How data could help Tanzania's young informal workers

Tanzania is facing a youth unemployment crisis. The World Bank has reported that around 900,000 young people enter the country’s job market annually, but only 50,000 to 60,000 formal sector jobs are created each year. With more than 66 percent of the population under 25, this job shortage will keep rising.

On the flipside, young people are adapting to their situation and increasingly seeking work and opportunities to make money in the informal sector. A study of young people across seven regions of the country found that 75 percent of participants earned their main income through the informal sector, with most earning around the poverty line.

What are the government and private sector doing in Tanzania to ensure young people can provide more for themselves and their households? How can they achieve a dividend for growth and development through the country’s young and energetic population?

Although Tanzania’s national poverty reduction strategy emphasizes employment for women and young people, as yet there are no specific policies to directly support and protect young informal workers. Instead, Tanzania’s economic development and job creation efforts focus mostly on promoting large-scale infrastructure projects and strengthening the formal private sector. In addition, while services to develop small and medium-sized enterprises are on the rise in Tanzania, most young Tanzanians sit well below the qualifying standards to access the microcredit and loans they provide.

So what’s data got to do with all of this? As we focus on growth and development, how can open data help us to ensure young people are not being left behind? A key government instrument on the labor market is the Employment & Earnings Survey. However, it focuses heavily on the formal sector and currently does not include analysis of the youth informal sector, nor wage earners in seasonal smallholder agriculture. Of 9,431 businesses it consulted in 2012, less than 1 percent of its sample came from the 15-24 age group, according to the National Bureau of Statistics.

Over the last year, Restless Development has been working with grass-roots networks of young people — dubbed Kijana Wajibika (“Youth, Lets be Responsible!”) across 14 regions of the country to ensure their voices are heard in the constitutional review process, and to create spaces for dialogue between young people and their leaders. A major theme coming out in the project’s participatory learning is that young people’s major concern for the future is their livelihoods, and their government’s accountability to provide a better environment to help this grow. The government has a key role in regulating access to land, business development services and similar.

I was talking to a young entrepreneur in our network a few weeks ago, and he shared some of the challenges with me: “To register my business in Mbeya, I need to travel to Dar to get the paperwork done. The registration costs are really high. After that, I’m faced with government audits for a business ten times my size. For those few of us who understand the rules, we just don’t bother to imagine growing and prefer to stay small.”

We at the youth-led development agency Restless Development want Tanzania’s national and local policies and actions on economic development to consider the informal economy and meet young people’s needs. In participatory research, young people in Tanzania have identified the trend of their increased movement into the informal economy as one of their greatest development challenges. That’s why we have chosen to focus on Tanzania in the first phase ofBig Idea, a new program to support youth-led, data-intensive accountability. The program is listed as one of the voluntary initiatives of the Global Partnership for Effective Development Cooperation, driving ongoing efforts to meet the Busan commitments on effective development cooperation and move into new areas such as open data for development, enhanced accountability and youth as partners for development.

In developing Big Idea, we analyzed why many well-intentioned projects hoping to unlock accountability through better data fall short of expectations. We believe this is partly because too little attention has been paid to ensuring that citizens and their organizations have the capacity and confidence to work with data and turn it into evidence for advocacy. We also believe that accountability is fundamentally about growing the relationships between citizens and governments, and expanding not only the space for participation, but growing the capacities and comfort levels of all parties involved to work together.

To get to that point, our district-level informal youth-led groups aim to work with national partners to reach around 2,000 young people. With training and mentoring, they will develop key questions of inquiry, pull together official data on young informal workers in Tanzania, and gather new data through community consultations. By bringing the two evidence bases together, they will build a clearer picture of the conditions for and priorities of young informal workers in Tanzania. Participants will then carry these messages into policy dialogues that will deepen their relationship with decision-makers, focusing on areas where consensus can be expanded. From our experience in Tanzanian communities since 1998, we expect to see many young people creating their own community solutions to the challenges they find in collaboration with their community leaders and local governments.

The Big Idea program is at an early stage, and we know that Tanzania is not alone in facing problems of youth unemployment and a growing informal sector. The World Bank’s 2014 report, “Youth Employment in Sub-Saharan Africa,” states that “informal is normal” and a new study by the International Labor Organization on labor market transitions of young women and men in Tanzania found youth informal employment in Tanzania to be at 78 percent.

Outside Tanzania, we are also testing our Big Idea program with youth-led, data-intensive accountability projects in Ghana and Nepal. We are also looking ahead to the sustainable development goals to be decided upon late 2015, advocating that they should include a distinct goal on governance, which should support young people’s participation in governance at a national and global level.

In Tanzania, Ghana and Nepal, we hope to develop and test a model that could have potentially wider replication in many other contexts where youth exclusion and youth poverty are barriers to development. We’ll be documenting and sharing our learning, and hoping to inspire others. Kuna wakati katika maisha yako unaweza ukajikuta ama unatamani sana uwe katika ngazi fulani ya mafanikio, lakini ni kitu ambacho huwa hakitokei kwako. Wakati mwingine umekuwa ukidhamiria na kuamini kwamba, lazima itakuwa, lakini huwa haiwi kama unavyofikiria. Pamoja na juhudi nyingi ambazo umekuwa ukizifanya, zimekuwa ni kama kazi bure kwani mara nyingi umekuwa ukishindwa kupata hasa kile unachokihitaji katika maisha yako ambacho ni mafanikio.

Pengine umekuwa ukijitahidi hata kufanya sala au tahajudi (meditation) ili kuweza kubadili mwelekeo na kuweza hata kufanikisha kile unachokihaji, lakini wapi mafanikio hayo umekuwa huyaoni. Ni kitu ambacho kumekuwa kikikuchanganya na kushindwa kuelewa unakosea wapi hasa na ufanye nini? Hali hii imekuwa kuna wakati inataka kukuvunja nguvu na kukufanya uamini kuwa, suala la kufikia mafanikio makubwa katika maisha yako ni kitu ambacho hakiwezekani.

