Sheria ya marufuku ya kupiga kelele Tanzania

Waziri wa Nchi Ofisi ya Maku wa Rais - Mazingira, Mh. Binilith Mahenge, amezindua Kanuni mpya ya Mazingira itakayodhibiti uchafuzi wa mazingira unaotokana na makelele yanayosabishwa na shughuli mbalimbali katika jamii .

Akizungumza katika uzinduzi wa Kanuni hizo jijini Dar es Salaam, Mhe. Mahenge alisema kuwa Ofisi yake ilishazitangaza Kanuni hizo katika Gazeti la Serikali tangu tarehe 30/01/2015 kulingana na Sheria ya Usimazi wa Mazingira ya mwaka 20104.

Aidha Mh. Mahenge aliongeza kuwa Sheria hiyo ya Mazingira ya mwaka 2004 iliyoanza kutumika rasmi tarehe 1 Julai, 2015 inaiwezesha Ofisi yake kuandaa na kuunda kanuni mbalimbali za mazingira ili kudhibiti uchafuzi wa mazingira nchini.

Hata hivyo alifafanua kuwa kanuni mpya za kudhibiti kelele, hazitadhibiti kelele zitokanazo na ving`ora vya magari ya Polisi, magari ya zimamoto, magari ya kubebea wagonjwa pamoja na mizinga wakati wa magwaride katika sherehe za kitaifa.

Kanuni hizi zimeundwa kuitikia wito wa malalamiko kutoka kwa wadau mbalimbali waliokuwa wakiilalamikia serikali kuhusu uchafuzi mkubwa wa mazingira unaotokana na kelele katika kumbi za starehe, uchimbaji wa madini pamoja na mitetemo inayosabishwa na minara ya simu.

NEC yakana tuhuma za mipango ya kusogeza mbele Uchaguzi Mkuu

Tume ya taifa ya uchaguzi (NEC) imesema haina mpango wa kusogeza mbele Uchaguzi Mkuu wa Rais na Wabunge kwa sababu ya uwezekano wa kutokamilika kwa daftari la kudumu la wapiga kura.

Mwenyekiti wa tume hiyo Jaji mstaafu Damian Lubuva ameyasema hayo jijini Dar es Salaam. Amesema tume imepokea BVR 248 na kufanya jumla ya mashine hizo kufikia 498 na kwamba muda mfupi ujao watapokea nyingine 1,600 zinazowasili kwa ndege ya kukodi kutoka Dubai.

Aidha, Jaji Lubuva ametaja awamu ya pili ya zoezi la uboreshaji wa daftari la kudumu la wapiga kura kuwa itaendelea April 24 mwaka huu, siku ambayo pia watapokea BVR hizo ambazo zitaharakisha kasi ya uandikishaji kwani wataweza kuandikisha mikoa mingi kwa wakati mmoja. Amesema kuwa awamu ya pili ya zoezi la BVR itakuwa kwa mikoa ya Lindi, Mtwara, Ruvuma na Iringa.

Naibu Katibu Mkuu katika kitengo cha Daftari la Wapiga Kura, Sisti Karia amesema endapo wangekuwa na mashine za BVR za kutosha, wangezigawa kwenye halmashauri nchi nzima na kuweza kuendesha zoezi la kuandikisha watu kwa siku 28 tu kote nchini.

Katika hukumu nadra kutolewa nchini Tanzania, mahakama Kuu Kanda ya Tabora imeiagiza halmashauri ya wilaya ya Urambo, kulipa fidia ya shilingi milioni 25 kwa Mwamini Adam na mumewe Idrisa Jafari kutokana na madhara waliyopata baada ya uzembe uliofanywa na daktari wa hospitali ya wilaya hiyo alipokuwa akimfanyia upasuaji Mwamini.

Katika uamuzi wa shauri hilo la madai Namba 13/2011 uliotolewa hivi karibuni, Mahakama Kuu imeiagiza halmashauri hiyo kumlipa Mwamini shilingi milioni 20 kutokana na kilema alichopata kwa kuondolewa mfuko wa uzazi na kukatwa utumbo. Pia, mahakama imeiagiza halmashauri hiyo kumlipa Jafari fidia ya shilingi milioni tano ikiwa ni gharama za uendeshaji wa shauri hilo.

Akisoma hukumu, Jaji Mfawidhi wa Mahakama Kuu Kanda ya Tabora, Amir Mruma alikubaliana na madai ya walalamikaji kuwa madhara waliyopata kutokana na uzembe uliofanywa na Dk Jackob Kamanda ni makubwa. Jaji Mruma alisema haipingiki kwamba huo ni uzembe uliofanywa na mtumishi, hivyo mwajiri anapaswa kulipa gharama.

Aliagiza kuwa kiwango hicho cha fedha kitalipiwa riba ya asilimia saba kila siku kuanzia tarehe uamuzi ulipotolewa hadi siku mlalamikiwa atakapolipa fedha hizo.

Mwamini na mumewe walifikisha malalamiko yao Mahakama Kuu, wakidai kulipwa fidia ya shilingi milioni 505 kutokana na makosa ya uzembe uliofanywa na wataalamu wakati wa upasuaji kwa kuacha kitambaa tumboni mwa mgonjwa.

