Jihadhari! Chupa hii ya maji almanusra iue


Ni kawaida sana siku hizi kupuuzia jumbe nyingi zinazotumwa kwenye makundi mbalimbali ya mawasiliano kwa sababu nyingi ya hizo huwa ni ngano tu. Ila mtu anapokuwa na muda anaweza kuulizia ukweli kutoka kwa wengine.

Ndicho nilichokifanya leo. Nilipuuzia ujumbe uliotumwa kwenye kundi moja (tizama picha hapo juu), nikidhani ni moja ya zile zinazotungwa ili kuwapa watu kiwewe tu, lakini baadaye nikapata wazo la kuutuma kwenye kundi jingine na kuuliza 'Inawezekanaje?" 

Majibu niliyopata yamenipa sababu ya kumshukuru aliyetuma ujumbe huo kwa kunisababisha niwe makini kuhusiana na hilo. Nimefahamishwa:

"Ni possible kabisa sis. Imeshatokea na ilimhusisha mtu namfahamu sema tu aligonga gari nyingine kwa nyuma. Chupa ya maji aliiweka kwenye ile nafasi kwenye gia pale kumbe aliposhika breki ikaanguka na hakujua so safari ikaendelea baadaye kidogo akashika breki kumbe imesogea kwenye pedal"

Mwingine pia akachangia:

"Subi hiyo ya chupa ya maji ilishanitokea mimi. Bahati nzuri nilikuwa napunguza spidi vs kusimama kabisa. I never thought chupa ya maji inaweza kusababisha."

Nimeona vyema nishirikishe na wengine hapa ili tujihadhari kabla ya ajali.

Meshack aongoza Tanzania Youth kupanda miti 500 Bagamoyo


Jumamosi hii mimi na wenzangu zaidi ya 20, tuliweka mkakati wa kupanda miti kwenye mji wa Bagamoyo mkoani Pwani.
Wazo hili lilitoka kwa mwenzetu Dickson Daniel na kwa pamoja tukaamua kuungana naye. 

Tunatoa wito kwa Watanzania wote, tuungane pamoja kupanda miti kwani hakuna mbinu duniani tunayoweza kuitumia kuondoa hewa ukaa ama gesi kaboni zaidi ya kupanda miti na kuifanya dunia kuwa mahali pazuri pa kuishi.

Balozi wa kudumu wa Umoja wa Afrika, Mhe. Amina Salum Ali leo ametoa salamu za rambirambi kwa Brigedia Jenerali mstaafu Hashim Mbita aliyefariki siku ya Jumapili Aprili 26, 2015 asubuhi na kuzikwa siku ya Jumanne Aprili 28, 2015 katika makaburi ya Kisutu jijini Dar es Salaam.

Balozi Amina Salum Ali alisema amepokea kwa majonzi na simanzi kubwa taarifa za kifo cha mmoja wa watumishi wa miaka mingi wa Serikali, Jeshi la Ulinzi la Wananchi wa Tanzania (TPDF).

Aliendelea kwa kusema Brigedia Jenerali msataafu Hashim Mbita atakumbukwa Tanzania, bara zima la Afrika na dunia kwa jumla, kama mmoja wa makamanda mahiri aliyeshiriki kikamilifu katika uondoshaji wa utawala wa ukoloni barani Afrika, hususan utawala wa kidhalimu wa makaburu nchini Zimbabwe na Afrika ya Kusini na hatimaye kuachiwa huru kwa aliyekuwa Rais mzawa wa kwanza nchini Afrika Kusini, hayati Nelson Mandela.

Mzee Mbita alijitoa mhanga kuongoza mapambano ya ukombozi wa Afrika, Atakumbukwa milele kwa kurudisha heshima ya Mwafrika.

Brigedia Jenerali msataafu Hashim Mbita ni mfano uliotukuka kwa Watanzania na Afrika. Aliiongoza vizuri sana kamati ya ukombozi ya Umoja wa Afrika.

iPad sales decline again


According the chart above, Apple sold 12.62 million iPads last quarter, down 23% year-over-year, which translates to roughly $5.43 billion in sales. That's lower than the $5.6 billion the Mac brought in last quarter, marking the first time Mac revenue surpassed iPad revenue.