Katika hali ya kushangaza umekuwa ukiona wengine wakijaribu kuomba mara moja na kuweza kufanikisha jambo lile, wakati kwako inakuwa ni vigumu sana, ingawa kama ni kudhamiria, na kuamini kwamba itakuwa ni kulekule na pengine zaidi kwa hilo linaloshindikana. Hali ama matokeo kama hayo yamekuwa yakikutisha tamaa na kukupelekea wewe kutaka kuamini kuwa una kitu kama mkosi au laana fulani hivi inayokuzuia ushindwe kufanikiwa, kitu ambacho sio kweli hata kidogo.

Bila shaka kwa namna moja au nyingine unaweza ukawa umewahi kukutana na hali hii katika maisha yako ambayo pengine imekuwa ikikuumiza kichwa na kushindwa kuelewa kabisa ni kitu gani kinachopelekea wewe usiweze kupata matokeo mazuri kwa kile unachokihitaji katika maisha yako?

Ingawa ukweli ni kwamba, kuamini kwamba inawezekana na kudhamiria kumudu, huweza kuzaa au kutozaa matunda kwa sababu moja tu kubwa. Huwa kunakuwa na kusigishana au kupingana kati ya kile ambacho mtu anachoamini na kile ambacho anadhamiria au kupania kiwe katika maisha yake na hiki huwa ndicho kitu kinachokufanya usipate kile unachokihitaji katika maisha yako.

Kama mtu kwa mfano, anadhamiria au anapania kwamba, anataka kuona uhusiano wake na mke wake au mume wake unakwenda vizuri, huku akiwa anaamini kwamba, wanawake hawaaminiki, au wanaume ni wakorofi, uhusiano huo hauwezi kuwa mzuri, hata kama amepania na kusali vipi kwake uhusiano mzuri hauwezi kutokea. Unajua ni kwa nini?

Iko hivi, mara nyingi kupania au kuamini kwetu kwamba, inawezekana na kutaka kwetu jambo liwe kama tunavyotaka, sala zetu na maombi yetu, vyote hivi huwa vinafanyiwa kazi na mawazo yetu ya kina. Sasa, kama kuna kitu kingine ambacho ni kinyume na kile tunachotaka au kupania kiwe, ni wazi tunakuwa tunayachanganya mawazo ya kina na inakuwa ni vigumu sana kupata kile tunachokihitaji katika maisha yetu.

Kama kweli tunataka uhusiano wetu uwe mzuri na tunaamini kwamba, inawezekana, lakini huko kwenye mawazo yetu ya kina tunaamini kwamba, wanawake ni dhaifu, hatutaweza kupata tunachotaka kwa sababu, mawazo yanakuwa yanapokea taarifa au imani mbili zenye kukinzana au kupingana.

Kwa kuamini kwamba, wanawake ni dhaifu, lile wazo la kwamba inawezekana kuwa na uhusiano mzuri na bora sana litatupwa nje na kufanyiwa kazi lile lililokuwa hapo awali. Ni hadi ile imani kwamba, wanawake ni dhaifu iondolewe, ndipo ambapo kudhamiria au maombi yatafanya kazi.

Utakuta mtu anasali kila siku na kuamini kwamba, atafanikiwa katika jambo fulani, lakini anakuwa ana imani kwamba, rangi yake itamponza kwa sababu, anashindana na watu wenye rangi nyingine. ‘Wenzetu wale wanajua namna mambo haya yanavyofanywa’, atawaza. Kwa hiyo, dhamira na sala yake vitatupwa nje na hili la ‘wenzetu’, ndilo litakalofanyiwa kazi.

Imani zetu, ambazo tuliwekewa kwenye mawazo yetu siku za nyuma kwenye malezi au mazingira tulimokulia, zinakwenda kwa kina kirefu hivyo zina nguvu zaidi. Tunapoleta imai mpya zenye kukinzana na zile za zamani, hizi mpya ni lazima zitupwe nje au tuseme haziwezi kufanyiwa kazi kabisa kwenye mawazo yetu ya kina na kujikuta hatuwezi kupata kile tunachokihitaji katika maisha yetu.

Hebu jaribu leo kufikiria ama kutengeneza orodha ya mambo ambayo umekuwa ukiyaomba au ukitaka uyafanikishe katika maisha yako na umekuwa ukiamini kwamba yanawezekana na umekuwa ukifanya kwa kupania, lakini bado hayakubali. Kama utayapitia vizuri na kurudi nyuma, utabaini kwamba, huenda kile ulicholishwa utotoni kuhusu kutowezekana kwa mambo hayo, bado kina nguvu kubwa kwenye mawazo yako ya kina.

Ili sasa uweze kumudu kupata kile unachokihitaji katika maisha yako ni muhimu sana kwako, kusafisha kwanza mawazo yako kuhusu yale mabaya yaliyowekwa humo kuhusiana na jambo ambalo unataka kufanikiwa kwalo. Kila kitu utaweza kukifanikisha katika maisha yako kama hakuna kukinzana ndani yako. Kumbuka na tambua kuwa kukinzana ndani mwako ndicho kitu kinachopelekea ushindwe kupata kile unachokihitaji katika maisha yako.


Maafisa Usalama wathibitisha Ikulu kupokea barua yenye sumu ya Cyanide


An envelope addressed to the White House has tentatively tested positive for cyanide after two rounds of analysis, the Secret Service said Tuesday. Additional testing will be necessary to confirm the finding.

The letter was received Monday at a facility that screens mail for the White House and is located away from the grounds of the executive mansion and its surrounding buildings in the heart of downtown Washington.

Initial biological testing came back negative, said agency spokesman Robert Hoback.

Additional testing conducted Tuesday returned a "presumptive positive" for cyanide.

The sample has been taken to another facility for further testing.

The Secret Service, which is responsible for the safety and security of President Barack Obama and his immediate family, said its investigation into the letter was continuing and it will have no additional comment on the matter.

Suspicious letters often are sent to some of the country's leading politicians, including the president. Some test positive for hazardous substances while others include threats of death or other physical harm.

That the nation family of Tanganyika has enjoyed peace and tranquility from her prophetic history and her moral and nationalistic foundation, which is perpetuated by embracing the sanctity of human life and dignity, love and human equality, which are the cornerstone of this grace and which was then enshrined in the country’s Constitution, which for this crucial priority was profoundly respect by all citizens.