Daktari Bingwa wa Magonjwa ya Wanawake, Anatory Lukonge wa Hospitali ya Itigi ambako walibaini kitambaa tumboni mwa Mwamini, aliieleza mahakama kuwa walipomfanyia upasuaji walikuta utumbo umeshikana na kizazi huku juu yake kukiwa na kitambaa.

Dk Lukonge alisema walikitoa kitambaa hicho lakini kutokana na sehemu ya kizazi kuharibika, iliwalazimu kukiondoa huku akidai kuwa hali hiyo ilisababishwa na uzembe wa daktari aliyemfanyia upasuaji.




Tanzanian woman wins landmark case over childbirth operation


A woman left unable to have children after a defective caesarean section operation in Tanzania has won a landmark case against a local hospital whose surgeon left a piece of cloth inside her.

Mwamini Adam and her husband filed a lawsuit at the high court in western Tabora region against Urambo District Council's hospital four years ago, demanding 500 million Tanzanian Shillings ($265,000) for physical and emotional distress.

Adam, 37, accused Jacob Kamanda, a gynaecologist and obstetrician at the district hospital, of professional negligence and misconduct after he left a piece of cloth in her stomach after performing a caesarean section operation.

She told the court her condition deteriorated within days of the operation on January 6, 2011, in which her baby survived.

"I was very ill and constantly discharging pus. It was a terrible blow to my family since I could no longer engage in my daily activities," she said.

She said the defective operation meant she can no longer give birth because doctors performing a life-saving corrective operation decided to remove her uterus.

Pregnancy and childbirth are among the biggest dangers faced by rural women in Tanzania due to a shortage of qualified doctors and lack of quality health care and maternity services.

Tanzania is one of a list of African nations that have the world's highest rates of maternal mortality. For every 100,000 live births, 454 women die of childbirth-related complications, according to UNICEF data.

Delivering the verdict this week, High Court Judge Amir Mruma said the court was convinced Adam suffered significantly due to negligence by one of the hospital's doctors and ordered hospital owner, Urambo District Council, to pay compensation.

Lawyers for Adam said this was the first time in Tanzania that a court had ruled in favor of a woman whose life was put in danger by defective surgery related to childbirth.

The judge ruled the council pay 25 million Tanzanian Shillings with accumulated interest to Adam and her husband and also cover the costs of the law suit.

Karafuu hotel yateketea kwa moto

Hoteli ya kitalii ya Karafuu iliopo Michamvi mkoa wa kusini Unguja imeteketea kwa moto katika baadhi ya sehemu zake na kusababisha hasara kubwa.

Meneja wa hoteli hiyo Juma Abdalla alisema chanzo cha moto huo hadi sasa hakijafahamika pamoja na hasara kamili inayotokana na moto huo.

Aliyataja baadhi ya maeneo ambayo yameathirika na moto huo ni pamoja na sehemu ya mabanda ya kupikia na katika vyumba vya wageni ambao walitolewa nje bila ya madhara.

'Chanzo cha moto huu hadi sasa hakijafahamika tunafanya uchunguzi zaidi kujuwa pamoja na hasara kamili'alisema.

Afisa mkuu wa Zima moto katika kituo cha Kitogani Hamad Ali Abdalla alisema wamefanikiwa kuzima moto huo ambao ulikuwa na kasi kubwa ambao ulikuwa ukisaidiwa na
upepo.

Alisema walilazimika kuomba msaada wa kuzima moto huo kutoka makao makuu mjini ambapo kazi hiyo ilifanikiwa.

Hata hivyo aliziomba hoteli za kitalii uongozi wake kuhakikisha kwamba wanaweka vifaa vya kukabiliana na majanga ya moto.

Alisema moto huo ungelizimwa haraka sana na wafanyakazi wenyewe wa hoteli hiyo lakini kwa bahati mbaya hakuna vifaa vya kuzima moto huo.

'Tunawaomba viongozi wa hoteli kubwa za kitalii kuhakikisha kwamba wanaweka vifaa vya kukabiliana na majanga kama moto kwa ajili ya kuzima haraka'alisema.

Hilo ni tukio la pili la hoteli za kitalii kuathirika na majanga ya moto ambapo miezi miwili iliyopita huko Nungwi mkoa wa kaskazini Unguja hoteli mbili ziliteketea
kwa moto.

Hoteli nyingi ziliopo katika mwambao wa pwaniwa Zanzibar zimeezekwa kwa kutumia makuti ambayo huwa rahisi kushika moto wakati yanapotokezea majanga kama hayo.

Gwajima afikishwa mahakamani na kusomewa mashitaka


Hatimaye Askofu wa Kanisa la Ufufuo na Uzima, Josephat Gwajima (45), amepanda katika Mahakama ya Hakimu Mkazi Kisutu, akikabiliwa na mashitaka mawili, ikiwemo la kutumia lugha ya matusi dhidi ya Askofu Mkuu wa Jimbo Kuu la Dar es Salaam la Kanisa Katoliki, Mwadhama Polycarp Kardinali Pengo.