The iPad sales growth has been in steady decline over the past few years. Year-over-year sales have declined in each of the last 8 quarters.

There are many reasons for iPad's decline, namely less frequent update cycles than the iPhone, and lower demand due to the bigger sized iPhones. But some analysts also expect iPad sales to jump once Apple's partnership with IBM materializes into bigger enterprise market share.

Kongo Brazzaville yapiga marufuku kuvaa hijabu


Serikali nchini Kongo - Brazzaville imepiga marufuku uvaaji wa hijabu nchini humo.

Kwa mujibu wa taarifa iliotolewana redio ya taifa Kongo, serikali imepiga marufuku kwa waislamu kuvaa hijabu na kufunika uso, wakati wageni wakipigwa marufuku kutumia misikiti nyakati za usiku nchini kote kama sehemu ya jitihada za kupambana na ugaidi katika taifa hilo la Afrika ya Kati.

Kwa mujibu wa Waziri wa Mambo ya Ndani, Zephirin Raymond Mboulou, uamuzi huo ulichukuliwa baada ya uchunguzi na kukamata baadhi ya watu katika vipengele vya makosa ya jinai na kudai wanaohusika na matendo hayo huvaa hijabu za kufunika uso na kuacha macho tu.

Serekali imesema kuwa wanaruhusu kujifunika kichwa tu bila kuziba uso na wageni waotumia msikiti nyakati za usiku kama malazi wamepigwa marufuku kwani misikiti si kwa ajili ya kulala bali kwa kufanya ibada.

Afrika Kusini imelaani hatua ya Nigeria kumrudisha nyumbani Balozi wake kutokana na uvamizi unaoendelea dhidi ya wageni nchini mwao.

Hata hivyo, Nigeria inasema kuwa ilichukua hatua hiyo kutokana na raia wake kuvamiwa na mali zao kuharibiwa na wananchi wa Afrika Kusini.

9 charged in UK after cocaine found on Tanzanian-registered boat

A quantity of cocaine has been seized after a boat was boarded in the North Sea and searched at Aberdeen harbour.

The Tanzanian-registered Hamal was intercepted by the Royal Navy frigate HMS Somerset and the Border Force cutter Valiant about 100 miles east of the city on Thursday.

It was accompanied into the harbour and a full search was carried out.

Nine crew, aged between 26 and 63, have been charged with drug trafficking offences.

They have been detained in custody and are expected to appear at Aberdeen Sheriff Court on Monday.

John McGowan, from the National Crime Agency's Border Policing Command, based at the Scottish Crime Campus, Gartcosh, said: "This is a potentially significant seizure of illegal drugs, only made possible by the co-operation between ourselves, Border Force, the Royal Navy and our international partners.

"The exact amount of cocaine on board is yet to be determined and the search is likely to continue for some time.
"The ongoing NCA investigation is being supported by Police Scotland."

The Border Force acted on information supplied by NCA, which recently replaced the Serious Organised Crime Agency.

The Border Force is a law enforcement agency responsible for frontline border control operations in the UK.

Kafulila atuzwa na Human Rights Defenders kwa 'kufichua escrow'

Kafulila, akipokea tuzo ya ushujaa kwa kupambana na ufisadi.

MBUNGE wa Kigoma Kusini, David Kafulila, ambaye aliibua sakata la ufisadi wa mabilioni ya shilingi ya akaunti ya Tegeta Escrow, mapema leo asubuhi ametunukiwa tuzo maalumu ya Taasisi ya Human Rights Defenders, kwa ushujaa wa kupambana na ufisadi hapa nchini.

Kafulila amekabidhiwa tuzo kwenye ukumbi wa Blue Pearl, Ubungo Plaza, Jijini Dar es Salaam, katika tukio lililoshuhudiwa na Balozi wa Umoja wa Ulaya, Filberto Sebregondi, aliyekuwa mgeni rasmi, pamoja na mabalozi za Uingereza, German, Sweden, Ireland, Spain na wawakilishi wa UNDP na taasisi mbalimbali za Kimataifa hapa nchini.