That what effectively fenced away from our country the shocking Islamic terrorism which tears societies apart and plunges nations into horrifying chaos was her Constitutional commitment, dedication to and sacrifice for her peace and stability. Accordingly Article 26 (2) of the Constitution requires every citizen to take legal action to ensure the protection of the Constitution and the laws of our country as the Petitioner is hereby doing. 
 
That horrifying abuse of the sanctity of human life and dignity by Islamic extremists or Jihadists is sweeping across the globe, perpetrated by the notorious interpreters and executors of the dreaded Islamic (Sharia) law’, who according to “Minhaj Il Muslim”are known as Kadhis.

That the Islamic doctrine is that Islam ought to be the only religion for the whole world, jihad being the means commanded for achievement of the objective of subduing the whole world to Islam, Islam being also the only system of governance of the whole world under the Sharia or Islamic law, that is why it is enforceable only in Islamic countries, hence the overwhelming powers of the Kadhis for the horrifying Islamisation.

That Part Three of the ‘Minhaj il Muslim’ which also defines the Islamic scriptures has elucidated on page 308 which is annexed hereto and marked ‘IT-1’ under items (1), (2) and (3) thereof, that the Kadhi is the highest Islamic authority charged with the interpretation and enforcement of the ‘Sharia’ or Islamic law, the Kadhi being second in command after the Head of State and the one who orders, supervises and oversees the floggings, amputations and executions of all citizens who breach the Islamic law.

That the Sharia laws which are publicly enforced by theKadhis such as the dreaded beheadings, amputations, shootings, bombings etc include.

*Chapter 9:30 and Chapter 47:4 of the Quran which have commanded the extermination of Christians and Jews and other non-Muslims.

*Chapter 6:151 which has commanded the execution of Muslims who opt out of Islam and join Christianity, or who renounce their religion of Islam, while Chapter5:38 has commanded the amputation of thieves, all of which barbarity is the horrifying duty of the Kadhi.

*The Kadhi is totally impermissible in this country, being the enforcer of the jihadists’ obliteration of Christianity, by their strict ban on the building of churches, renovation of the old ones, or rehabilitation of the dilapidating ones (Minhaj Il Muslim Part Three on page 22 and 23 thereof.

*The Sharia in the preceding paragraph and Chapters 9:30, 47:4 and others in the Quran and other Islamic authorities which have commanded the extermination of Christians and Jews, explain the destruction and torching of sixty nine churches so far in this country, the murder and beheading of Christian clerics in this country and the horrifying extermination of Christians and churches by ISIL, Al-Qaeda, Al-Shabab, Boko Haram and such other Islamic organizations elsewhere.

*The Kadhi is the enforcer of the Islamic laws which enslaves Christians to Islam, which force them to pay tax (Jizya) to Islam for their survival and subject them to execution and floggings if they breach the Islamic laws, including eating their favorite pork and eating food in daytime during the month of Ramadhan.
  
*The Kadhi is the enforcer of the Sharia that the Christians’ breach of the Islamic laws must cost them their blood and their properties, as stipulated on page 23 of Part Three of Minhaj Il Muslim and Chapter 8 of “Kitabu cha Imani” verses 13, 14 and 15, copies of which are annexed hereto and marked IT-2 and IT-3 respectively.

That the intended presentation in the Parliament of the Bill for legalization of the Kadhis and the OICis Jihad for extermination of Christianity which isthe Faith of 29 million citizens of this country, as we have 5.5 million Lutherans, 11 million Catholics, 3million Anglicans, 1.8 million Moravians 5.8 million Pentecostals and 1.8 million Adventists together with members of other independent churches, against 7 million animists and 12.4 million Muslims.

That the Kadhi is leading the Jihadist war for extermination of all human beings who will not surrender to Islam and confess that there is no other god to be worshipped than Allah and Muhammad is his prophet. Also for execution are the Christians for professing that Jesus Christ is the begotten Son of God, whose lives and properties are therefore at the mercy of Islam unless they renounce their faith and surrender to Islam, as per verses 276, 277 and 278 of ‘Mkweli Mwaminifu’ Hence the worldwide Islamic terror by Jihadists like Al-Qaeda, ISIL, Boko Haram, Al-Shabab and many others. Copy of that Islamic law is annexed hereto and marked IT-4.

That the jihadists’ deadly international operations are accomplished by terror as well as massive corruption, by the billions of US dollars in their command, from the petroleum revenue in the areas under their control, contributions from jihadist countries and individuals, from the jihadists’ massive production of and international trade in drugs like cocaine, heroin, cannabis, let alone their revenue from piracy and under cover trading in precious minerals and other natural resources in various countries with loose controls including our own. The jihadists easily exploit the venality and Islamic extremism of the leaders of the targeted countries like ours. 
 
That the barbarity of the Kadhis is seen for example in the beheading of a Sudanese female doctor after 100 floggings, for the ‘offence’ of marrying a Christian, the public beheading of Mohammad Guul Hashim Idris for converting to Christianity, the flogging and then beheading of a person for the ‘offence’ of becoming a Christian, copies of which are annexed hereto and marked IT-5, IT-6 and IT-7. 
 
That it was upon the foregoing dehumanizing realities that the Kadhi courts were abolished in this country, based on the aspiration for establishment of a civilized society which must embrace the sanctity of human life and dignity, built on the foundation of the Universal Declaration of Human Rights, clear of religious extremism and discrimination, hence the current Constitution of the United Republic of Tanzania.

That moves by the Jihadists are afoot for a coup de tat of replacing the Constitutionally secular and democratic administration of this country with the dreaded Islamic Sharia dictatorship, by illegally presenting a Bill in the Union Parliament for enactment of a law which will smuggle the Islamic Sharia law and its dreaded Kadhi courts into the Constitution of the Untied Republic of Tanzania.

That under the intended conversion of the country to Islam by the agents of the jihadists, the United Republic of Tanzania shall be confirmed into the religion of Islam by being joined into the organization of Islamic countries (OIC), which was formed by heads of Jihadist states in order to effect the universality of the religion of Islam.

That the persons behind the Kadhi courts and OIC Bill are serving the interests of the heavily funded Islamic terrorists, because the civilized Muslims like the late King Abdulla of Saudi Arabia which is the origin and world headquarters of Islam are engaged in amending the verses by prophet Muhammad which promote the deadly jihad, in www.cmdialogue.com,www.acommonword.com, copy of publication of the fact is annexed hereto and marked IT-8.

