Dk Hamisi Kigwangalla (Mb) ameandika kitabu kiitwacho "Tanzania tunayoitaka" yakiwa ni mawazo yake binafsi ambacho anatarajia kukisambaza Tanzania nzima.

Kigwangalla katika kitabu chake amezungumzia fikra mpya za kuleta mapinduzi ya kiuchumi na kijamii kutokana na urithi wa rasilimali, utamaduni na utajiri wa nguvu kazi.

“Kuna mambo misingi minane niliyoipendekeza, ambayo yakifanyiwa kazi tutapata Tanzania Tuitakayo”, amesema Kigwangalla.

"Misingi hiyo inaunda mfumo mpya wa politikoikonomi unaoitwa Ujamaa wa Kiafrika wenye Vionjo vya kibepari. Misingi imepewa jina la 'Kigwanomics.', ameongeza Kigwangalla.

Kitabu hicho cha "Tanzania tunayoitaka" kwa mujibu wa Kigwangalla mwenyewe ameeleza kuwa kinapatikana katika mikoa ya Dar es Salaam, Mwanza, Dodoma na Iringa huku juhudi zikiendelea kusambaza Tanzania nzima.

Appointment of Special Representatives and Heads of African Union Liaison Offices


Addis Ababa, 8 April 2015: As part of the African Union (AU) continued efforts to maintain an effective presence on the ground and support efforts aimed at promoting peace, security and stability on the continent, the Chairperson of the Commission, Dr. Nkosazana Dlamini Zuma, has made the following appointments:

- Brigadier General Sara Thomas Rwambali (Tanzania), Special Representative and Head of the AU Liaison Office in South Sudan, with residence in Juba;

- Madame Josephine-Charlotte Mayuma Kala (Democratic Republic of the Congo), Special Representative and Head of the AU Liaison Office in Côte d’Ivoire, with residence in Abidjan;

- Madame Zaina Nyiramatama (Rwanda), Head of AU Liaison Office in Chad, with residence in Ndjamena; and

- Dr. Arvin Boolel (Mauritius), Special Representative for the Great Lakes Region and Head of the AU Liaison Office in Burundi, with residence in Bujumbura.

The Chairperson extends her warm congratulations to the distinguished appointees who are all highly accomplished public servants with a wealth of experience in the area of peace and security. “It is no coincidence that three of the four newly appointed personalities are women, in this year, 2015, when the AU’s thematic focus is “Women’s Empowerment”. I am confident that the AU and Africa will benefit from their rich professional experience and leadership abilities,” the Chairperson stated.

The Chairperson calls on all stakeholders to extend full cooperation to the new appointees, to enable them to successfully discharge their demanding duties, in the best interest of the continent. She pays tribute to the outgoing Special Representatives and Head of Liaison Offices, for their outstanding work and contribution to the promotion and implementation of the AU peace and security agenda.

Unagonja nini kulima bustani? Mauzo yake yameliingizia taifa bilioni 858/=

Habari rafiki msomaji wa makala za kilimo katika jukwaa hili la AMKA MTANZANIA. Ni matumaini yangu waendelea vizuri katika safari hii ya mafanikio. Wiki iliyopita tulijifunza kuhusu fursa katika kilimo chabustani, tuliweza kujua nini maana ya mazao ya bustani kwa ufupi na fursa zilizopo. Kwa bahati nzuri wiki hii nimekutana na makala kwenye gazeti la ‘The Citizen’ inayohusu kile tulichojifunza wiki iliyopita. Nikasema kabla hatujasonga mbele hebu tushirikishane ripoti hiyo. Katika makala hiyo inaonyesha ukuaji wa kilimo cha mazao ya bustani, jinsi mauzo yalivyoongezeka na kiasi cha pato la kigeni kilichopatikana kutokana na mauzo ya mazao yabustani nje ya nchi ikilinganishwa na kipindi cha nyuma.

Kutokana taarifa za mamlaka ya mapato (TRA )zinaonyesha kwamba kwa mwaka jana (2014) jumla ya dola milioni 477 ($ 477 milioni) sawa na fedha za Tanzania shilingi bilioni 858.6 zilipatikana kutokana na mauzo ya mazao ya bustani nje ya nchi. Hizi bilioni 858.6 ni zaidi ya mara 3 ya fedha za ESCROW ama kweli kilimo kinalipa sana. Hiyo hapo haijajumuisha mauzo ya ndani ya nchi ambayo kwa kawaida ndiyo yanakua mengi zaidi kuliko yanayouzwa nje ya nchi. Kwa mwaka 2013 mauzo nje ya nchi yalikua Bilioni 675, hii ikimaanisha kwamba kwa mwaka mmoja tu kumekua na ongezeko la mauzo ya shilingi bilioni 183.6 ambalo ni ongezeko la asilimia 38.

Katika biashara hili ni ongezeko kubwa sana tena kwa kipindi cha mwaka mmoja tu.Katika kuongezeka huko mazao ya mbogamboga ndio yameongoza kuuzwa kwa wingi ambapo mauzo yake ni bilioni 415.80, yakifuatiwa na viungo (Bil. 226.26), maua (Bil. 147.6), mbegu (Bil. 36) pamoja na matunda (Bil. 34.56).