Mbali na Gwajima, washitakiwa wengine ni Askofu msaidizi wa Kanisa hilo, Yekonia Behagaze (39), Geofrey Mzava (31) ambaye hakuwepo mahakamani hapo na George Milulu (43) mkazi wa Kimara Baruti.

Kesi hiyo ambayo ilianza kutajwa saa 9:30 alasiri hadi saa 11 jioni, ilisikilizwa mbele ya Hakimu Wilfred Dyansobera, ambapo mawakili wa Serikali; Wakili Mwandamizi Joseph Maugo, akisaidiwa na Shadrack Kimaro na Tumaini Kweka, walisoma mashitaka dhidi ya washitakiwa.

Katika mashitaka ya kwanza yanayomkabili Gwajima, Wakili Kweka alidai kuwa katika siku isiyofahamika kati ya Machi 16 na 25 mwaka huu, maeneo ya Tanganyika Packers, kiongozi huyo alitumia lugha ya matusi dhidi ya Kardinali Pengo, akieleza kuwa ni mtoto, hana akili katika namna ambayo angeweza kusababisha uvunjifu wa amani.

Mshitakiwa alikana shitaka hilo ambapo suala la dhamana kwa mshitakiwa lilileta mabishano ya kisheria kati ya Wakili wa Serikali Maugo na Wakili wa Gwajima, Peter Kibatala ambapo upande wa mashitaka ulitaka mshitakiwa awe na wadhamini watakaopatikana wakati mshitakiwa asipokuwepo.

Hata hivyo, Kibatala alidai kuwa mteja wake kwa kuzingatia cheo alicho nacho ni mwaminifu na aliiomba mahakama hiyo, ajidhamini mwenyewe kutokana na muda ambao walipelekwa mahakamani hapo.

Kupitia mabishano hayo, Hakimu Dyansobera alikubaliana na ombi hilo na kumtaka Gwajima asaini hati ya Sh milioni moja.

Akisoma mashitaka ya pili, Wakili Kimaro alidai kuwa Gwajima anakabiliwa na mashitaka ya kushindwa kuhifadhi silaha, ambayo ni kinyume na Sheria ya Silaha za Moto.

Alidai kuwa kati ya Machi 27 na 29 mwaka huu, maeneo ya Hospitali ya TMJ iliyopo Mikocheni A wilayani Kinondoni, akiwa amepewa leseni ya silaha hiyo yenye namba za usajili CAT 5802 na risasi tatu za bastola na risasi 17 za bunduki, aliziacha kwa watu wasio husika bila ya ruhusa.

Kimaro alidai katika siku hiyo washitakiwa Behagaze, Milulu na Mzava walikutwa na bastola bila ya ruhusa na kinyume na taratibu katika Hospitali ya TMJ iliyopo Mikocheni A, Kinondoni.

Mshitakiwa wa tatu alidaiwa kuwa siku hiyo hiyo katika Hospitali ya TMJ, alikutwa na risasi tatu za bastola na 17 za bunduki (shotgun) bila ya kuwa na ruhusa. Mshitakiwa wa nne hakusomewa mashitaka kwa kuwa hakuwepo mahakamani hapo.

Washitakiwa wote walikana mashitaka na kwamba upande wa mashitaka ulidai kuwa upelelezi wa shauri hilo bado unaendelea.

Wakili Kibatala aliomba dhamana kwa washitakiwa hao kwamba wajidhamini wenyewe, lakini Hakimu Dyansobera aliwataka kila mmoja awe na mdhamini mmoja atakayetambulika na Mahakama, atakayesaini dhamana ya Sh milioni moja, ambapo washitakiwa wote walitimiza masharti.
Akizungumza nje ya mahakama, Kibatala alidai kuwa mteja wake alitakiwa kujisalimisha Machi 27 mwaka huu na alifanya hivyo, lakini mahojiano hayo hayakukamilika, kutokana na matatizo ya kiafya aliyoyapata.

Pia, alidai kuwa mara ya pili aliamriwa apeleke nyaraka 10 za umiliki wa mali zake, ikiwemo helikopta, nyumba na kanisa, ambapo aliamua kuandika barua kuomba vifungu vya sheria, ambavyo alidai kuwa mpaka leo hajapata.

‘’Leo asubuhi nilipigiwa simu na Gwajima akinieleza kuwa amezingirwa na Polisi walioongozwa na Mkuu wa Upelelezi Mkoa wa Kinondoni. Nilipofika nilifanya mazungumzo na Polisi, nikawaambia hakuna sababu ya kuja wengi hivyo, mteja wangu atakuja mwenyewe,’’ alidai.


Baadhi wa waumini waliokuwepo katika viwanja vya mahakama hiyo, walikuwa wakishangilia na kupiga kelele baada ya ‘baba’ yao huyo wa kiroho kuachiwa kwa dhamana.

Gwajima aliondoka mahakamani hapo saa 12:00 jioni kwenye gari namba T 631 AHD aina ya Land Cruiser, huku ikifuatiwa na msafara wa magari ya waumini wake waliokuwa wamepakatana katika magari hayo.