TREASONABILITY OF THE BILL
That preparing the Islamic Bill and presenting it to the Parliament and the Parliament’s act of entertaining it in any other manner than rejecting it and seeing to prosecution of all the jihadists or their agents who are behind the coup de tat is treasonous breach of their oath of office and gross violation of Article 19 of the Constitution, which emphasizes that “The profession of religion, worship and propagation of religion shall be free and a private affair of an individual, and the affairs and management of religious bodies shall not be part of the activities of state authority.”

That the State Authority which is banned by the Constitution from involving itself or engaging in, or temper with, or touch on such things as the Kadhi courts and membership in Islamic or such other religious organizations includes the Attorney General, the members of the Parliament of the United Republic of Tanzania, the Prime Minister and the whole Government leadership or Executive of the United Republic of Tanzania, all of who after all are under oath to strictly abide by and protect the country’s Constitution and, not to trample or overthrow it by the treasonous Bill.

A Bill on Kadhi courts and OIC is totally impermissible in the United Republic of Tanzania being discriminatory, as it is to cater for only fundamentalist Islamic interests and subjugation and enslavement the citizens of other faiths to the Muslims, which is gross violation of Articles 19, 12 and 13 (2) (4) and (5) of the Constitution of the United Republic of Tanzania.

That the Kadhi courts are totally impermissible in the United Republic of Tanzania, because the Universal Declaration of Human Rights and other provisions which protect the sanctity of human life and dignity and the basic rights, freedom and safety of all people including the majority non Muslim population of the countryare enshrined in the Constitution of the country.

That the jihadists’ treasonous Bill is a culmination of the unpatriotic religious extremist contraventions of the Rule of Law by the country’s leaders, in defiance of their oaths of office to strictly observe, abide by and protect the Construction, by favoring Muslims in employment, promotions and appointments to high offices of public service, the law enforcement organs, the judiciary, the military and other state security institutions, yet responsible citizens never took legal action to protect the Constitution!

That the jihadist constitutional violations transcended to allowing Islamic dressing in public schools and offices, silently suppressing the Christians’ public preaching of their faith while favoring the Islamic counterparts who they allowed even powerful public addressing from their mosques, which seriously offends the non Muslim majority of citizens, while denying the Christians equal opportunity to defend their faith from the jihadist public attacks by the anti-Christian Islamic preachers.

That the jihadist Bill is traceable to the President’s first speech to the Parliament in October 2005, that he would not obey the Constitution like a Holy Book from Heaven, but would in other instances rely on his own wisdom, against his oath to strictly observe, abide by and protect the Constitution of the country, to which attitude the disrespect for the country’s Constitution, extremity of corruption and pseudo collapse of the Rule of Law is attributed, the Parliamentarians’ complicity of applauding him instead of impeaching him in national interest being even more treasonous.

That the disrespect for the country’s Constitution propelled the jihadists to the trampling of the Constitution of the countryArticle 19 thereof, by the President who ordered the Christians to disobey the Holy Bible which has commanded them not to eat the meat slaughtered by Muslims, forcing them to worship the god of Islam by eating what is slaughtered in his worship, such that the martyr Pastor Mathayo Kasigala who resisted the Islamic terror in defence of his Christian faith was barbarically beheaded!

That in untold jihadist inhumanity against the country’s 29 million humble Christian majority, Bishop Augustino Mpemba had his Radio Neema closed and his life smuggled out of the country, for Biblically speaking out against the persecution of Christians and the barbaric beheading of their Pastor, for which the Bishop was announced wanted dead or alive by a jihadist Policeman, who therefore qualified to head the Police Force.

That the jihadists who breached the Animal Diseases Act No. 17 (7) of 2003 and the Food, Drugs and Cosmetics Act No. 1 (3) of 2003 which protect the fundamental right of the citizens to slaughter and eat their animals and birds according to their own faith and traditions, based on Article 19 of the Constitution, are the same Mizengo Peter Pinda, Stephen Wasira, George Masaju, Ernest Mangu and others who are brandishing the Sharia sword towards the necks of the 29 million Christians for their Kadhi and OIC deal.

PROTECTION OF THE CONSTITUTION OF OUR COUNTRY

That the absence of a specific section in the Penal Code for criminalization and severe punishment of offenders who breach the basic law of the land, coupled with the myth which has psychologically affected many citizens including some of the presidents subsequent to Mwalimu Julius Nyerere, that ‘the President is above the law’ when presidency is a creature of the Constitution, is what subjugated the Constitution to the will and desires of the presidents, dangerously watering down its supremacy.

That the Constitution suffered more disrespect from most of the political leaders and topmost members of the Executive, from minding only about the mood of the appointing authority and corruption, in positions which strictly require professional and moral integrity emanating from nationalistic spirit, in addition to the skills, vision, commitment and dedication. However, the Petitioner sees powerful therapy in the High Court of Tanzania for restoration of the respect and supremacy of the Constitution of our country.

That the provision in Article 26 (2) of the Constitution of the United Republic of Tanzania that everybody has the right in accordance with the procedure provided by law, to take legal action to ensure the protection of this Constitution and the laws of the land, is appropriate authority for the petitioner and other citizens to move the courts of law to criminalize and give deterrent punishment to all those in state authority who trample the Constitution of the country, including:

Mizengo Peter Pinda, Mary Nagu, Asha Rose Migiro, George Masaju and others, who as jihadists themselves or agents or mercenaries of the masterminds of the Islamic terrorism are in the business of overthrowing the secular democratic governance of the United Republic of Tanzania, to subject the citizens of our country to the horrifying barbarity which is perpetrated by the Kadhis.

Stephen Wasira, Mizengo Peter Pinda, Ernest Ndikilo, Karen Yunus, Issa Njiku, Dan Makangaand others, who trampled the Constitution of the United Republic of Tanzania for religious persecution and enslavement of the 29 million Christians to Islamic terrorism, by forcing them not to slaughter their own animals and birds but eat the meat slaughtered by Muslims in their worship which is taboo to the Christians. From the jihadists’ anti-Christian incitementPastor Mathayo Kasigala of Buselesele in Geita Region was barbarically beheaded for defending the Christian faith.