Wachambuzi wanasema kwamba kilimo cha bustani ndio tumaini linaloibukia katika kutupatia fedha za kigeni, kikichukua nafasi ya kahawa na pamba ambaposoko lake limeanguka. Wachambuzi wanaendelea kusema kwamba kilimo cha bustani kimekua tishio kwa kilimo cha kahawa, kwa maana wakulima wengi wa kahawa sasa wamebadilisha akili zao na kuingia kwenye kilimo cha bustani, maana kilimo cha kahawa kinachukua muda mrefu, pia bei ya kahawa inathibitiwa na soko la dunia ambapo ni tofauti na mazao ya bustani. Kwa kulima kilimo cha bustani wakulima wengi wameweza kujiongezea kipato kikubwa zaidi na kwa muda mfupi ikilinganishwa na walichokua wakipata kutoka kwenye kilimo cha kahawa.

Wakati mauzo ya mazao ya bustani yakiongezeka kwa asilimia 38, hali imekua mbaya kwa upande wa kahawa na pamba kwa kipindi hichohicho cha kutokea 2013 hadi 2014. Kwa Kahawa mauzo nje yameshuka kwa asilimia 29 wakati pamba mauzo yameshuka kwa asilimia 33, hii ni kwa mujibu wa ripoti ya benki kuu ya Tanzania (BOT).

Kwanza hizi takwimu zinazidi kutufungua akili kwamba fursa ya kilimo cha bustani ndio ya kufanyia kazi kwa haraka. Taarifa hii itumike kututia hamasa kwa wale ambao tayari wamewekeza kwenye kilimo na wale wanaoanza tujue kwamba tupo kwenye mstari sahihi, tupo kwenye biashara inayolipa.

Pili nipende kutoa rai hasa kwa vijana wenzangu hebu tuichangamkie hii fursa, tuache kulia kwamba ajira hakuna, tuache kukaa vijiweni na kuanza kutoa lawama kwa serikali kwamba haitupi ajira. Hizotakwimu hapo juu usizione ni kubwa, ni ndogo sana ikilinganishwa na uwezo tulio nao. Tunayo ardhi na hali ya hewa inayoruhusu kufanya zaidi hata ya mara 10 ya hapo. Pia miundombinu kila kona ipo vizuri, hii ni kwa upande wa barabara na hata viwanja vya ndege karibu kila kanda vipo kwa fursa ya uuzaji nje ya nchi. Hata kama hatutaweza kufanya mtu mmoja mmoja, tunaweza kuungana baadhi na kuanza kufanya kitu. Kumbuka mabadiliko hayaletwi na watu wengine, wala sio hao wanasiasa tunaowafikiria. Zaidi watatumia kwa kisiasa kwa faida zao baadaye tunaachwa palepale. Na pia tusifikirie kwamba mabadiliko yanatakiwa kwenye siasa tu, mabadiliko makubwa yanahitajika kwenye fikra zetu ili tufunguke akili, tujue kwamba hatima ya maisha yetu iko mikononi mwetu, tuache kupoteza muda kwa mambo ya muda mfupi huku tukiacha mambo ya manufaa kwetu.

Over a year and a half ago, I visited Indiana, toured various places, met different state and federal officials, visited various learning institutions and also toured Perdue. At Purdue, I met Dr. Suresh Garimella and other faculty members and could not have been more impressed, with what I learnt in this institution, and your willingness to support education in Tanzania, and that’s why when I received an invitation to come back, I felt privileged.

To the Dean of School of Agriculture, Jay Akridge, faculty, staff, students, invited guests and the public at large, accept my appreciation for the special welcome you have accorded me along with my delegation. You have made us feel at home away from home.

I have rather brought with me greetings from people of Tanzania; Men, and women children who have been walking for more than five decades to a new world of social economic liberation. Tanzanians are almost seeing a new dawn, and needs your prayers and moral support

Along with me, I have also brought you greetings from CHADEMA Party chairman, Mr. Freeman Mbowe, and his co-principals in the new economic liberation alliance called UKAWA. Notably, Prof. Ibrahim Lipumba, of CUF, Dr. Emanuel Makaidi of NLD and James Mbatia of NCCR Mageuzi respectively

In the year 1869, a visionary man, who understood the importance of education, decided to give part of his wealth back to the society, by establishing an academic institution which would become one of the best agricultural and engineering school in the world.

This visionary business leader, in West Lafayette, Indiana, realized that for America to compete in the global arena, for America to have comparative economic advantage, it had to have its own educated population in the field of Agriculture and Engineering that could turn the soybeans into various final products. Today, in Tanzania the interior part of Tanzania, at Selian Agricultural Research Center, Mbulu, Endallah villages John Purdue’s name is living on, The institution he established is doing all possible to make the world a better place by imparting and sharing the knowledge and expertise with the rest of the world.

For decades now, the global community has been talking about 'New World Order', and the like, and the irony of it all, is that, most of this talk does not go beyond the Conference rooms, and or ended on the Shelves of bureaucrats. At the same time,

Erick Reinert, A Norwegian Economist in his publications categorically stated that, While rich and developed first world get richer, third world countries get poorer

Prof. Reinert says that, Rich countries such as, Holland, England, and Italy, developed through rounds of diversification, and industrialization protected by government intervention. Holland followed the process through shipbuilding. England on the other hand started with wool, and later cotton, coming to dominate the European clothing markets.