Leo ilikuwa ni Siku ya Watetezi wa Haki za Binadamu Duniani (Human Rights Defenders Day), ambapo pamoja na mambo mengine, Kituo cha Human Rights Deffenders kama muandaaji wa tukio lililohusisha Balozi za Ulaya, walitoa tuzo kwa Mhe David Kafulila, ambaye pamoja na ukweli kuwa sio mwanachama wa mtandao huo, lakini wametambua kazi kubwa anayoifanya katika mapambano dhidi ya ufisadi hususan sakata la Escrow.

Mambo yaliyosababisha tuzo hiyo ni namna Kafulila alivopambana vikali katika jambo hilo kwa zaidi ya nusu mwaka kuanzia April mpaka Nov 2014 baada ya ripoti ya CAG kubainisha ukweli huo.

Kutokana na vitisho alivyokabiliana navyo kuanzia ndani ya bunge, kunusurika kupigwa na kudhalilishwa kama tumbili na hata nje ya bunge ambapo aliendelea kupata vitisho vya kifo bila msaada wowote toka vyombo vya dola, alipoulizwa kuhusu tuzo hiyo, Kafulila alisema:
binafsi tuzo hii ina tafsiri nyingi lakini kubwa zaidi ni ukweli kwamba sipo pekee yangu katika kusimamia rasimali za nchi hii kwa kupambana na ufisadi nchini. Imenipa moyo wa kupambana zaidi bila woga wala kuchoka nikiamini taasisi za watetezi ndani na nje ya nchi zipo na mimi. Naamini tuzo hii ni chachu kwa wabunge wengine, wanahabari na wanaharakati kwa ujumla wa kupambana na ufisadi nchini hasa kwa wanahabari kutakiwa kuongeza nguvu katika habari za uchunguzi.

Kwa Upande wake Balozi wa Jumuiya ya Ulaya kwa niaba ya mabalozi hao alikihakikishia kituo cha Human Rights Defenders ushirikiano zaidi katika kutimiza majukumu ya kutetea watetezi wa haki za binadamu.

Nakushukuru Waziri na Mkuu wa Majeshi ya Ulinzi kwa kunialika kwenye hafla hii muhimu ya uzinduzi wa Meli Vita za Jeshi la Wanamaji la JWTZ. Natoa pongezi nyingi kwa CDF, Kamanda wa Navy na wanajeshi wote kwa hatua nyingine muhimu tunayopiga katika kuimarisha uwezo wa Jeshi letu kutekeleza majukumu yake kwa upande wa mpaka wetu wa majini. Kwa niaba yenu napenda kuwashukuru ndugu zetu na marafiki zetu wa Jamhuri ya Watu wa China kwa kutupa meli hizi ambazo tunazizindua leo. Ni ukweli usiofichika kuwa hatuna mshirika mkubwa kwa maendeleo ya Jeshi letu kushinda Wachina.  Wamekuwa nasi tangu JWTZ lilipoanza miaka 51 iliyopita. Kwa kweli, hatuna maneno mazuri ya kuwashukuru zaidi ya kusema asanteni sana.  Natoa shukrani maalum kwa kampuni ya Poly Technologies Inc. kwa ushirikiano wenu.  Ni moja ya kampuni muhimu inayotupatia silaha na zana za kijeshi.
Tukio Linatuunganisha na Wananchi wa China
Maafisa na Wapiganaji;
Mabibi na Mabwana;
Kupatikana kwa MELI VITA MWITONGO na MELI VITA MSOGA kunaandika histori mpya katika kuliwezesha Jeshi letu la Wanamaji katika utendaji wake.  Kama mnavyojua,  Jeshi letu la Wanamaji lilianzishwa rasmi mwaka 1971 kwa msaada wa Serikali ya Jamhuri ya Watu wa China. Serikali ya China ilitoa idadi ya meli 13 na kutujengea vituo vitatu vya Rada kwa ajili ya uchunguzi wa Pwani; na kutujengea karakana na chelezo (slipway).
Pia marafiki zetu wa China wametupa wataalam mbalimbali kwa ajili ya karakana na chelezo, wametupa nafasi nyingi za mafunzo nchini kwao kwa ajili ya maofisa na askari wetu; na wametuanzishia Kombania mbili za Marine Special Forces. Hii ni pamoja na kugharamia mafunzo na vifaa vyake.
Ndugu zetu hawa wanaendelea kutupatia waalimu na wakufunzi kwa ajili ya shule yetu ya Ubaharia. Kwa ujumla, kwa mrefu Kamandi ya Navy ya Jeshi la Wananchi wa Tanzania imekuwa ikipata misaada mbalimbali kutoka Jeshi la Ukombozi la Watu wa China.
Usione vinaelea vimeundwa.  Haya yote ni ya udugu na urafiki baina ya nchi zetu ulioasisiwa na viongozi waasisi na mataifa yetu mawili: yaani Chairman Mao Tse Tung wa China na Julius Nyerere. Pia ni kutokana na kazi nzuri iliyofanywa na viongozi waliofuatia. Naahidi kuwa sisi Tanzania tutaenzi na kudumisha uhusiano huu wenye tija kubwa kwa nchi zetu mbili.
Meli Zimekuja muda Muafaka