That under Articles 12 and 13 of the Constitution of this country all people are equal before the law, all of them being subject to punishment if they do not observe and abide by the Constitution of the United Republic of Tanzania and the laws of the land, with more deterrent sentences being necessary for whosoever tramples the basic law of the land, conducting oneself in so serious conflict with his or her oath of office.

That the equality of all people before the law is seen in the two year imprisonment of the former Bank of Tanzania Director of Administration Dr. Amatus Liyumba, as well as the prosecution of renowned former cabinet ministers Basil Mramba and Daniel Yona, along with former Permanent Secretary for the Treasury Gray Mgonja, for abuse of office contrary to their oaths of office. But George Masaju, Mizengo Peter Pinda, Asha Rose Migiro and Mary Nagu are very abusively trampling the Constitution of the United Republic. 
 
WHEREFORE the Petitioner prays to this Honourable Court for the following orders:

That those in state authority who are mentioned in paragraph 28 (i) and (ii) hereinabove be ordered to show cause why they should not be committed to prison for trampling the Constitution of the country which is the basic law of the land, for deterrent custodial sentences of not below five years each.
The declaratory Order that the Kadhi courts and or the Organization of Islamic Conference (OIC) affairs are absolutely illegal in the United Republic of Tanzania, particularly in the boundaries of Tanganyika.

That the protection of the sanctity of human life and dignity in this country cannot discriminate Muslims, being equal sons and daughters of the soil and members of one nation family of Tanganyika.

That the costs of this petition be born by the respondent.

Any other order or relief that the Honourable Court may deem fit and fair to grant

and of the members of the party accompanying him

PRESS STATEMENT


16 MARCH 2015: On 29 December 2014, the UN General Assembly in its resolution 69/246 requested the Secretary-General to appoint an independent panel of experts to examine, and assess the probative value, of new information related to the tragic death, in September 1961, of Dag Hammarskjöld and the members of the party accompanying him.

The General Assembly also encouraged Member States to release any relevant records in their possession and to provide to the Secretary-General relevant information related to the death of Dag Hammarskjöld.

The UN Secretary-General is today pleased to announce that he has appointed the following as members of the Independent Panel of Experts:

Mr. Mohamed Chande Othman (United Republic of Tanzania) as Head of the Panel

Ms. Kerryn Macaulay (Australia)

Mr. Henrik Larsen (Denmark)


The Independent Panel of Experts will, inter alia, review and assess the probative value of the information provided to the Secretary-General by the Hammarskjöld Commission as well as any relevant records or information released by Member States or by other sources.

The Independent Panel of Experts will commence its work on 30 March 2015 and submit its report to the Secretary-General no later than 30 June 2015.

BRIEF BIOGRAPHIES OF MEMBERS

Mr. Mohamed Chande Othman (United Republic of Tanzania) was appointed Chief Justice of the United Republic of Tanzania in 2010 after serving as a Justice of the Court of Appeal of Tanzania and a Judge of the High Court. From 1998 – 2001, he was the Chief of Prosecutions of the International Criminal Tribunal for Rwanda (ICTR) and thereafter Prosecutor General in Timor Leste serving with the United Nations Transitional Administration in East Timor (UNTAET). Prior to that, he served as Head of Delegation of the International Federation of Red Cross and Red Crescent to Guinea and to Viet Nam. He has held several appointments with the UN Human Rights Council, served as a member of the Advisory Committee on the Archives of the International Criminal Tribunals for Rwanda and the Former Yugoslavia and was appointed by the President of the United Republic of Tanzania in 2007 to serve as Chairman of the Presidential Commission of Inquiry on the Relocation of Pastoralists. He is a graduate of the University of Dar Es Salaam and Webster University and has attended courses at The Hague Academy of International Law.

Ms. Kerryn Macaulay (Australia) is Australia’s Representative on the Council of the International Civil Aviation Organization (ICAO). She has also served as Chair of the ICAO Council’s Air Transport Committee (2012-13). She joined the Australian Transport Safety Bureau (ATSB) in 1995 as an air accident investigator, and worked in a wide range of agency operations including with a focus on investigations, safety analysis and research. She led a number of significant ATSB projects including on the development of multi-modal transport safety investigation legislation and on the implementation of the ATSB’s Safety Investigation Information Management System. She is a commercial pilot and flight instructor with an Airline Transport Pilot License. She is a trained teacher, holds a Diploma of Transport Safety Investigation and an Executive Masters of Public Administration.

Mr. Henrik Ejrup Larsen (Denmark) is a ballistics expert at the National Center of Forensic Services in the Danish National Police where he has served for the last 25 years working on all stages up to and including court proceedings. He has also served as Staff Sergeant 1st Class in the Royal Danish Guards and is a graduate of the Copenhagen Engineering College in Mechanical Engineering and of the Strathclyde University of Scotland: Chartered Society of Forensic Science. He is member of the European Firearms Experts and a member of the INTERPOL Ballistic Information Network (IBIN) Steering Committee. He has participated in training with the Royal Thai Police in Bangkok, Thailand; the Forensic Science University in Gujarat, India; and the Forensic Police Academy in Beijing, China.

Dag Hjalmar Agne Carl Hammarskjold was the second Secretary-General of the United Nations from 10 April 1953 until 18 September 1961 when he met his death in a plane accident while on a peace mission in the Congo. He was born on 29 July 1905 in Jonkoping in south-central Sweden. The fourth son of Hjalmar Hammarskjold, Prime Minister of Sweden during the years of World War I, and his wife Agnes, M.C. (b. Almquist), he was brought up in the university town of Uppsala where his father resided as Governor of the county of Uppland.

At 18, he was graduated from college and enrolled in Uppsala University. Majoring in French history of literature, social philosophy and political economy, Mr. Hammarskjold received, with honors, his Bachelor of Arts degree two years later. The next three years he studied economics, at the same university, where he received a "filosofic licenciat" degree in economics at the age of 23. He continued his studies for two more years to become a Bachelor of Laws in 1930.

Mr. Hammarskjold then moved to Stockholm, where he became a secretary of a governmental committee on unemployment (1930-1934). At the same time he wrote his doctor's thesis in economics, entitled, "Konjunkturspridningen" (The Spread of the Business Cycle). In 1933 he received his doctor's degree from the University of Stockholm, where he was made assistant professor in political economy.