Each country realized that selling finished products was more worthwhile than selling raw materials, and used tariffs and sanctioned monopolies to protect their early industries. It was England’s planned shift from selling raw wool to selling finished cloth that set it on the road to development.

On the other hand, the proponents of the “New World Economic Order” have been imposing on developing nations something we would consider abominable and oppressive. Poor nations are encouraged and even forced to gear their whole economies towards raw materials.

Poor nations are encouraged to focus on one trade-able commodity, like coffee, rather than diversify. They are forbidden to use tariffs, subsidies, and other forms of market protection to develop any kind of manufacturing industry.

In the modern global society that is on a daily basis becoming a village, this imbalance is inacceptable. Especially if we genuinely believe on rhetoric’s that we are all Children of same Loving, Generous and all encompassing God,

The situation of a huge global population living in abject poverty is unacceptable. And this is not a question of reverting back to old theories of "communism" and or " Socialism", It is a question of being consistent with the principles of "equitable Trade" and comparative economic advantage.

We in Africa and indeed in Tanzania are not looking for Meritorious Treatment but rather we would like to see a World Economic Order that adheres to principles of fare and equitable Trade.

My American friends,

Tanzania is endowed with abundance of all sorts of natural resources, from fertile arable land, that can feed half of the Western hemisphere to the world finest beaches of Zanzibar. Tanzania has immense variety of flora and fauna that could generate high-class tourism; I am talking of Serengeti National Park, Mt. Kilimanjaro, Selous game Reserve just to name a few.

My country is blessed with both renewable and non-renewable sources of energy. From large deposits of Natural Gas (proven reserves of 47trillion cubic feet), large rivers; critical sources for hydropower, to abundant sun and wind for renewable energy

Tanzania has large deposits of all kinds of minerals and gemstones imaginable to man. Uranium, coal, iron-ore, copper, bauxite, diamond, ruby, nickel, tanzanite, sapphire and many others are all found in Tanzania. In abundance.

Yet the paradox is that despite all this reaches Africa and indeed Tanzania, still fall within the category of world "poorest Country". Sadly, enough, my sitting president has gone into the record books, as the only head of state, in the entire world, to state in the glare of cameras, that he had no clue as to why his country was ranked one of the poorest.

A very sad and embarrassing statement from a head of state

Maybe the president was embarrassed to tell the truth to the world, that the country had been suffering from a fifty-four year old, cancerous tumor also known as Chama Cha Mapinduzi (CCM). A political pandemic that has been ruling Tanzania since its inception; a party synonymous with corruption and mismanagement, and had no time focus on comparative economic advantage, instead focusing more on begging that workings towards adding value to the country raw resources.

It is the CCM pandemic, which has stagnated economic progress; killing country’s innovation spirit, by flooding our domestic market with dangerous, substandard and unreasonably cheap goods from Far East

It is this CCM, a cancerous tumor that has killed Tanzania’s quest for industrial revolution
It is this CCM, a cancerous tumor that has killed Tanzania’s dream to agricultural revolution
It is the CCM, a cancerous tumor, which has turned Tanzania into a minefield, with millions of young people’s dream, quashed, and now have become time bombs.
It is the CCM a cancerous tumor that has killed Tanzania’s health care system, educational and economic dreams. CCM has ruined the lives of our people, and rendered the country into a charity case instead of being a global economic player.

CCM is a party without morals. It is a gang of rulers who plants into their own people dangerous elements of division based on religious and ethnic lines so it can remain in power despite the possibility of disintegrating the society.

It is only in Tanzania of today, where a poor man stealing a goat to feed his family, is likely get a life sentence, yet drug lords, economic criminals, and poachers (killers of elephants) are well protected behind CCM party walls; those that steal billions of dollars from public coffers are walking with state security protection; A practice so common with corrupt and totalitarian regimes.

This is the party that brands those that are fighting for their country, and who simply oppose their views, TERRORISTS. It is the party that uses the police and security organs, not to protect the population, but rather to suppress their voices of descent.

Once you become a member of an opposition party, you are an enemy of state, and subsequently a target for police and the entire security apparatus brutality.

The media has not been spared either; many newspapers have been banned, and some banned because of a cartoon. Many Journalists have been arrested and even brutally murdered by the police because they write stories that threaten the interest of the rulers

Undoubtedly, this is a primary contradiction that needs to be seriously addressed by us the Africans, and Tanzanians first with the support from Partners and friends like you. We need your help in getting rid of the cancerous tumor CCM-party so we can join the global economic community as equal and not as beggars. We need international community’s support to Tanzania of CCM Pandemic

Given the enormous natural resources it is endowed with, Tanzania cannot permanently remain a beggar that depends on the international community to fund its educational system, while gold from our land is airfreighted to foreign countries. We are not against selling our gold to the rest of the world, we are rather, want Tanzania gold be processed in Tanzania so Tanzanians can have jobs.

