unaendelea kwa baadhi ya vyumba," 
alisema.

Hakuna kiongozi wa Jeshi la Polisi mkoa wa Kinondoni aliyepatikana kuzungumzia tukio hilo, kwani hata Kamanda wake, Camillius Wambura alipotafutwa mara kadhaa kwa njia ya simu, hakupatikana.

Turkish scholarships

Vodacom Foundation adds $166,000 for Hakuna Wasichoweza Program


Vodacom Foundation Provides $166,000 Additional Funding for Scale up of Hakuna Wasichoweza Program


Following the success registered in the first phase of T-MARC Tanzania’s Hakuna Wasichoweza Girls Empowerment Project, the Vodacom Foundation has committed additional funding of $166,000 for scaling up of the project to reach 4,200 girls in 10 new schools of Mtwara region.

‘The Vodacom Foundation through its Girl Pawa initiative is committed to empowering young girls and women to reach their goals in life,’ the Head of the Vodacom Foundation Reenu Verma has said of the additional funding support.

‘We are grateful for this funding that will enable the project to not only continue reaching the 5,784 adolescent girls that were reached by the project in its pilot phase, but the additional 4,200 new girls in new areas of implementation,’ T-MARCs Program Manager in charge of the project, Doris Chalambo said.

In the project scale up, T-MARC will also train 20 additional teachers to serve as mentors for the girls. The Hakuna Wasichoweza Project provides young girls aged 9 – 15 years with low cost sanitary pads to help them manage menstruation and improve their school attendance and performance. The project also enhances HIV prevention knowledge levels of adolescent girls to encourage them to delay the onset of sexual debut and to reduce high risk sexual behaviors as a means to reduce schoolgirl pregnancies, school dropouts and sexually transmitted diseases including HIV.

The pilot phase of the program was supported by the United States Agency for International Development USAID (USD 200,000) and the Vodacom Foundation (USD 100,000).

MBUNGE wa jimbo la Ludewa Deo Filikunjombe ametimiza ahadi yake ya ujenzi wa daraja la mto Kitewaka katika kijiji cha Maholong'wa kata hiyo ya Ludende baada ya serikali kumpatia kiasi cha shilingi milioni 248 zilizokuwa zikihitajika kwa ajili ya ujezi wa daraja hilo.

Mbali ya kutimiza ahadi hiyo ya daraja pia amechangia vifaa vya ujenzi vyeye thamani ya zaidi ya Tsh milioni 11 kwa ajili ya kusaidia ujenzi wa nyumba ya mwalimu katika shule ya Msingi Maholong'wa na ujenzi wa kanisa la Anglikana kijiji cha Maholong'wa kata ya Ludende wilayani Ludewa mkoani Njombe .

Akizungumza na wananchi hao leo mbunge Filikunjombe alisema kuwa kuwepo bungeni ni heshima ya wana Ludewa na kuwa hata vurugu kubwa ambazo amekuwa akizifanya bungeni si kwa maana nyingine zaidi ya kupigania maendeleo ya wananchi wake.

Hata hivyo aliipongeza serikali kuwa kusaidia kutoa fedha hizo kwa wakati kwa ajili ya kuanza ujenzi hao na kuwa iwapo asingefuatilia kwa karibu serikalini ama angekuwa wa kulala bungeni yawezekana fedha kwa ajili ya ujenzi wa daraja hilo zisingetolewa sasa.

Filikunjombe alisema kuwa waakati akiomba kuwa mbunge wa Ludewa alitaka kuwawakilisha bungeni na kushirikiana nao katika shughuli za kimaendeleo hivyo angekuwa mbunge wa ajabu kama angekuwa mbali na shughuli za kimaendeleo katika jimbo lake .

Alisema wakati akigombea ubunge mwaka 2010 aliwaahidi wananchi wa kata la Ludende kuwajengea daraja la kisasa zaidi katika kijiji cha Maholong'wa ili kuchochea kasi ya maendeleo katika kata ya Ludende na kata za jirani ,ahadi ambayo sasa anaitimiza kwa kumpata mkandarasi atakayejenga daraja hilo kwa sh milioni 248/= na ujenzi wake utaanza mara moja baada ya mvua kutulia . “

"Mimi nataka ujenzi huu uanze mara moja kwani kama shida wananchi wangu mmetesema sana hivyo sasa nataka iwe basi matesa na sitapenda kuona Halmashauri inaziweka pesa hizo pasipo kutumika kwa kazi iliyokusudiwa fedha za ujenzi huu zimetoka serikalini baada ya kuwabana zaidi"

Alivitja vifaa hivyo kuwa ni bati 200 na saruji 200 pia kinanda kwa kanisa la E.A.G.T na vifaa mbali mbali vya michezo pamoja na kuwakodia usafiri kutoka Dar es Salaam hadi kijijini hapo kwa ajili ya kusafirisha vifaa hivyo.