Mabibi na Mabwana;
Kwa mujibu wa maelezo niliyopewa, meli hizi - MELI VITA MWITONGO na MELI VITA MSOGA - zinaweza kwenda kwa kasi, zikiwa na  silaha za ulinzi kwa kiwango cha kuweza kutoa ulinzi wa kutosha.  Pia zinaweza kukaa baharini kwa muda mrefu na kufanya kazi kwa umbali mrefu.Uwezo mkubwa wa meli hizi kulinda maji yetu na EEZ ni hazina kwetu na faraja kubwa kwa Taifa letu. Tuendelee  kuwa na ushirikiano na Serikali na Jeshi la Jamhuri ya Watu wa China ili tuzidi kuvuna zaidi kutokana na uzoefu wao.
Upatikanaji wa Meli Vita hizi umekuja wakati muafaka ambapo nchi yetu inahitaji ulinzi wa bahari wa kutosha kwa kushirikiana na majirani zetu wa Kenya, Msumbiji na mataifa mengine katika kupambana na uharamia wa baharini. Kutokana na meli hizi, eneo letu la bahari sasa litakuwa salama kwani tunaweza kulilinda kwa uhakika. Zitasaidia kuchagiza maendeleo ya kiuchumi kwa taifa letu kupitia ulinzi wa rasilimali za baharini. Kama mjuavyo, tuna samaki wengi baharini wanaoibiwa bila sisi kujua. Tuna gesi asilia ambayo ni tumaini kubwa kuitoa nchi yetu hapa tulipo na kuipeleka mbele kwenye maendeleo. Lazima rasilimali hiyo tuilinde. Namna pekee ya kuweza kuhakikisha usalama wa mipaka yetu na rasilimali za bahari ni kuwa na vifaa vya kutosha na vya kisasa, kama meli vita hizi tunazozizindua leo.  Aidha, ari ya utendaji kazi kwa maafisa na askari wa Kamandi ya Navy pia itazidi kuongezeka.
Meli Zitumiwe kwa Ufanisi

Hongereni kupata zana na silaha mpya katika Kamandi yenu. Bila ya shaka itawaongezea ari ya utendaji kazi wa maafisa na askari. Kwa hiyo, napenda kutumia nafasi hii pia, kuwasihi mzitumie vizuri meli hizi, na hasa hasa mzitunze ili ziweze kutimiza majukumu yaliyokusidiwa na kwa ufanisi mkubwa. Kufanya hivyo ni kwa manufaa ya Jeshi lenyewe na kwa  manufaa ya Taifa kwa ujumla, katika utendaji wenu wa shughuli za ulinzi katika maeneo yetu ya Bahari ya Hindi.  Aidha, tutunze kwa umakini mkubwa vifaa na zana mbalimbali kama hizi zinazowawezesha kutekeleza majukumu yenu.
Kila fursa ya kiuchumi inapojitokeza, Serikali  itaendeleza juhudi zake za kiliimarisha jeshi letu kwa kulipatia vifaa vya kisasa na kuwawezesha maafisa wake kuwa na uwezo mkubwa wa kulinda mipaka yetu. Pia tutazidi kuimarisha upatikanaji wa huduma nyingine muhimu za msingi ikiwa ni pamoja na malazi bora na mavazi nadhifu.