Instead of exporting raw coffee, we need coffee processing factories in Tanzania, for us to be able to export finished products. Tanzania need Comparative Economic advantage and subsequently equitable trade and not AID. Tanzania is potentially a self-sufficient country, and also a potential donor than aid receiving country

Tanzania’s economic liberation can only be realized, if we Tanzanians, come up with ballot box revolution strategy that would dislodge the corrupt CCM-regime and its likes across the continent as the only way to realize comparative economic advantage, whereby our people and the country can benefit from their resources,

As the case is today, Tanzania has become a dumping ground of basically all commodities including substandard products from China. Quite embarrassing is the fact that, we are even importing toothpicks simply because we cant make out own, yet exports to them very valuable commodities at a throw away price.

Tanzania ranks third in the world when it comes to the number of cattle; yet we are importing all kinds of shoes. CHADEMA administration will ensure we process our cow hides domestically into brand name shoes, instead of selling our hide cheaply and buy it back as expensive designer leather handbags.

A classical example of resource mismanagement, bad decision-making, and lack of focus. We would like to turn this around in all areas where we have the comparative advantage.

My American brothers and friends

CHADEMA party and its partner political parties of Civic United Front (CUF), NCCR-Mageuzi and NLDP have formed a partnership to rid the country of CCM pandemic.

Through our partnership (UKAWA) we are determined to restore Tanzania’s lost glory. CHADEMA party and its friends are interested in turning Tanzania from being a global charity case, whose head of state is constantly going around the begging than focusing on developing his country’s wealth, to being a sufficient country and global economic player.

As I have always said, CHADEMA has its priorities, and its priority number one is education, priority number two is education, and priority number three being education Critical for Tanzania’s economic development is creation of human resource. Economic Aid is not in CHADEMA interest!

America and the West are boasting economic prosperity due the emphasis your countries put on education. You are boasting advanced agriculture and food security due to your policy maker’s emphasis on education.

America’s technological and industrial revolution resulted from your many years of investment in Education. Without emphasis on education world class Institutions like as Purdue, would be in existence today.

CHADEMA and its partner parties are determined to modernize Tanzania’s education system in order to fuel growth of our economy, by fully utilizing all such areas where we have the comparative advantage. We want to add value to our raw resources whether in mining, or in agriculture

We need a proper application of Comparative advantage principal, which will not only benefit Tanzania, but also our genuine friends and Partners. The more we move into light and medium industry, the more we will raise the purchasing power of our people. This is the only peaceful means of making the world a more peaceful and prosperous

It is time we work together to pull the world out of abject poverty by truly practicing what we preach. We need a very balanced trade between our countries.

It is not in TANZANIA’s interest to be showered with shipments of donated food. It is rather in our interest to receive your support in building our local human capacity; Educational support. We need the transfer of skills. We need partnership between our higher learning institutions. And instead of inventing the wheel, lets share the skills and innovative technology.

To you the younger generation and leaders of tomorrow, I must tell you, that, Pioneers never live to see or enjoy fruits of their labor, they establish new trails so you can all safely pass through.

We are living in a new era. Era of “New World Economic Order” an era whereby where only the strong survive!

Even though my days have numbered, my struggle for equality between stronger and weaker nations will never stop. My struggle for fairness between nations will never stop. My Struggle for comparative Economic Advantage, and social justice will live on.

I may never live to see my beautiful country enjoy its comparative economic advantage, but my children, my grandchildren and millions of young people in my country, fed-up with lifelong corruption, mismanagement and social injustice will. This is what, I m living for. I am living for Economic and social liberation

To you my American friends,
Little did you know, that, after one hundred and forty six years later, in the rural part of Tanzania, in the middle of nowhere, thousands of Miles away from Indiana, would Dr. Purdue’s name and legacy reach.

Well, this is what pioneers do!

Equally, come to Tanzania and work with us in finding new paths. Bring us your brilliant minds for the sake of humanity. Come out and fight for a Just world, come and fight for fairness, come and fight for new World Economic order. Come out in the field and turn our deserts in cornfields, in order to Keep John Purdue’s legacy alive!

OnePlus seeks funds to expand


OnePlus, a China-based smartphone maker, is in talks to obtain Silicon Valley venture capital funding to help double its workforce as it boosts output.

OnePlus, which offers phones at less than half the price of flagship models by Samsung Electronics Co. and Apple Inc., plans to boost staff to 1,500 employees this year, said co-founder Carl Pei, who started the company in 2013 with six people.

The smartphone maker is betting on demand for full-featured phones at mid-range prices while bidding for talent amid intensifying competition among companies including Xiaomi Corp., Lenovo Group Ltd. and Huawei Technologies Co. OnePlus plans two new models for this year and aims to increase unit shipments 10-fold by next year, said Pei, 25.

“We lack the experience to help us grow one step further, so we are actually in talks with VCs in the Valley,” Pei said in an interview at company headquarters in Shenzhen, China. “The most important part is access to experience and senior-level talent that will help us scale further.”

He declined to give an estimate of the amount of funds to be raised or the company’s valuation.

OnePlus sold more than a million One smartphones in 2014, offering the device to buyers by invitation only. It plans to ship between 3 million and five million units this year, and then double that to 10 million units next year, using a combination of online and invitation sales, Chief Executive Officer Pete Lau said.

China-based Lenovo and ZTE Corp. are also expanding their business globally, adding to competition at the low-priced end of the market. ZTE shares fell 4.4 percent, their biggest decline since Dec. 16, as of the close of trading in Hong Kong. Lenovo dropped 2 percent, the most since March 26.