Awali viongozi wa madhehebu ya dini na vyama vya siasa katika kata ya Ludende wilaya ya Ludewa wamepongeza jitihada kubwa zinazofanywa na mbunge wa jimbo la Ludewa Deo Filikunjombe na kuwa hawahitaji kubadili tena wabunge kama nguo .

Viongozi hao akiwemo mzee wa kanisa la E.A.G.T Mboga Bw Ezekia Mhagama na mkuu wa shule ya msingi Maholong’wa Bw Damas Malihayi walisema kuwa maendeleo makubwa yanayoendelea kuonekana katika wilaya ya Ludewa ni jitihada kubwa ambazo zinafanywa na mbunge huyo na hivyo wao kama viongozi wa dini kazi kubwa ni kuzidi kumwombea afya njema ili aendelee kuwa mbunge wa jimbo hilo kwa vipindi vingine zaidi.

Alisema mzee huyo wa kanisa la E.A.G.T kuwa matumaini ya wananchi wa Ludewa yamekuwa makubwa zaidi dhidi ya mbunge wao kutokana na sura ya Ludewa kwa sasa baada ya mateso ya miaka zaidi ya 50 ya Uhuru bila kuwepo kwa maendeleo yanayoonekana ila toka alipoingia mbunge Filikunjombe mwaka 2010 wananchi wa Ludewa ndipo walipata uhuru wao na kuwa wao wanajiona kama miaka hii mitano toka walipomchagua mbunge huyo kuwa mbunge wao ndipo wao walipopata uhuru wao.

“Tunatambua nchi yetu ilipata uhuru mwaka 1961 kwa maeneo mbali mbali ya nchi wananchi wake kusogezewa huduma mbali mbali zikiwemo barabara za lami ila sisi Ludewa lami tumeanza kuiona mwaka jana na kama huku Maholong’wa daraja ambalo ni tegemeo kubwa kwetu lilikuwa la mbao hadi sasa ambapo mbunge wetu ametusaidia kutafuta pesa ya kujenga daraja la kisasa na huu ndio uhuru wetu “
Wananchi wa Maholong'wa wakimpokea mbunge wao

Mhagama alipongeza pia kwa msaada wa saruji na bati za kutosha kukamilkisha ujenzi wa kanisa la Anglicana na msaada wa kinanda kwa kanisa lake la E.A.G.T kuwa ni mbunge pekee kusaidia jamii nzima ya Ludewa pasipo kutazama masuala ya itikadi zao .

Hivyo allisema kwa wananchi wa Ludewa hawana sababu ya kuendelea kubadili badili wabunge kwa sasa kwani utendaji kazi wa mbunge Filikunjombe umewakuna wengi na hivyo kazi kubwa kwao ni kuendelea kumuunga mkono kwa kumpitisha tena na tena kuwa mbunge wao .

Mkuu wa shule ya Msingi Maholong’wa Bw Malihayi alisema kuwa kuna haja ya wana Ludewa kushikamana na kuona hawampotezi mbunge huyo na badala yake kuzidi kumpa ushirikiano zaidi.

Kwa upande wake Paschal Kayombo akizungumza kwa niaba ya vijana wa kata hiyo alisema kuwa kero kubwa ya vijana ilikuwa ni daraja hilo la mto Maholong’wa ambalo kwa sasa limekwisha patiwa ufumbuzi na kuwa vijana kwa sasa wanaimani kubwa na utendaji kazi wa mbunge huyo.

Katibu mwenezi wa chama cha mapinduzi (CCM) mkoa wa Njombe Honoratus Mgaya akiwahutubia wananchi hao alisema kuwa CCM ni chama kizuri sana ila wanaofanya wananchi kukichukia chama ni baadhi ya viongozi wakiwemo wabunge ambao wameshindwa kuwatumikia vema wananchi wao.

Kwani alisema iwapo kila mbunge atafanya kazi kwa kujituma kama ilivyo kwa mbunge Filikunjombe uwezekano wa kata ama majimbo kuchukuliwa na vyama vya upinzani usingekuwepo ila wanaopigia kura wapinzani ni wana CCM ambao wamechoshwa na uwajibikaji mbovu wa wale waliowachagua.