Nichukue nafasi hii pia, kuwashukuru na kuwapongeza  Maafisa na Askari wa Kamandi ya Navy kwa kazi nzuri wanayoifanya katika majukumu yao ya kulinda nchi yetu na hasa zinazohusiana na operesheni mbalimbali za baharini.
Aidha, nawapongeza pia wote walioshiriki katika maandalizi ya shughuli hii ya leo.  Wamefanya kazi kubwa inayostahili pongezi za dhati. Tuendelee kushirikiana katika majukumu kama haya ili kuliwezesha Taifa letu kusonga mbele katika maendeleo ambayo yanategemea sana ulinzi imara.

Theft, youth gangs, election violence affect many citizens

  • But the police and justice system are not seen to be working for the people 

28 April 2015, Dar es Salaam: Three out of ten citizens (30%) have experienced theft in the last year. Overall half of Tanzanians have ever had something stolen from them.

A majority of citizens (84%) also believe that it is likely that they will be affected by gangs similar to Panya Road in Dar es Salaam. In January 2015, Panya Road created concern with incidents of violence, extensive social media commentary and, eventually, hundreds of arrests. Six out of ten citizens (60%) at the national level have heard of Panya Road but almost to nine out of ten (87%) say there are no gangs like this in their communities.

Two out of ten citizens (18%), report that they witnessed violence during the local government elections in December 2014.

These findings were released by Twaweza in a research brief titled Our safety? Citizens’ views on securityand justice. The brief is based on data from Sauti za Wananchi, Africa’s first nationally representative high-frequency mobile phone survey. The findings are based on data collected from 1,401 respondents across Mainland Tanzania (Zanzibar is not covered in these results) in February and March 2015. It is important to note that polling covered a representative sample of all citizens in Mainland Tanzania.

Despite the relatively high rates of theft, fears about gangs and incidents of political violence, eight out of ten (79%) citizens report never, or rarely, feeling unsafe in their own communities and neighbourhoods.

However, they believe that the justice system in the country is not functioning as it should. Just over half of citizens believe that ordinary citizens would be punished according to the law if they commit a crime (53%). These numbers drop when it comes to elites. Only 14% say that a rich person would be punished according to the law for criminal acts and 21% think the same for public servants. These numbers have fallen significantly since 2013 when 39% of citizens thought that public servants would face legal consequences for breaking the law. Six out of ten citizens (60%) think that police best serve the rich.

In line with the relatively low confidence in the effectiveness of the justice system, less than four out of ten citizens (37%) would go to the police if a crime was committed. A similar number, 32%, would go to a local security group or their village/street committee. Some believe that citizens do not report crime to the police because of corruption (29%) or because the police would not care (14%). Similarly, there seems to have been an increase in incidents of police violence (threats, beatings, stoning) with two out of ten citizens (21%) having heard of these types of occurrences compared to 14% in 2013.

Given the reported low trust in the police, many communities have local security groups who provide basic law enforcement. However these local security groups are often untrained. The highest number of reports of violence are directed towards these groups with three out of ten citizens (29%) report hearing about threats, beatings and stoning perpetrated by local security groups.

“Citizens face a number of potential safety issues including theft, fear of youth gangs and a lack of security around their democratic participation. At the same time the justice system is not perceived to be fair or efficient. Put together, these data present a challenge to policy-makers.”

Aidan Eyakuze, Executive Director of Twaweza, added
“There are three clear messages from citizens in these data. First, although many citizens report feeling safe in their own communities, they have also experienced burglary, are afraid of being affected by gangs and have observed political violence. Second, ordinary citizens believe that the police or justice system favour the elite. This belief has become more widely held over time. In addition, they have seen an increase in police violence in the past two years, which discourages them from pursuing formal mechanisms of justice. Finally, citizens are willing to take matters into their own hands as shown by a heavy reliance on local security groups, their plans to congregate at polling stations during the constitutional referendum, citizens are taking matters into their own hands. These messages present a clear call to policy –makers to address critical security, law enforcement and justice issues, both for their own sake and because of their potential impact on economic affairs.”