Awali, nyumba ya Gwajima ilizingirwa na Polisi kwa zaidi ya saa saba kuanzia saa 12 alfajiri ya jana hadi saa sita mchana, kwa madai ya kutaka kumkamata, kutokana na kutotokea Polisi kama alivyotakiwa hapo juzi.

Polisi wakiwa na magari ya aina tofauti, walionekana kuzingira nyumba ya askofu huyo iliyopo maeneo ya Tegeta Salasala katika Kata ya Wazo eneo la Kilimahewa, huku nyumba ya mchungaji huyo ikiwa imefungwa geti.

Eneo hilo pia lilizungukwa na wafuasi wa askofu huyo karibu 200, waliokuwa wakisubiri kujua hatma ya kiongozi wao huku wakisali.

Kati ya magari ya Polisi yaliyoonekana katika eneo hilo, kulikuwa na Land Rover Defender zenye namba za usajili T 337AKU na T 475 BNM na mengine aina ya Toyota Land Cruiser yenye namba za usajili PT 1686 na PT 2665 yakiwa na maandishi ya Polisi.

Wakizungumza na mwandishi, baadhi ya waumini wa kanisa hilo walidai wamekuwa na utaratibu wa maombi ya asubuhi siku za Jumatano na Ijumaa, lakini jana walifika kanisani kama kawaida, lakini hawakumkuta askofu na hakukuwa na taarifa.

Mchungaji Miriam Eliah alisema waliamua kwenda nyumbani kwake majira hayo ya saa 12 asubuhi, wakakuta mlango umefungwa jambo ambalo si kawaida na walipogonga hawakufunguliwa, lakini walisikia sauti za watoto ndani.

Alisema baadaye waliona gari la Polisi likifika katika maeneo hayo na kushusha polisi na ya pili ikafika na kushusha polisi kisha zikaondoka na baadaye nyingine iliyokuwa na Polisi ikafika maeneo hayo na kubaki karibu na geti la askofu huyo.

Mpaka mchana bado magari ya Polisi yalikuwa yakiendelea kuzunguka karibu na nyumba hiyo, huku baadhi ya viongozi wa kanisa hilo wakiwa katika makundi na vikao wakijadili.

Mwenyekiti wa serikali ya Mtaa wa Wazo anapoishi Gwajima, Richard Njeru, alisema alipata taarifa ya askari kuja kumkamata askofu huyo na aliwaona wakifika saa 12 asubuhi kwa sababu hakufika juzi Polisi kama alivyotakiwa.

Ilipofika majira ya saa sita mchana, magari ya Polisi yaliyokuwepo takriban sita yalianza kuondoka moja moja na gari la mwisho lililondoka muda mfupi baada ya Wakili Kibatala kuwasili saa 6:30 akiwa na teksi.

Wakili huyo alifika katika eneo hilo na kusalimia Polisi kisha kuonana na uongozi wa kanisa hilo waliokuwa wakijadili jambo na baadaye gari la Polisi lililokuwa na polisi wanane liliondoka katika eneo hilo.

Mara baada ya polisi wote kuondoka, waumini wa askofu huyo walisogea katika geti la nyumba ya Gwajima na kuanza kushangilia na kutamka kwa sauti kubwa kuwa ‘majeshi ya bwana ni hatari sana’.

Akizungumza kuhusu kuondoka kwa Polisi hao, Mwenyekiti wa Baraza la Makanisa ya Kipentekoste Tanzania (CPCT) Wilaya ya Kinondoni na Mchungaji wa Kanisa la EAGT, Emmanuel Mwasota, alisema uongozi wa Polisi umewataka askari waliokuwa maeneo hayo kuondoka na kutaka Askofu Gwajima kwenda mwenyewe katika Kituo cha Polisi cha Kati.

Alisema tatizo lililokuwepo ni mawasiliano, kwani uongozi wa jeshi hilo juzi waliwataka wasiende jana kama ilivyokuwa imetakiwa, kwa kuwa walikuwa wameshajitayarisha kwa kila kitu.

“Tunashangaa leo wamekuja kuzingira nyumba lakini hakuna tatizo kwani baada ya muda askofu atatoka na tutaenda naye polisi kama walivyotuagiza,”alisema.

Ilipofika saa 7:32 Kibatala akiongozana na wachungaji wengine wa Kipentekoste akiwemo Katibu Mkuu wa Baraza la Makanisa ya Kipentekoste Tanzania (CPCT), Askofu David Mwasota, na aliyekuwa Mbunge wa Bunge Maalum la Katiba, Amon Mpanju, waliingia ndani ya nyumba ya Gwajima.

Baada ya kuingia ndani, nje ya nyumba hiyo magari manne yaliingia katika eneo hilo ambapo alishuka Mtume Onesto Ndegi wa Kanisa la Living Water Center na Mchungaji Vernon Fernandes wa huduma ya Agape na wengineo.

Ilipofika saa 7:27 geti la nyumba ya Askofu Gwajima lilifunguliwa na kutoka gari jeusi lenye namba za usajili T 159, DDH likiendeshwa na mchungaji Hu na pembeni yake amekaa wakili Kibatala.

Pia, katika gari hilo alipanda Askofu Gwajima pamoja na Mpanju na kushangiliwa na waumini wa kanisa hilo na baadaye Wakili Kibatala alizungumza na waandishi wa habari.