At the age of 31 and after having served one year as secretary in the National Bank of Sweden, Mr. Hammarskjold was appointed to the post of Permanent Under-Secretary of the Ministry of Finance. He concurrently served as Chairman of the National Bank's Board, from 1941 to 1948. Six of the Board's members are appointed by Parliament and the Chairman by the Government. This was the first time that one man had held both posts, the Chairmanship of the Bank's Board and that of Under-Secretary of the Finance Ministry.

Early in 1945, he was appointed an adviser to the Cabinet on financial and economic problems, organizing and coordinating, among other things, different governmental planning for the various economic problems that arose as a result of the war and the postwar period. During these years, Mr. Hammarskjold played an important part in shaping Sweden's financial policy. He led a series of trade and financial negotiations with other countries, among them the United States and the United Kingdom.

In 1947 he was appointed to the Foreign Office, where he was responsible for all economic questions with rank of Under-Secretary. In 1949, he was appointed Secretary-General of the Foreign Office and in 1951, he joined the Cabinet as Minister without portfolio. He became, in effect, Deputy Foreign Minister, dealing especially with economic problems and various plans for close economic cooperation.

He was a delegate to the Paris Conference in 1947, when the Marshall Plan machinery was established. He was his country's chief delegate to the 1948 Paris Conference of the Organization for European Economic Cooperation (OEEC). For some years he served as Vice-Chairman of the OEEC Executive Committee. In 1950, he became Chairman of the Swedish Delegation to UNISCAN, established to promote economic cooperation between the United Kingdom and the Scandinavian countries. He was also a member (1937-1948) of the advisory board of the government-sponsored Economic Research Institute.

He was Vice-Chairman of the Swedish Delegation to the Sixth Regular Session of the United Nations General Assembly in Paris 1951-1952, and acting Chairman of his country's delegation to the Seventh General Assembly in New York in 1952-1953.

Although he served with the Social-Democratic cabinet, Mr. Hammarskjold never Joined any political party, regarding himself as an independent, politically.

On 20 December 1954, he became a member of the Swedish Academy. He was elected to take the seat in the Academy previously held by his father.

Elected to two terms as Secretary-General

Mr. Hammarskjold was unanimously appointed Secretary-General of the United Nations by the General Assembly on 7 April 1953 on the recommendation of the Security Council. He was reelected unanimously for another term of five years in September 1957.

During his terms as Secretary-General, Mr. Hammarskjold carried out many responsibilities for the United Nations in the course of its efforts to prevent war and serve the other aims of the Charter.

In the Middle East these included: continuing diplomatic activity in support of the Armistice Agreements between Israel and the Arab States and to promote progress toward better and more peaceful conditions in the area; organization in 1956 of the United Nations Emergency Force (UNEF) and its administration since then; clearance of the Suez Canal in 1957 and assistance in the peaceful solution of the Suez Canal dispute; organization and administration of the United Nations Observation Group in Lebanon (UNOGIL) and establishment of an office of the special representative of the Secretary-General in Jordan in 1958.

In 1955, following his visit to Peking, 30 December 1954 - 13 January 1955, 15 detained American fliers who had served under the United Nations Command in Korea were released by the Chinese People's Republic. Mr. Hammarskjold also traveled to many countries of Africa, Asia, Europe, the Americas and the Middle East, either on specific assignments or to further his acquaintance with officials of member governments and the problems of various areas.

On one of these trips, from 18 December 1959 to 31 January 1960, the Secretary-General visited 21 countries and territories in Africa -- a trip he described later as "a strictly professional trip for study, for information", in which he said he had gained a "kind of cross-section of every sort of politically responsible opinion in the Africa of today".

Later in 1960, when President Joseph Kasa-Vubu and Prime Minister Patrice Lumumba of the Republic of the Congo sent a cable on 12 July asking "urgent dispatch" of United Nations military assistance to the Congo, the Secretary-General addressed the Security Council at a night meeting on 13 July and asked the Council to act "with utmost speed" on the request. Following Security Council actions the United Nations Force in the Congo was established and the Secretary-General himself made four trips to the Congo in connection with the United Nations operations there. The first two trips to the Congo were made in July and August 1960. Then, in January of that year, the Secretary-General stopped in the Congo while en route to the Union of South Africa on another mission in connection with the racial problems of that country. The fourth trip to the Congo began on 12 September and terminated with the fatal plane accident.

In other fields of work, Mr. Hammarskjold was responsible for the organization in 1955 and 1958 of the first and second UN international conference on the peaceful uses of atomic energy in Geneva, and for planning a UN conference on the application of science and technology for the benefit of the less developed areas of the world held in 1962.

He held honorary degrees from Oxford University, England; in the United States from Harvard, Yale, Princeton, Columbia, Pennsylvania, Amherst, John Hopkins, the University of California, Uppsala College, and Ohio University; and in Canada from Carleton College and from McGill University.

Mashine ya BVR haina tatizo hata kwa vidole vyenye sugu

Tume ya Taifa ya Uchaguzi (NEC), imesema mchakato wa uandikishaji wa Daftari la Kudumu la Wapigakura ulioanza kwa awamu ya pili katika wilaya ya Ludewa mkoani Njombe umeanza vyema na sasa mashine hivyo za kielektroniki za Biometric Voters Registration (BVR), zinafanya kazi vizuri hata kwa wale wenye vidole vyenye sugu.

Kauli hiyo imetolewa jana na kamishina wa tume ya Taifa ya uchaguzi (NEC) Prof Amone Chaligha wakati akizungumza na wanahabari nje ya kituo cha kuandikishia wapiga kura cha Ludewa Shuleni wilani Ludewa mara baada ya mbunge wa jimbo la Ludewa Deo Filikunjombe na msimamizi wa zoezi hilo wilayani Ludewa mkurugenzi mtendaji wa Halmashauri hiyo kumaliza zoezi la kujinadikisha.

Alisema kuwa kasoro za mashine za BVR ambazo awali zilikuwa zikisumbua kutosoma alama za vidole kwa baadhi ya watu hasa wale wenye sugu kwa sasa kasoro hizo zimekwisha baada ya wataalamu wa mifumo ya Kompyuta kuzifanyia kazi ili kufanya kazi kwa mazingira yoyote yale .