Shughuli hiyo itaanza rasmi saa tatu na nusu asubuhi kwa Waheshimiwa Wabunge na Washiriki wote kuwasili na kuketi Ukumbini kabla ya ukaribisho utakaotolewa na Naibu Spika amabaye pia atakuwa mwenyekiti wa Mkutano huo na kufuatiwa na neno la utangulizi kutoka kwa Waziri Mkuu Mhe. Mizengo Kayanza Peter Pinda.

Aidha, Uwasilishwaji wa Mapendekezo ya Mpango wa Serikali kwa mwaka wa fedha 2015/2016 yatafanyika kuanzia saa nne asubuhi na Waziri wa Nchi, Ofisi ya Rais (Mahususiano na Uratibu) Mhe. Dkt. Mary Nagu (Mb) na kufuatiwa na uwasilishwaji wa mapendekezo ya kiwango na ukomo wa Bajeti ya Serikali kwa Mwaka wa Fedha 2015/2016 na Waziri wa Fedha Mhe. Saada Mkuya (Mb).

Shughuli hiyo inatarajiwa kumalizika saa sita mchana, na baadae kamati za Bunge kuendelea na utekelezaji Majukumu yake kulingana na ratiba za kamati.

Mbatia azungumzia kuporomoka kwa thamani ya Shilingi

 Waziri Kivuli wa Fedha, James Mbatia akizungumza na waandishi wa habari katika ofisi za bunge jijini Dar es Salaam kuhusu kuporomoka kwa thamani ya shilingi.

Thamani ya shilingi ya Tanzania imekuwa ikiporomoka kwa kasi ya kutisha ambapo ndani ya mwezi mmoja imeporomoka kwa zaidi ya asilimia 20 kutoka shilingi 1650 kwa Dola moja ya Kimarekani hadi shilingi 2010 kwa takwimu za jana.

Kuporomoko huko ni tishio kwa uchumi wa nchi. Sayansi ya anuai inatuonyesha kwamba nguvu ya mporomoka wa kiasi hiki, inaweza kutikisa vibaya mfuno wa wa uchumi kama hatua za kifedha hazitachukuliwa haraka iwezekanavyo na taasisi husika.

Akizungumza na waandishi wa habari jijini Dar es Salaam leo, Waziri Fedha Kivuli, James Mbatia amesema kuwa:
 "Yapo mambo mengi yanayoweza kusababisha poromoko la aina hii, mambo ya ndani na mambo ya nje ya nchi."  'Poromoko tunalozungumzia sasa linasababishwa zaidi na mambo ya ndani, hivyo basi mpira uko mikononi mwetu na wachezaji ni sisi na uwezo wa kukabili poromoko la shilingi yetu tunao.'

US High Court to consider lawsuits over personal data on websites

WASHINGTON (AP) -- The Supreme Court said Monday it will decide whether websites and other firms that collect personal data can be sued for publishing inaccurate information even if the mistakes don't cause any actual harm.

The case is being watched closely by Google, Facebook and other Internet companies concerned that class-action lawsuits under the Fair Credit Reporting Act could expose them to billions of dollars in damages.

The justices will hear an appeal from Spokeo.com, a Pasadena, California-based Internet search engine that compiles publicly available data on people and lets subscribers view the information, including address, age, marital status and economic health.

Thomas Robins, a Virginia resident, sued Spokeo after viewing a profile on him that was riddled with errors. It incorrectly stated his age, that he had a graduate degree, was employed and married with children. In fact, Robins was unemployed and looking for work. He claims the false information damaged his job prospects.

A federal district court said Robins had no right to sue because he hadn't suffered any actual harm from the errors. But the 9th U.S. Circuit Court of Appeals reversed that, ruling it was enough that Spokeo had violated the Fair Credit Reporting Act.

The law was intended to keep credit reporting agencies from compiling inaccurate information that could jeopardize people's ability to get loans or pass job-related background checks.

Robins is pursuing a class action against Spokeo on behalf of thousands of other plaintiffs who also say the company published erroneous information about them. If a class is certified, the company could face damages of $1,000 per violation under the Fair Credit Reporting Act, which could add up to billions of dollars.

The Obama administration had urged the court not to take the case, arguing that consumers could sue over misleading data as long as it violated the law - regardless of whether they were harmed.