“Tunaenda Polisi kuitikia mwito wa kisheria, kwani hatukuwa na taarifa zozote za kisheria za Polisi kuzingira eneo hili na kwa nini walikuja kumkamata, baada ya kufika huko ndiyo tutaelezwa yote,” alisema.

Nyumba ya askofu Gwajima ikiwa chini ya ulinzi wa Polisi wakati yeye mwenyewe akiwa ndani yeye na familia yake.


Ulinzi uliimarishwa kila kona nyumbani kwa askofu Gwajima.

Mengi atuhumiwa kutaka kuiangusha serikali ya Rais Kikwete


Mwenyekiti mtendaji wa IPP, Dk Reginald Mengi MENGI ameeleza kushitushwa na taarifa zilizochapishwa kwenye gazeti la "Taifa Imara"  zikimtuhumu kuwa ana nia ya kutaka kuiangusha serikali ya Rais Kikwete na kumshughulikia baada ya kumaliza muda wake wa uongozi.

Mengi emesema ukimya wa Ikulu na Idara ya Habari -Maelezo kwa wiki tatu bila kutoa ufafanuzi wowote, kunamtia mashaka.

Katika kauli yake kwa vyombo vya habari, Mengi amesema taarifa ya gazeti hilo iliyouliza swali "ZITTO AMCHONGEA MENGI KWA JK?" ambayo pia imesema Rais Kikwete aliapa kupambana naye, inampa hofu kubwa kuhusu mustakabali wa maisha yake kutokana na kuachwa kuendelea kusambaa kwa tuhuma hizo.

via THE CITIZEN -- Two Tanzanians living in South Africa have been killed in what has been linked with the ongoing xenophobic violence that rocked the country recently.

News of the deaths came as the minister for Foreign Affairs and International Cooperation, Mr Bernard Membe, announced from Oman that Tanzania had begun evacuating its nationals from Yemen that has been engulfed in a bloody war between government forces and rebels.

In South Africa, a representative of Tanzanians living in the country told The Citizen yesterday, that the two met their deaths in the anti-foreigners attacks that have left another five people from other countries dead and thousands displaced in the city of Durban.

Mr Bonka Kuseleka, a representative of the Tanzanians, named the deceased as Rashid Jumanne, a cigarette peddler who died on Tuesday in Stenga, a suburb in Durban and one Athumani alias China Mapepe, who died on Wednesday in the largest city in the South African province of KwaZulu-Natal.

According to Mr Kuseleka, Rashid was shot dead by unknown gunmen while peddling his merchandise while Athumani, a detainee at Westville correctional facility was stabbed to death by fellow inmates.

“As I speak to you now we are on a peaceful march with some locals in Durban to condemn these brutal killings but so far we have lost two Tanzanians here,” he told The Citizen by phone from Durban.

But in a quick rejoinder, Mr Elibahati Ngoyai Lowassa, Tanzania’s acting High Commissioner to South Africa said there was no official confirmation that the two died due to the ongoing attacks targeting foreigners.

Speaking to The Citizen from South Africa, Mr Lowassa, however, confirmed the deaths of the two Tanzanians.

According to the envoy, the High Commission was only aware of a shop belonging to a Tanzanian which was set ablaze in Durban during the chaos. Describing Rashid’s death, Mr Lowassa said he met his death after being shot at, following his suspected involvement in crime.

“What I know is that Rashid got killed through a different incident that has nothing to do with the ongoing xenophobic attacks,” maintained the diplomat.

As for Athumani, the acting High Commissioner said he was stabbed to death by fellow inmates inside the said correctional facility.

He, however, gave no details on the reasons behind Athumani’s imprisonment. But the Tanzanians who talked to The Citizen said they have information their compatriot was killed when fellow inmates confronted him over his nationality.

Mr Lowassa was categorical that his office was not planning to do any evacuation of its nationals as they were not in any danger. “Why should we undertake an evacuation when no Tanzanian has died of the attacks,” he queried.

Quoting reports from the South African government, the Tanzanian envoy told The Citizen that the attacks had so far claimed the life of one Zimbabwean, one South African and one Somali.

Newspaper reports separately reported yesterday that five people of different nationalities had been killed. South African President Mr Jacob Zuma was scheduled to address Parliament last evening over the blot that is portraying the country in the negative.

The lives of Mr Kuseleka and fellow Tanzanians eking out a living in Durban won’t be the same again, and according to him, they are now living in constant fear, unaware of their fate.

He also expressed his disappointment over what he referred to as ‘no response’ from representatives of the Tanzania High Commission, as far as the deaths of their compatriots were concerned.

“We haven’t heard a word from them, it is as if nothing has happened to us; the situation is very worrying and we’re appealing to the High Commission to come to our rescue,” said one Mr Bonka, a businessman based in Durban.

He and other Tanzanians living in this city were wondering how the High Commission was non-committal while countries of Malawi, Botswana and Zimbabwe had embarked on a mission of evacuating their nationals.