Loyal Fans

The One sells for $299 and two-thirds of last year’s sales were in overseas markets including the U.S., the U.K. and India.

“It’s a very high-end product at a very affordable price,” said Bryan Ma, a Singapore-based analyst at research firm International Data Corp. “They have been able to build up a very, very loyal fan base and that’s really where a lot of the value of the company is today. They’ve got people who are just, you know, waiting for that next thing they’re going to announce.”

Samsung, which is virtually tied with Apple in smartphone shipments, introduced its S6 last week, offering models from 858,000 won ($780). Apple’s newest model, the iPhone 6, sells for $649 at T Mobile US Inc.

The One’s successor, the OnePlus Two, is anticipated in the third quarter, Lau said. Another phone, a cheaper model, is planned for release by the end of the year, he said, without supplying details.

Invitation Marketing

Initially, OnePlus sold devices only to people who had received an invitation by participating in contests or promotions. In February, the company also began holding weekly open sales online. The invite system has allowed OnePlus to run lean, keeping “almost no inventory,” Pei said.

The invite system plus weekly online sales will be continued with the release of the Two device, while the original One smartphone will become available through unrestricted online sales.

Production of OnePlus devices is outsourced to Guangdong Oppo Electronics Co., the Dongguan, China-based maker of smartphones and Blu-ray players where Lau and Pei worked before going on their own.

OnePlus also plans to increasingly focus on selling software and services to users of its phones, Lau said.

“We’re hoping to develop a platform,” Lau said. “What I’m thinking is, for example in five years, we will become a platform host and allow many software developers to use our platform to give end users more choice.”

7 Things to cultivate when others frustrate you

There’s a way of being that I’m trying to cultivate in myself — to let go of wanting others to be a certain way.

Here’s the problem: we all get frustrated with other people. We want our kids to do certain things, our spouses to be less something or other, our friends to change their lives, our relatives to be healthier, other people to be less rude, etc etc.

So what can we do about this? It can drive us crazy, but we can’t make it happen. It’s out of our control. Trying to change others, wanting them to be the way we want them to be, just doesn’t work. The alternative, though, is unthinkable to most of us: to just let others be however they want to be. Even when that annoys you.

Here’s the way of being that I’m trying to cultivate:

  1. To remind myself that I don’t control others.
  2. To remind myself that other people can live their lives however they want.
  3. To see the good in them.
  4. To let go of an ideal that I have that’s causing the frustration.
  5. To see that when others are being difficult, they are having a hard time coping. And to empathize with this.
  6. To remember when I’ve had a hard time, when I struggled with change, when I’ve been frustrated.
  7. To do what I can to help them: to be of service, to listen, to make them feel heard, to make them feel accepted.

I’m not good at this yet, but when I find my way, it helps. It makes me less frustrated, it helps me to be more mindful, it improves my relationships, it helps others feel better. I wish this for all of you.

Mazungumzo ya ushirikiano yakiendelea

TAARIFA KWA VYOMBO VYA HABARI

Serikali ya Jamhuri ya Muungano wa Tanzania imepanga kufungua Ubalozi nchini Kuwait kabla ya kumalizika kwa mwaka huu wa fedha wa 2014/2015.

Kauli hiyo imetolewa na Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mhe. Bernard K. Membe (Mb.) alipokutana na Mtukufu Sheikh Sabah Al-Khalid Al-Sabah, Naibu Waziri Mkuu ambaye pia ni Waziri wa Mambo ya Nje wa Kuwait nchini Kuwait siku ya Jumanne tarehe 14 Aprili, 2015.

Katika mazungumzo yao viongozi hao wawili walisifu ushirikiano uliopo baina ya nchi hizi mbili ambao ni wa kidugu na unalenga kuwanufaisha wananchi wa nchi hizi.

“Kwa kufungua ofisi za Ubalozi, Kuwait ushirikiano huu wa kidugu utaongezeka kwenye nyanja zote muhimu na utazaa matunda yatakayo wanufaisha watu wetu, kwa nchi hizi mbili” alisisitiza Waziri Membe katika mazungumzo yake na kiongozi huyo.

Kwa upande wa Kuwait, Serikali yao ilifungua ubalozi nchini Tanzania Februari 2015 na Mhe. Jassem Ibrahim Al Najem kuwa Balozi wake wa kwanza nchini Tanzania, mwenye makazi yake Jijini Dar es salaam.

Aidha, kwa sasa Tanzania inawakilishwa nchini Kuwait kupitia Ubalozi wake uliopo Riyadh, Saudi Arabia.

Katika mkutano huo, Mtukufu Sabah Al-Khalid Al Sabah alisifu jitihada za Tanzania kwenye kulinda na kuleta amani Barani Afrika hasusan kwenye maeneo yenye migogoro. Alisema kuwa Serikali yake itaendelea kushirikiana na Tanzania sio tu kwenye maeneo muhimu ya maendeleo lakini pia hata kwenye ulinzi wa amani kwani ndio changamoto kubwa inayoikabili dunia kwa sasa.

Kuhusu misaada Barani Afrika, viongozi hao walijadili suala la uratibu wa misaada mbalimbali ya Serikali ya Kuwait Barani humo ambapo waliangalia uwezekano wa kuanzisha kituo maalum nchini Tanzania kwa ajili ya kusimamia shughuli za uratibu wa misaada hiyo.