Prof. Chaligha alisema kinachotakiwa ni wananchi kujitokeza kwa wingi kujiandikisha kwani zoezi hilo wilayani Ludewa litafanyika kwa muda wa siku saba na baada ya hapo zoezi litahamia maeneo mengine hivyo hakuna haja ya kuchelewa kujiandikisha wala kuhofu mashine kutofanya kazi .

Alisema tokea zoezi hilo lianze wilayani hapa hakuna kasoro ambazo zimejitokeza kama ilivyokuwa mji wa Makambako hivyo kila mwananchi anatakiwa kutumia fulsa hii ya kujipatia kitambulisho chake sasa ili kuweza kutumia katika upigaji kura.

"Ni kweli siku mbili tatu kasoro za sugu katika vidole lilikuwa ni shida ila wataalam wa IT walilifanyia kazi na kwa sasa hakuna kasoro kama hizo na kuwa amepata kuzungukia vituo mbali mbali mjini Ludewa na vijijini kasoro kama hiyo haipo tena kwa sasa hata wakulima wanajiandikisha bila shida"

Kuhusu kasi ndogo ya uandikishaji alisema imechangiwa na waandikishaji wenyewe kuwa na kasi ndogo na kuwa kimsingi kila mwananchi anapaswa kujiandikisha kwa dakika 3 hadi 4 na kuwa kwa siku moja mashine inauwezo wa kuandikisha kiwango cha chini kabisa ni kati ya watu 50 -80

Hata hivyo alisema wanaofanya kazi hiyo ya uandikishaji ni wale ambao wanataaluma ya IT na walifanyiwa mchujo na wale walioshindwa waliachwa hivyo wamejipanga kuna kazi hiyo inafanikiwa vilivyo.

Awali wakazi wa Ludewa mjini waliokutwa kituoni hapo walielezea kero kubwa ya kukaa kwa muda mrefu kituoni hapo bila ya kujiandikisha kwa madai ya watoa huduma hiyo kufanya kazi kwa kasi ndogo zaidi alisema mmoja kati ya wakazi hao Bw Ernest Yohana .

Alisema kwa upande wake alifika kituoni hapo toka majira ya saa 4 asubuhi na kukaa kwenye foleni hadi saa 9 ;30 alasiri alipofanikiwa kujiandikisha na kuwa kwao wakulima wanapotezewa muda mwingi .

Mbunge wa jimbo la Ludewa Bw Deo Filikunjombe ambae alifika kujiandikisha akizungumza mara baada ya kujiandikisha alisema kuwa kwa wananchi wa Ludewa vitambulisho hivyo vitatumika katika matumizi mbalimbali yakiwemo matumizi ya kusajilia simu na mengineyo hivyo hakuna haja ya kukaa kuwasikiliza wasio na mapenzi mema na nchi yao kwa kuwazuia wananchi kutimiza haki yao ya kikatiba.

“Mimi kama mbunge wajimbo la Ludewa leo nimejiandikisha na tayari nimesha kipata kitambulisho changu cha kupigia kura hivyo nawaomba wananchi wangu kujitokeza wote bila kukosa ili kuweza katika kufanikisha zoezi hili wani kitambuisho cha mpiga kura kitawasaidia kwa mambo mengi,msiwasikilize wazushi nisikilizeni mimi ambaye mliniamini na mkanichagua kuwa mwakilishi wenu,” alisema Filikunjombe.

Hata hivyo aliipongeza NEC kwa kufanya kazi kwa ratiba na kuwataka kuendelea kuifanya kazi hiyo kwa kuzingatia muda zaidi ili kuwawezesha wananchi kwenda katika shughuli nyingine za uzalishaji mali.

Pia alisema kuwa propaganda za kuwa vidole vyenye sugu mashine haisomi kuwa hazina ukweli kwani yeye ni mbunge mwenye sugu katika vidole pamoja na wananchi wake ila hakuna aliyelalamika kushindwa kujiandikisha kwa ajili ya tatizo la sugu .

Alisema kama mtanzania unapaswa kujiandikisha na kutumia haki yako ya kikatiba katika kuipigia kura ya ndiyo katiba mpya inayopendekezwa pia kuchagua viongozi mnaowataka ifikapo oktoba mwaka huu.

Filikunjombe aliyasema hayo katika kituo cha uandikishwaji wapiga kura katika shule ya msingi Ludewa mjini wakati akijiandikisha ikiwa ni siku ya ufunguzi wa undikishwaji ulioanza rasmi wilayani hapa na kuwataka wananchi kuachana na maneno ya kizushi ya baadhi ya wanasiasa wanaowarubuni wananchi kutojiandikisha.

Zoezi la kujiandikisha katika daftari la kudumu la wapiga kura ambalo limeanza tarehe 16/3/2015 litadumu katika wilaya hiyo na nyingine kwa muda wa siku saba kabla ya kwenda mikoa mingine ya Katavi, Ruvuma, Lindi na Mtwara.

Alisema tokea zoezi hilo lianze wilayani hapa hakuna kasoro ambazo zimejitokeza kama ilivyokuwa mji wa Makambako hivyo kila mwananchi anatakiwa kutumia fulsa hii ya kujipatia kitambulisho chake sasa ili kuweza kutumia katika upigaji kura.

"Ni kweli siku mbili tatu kasoro za sugu katika vidole lilikuwa ni shida ila wataalam wa IT walilifanyia kazi na kwa sasa hakuna kasoro kama hizo na kuwa amepata kuzungukia vituo mbali mbali mjini Ludewa na vijijini kasoro kama hiyo haipo tena kwa sasa hata wakulima wanajiandikisha bila shida."

Kuhusu kasi ndogo ya uandikishaji alisema imechangiwa na waandikishaji wenyewe kuwa na kasi ndogo na kuwa kimsingi kila mwananchi anapaswa kujiandikisha kwa dakika 3 hadi 4 na kuwa kwa siku moja mashine inauwezo wa kuandikisha kiwango cha chini kabisa ni kati ya watu 50 -80

Hata hivyo alisema wanaofanya kazi hiyo ya uandikishaji ni wale ambao wanataaluma ya IT na walifanyiwa mchujo na wale walioshindwa waliachwa hivyo wamejipanga kuna kazi hiyo inafanikiwa vilivyo.