According to the website of The Guardian of South Africa, some South Africans accuse immigrants of taking jobs and opportunities away from them. The latest violence followed reported comments by Zulu King Goodwill Zwelithini, an influential figure among the Zulu ethnic group, that foreigners should “pack their bags and leave.” The king has since appealed for an end to the unrest.


via THE GUARDIAN -- The government has said it has no plans to help Tanzanians living in South Africa to return home because of the ongoing xenophobic attacks.

The attacks on foreigners have re-emerged South African’s cities of Durban, Pietermaritzburg and Johannesburg.
But based on reports, Somalia, Malawi and Zimbabwe are preparing to help their citizens escape the violence.

Interviewed by The Guardian yesterday, Foreign Affairs and International Cooperation Deputy Minister, Mahadhi Juma Maalim said so far there are no reports of any Tanzanians attacks.

Maalim noted that they are aware of the attacks and the government through its High Commission in South Africa has alerted Tanzanians living there to take precautions.

“We have communicated with the High Commission officials in South Africa over the matter and directed them to alert our citizens over the possibility of being attacked. We told them to give us updates about the situation,” he stressed.

However, Maalim said that they do not have the exact number of Tanzanians living in xenophobic torn country.

This is the second time that the xenophobia attacks have emerged in South Africa after the first in 2010 – just before the World Cup that took place in African country for the first time.

Meanwhile, Foreign Affairs and International Cooperation Minister, Bernard Membe said that the government has announced plans for Tanzanians living in Yemen to go back home due to the ongoing civil war.

Speaking before the Tanzania Ambassador to Oman, Ali Ahmed Saleh yesterday in Oman, Membe said that it is the government’s responsibility that Tanzanians living in Yemen who the majorities are students come back home safe and sound. Membe is in Oman for a one day visit to strengthen bilateral relationship between the two countries.

According to Membe, the first phase of the Tanzanians to come back home was done few days ago under Mascut Embassy offices in Oman where twenty five Tanzanians came baack home and efforts are underway to register more.
“I have given permission the usage of emergency fund in a move to make sure that our colleagues who are in danger are safe to come back home,” stressed Membe.

However, Membe underscored that the majorities of Tanzanians have already reached in Sarfat and Al-Mazyouna in Oman and Yemen border.
Tanzania Ambassador to Oman, Ali Ahmed Saleh said that following Membe’s directives, the second phase will start soon where sixty four Tanzanians will be permitted to enter Oman then come back home.

In the same vein, South Africa may no longer be safe for immigrants following violent attacks by indigenous in obedience to Zulu king's order to non-South Africans to leave the country, which resulted to the arrests of 17 people by the police.

The police have already opened murder cases after the attacks last Friday, as foreigners continue their protest against the obnoxious order by King Goodwill Zwelithini.

About 62 people have been reported dead following the monarch's order.

Xenophobia has become a recurring issue in South Africa, and many foreigners, mainly back Africans, have been hurt and killed in xenophobic attacks.

The xenophobic attacks that began in KwaZulu-Natal two weeks ago have now spread to Johannesburg.

One Zimbabwean died in the escalating xenophobic attacks in Durban, South Africa, as government yesterday set up an inter-ministerial team to facilitate the immediate return of those displaced by the attacks.

Foreign Affairs Minister Simbarashe Mumbengegwi said in a statement yesterday that reports indicated that the attacks were serious and close to 800 Zimbabweans had been displaced and fled to a camp established in Chatsworth, Durban. "So far, it has been established that one Zimbabwean has died," he said.

"As a result of these reports, government decided that those Zimbabweans wishing to return home be facilitated to do so immediately.

"An inter-ministerial team has been put together at both ministerial and senior official level. The team is expeditiously putting in place the logistics as well as the resources necessary for this exercise in close liaison with the Zimbabwean High Commssioner in South Africa and his staff."

Minister Mumbengegwi said a number of Zimbabweans had expressed their wish to return home to embassy officials who visited Durban to assess the situation and discovered that it was tense. This came as South African ambassador Vusi Mavimbela said in an interview yesterday that his country lacked the capacity to deal with the flurry of xenophobic attacks targeting foreigners.

"The police, really, to be honest, if this thing spreads, the police don't have the physical capacity to be everywhere and to arrest everybody who is involved," he said.

"I know you watch South African TV you see things like service delivery protests that happen, flare up all the time in South Africa and the police have never been able to contain it.

"This xenophobic thing that is happening in South Africa you know if its spreading the police are going to be spread thin all the time and they can't be at every informal settlement."

Mavimbela said the South African government needed to come up with a holistic approach in addressing socio-economic issues and immigration laws to reduce the competition for resources between South Africans and foreigners.

He spoke as the SA government warned foreigners against retaliating.

Zimbabwean High Commissioner to South Africa Isaac Moyo said in an interview yesterday that he was yet to confirm reports of the deaths of two Zimbabweans, among them a toddler. He said over 2 000 foreigners, including Zimbabweans had been displaced.

Moyo said the embassy, with the assistance of the host government, had started documenting Zimbabweans affected by the attacks who are at Chatsworth Camp in Durban.

"We met with South Africa's Home Affairs Minister, Malusi Gigaba and the premier for Kwazulu Natal Province to get an appreciation of their plans to arrest the volatile situation and assist the victims," said Moyo.
"We are very hopeful that a solution will be arrived soon."