Kwa sasa Serikali ya Kuwait kupitia Mfuko wake wa Maendeleo – Kuwait Fund- imetoa Dola za Kimarekani Bilioni moja kwenye Umoja wa Afrika kwa ajili ya usalama wa chakula Barani Afrika.

Awali Waziri Membe alikutana na Mhe. Abdulwahab A. Al-Bader, Mkurugenzi wa Mfuko wa Maendeleo wa Kuwait na kumshukuru kwa misaada mbalimbali ya kimaendeleo wanayoendelea kuitoa nchini Tanzania na barani Afrika kwa ujumla.

Aidha Waziri Membe alielezea kuwa maandalizi ya miradi mitano ya umwagiliaji nchini Tanzania ambayo inayofadhiliwa na mfuko huo yamekamilika, na kwamba sasa iko tayari kuanza. Aidha Waziri Membe na Mhe. Al-Bader walizungumzia uwezekano wa mfuko huo kuikopesha Benki ya Uwekezaji Tanzania (TIB) ili iweze kuendesha shughuli zake kikamilifu.

Waziri Membe yuko nchini Kuwait kwa ziara ya siku moja na anatarajiwa kuondoka kesho kuelekea nchini Oman. Ujumbe wa Mhe. Membe nchini Kuwait unamjumuisha Bw. Peter Noni, Mkurugenzi Mkuu wa Benki ya Uwekezaji Tanzania, Balozi Simba Yahya, Mkuregenzi wa Idara ya Mashariki ya Kati katika Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa na Bi. Kwa mujibu wa taarifa ya idhaa ya Kiswahili ya DW (via WhatsApp), vyombo vya usalama nchini Tanzania vinasema vinawashikilia watu 10 wanaotuhumiwa kuwa wanachama wa kundi la kigaidi la al-Shabaab, ambao wamewakamata wakiwa na vifaa vya kulipua na sare za kijeshi zikiwa zimefichwa kwenye msikiti mmoja huko Kilombero, mkoani Morogoro. Watu hao walikamatwa jana usiku.

Vifaa vilivyokamatwa Morogoro

Taarifa ifuatayo ni kwa mujibu wa Mabadiliko Group:

MOROGORO: Watu 10 wanashikiliwa na polisi mkoani Morogoro baada ya kukamatwa msikitini wakiwa na milipuko 30, sare za jeshi na bendera nyeusi inayodaiwa kutumiwa na kundi la wapiganaji wa Al Shabaab wa nchini Somalia.

Katika tukio hilo, mmoja anayesadikiwa kuhusiana na watu hao waliokamatwa aliuawa na wananchi wenye hasira baada ya kumjeruhi kwa panga askari polisi aliyekuwa akipambana naye.

Akizungumza na waandishi wa habari leo, Kamanda wa polisi mkoani Morogoro, Leonald Paul alisema tukio hilo limetokea jana (Aprili 14 mwaka huu) majira ya saa 3.30 usiku katika kitongoji cha Nyandero, tarafa ya Kidatu wilayani Kilombero.

Kamanda Paul alimtaja mtu aliyefariki kuwa ni Hamad Makwendo ambaye umri wake haujafahamika ambaye ni mkazi Manyasini Ruaha wilayani Kilombero.

Aidha alisema siku ya tukio polisi walipata taarifa kutoka kwa raia wema kuhusu watu hao na kwamba walitaarifiwa kuwa wanajihusisha na matukio mbalimbali ya uhalifu na polisi waliamua kufatilia nyendo zao.

Akisimulia tukio hilo, Kamanda Paul alisema: “Polisi walipata taarifa kuwa watu hao walitumia usafiri wa bajaji mbili kwenda kusikojulikana na wakati wakiendelea na zoezi la kufuatilia ndipo walikutana na bajaji moja ikiwa na abiria mmoja ambaye ni Mkwendo na kuisimamisha.”

Alisema kuwa bajaji hiyo iliposimama marehemu huyo aliruka na kuanza kukimbia ndipo askari mwenye namba F .3323 Koplo Nasoro alianza kumkimbiza na alipomkaribia mtuhumiwa huyo alichomoa jambia alilokuwa nalo na kumkata askari huyo eneo la shingoni.

Askari mwingine mwenye namba E.9245 Koplo Chomola ambaye alikuwa nyuma alifanikiwa kumpiga risasi ya mguu mtuhumiwa huyo,ambapo alipoanguka chini wananchi wa eneo hilo tayari walifika katika eneo hilo na kuanza kumshambulia marehemu huyo kisha kumchoma moto kwa hasira.

Kamanda huyo alisema walianza kuwasaka watu wengine ambao walipata taarifa wapo katika Msikiti wa Suni uliopo Kidatu.

“Polisi walipofika katika msikiti huo waliuomba uongozi wa msikiti huo kuwatoa watu wote waliokuwa msikitini ili kuweza kubaini watu ambao wanatiliwa mashaka,”

Alisema polisi walendelea na ukaguzi na kuwakamata watu hao 10 wakiwa na vifaa hivyo na kuwatia nguvuni.