Awali wakazi wa Ludewa mjini waliokutwa kituoni hapo walielezea kero kubwa ya kukaa kwa muda mrefu kituoni hapo bila ya kujiandikisha kwa madai ya watoa huduma hiyo kufanya kazi kwa kasi ndogo zaidi alisema mmoja kati ya wakazi hao Bw Ernest Yohana .

Alisema kwa upande wake alifika kituoni hapo toka majira ya saa 4 asubuhi na kukaa kwenye foleni hadi saa 9 ;30 alasiri alipofanikiwa kujiandikisha na kuwa kwao wakulima wanapotezewa muda mwingi .

Mbunge wa jimbo la Ludewa Bw Deo Filikunjombe ambae alifika kujiandikisha akizungumza mara baada ya kujiandikisha alisema kuwa kwa wananchi wa Ludewa vitambulisho hivyo vitatumika katika matumizi mbalimbali yakiwemo matumizi ya kusajilia simu na mengineyo hivyo hakuna haja ya kukaa kuwasikiliza wasio na mapenzi mema na nchi yao kwa kuwazuia wananchi kutimiza haki yao ya kikatiba.

“Mimi kama mbunge wajimbo la Ludewa leo nimejiandikisha na tayari nimesha kipata kitambulisho changu cha kupigia kura hivyo nawaomba wananchi wangu kujitokeza wote bila kukosa ili kuweza katika kufanikisha zoezi hili wani kitambuisho cha mpiga kura kitawasaidia kwa mambo mengi,msiwasikilize wazushi nisikilizeni mimi ambaye mliniamini na mkanichagua kuwa mwakilishi wenu”,alisema Filikunjombe.

Hata hivyo aliipongeza NEC kwa kufanya kazi kwa ratiba na kuwataka kuendelea kuifanya kazi hiyo kwa kuzingatia muda zaidi ili kuwawezesha wananchi kwenda katika shughuli nyingine za uzalishaji mali.

Pia alisema kuwa propaganda za kuwa vidole vyenye sugu mashine haisomi kuwa hazina ukweli kwani yeye ni mbunge mwenye sugu katika vidole pamoja na wananchi wake ila hakuna aliyelalamika kushindwa kujiandikisha kwa ajili ya tatizo la sugu .

Alisema kama mtanzania unapaswa kujiandikisha na kutumia haki yako ya kikatiba katika kuipigia kura ya ndiyo katiba mpya inayopendekezwa pia kuchagua viongozi mnaowataka ifikapo oktoba mwaka huu.

Filikunjombe aliyasema hayo katika kituo cha uandikishwaji wapiga kura katika shule ya msingi Ludewa mjini wakati akijiandikisha ikiwa ni siku ya ufunguzi wa undikishwaji ulioanza rasmi wilayani hapa na kuwataka wananchi kuachana na maneno ya kizushi ya baadhi ya wanasiasa wanaowarubuni wananchi kutojiandikisha.

Zoezi la kujiandikisha katika daftari la kudumu la wapiga kura ambalo limeanza tarehe 16/3/2015 litadumu katika wilaya hiyo na nyingine kwa muda wa siku saba kabla ya kwenda mikoa mingine ya Katavi,Ruvuma,Lindi na Mtwara .

ASASI ya Harakati za Imetosha ilioanzishwa kupinga mauaji na vitendo vya kikatili wanavyofanyiwa watu wenye u-albino inatarajiwa kufanya matembezi makubwa ya hisani kuchangisha fedha kwa ajili ya kuendelea kutoa elimu kwa uma juu ya imani potofu zinazoendelea za mauaji ya albino.

Kwa mujibu wa taarifa iliyotolewa leo jijini Dar es Salaam na Balozi wa Kujitolea wa Harakati za 'Imetosha Movement', Henry Mdimu amesema matembezi ya hisani kuchangia fedha zitakazowezesha kutolewa kwa elimu kwa mikoa ya Kanda ya Ziwa juu ya imani potofu zinazoendelea na mauaji ya albino yanatarajia kufanyika Dar es Salaam Machi 28, 2015.

Alisema matembezi hayo yataanzia katika Viwanja vya Leaders na kuzunguka maeneo yaliyopangwa kisha kurejea viwanjani hapo kwa ajili ya shughuli maalumu ya kuchangisha fedha kwa ajili ya harakati maalumu za imetosha zitakazo kwenda kwa jamii ya kawaida na kueneza elimu ikiwa ni juhudi za kuhamasisha kila mwana jamii kupaza sauti na kusema 'Imetosha Mauaji ya Albino'.

"...Baada ya taratibu kukamilika, matembezi sasa yatafanyika Tarehe 28 Machi kuanzia saa 12 Alfajiri, kutoka Leaders Club tutazunguka na kurudi hapo, karibuni sana tuchangie harakati hizi zenye lengo zuri kwa mustakabali wa Taifa letu lenye sifa ya amani na utulivu," alisema Mdimu katika taarifa yake.

Aidha akizungumzia uvumi ulioenea hasa katika nchi za nje, unaodai kwamba serikali imekataza watu wenye ulemavu wa ngozi kuandaa matembezi au maandamano alisema taarifa hizo hazina ukweli wowote na kuongeza kuwa kuna taratibu za kufuata kabla ya uandaliwa shughuli hizo.

"...Hili suala sio kweli, ili ufanye mambo kama haya ni lazima upitie taratibu za kisheria ili upate kibali. Hii ni nchi na ina taratibu zake kwa hiyo tulipaswa kuzifuata na ndio kilichosababisha hata matembezi yetu kuahirishwa.

"Tulikuwa tunafuata taratibu na leo rasmi tumepata usajili wa Imetosha...sasa imetosha imekuwa taasisi kamili inayoitwa IMETOSHA MOVEMENT. Napenda kuchukua wasaa huu kuwashukuru marafiki wote wanaoniunga mkono, na kunipa moyo, msinichoke kwa sababu safari bado ni ndefu,"

Hata hivyo aliwataka wananchi na wadau mbalimbali yakiwemo makampuni kujitokeza katika matembezi hayo ya hisani ili kuunga mkono juhudi sa mapambano ya kukomesha mauaji na vitendo vya unyanyasaji wanavyofanyiwa watu wenye ualbino maeneo mbalimbali ya nchi.