Moyo said the embassy was encountering challenges in cases where undocumented South African women were insisting on travelling to Zimbabwe with their husbands.

He said about 10 undocumented South African women were insisting on travelling with their husbands, while 120 Zimbabweans had left their properties under the attack of South Africans.

Moyo said the situation was dire in Durban given the cold weather persisting there and the absence of adequate tents to house the displaced people.

The Durban violence outbreak follows similar violence in Soweto where foreign shops were looted and foreigners displaced three weeks ago.

The attacks started after Zulu king Goodwill Zwelithini said in a public speech that foreigners in South Africa should return to their countries and the remarks were widely viewed as having sparked the xenophobic attacks
.
In 2008, in the worst violence to date against foreigners, over a dozen people were killed -- some burnt alive through neck-lacing, a barbaric, painful slow-killing method in which a burning tyre, filled with petrol, is placed around one's neck. At the time, the then South African president Mbeki, horrified by the violence, said South Africans' heads were "bowed in shame."

In Cape Town the violence against foreign migrants living in South Africa spread to the centre of a major South African city on Tuesday as crowds reportedly numbering thousands gathered on the streets of Durban.

Reporters said police fired rubber bullets and stun grenades in an attempt to disperse the crowds. In the first signs that migrants could begin striking back at locals who have attacked them and looted their shops, they were reported to be arming themselves with baseball bats and machetes. In one area of Durban, they were reported to have tried to erect a barricade.

The state-controlled SA Broadcasting Corporation said foreign nationals retaliated when locals tried to loot their shops. A reporter for Eyewitness News tweeted that a number of migrants were heard shouting: "If you want Boko Haram in this country, continue killing us."

The Sowetan said Durban's central business district was "under total lockdown" as police confronted crowds of locals and migrants.

Earlier, it was reported that several people had died and thousands displaced in violence in Durban's apartheid-era black townships.

The news service said police were overrun on Monday night as groups of locals moved from shop to shop, looting the possessions of migrants operating in the KwaMashu township.

Until now, most attacks have taken place in the informal settlements and townships in the which the poorest South Africans live.
Much of the violence in the past has been generated by a struggle for access to resources in those areas, with successful migrant business owners becoming the target of their local counterparts, as well as of opportunistic criminals.

The current outbreak of attacks follows remarks by Zulu King Goodwill Zwelithini at the end of last month, in which he was reported to have criticised foreigners for taking over South Africa's wealth.

Local news media quoted him as saying that "when you walk in the street you cannot recognise a shop that you used to know because it has been taken over by foreigners, who then mess it up by hanging amanikiniki (shabby goods)."

In the meantime,the President of the Nigerian Union in South Africa, Ikechukwu Anyene, on Wednesday urged the Federal Government to help halt the xenophobic attacks on Nigerians in that country.

Anyene told the News Agency of Nigeria (NAN) on phone from Pretoria, South Africa, that the latest spate of xenophobic attacks began three weeks ago. NAN reports that there are more than 800,000 Nigerians living in South Africa.

Anyene said Nigerians resident in some South African cities had gone into hiding to avoid being attacked by South Africans. The Nigerian government should urgently intervene and save our people from the attacks. They should prevail on the South African government to stop such attacks against Nigerians."It appears nothing is being is done to stop the attacks and Nigerians are worried about the situation," he said.

Anyene said during the attacks in Johannesburg last week, shops owned by Nigerians were looted and their owners seriously injured by the attackers. He said the Nigerian Union in South Africa had been in touch with local chapters in some provinces and had urged them to take precautionary measures to save themselves.

Anyene said that since Nigeria and South Africa established diplomatic relations, there had not been a single incident of xenophobic attack against South Africans living in Nigeria.

" The Nigerian government protects the lives and property of South Africans living in Nigeria We do not understand why from time to time, South Africans attack Nigerians in their country. The Federal Government should take the issue of xenophobic attacks in South Africa very seriously because Nigerians do not carry out xenophobic attacks against fellow Africans," he said.

Nigerians living in Durban, he said, had planned a protest march against the xenophobic attacks. He, however, said they were denied permit by the South African police.

The xenophobic attacks that began in KwaZulu-Natal two weeks ago have now spread to Johannesburg.

Thousand of people are expected to attend a march in South Africa's coastal city of Durban in solidarity with the country's foreign nationals.

The march comes after weeks of attacks against foreign nationals in which at least five people have been killed and 74 people arrested since the end of March, according to Colonel Jay Naicker, police spokesperson.

Last Thursday, as many people prepared to march in the coastal city of Durban in KwaZuluNatal, many shops also remained closed in the business capital of the country, Johannesburg.

Groups of people were said to be travelling from various other provinces to join in the show of solidarity with the foreign nationals.

Al Jazeera's Haru Mutasa, reporting from Durban, tweeted the following: Similar attacks occurred in 2008 in which at least 60 people were killed.

Messages circulating on social media warned people in Gauteng province and KwaZuluNatal to be on high alert for possible attacks and to also remain indoors.

More than 2,000 foreigners have already sought shelter in refugee camps in Durban, a South African aid group said on Wednesday.