Kamanda huyo alitaja vitu vilivyokutwa katika mabegi yaliyokuwa ndani ya msikiti huo ni pamoja na milipuko 30, bendera nyeusi yenye maandishi ya Kiarabu yakisomeka ‘Mungu Mmoja’, majambia, bisibisi, vinyago vya kuziba uso (masks), nguo za jeshi, misumeno ya chuma na spana.

No Swedes kidnapped in Tanzania says Swedish Ministry

Rumours that three Swedes have been kidnapped in Tanzania appear to be false, according to the Swedish Foreign Ministry.

“The Foreign Ministry has no information indicating that any Swedish citizens have disappeared in Tanzania,” press office Anna Buhré Kervefors wrote in an email to news wire TT on Tuesday.

Swedish tabloid Expressen reported last week that three Swedes were thought to have gone missing in the east African country, feared kidnapped.

The suspected disappearance was reported to the police in Sweden as well as the Swedish embassy.

“When it comes to missing persons, it's a police matter,” said Anna Ekberg at the ministry press office at the time.

Police in Tanzania said they had been in contact with Swedish police via Interpol, but referred all questions about the three people to Swedish authorities.

However, the Swedish police were unwilling to comment on the case last week.

“We never comment on any kidnappings of Swedes abroad,” said Fredrik Wallén at the national press office.

There is currently no further information about where in Sweden the trio originate from nor what they were doing in Tanzania.

Thousands of tourists travel to the country every year, to visit sites such as Mount Kilimanjaro and famous national park Serengeti.

In their travel guidelines, the Swedish embassy recommends Tanzania as a tourist destination, but warns of large crowds "which can quickly develop into violent protests or riots". It also urges visitors to watch out for traffic, criminality or security threats against western targets.

Taasisi za kidini zisizotoa taarifa zake kufutwa kuanzia Jumatatu



TAASISI za dini ziko hatarini kufutwa katika orodha ya usajili kutokana na kuvunja sheria kwa kushindwa kutoa taarifa za mapato na matumizi ya hesabu za fedha kwa mwaka, imeelezwa.
 
Kazi ya kuzifuta taasisi hizo, inatarajia kufanyika Jumatatu ijayo, baada ya kukamilisha uchambuzi wa taasisi hizo na kwamba itaanzia jijini Dar es Salaam na baaadaye mikoani.

Waziri wa Mambo ya Ndani ya Nchi, Mathias Chikawe, alisema hayo jana alipozungumza na waandishi wa habari jijini Dar es Salaam, kuhusu mustakabali wa nchi.

Alisema taasisi hizo ni zile ambazo hazifuati matakwa ya kisheria ikiwemo kuwasilisha taarifa za mwaka za ukaguzi wa hesabu na kulipa ada.

Chikawe alisema baadhi ya taasisi hizo ambazo zinakiuka sheria pia katika siku za hivi karibuni viongozi wa taasisi hizo, wamekuwa wakitoa matamko yanayoashiria kuingilia masuala ya kisiasa, kinyume cha sheria na katiba zinazosimamia uendeshaji wa taasisi hizo.

Waziri Chikawe alisema matukio hayo yamekuwa yakisababishwa na hamasa za kisiasa au baadhi ya watu waliokuwa wakitumia muda huo kutekeleza ajenda zao kwa kisingizio cha vuguvugu za kisiasa.

Alisema viongozi wa taasisi hizo wana haki ya kushiriki katika masuala ya kisiasa kama watu binafsi lakini ni kinyume cha sheria Sura ya 337, kutumia uongozi wao kushawishi waumini kutekeleza matakwa yao ya kisiasa.

Waziri alisema baadhi ya viongozi hao wamekuwa wakitoa matamshi ya kulenga na kushawishi wafuasi wao wafuate maelekezo yao kuhusiana na masuala ya Katiba Inayopendekezwa au kuhusu uchaguzi mkuu wa Oktoba, mwaka huu.

“Matamshi haya yanakiuka sheria za usajili wa taasisi hizo na hivyo serikali inatoa onyo kali kwa vikundi, zikiwemo taasisi hizo kuepuka kushiriki katika vitendo ambavyo vinaashiria kuvuruga amani na utulivu nchini,” alisema.

Pia katika mkutano huo, Chikawe alizungumzia suala la viongozi wa dini wanapochangisha pesa na kuandamana au kukutana na wanasiasa kwa kile kinachodaiwa kuwashawishi kugombea nafasi mbalimbaliz za uongozi.

“Hali hiyo imejitokeza hivi karibuni huku katiba zinazosimamia uendeshaji wa taasisi hizi zinaeleza wazi kuwa kitendo hicho si kazi ya taasisi hizo,” alisema.

Alisema kuendelea kwa matukio hayo ya taasisi hizo kushiriki katika mambo ya kisiasa kunahashiria kuvurugika kwa amani na utulivu wa nchi.

Alisema matukio hayo yanahashiria uvunjifu wa amani na utulivu na kwamba lazima hatua madhubuti zichukuliwe kuhakikisha taasisi hizo pamoja na viongozi wake wanadhibitiwa.