The refugee camps, set up on sports fields around Durban, will not be large enough if attacks on immigrants continue, said Imtiaz Sooliman of the Gift of the Givers organisation.

Those who can afford it are planning to leave the country, he said.

"They've lost their houses, they've lost their businesses, they've lost everything," Sooliman said.

The organisation made the following appeal to the government on social media on Wednesday:

South Africa President Jacob Zuma condemned the violence and assigned several cabinet ministers to work on the problem with officials in KwaZulu-Natal province.

The government is addressing South African citizens' "complaints about illegal and undocumented migrants, the takeover of local shops and other businesses by foreign nationals as well as perceptions that foreign nationals perpetrate crime", Zuma's office said in a statement.

He also issued a warning for illegally operating foreign owned businesses to close their doors.

In Malawi, officials have set up transit camps expected to house Malawians returning to the country, Kondwani Nankhumwa, the country's information minister, said.

Wakichangia mjadala Afisa wa Mamlaka ya Mapato amesema kuwa wanatoza ushuru kwa kufuata mwongozo wa jumuia ya Afrika Mashariki jibu ambalo halikuweza kukidhi kiu ya wafanyabiashara na wajasrimali waliohudhuria semina hiyo.

Hata hivyo wajasriamali wametakiwa kufuata taratibu na kanuni za kuwa na vibali husika ili kuepusha kutapeliwa na kupata hasara kwa kukosa utambulisho halali wanapokuwa nchi nyingine za jumuia.

Semina ya hii imewezeshwa na mwezeshaji toka nchini Rwanda Christine Mukangoboka, wengine ni Robi Ernest Bwiru kutoka katika wizara ya Afrika ya Mashariki nchini Tanzania na wengine ni maafisa kutoka makao makuu ya jumuia ya Afrika Mashariki Arusha na wengine kutoka wizarani nchini Uganda.

TAARIFA KWA VYOMBO VYA HABARI

Serikali kuwarudisha nchini Watanzania waliopo Yemen


Mhe. Bernard K. Membe (Mb.), Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa ametangaza hatua ya Serikali kuwarudisha Watanzania waishio nchini Yemen, kufutia mapigano yanayoendelea nchini humu ya vita vya wenyewe kwa wenyewe.

Akizunguza na Mhe. Ali Ahmed Saleh, Balozi wa Tanzania nchini Oman siku ya Alhamis tarehe 16 Aprili 2015, Waziri Membe amesema ni jukumu la Serikali kuhakikisha kuwa Watanzania hao ambao wengi wao ni wanafunzi, wanarejea nyumbani salama.

Zoezi la kurudisha Watanzania hao lilianza siku chache zilizopita ambapo familia ya watu watano ilisaidiwa na kurudi nyumbani kupitia Oman, wakati zoezi la kuwatambua na kuwaandikisha Watanzania likenddelea.

“Nimeruhusu matumizi ya fedha ya dharura ili kuhakikisha ndugu zetu walioko kwenye hatari na machafuko ya Yemen wanarejeshwa salama nyumbani mara moja” alisema Mhe. Membe.

Watanzania hao ambao wengi wao hadi sasa wameshafika kwenye miji midogo ya Sarfat na Al-Mazyouna kwenye mkoa wa Salala mpakani mwa Oman na Yemen, walituma maombi ya dharura (distress call) kwenye Ofisi za Ubalozi Oman, kuelezea mazingira ya hatari yanayowakabili, na kuomba kurudishwa nyumbani.

“Kulingana na maelekezo ya Waziri Membe, zoezi la kuwarejesha Watanzania limeanza. Nimewapeleka maafisa wa ubalozi kule Salala ni kilometa takriban elfu moja kutoka Muscut, ambapo watahakiki na kukabidhiwa Watanzania wote sitini na nne (64) na wataruhusiwa kuingia nchini Oman na kuelekea Tanzania” alimaliza Mhe. Ali Ahmed Saleh, Balozi wa Tanzania nchini Oman.

Mgogoro wa Yemen unaoendelea baina ya maafisa wa polisi waaminifu kwa aliyekuwa rais wa nchi hiyo, Ali Abdullah Saleh, na makundi ya usalama yanayomuunga mkono rais wa sasa, Abed Rabbo Mansour Hadi, umeua mamia ya watu na kujerui maelfu.

Mhe. Membe ametoa rai kwa Watanzania wote wenye ndugu au jamaa nchini Yemen kuchukua tahadhari na kuwataarifu watafute msaada kupitia Ubalozini Muscat ili kujihakikishia usalama wao. Aidha ametoa tahadhari kwa Watanzania wanaotegemea kusafiri kwenda Yemen, kusitisha safari zao hadi hali ya usalama itakaporejea.

CHADEMA yazindua Kanda ya Kusini



John J. Mnyika -- Wiki iliyopita nilipata wasaa wa kuongoza mkutano wa uzinduzi Kanda ya Kusini uliofanyika siku ya Jumapili April 12, 2015 katika uwanja wa Mashujaa. Mkutano huo wa hadhara wa uzinduzi wa Kanda ya Kusini ulijumuisha mikoa ya Lindi na Mtwara.