Wito wa Butiku kwa wananchi kuhusu Katiba Inayopendekezwa

Baadhi ya watu waliojitokeza kusikiliza mdahalo katika ukumbi wa Chuo Kikuu (TEKU)

Wakati harakati za mashirika yasiyo ya Serikali zikiendelea kutoa elimu juu ya katiba inayopendekezwa kabla ya kupigiwa kura na kuwa katiba kamili, Mkurugenzi Mtendaji wa Taasisi ya Mwalimu Nyerere bwana Joseph Butiku amewataka wananchi kuipigia kura ya hapana katiba hiyo inayopendekezwa.

Amenukuliwa kuyasema hayo katika mdahalo uliofanyika katika ukumbi wa Chuo Kikuu (TEKU) wakati wakitoa maoni yaliyotolewa katika "Tume ya Jaji Warioba" kwamba katiba hiyo haijazingatia kile kilichomo katika rasimu.

“Isomeni katiba vizuri na kuipigia kura ya hapana kwani mkifanya hivyo italazimu kuipitia upya kutokana na kwamba katiba inayopendekezwa imeondolewa maono yenu mengi ikiwepo mamlaka ya Rais, Mbunge kuwajibishwa na wapiga kura wake, Mawaziri wasitokane na wabunge na kadhalika... wamefanya hivyo kutaka kutetea maslahi yao na kuwakandamiza wananchi,”
amesema hayo Butiku.

Naye mtoa mada, Hance Polepole amesema katiba ni mkataba kati ya wananchi na viongozi wanao waongoza na hivyo wanatakiwa kuwa makini katika kutengeza mkataba ili wasije kulaumiwa na vizazi vijavyo kwa kushindwa kutengeneza katiba yenye kulinda maslahi yao na kuwafanya wengine watumwa katika nchi yao, kwani kila mtu ana haki ya kufaidi kwa usawa.

From acting to politics: Nollywood actor's message to people who sent him to Parliament

Nollywood actor Desmond Elliot is filled with so much joy at the moment following his victory at the recently held House of Assembly election.

The actor turned politician emerged winner of the Lagos state House of Assembly election and will proceed to the State Assembly where he’ll be representing Surulere Constituency 1.

He took to his Facebook page to thank everyone who believed in him and voted for him:

After budget aid freeze due to IPTL saga, EU now releases 107bn/-

The European Union (EU) has released 53.26m Euros, equivalent to 107bn/-, to support the budget for 2014/2015.

This payment is made in the framework of the EU general budget support, through the so-called Millennium Development Goal (MDG) Contract, which is to contribute to Tanzania’s sustainable growth and reduction of poverty by putting into effect the MKUKUTA strategy.

The EU, together with other Development Partners, is supporting the implementation by the government of the Fifth National Development Plan, MKUKUTA and the recently launched Big Results Now (BRN) initiative.

Budget support is one of the modalities used to strengthen the capacity of the Government to deliver results and improve the lives of Tanzanian citizens, by reducing poverty and inequality.

EU Ambassador to Tanzania Filiberto Sebregondi said: “I am satisfied that budget support from the EU and other Development Partners could be released in time to finance the vital public expenditure planned for the current fiscal year."

According to him, the delay that occurred was caused by concerns on the sound management of public money.

“However, the commitment to good governance and the fight against corruption is a shared principle between Development Partners and the government and the latter has demonstrated to take it very seriously," he said.

The EU noted that the last budget support annual review showed positive achievements in health, such as a significant increase of numbers of nurse and midwife ratios and number of persons receiving ARV combined treatment, and also in better and decentralized Natural Resource Management.

He, however, added that there was need to step up efforts to reduce the number of people living in poverty, especially in rural areas and to make sure that all Tanzanians enjoy equal access to quality basic services.

The disbursement follows the recent decision by budget support Development Partners to resume disbursements before the end of the current financial year.

The majority of these payments had so far been withheld pending the developments on the IPTL case. EU said it welcomed measures the Government of Tanzania and all relevant institutions have taken to handle the issue.

It noted that the public debate and the actions that have followed indicate that the country’s accountability system over public funds worked properly.

At the same time, the case has pointed to underlying risks of corruption in the management of public funds. The EU welcomes the Government’s confirmation that these need to be addressed in order to avoid similar cases from happening and appreciates the dialogue engaged with the Government of Tanzania in this direction.

During the period from 2007/08 to 2013/14, Budget Support operations from Donor partners including the European Union amounted to almost US$ 5 billion -- an average annual disbursement of US$ 703 million for Tanzania.

Budget Support means that Development Partners (DPs) provide money that has not been earmarked to the Treasury to support Tanzania’s own development planning and implementation through the budget.

The Government of Tanzania decides on the allocation of funds in the budget, guided by national policies, such as the National strategy for Growth and Reduction of Poverty, MKUKUTA II and Parliament then approves the national budget.

Development Partners who give Budget Support are currently Canada, Denmark, Finland, Germany, Ireland, Japan, Sweden, UK, African Development Bank, European Commission and World Bank.

The cooperation between the government and the Budget Support partners is defined in a Partnership Framework Memorandum (PFM) signed in 2011, which sets out the principles and the terms for the Budget Support partnership.

Among them a shared underlying principle is about Good Governance, accountability of the government to the citizenry, and integrity in public life, including the active fight against corruption in accordance with the laws of the United Republic of Tanzania.

Budget Support funds have allowed the government to maintain a high level of development spending throughout the period, without increasing domestic borrowing, contributing to a sustained level of public investment and a fast recovery from the global financial crisis.
